On behalf of the 300 plus members of the Junior League of Lexington, let me begin by saying thank you for your support of our organization and show. As Chair, I am excited and honored to hold the reins and will do my best to spur this prestigious event forward in continuing excellence. Whether you are riding your beautiful horse through the entry gate or enjoying as a spectator, we welcome you back to the show! We take the stewardship of this legacy event seriously and assure you our staff is here to ensure your time at the Red Mile is enjoyable and meets all expectations. Through the generous support of our patrons, exhibitors, donors and dedicated members of the Junior League we continue to have a positive impact in central Kentucky with our charitable and philanthropic endeavors. Our league makes a positive difference in the lives of so many people and families. Hilton Suites Lexington Green will again offer special rates to our exhibitors, and will graciously donate a portion of those proceeds to the Junior League of Lexington. Call early to reserve your rooms and remember to request the special horse show rate. We are excited to offer new seating this year. The Horseman’s Club will house private tables for six, located at the west end of the show ring, formerly the Bistro. It will provide nightly complimentary wine and snack baskets provided by the Junior League of Lexington, as well as complete bar service. There are a limited number of tables, and these will be offered on a first come, first served basis. The Horseman’s Club is perfectly positioned for great show ring viewing, as well as quick access to the barns and warm- up area for the busy trainers and exhibitors. The party begins immediately following the last class for great music and celebration! We are pleased to announce the First Annual Dog Show on Saturday morning. It will take place in the show ring and begin promptly at 10:30 a.m. Make plans to bring your furry friend for a fun time! Attention all trainers, we are adding a $50 Trainer’s Jackpot to EVERY CLASS offered in 2014. The trainer of the winning entry in each class is eligible to win the additional $50 by simply signing the entry blank as trainer and MOST IMPORTANTLY entering by the deadline of June 2, 2014. The horse must be entered in the program with assigned number. The winner of the Trainer’s Jackpot will rotate 1st through 4th place every forth class. Turn off the exit ramp onto Paris Pike heading toward Lexington. Follow Paris Pike for approximately five miles. Paris Pike turns into Broadway; follow it through downtown. Coggins Test Proof of negative Coggins within the past 12 months is required of every horse entering the show grounds. A copy of the test results should be attached to the entry form; otherwise, they must be presented to the Secretary upon arrival. NO ENTRY WILL BE ACCEPTED WITHOUT CURRENT TEST RESULTS. HEALTH CERTIFICATES ALL HORSES MUST HAVE CURRENT HEALTH CERTIFICATES. Rules & Regulations EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. 1. RESERVATIONS The Lexington Junior League Charity Horse Show reserves the right to: a. Vary or add to the list of invited officials b. Cancel or combine any class with three entries or less c. Refuse any entry without explanation or recourse d. Hold eliminations where the number of entries warrant 2. ENTRIES Entries close June 2, 2014. All entries fees, stall fees, USEF fee, etc, MUST BE PAID IN ADVANCE with entries prior to the closing dates as outlined above. Entries must be made on our official form. Copies may be made of the official entry form. All information contained on the entry form will appear in the official horse show program. Equitation horses must be entered by name, along with the name and address of the rider. Please enter for Championship classes and Stake classes in advance. A copy of registration papers for Saddlebred Horses, Hackney/Harness Ponies, Roadster Horses and Ponies must accompany the entry form. PAYMENT MUST ACCOMPANY THE ENTRY–PARTIAL PAYMENT OR OPEN CHECKS FOR INITIAL ENTRIES WILL NOT BE ACCEPTED. OPEN CHECKS OR PAYMENT IN FULL WILL BE REQUIRED FOR CHARGES OR ADDITIONS AT THE SHOW. AMERICAN EXPRESS, DISCOVER, MASTERCARD, AND VISA ACCEPTED. For Qualifying Horses All qualifying class entry fees must be paid in full by the closing of entries. For Championship Classes Pay for the Championship class in advance at the regular entry fee. Pay a late entry fee which is one & one half times the regular entry fee and must be paid by 11:00 a.m. the day of the class. After 11:00 a.m. the fee will double. For Five-Gaited, Three-Gaited and Fine Harness Championships Please enter the Championship in advance. There is no entry fee to pay in advance. The entry fee is deducted from ribbon winners only. For Equitation Championships Please enter and pay for the Junior and Senior Championships and the Walk/Trot Championship in advance. *If the rider does not qualify for these championships, you may request a refund of the entry fee for the class. IF THE ENTRY FEE FOR THESE CLASSES IS NOT PAID IN ADVANCE, A LATE ENTRY FEE OF ONE & ONE HALF TIMES THE REGULAR ENTRY FEE WILL BE ASSESSED. For Pleasure Championships Please enter and pay for the Championship classes in advance of the regular entry fee if not paid in advance, the past entry fee of one & one half the times of the regular entry fee will be assessed. 3. POST ENTRIES All Post Entries, if accepted, will be assessed an office recording fee of $50 and the entry fees will be double for every class entered. 4. OTHER FEES USEF Fee $16- The Drugs and Medications Fee has been incorporated into the “USEF Fee” and will continue to be assessed per horse per competition; this includes the $8 drug fee and a $8 USEF Fee. Office fee $16- this fee is assessed per horse. USEF non-member fee is $30. 5. SUBSTITUTIONS No substitutions of an entry may be made except in accordance with USEF Rule GR911. A late fee of $50 will be charged for substitutions. Credit for the original entry will be applied to the new account. 6. REFUNDS NO REFUNDS WILL BE HONORED *Equitation Championships excepted 7. STABLING STABLING WILL BE AVAILABLE AFTER NOON ON FRIDAY JULY 4, 2014. Stall $125, Tack- $125, Ship-in fee- $25 per horse. Stall doors may not be removed. INITIAL BEDDING WILL NOT BE PROVIDED. IMPORTANT NOTICE: Non-showing horses must pay a fee of $200 if stabled on the show grounds, plus the normal stall fee of $125. Stall doors for non- showing horses must be provided by the owner, or with prior arrangements, can be rented from the Horse Show for a fee of $125 each for the duration of the show. 8. COURTESY TO OFFICIALS The Lexington Junior League Charity Horse Show reserves the right to eliminate from further competition any individual(s) adjudged to have violated USEF Rule GR702 and withhold payment of premiums won. Violators shall forfeit all fees. 9. PREMIUMS Premium money will be paid by check to the owner or trainer as instructed. Payment will be made within 30 days following the end of the show. YOU MUST PROVIDE YOUR SOCIAL SECURITY NUMBER OR YOUR FEDERAL I.D. NUMBER ON THE ENTRY FORM. All checks must be cashed within 30 DAYS from the date of issue. 10. JUDGING SYSTEM The Majority Opinion System will be utilized in all classes where three judges are officiating. 11. TRAINING AIDS FIRE EXTINGUISHERS, FIREWORKS, ETC. WILL NOT BE TOLERATED ON THE SHOW GROUNDS. ANY EXHIBITOR FOUND USING ANY OF THE ABOVE WILL BE IMMEDIATELY ELIMINATED FROM FURTHER COMPETITION. 12. NOISEMAKERS Attention getting devices and/or other noisemakers (including but not limited to, tape measures, blow horns, bamboo poles, explosives, fire extinguishers, baby powder, whips longer than 6’, etc.) are not allowed in and around the make up and competition rings during scheduled competition sessions. All such items will be confiscated and offenders will be reported to the USEF. 13. Dress Code The following dress code has been adopted and will apply to all trainers, handlers, grooms and other participants entering the show ring: 1. Collared shirts are required; stable names and logos are acceptable; 2. Shirts must be tucked in while in the show ring; 3. Slacks or khaki pants only (no denim or shorts); 4. Billed hats must be worn forward. 14. ADMITTANCE PASSES Every exhibitor, trainer and handler MUST have a wristband for admittance to the seating areas and grandstand areas. 15. TROPHIES All Perpetual, Memorial and Challenge trophies will remain in the possession of the Junior League of Lexington until retired. Trophies will be given to the winners. 16. CREDENTIALS Current measurement cards or valid measurement forms issued by the USEF must be presented to the Secretary before showing any pony. If not available, the pony must be measured at the show. Measurement times will be announced. No pony will be able to show without measurement forms. Amateur certification should be made available to the Secretary. A current copy of all rider, owner and trainer USEF membership cards should be attached with the entry or presented at time of check in. 17. DOGS Dogs are not permitted on the show grounds. 18. STABLE AREA PARKING For security reasons, access to the stable area will be restricted to owners and trainers who have purchased a STABLE ACCESS PERMIT from the Horse Show Office. The permit will be $25 and allows access daily. The rear stable gate off Red Mile Road will be the only entrance and exit. Cars or trucks parked blocking emergency vehicle access will be towed with no warning. Any damage caused by a parked car or truck in the stable area will be the responsibility of the owner of the vehicle. 19. CHECK-IN REFRESHMENTS Complimentary refreshments will be served Saturday, Sunday and Monday during exhibitor check-in. 20. ADDITIONAL All questions not covered by the Rule Book of USEF or the preceding Rules and Regulations shall be decided by management or the Horse Show Hearing Committee. 21. STALLS Stalls are either permanent or temporary with doors provided. 22. CLASSES Classes will be split if the number of entries warrant. 23. FOOTING Warm-up ring has cedar sawdust and is 90 x 240. Show Ring has cedar wood chips and is 90 x 400. 24. PHOTOGRAPHY Schatzberg Photography is the official photographer for the 2014 show. Any other photography, or advertisement thereof, taken of subjects within the confines of the show ring without prior written consent from show management is expressly forbidden. Violation of this rule will be grounds for removal from the premises. 25. GOLF CARTS All operators of Golf Carts and other motorized Vehicles must possess a valid, state issued motor vehicle operator’s license. If an individual without a valid license is found to be operating a golf cart or motorized vehicle with or without an adult present, the Junior League of Lexington will fine that individual $100 and the vehicle will be held by the show until the fine is paid. In the event an individual is found to violate the above a second time, he/she will be barred from showing for the balance of the show and his/her trainer of record and all horses in the trainer’s care and custody will also be barred from showing for the balance of the show and all premiums won to date by any of those horses will be forfeited. USEF GR 1301.7 Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. THE JUNIOR LEAGUE OF LEXINGTON, INC., THE LEXINGTON JUNIOR LEAGUE CHARITY HORSE SHOW, ITS OFFICERS, INDEPENDENT CONTRACTORS OR EMPLOYEES SHALL NOT BE RESPONSIBLE FOR ANY LOSS OR DAMAGE THAT MAY OCCUR TO ANY EXHIBITOR, AGENT, TRAINER, OWNER, MANAGER, RIDER, DRIVER, HANDLER OR SPECTATOR. IT SHALL BE A CONDITION OF ENTRY THAT THE ABOVE NAMED PARTIES SHALL HOLD BLAMELESS THE JUNIOR LEAGUE OF LEXINGTON, INC., THE LEXINGTON JUNIOR LEAGUE CHARITY HORSE SHOW, MANAGEMENT, ITS OFFICERS AND EMPLOYEES FOR ANY LOSS OR DAMAGE TO HIS/HER PERSON, EQUIPMENT, ET. Transportation Requirements We have been advised by the Commonwealth of Kentucky Transportation Cabinet as follows: Any motor vehicle having in excess of 26,000 pounds registered gross weight must participate in IFTA fuel tax program through their base state or they must secure a “fuel Permit” from the Division of Motor Carriers of the Transportation Cabinet, which is valid for a consecutive 10-day period. A fee of $40 is charged for such permit. Kentucky also has a heavy vehicle mileage tax, which applies to vehicles with a registered gross weight of 60,000 pounds or more. Such vehicles are required to obtain a “Highway Use Permit” if they do not already have a KYU license. In addition motor vehicles operating in for hire carriage are required to qualify with the Kentucky transposition Cabinet interstate movements involving vehicles licensed in other states will probably be entitled to reciprocal privileges regarding licensing requirements. Out of state licensed vehicles must permits in pay a $10 fee for a vehicle identification card. Farm plated vehicles are exempt from all taxes and Kentucky. USEF Membership Statement Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. PROTECTIVE HEADGEAR STATEMENT: Please be reminded that protective headgear passing ASTM standards is recommended by USEF, however it is not a requirement. MOTORIZED VEHICLE STATEMENT: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/ or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. SHARPS CONTAINERS STATEMENT: GR 1210.4 Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management’s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. Competition management will place a notice of this requirement either in its prize list or on a specific handout given to trainers on check-in at the competition. If local law has different requirements, local law will prevail. To be shown to an appropriate vehicle, preferably a small buggy with four wire wheels but without top. Light harness with blinkers, snaffle bit and overcheck are required. For UPHA class, horse must be nominated to the UPHA Classic Program, nominations can be made at the show and owners and trainers must be UPHA members. Horses to be shown at an animated walk, park trot and “show your horse.” Exception: “show your horse” is not classed for in Ladies or Amateur class.
