. . . Come Celebrate . . . 80TH ANNUAL Midwest Charity Horse Show Owners, Exhibitors and Trainers We thank you in advance for considering this year’s Show! The Midwest Charity Horse Show Board of Directors welcome you to the 80th Annual Midwest Charity Horse Show in the historic Coliseum of Champions at the Illinois State Fairgrounds. We are thrilled to be back in the venue that showcases our champion breeds with the highest level of competition. The challenges of the past year for our friends and families have been great. We appreciate those who work on the front lines of care. Our thoughts are with the families of the special people we have lost that were Midwest Charity exhibitors and friends due to Covid-19 and the seasons of life. We missed seeing everyone at our show in 2020, the first time the show had been cancelled since World War II. The Midwest Charity Horse Show is a wonderful Springfield, Illinois tradition that we all look forward to and appreciate. Now, more than ever we will all come together to celebrate what our breeders and train- ers have been working the past year and will be so excited to see the young horses and ponies make their first trips into the Coliseum of Champions. Riders and drivers of different levels are welcomed and feeling the excitement of showing for the first time in the historic arena is something one should truly experience. The seasoned competitors and exhibitors will rise to the occasion presenting their favorite breeds to the best of their abilities to the delight of everyone to see in person or in the live feed by Richfield Video. We have new class additions to the schedule this year with Roadster Horse Under Saddle and Championship enhancing our Roadster Division. And, we have added the Saddle & Bridle’s Working Western class and Open Breed Western Trail Pleasure with a broader view for our pleasure horses at the Midwest Charity Horse Show. Our show com- mittee is working hard to welcome many disciplines and preserve our Multi-Breed show appeal. Our show committee has many challenges yet in preparation of the upcoming show during our current phase of public health and State of Illinois capacity limits and requirements for the facility. This will limit some of our hospitality traditions, or create some fun changes we hope to share on the grounds and in our community. As the show date approaches, we are hopeful that as our area improves, we will share our best for a fun, safe and healthy week. We will make an announcement when it is clear on what we must do according to our states phase of operation, and strive to keep everyone safe with our Covid-19 policy, and procedures. The Midwest Charity Horse Show benefits the central Illinois commu- nity and the beneficiary of our proceeds continues with SIU School of Medicine Foundation’s Camp Coco for children with cancer and blood diseases. Every entry shall constitute an agreement that the person making it is subject to the rules and regulations of the Midwest Charity Horse Show and the rules of the U.S. EQUESTRIAN FEDERATION. It is the exhibitors respon- sibility to submit entries that do not constitute a violation of the provisions. 2. The Midwest Charity Horse Show will not be responsible for any dam- ages to person, animal or property at the show or on the fairgrounds, nor shall they be liable for any accidents or injuries sustained by persons or ani- mals on the show grounds at any time. Neither will they be responsible for any vehicle or any equipment which is lost or damaged. 3. Registration papers showing proof of ownership, or copies thereof, of American Saddlebreds, Arabians, Hackneys, Morgans, Standardbreds, or other breeds identification must accompany entry blanks. Include copies of current U.S. Equestrian, breed membership, UPHA, ARHPA ID, and meas- urement cards. These must be included with entry. An entry is considered incomplete if the registration papers, ID #, membership cards, and measure- ment cards are not provided. 4. All animals entering Illinois for the purpose of livestock production or exhibition must be accompanied by an entry permit from the Department. Applicants for permits shall furnish the following information to the Illinois Department of Agriculture, Bureau of Animal Health and Welfare. Number of equine in shipment; name and address of consignor; AND name and complete post office assigned mailing address of location of show. Entry permit numbers are available by calling the Illinois Department of Agriculture, Monday through Friday from 8:00 a.m. to 4:30 p.m., exclud- ing state holidays, at 217-782-4944. Veterinarians may call the same num- ber or login at: https://www2.illinois.gov/sites/agr/Animals/AnimalHealth/Pages/Animal- Registry-Login.aspx All veterinarians issuing Certificates of Veterinary Inspection for livestock including equine, bovine, porcine, caprine, ovine, and cervidae transported into Illinois from any state with a confirmed diag- nosis of vesicular stomatitis within the past 30 days must include the fol- lowing statement on the Certificate of Veterinary Inspection: "Vesicular stomatitis has not been diagnosed on the premises of origin within the past thirty days. I have examined the premises of origin and have found no signs of vesicular stomatitis." All equidae entering Illinois for production, sale, lease, loan, trade, or exhibition shall be accompanied by an entry permit issued by the Department and a Certificate of Veterinary Inspection issued by an accredited veterinarian of the state of origin who conducted the inspec- tion within 30 days prior to entry. All equidae 12 months of age and older shall be negative to an official test for Equine Infectious Anemia (EIA) within one year prior to entry. –3–
USEF requires that at Federation licensed competitions, horses enter- ing the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccina- tions within six months prior to entering the stables. Horses not in com- pliance with this rule may be required to leave the competition grounds upon request by Competition Management. Please see USEF GR845 Equine Vaccination Rule. 5. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regu- lar Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions, and Combined Driving Competitions upon pay- ment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule; 1) leadline; 2) exhibi- tions; 3) games and races; 4) classes for 4-H members; 5) walk, trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant han- dlers in Dressage Sport Horse Breeding classes. Reminder: All USEF Life and Senior Active members, as well as par- ticipants who have regular contact with minor athletes, are required to comply with the U..S. Center for SafeSport training requirement to be eligible to participate in the competition. All participants must adhere to the U.S. Center for SafeSport Code, USEF Safe Sport Policy, and the Minor Athlete Abuse Prevention Policies. More information about these can be found at www.usef.org. 6. ENTRIES MUST BE POSTMARKED BY MIDNIGHT MAY 20, 2021. Exhibitors cancelling their entries after the official date for the closing of entries without a veterinarian certificate shall forfeit their entry fees. No refunds made during show. Refund forms will be processed after the show. However, there will be NO REFUND(S) OF STALL RENT, OFFICE FEE OR FEDERATION FEE. Should classes be cancelled and not rescheduled due to equine or human health concerns, severe weather or other emergency, refunds will be made available at the boards discretion. 7. For every horse participating in any competition recognized by the Federation, a $23 Federation fee will be collected ($15Drugs & Medical fee, USEF $8). Exception: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. 8. Stalls: Permanent and Portable Box stalls with doors will be provid- ed inside permanent barns at a charge of $175.00. Stall fee $65.00 for only one night, specifically limited to Lead Line. Tack Stalls $175.00. Post stabling after May 20, 2021 will be accepted on a space availability basis with a $40.00/stall post stabling fee. This fee is in addition to the initial stall fee. Early arrivals and late departures will be assessed $25.00/day/stall. 9. Entries: $40.00 for all preliminary classes and $60.00 for Championship or Stake classes unless specifically identified else-where. Non-Competing horses/ponies require a $50.00 fee, but are exempt from non-member or drug fees. All horses pay office fee. Exception: UPHA Classics Show Entries must be eligible and also registered with UPHA. Class entry fee $100.00. Entry and payment of $50 is to be made at time of entry on Midwest Charity Entry Form. Balance of $50 must be paid prior to class session. –4–
Opportunity classes are Open Breed Classes only limited as specified. Cross entering is allowed in Opportunity Open Breed Hunter Pleasure, Open Western Trail, Open Carriage Pleasure Driving when all other specifications and rules are met. Cross entering is allowed for non-ASB breed divisions when all other specifications and rules are met. USEF non-current participant Show Pass fee is $45.00 and will be collected and remitted to the Federation. Each participant at an AHA Recognized Show must submit a valid AHA Membership with Competition Card, Life Membership Card or join AHA(Membership with Competition Card) at the show or pay a $35 Single Event Membership fee per person, per show. AHA 9-90 Fee $5.00 and Show Fee $5.00 For Arabian Exhibitors/Owners, Midwest Charity is a recognized competition in Region 11. Post entries will be accepted after May 20, 2021 deadline with an additional one time $30.00 post entry fee per horse or pony entered. NOTE: Any exhibitor failing to cancel an entry he/she does not intend to show in any class in which the animal was duly entered will be assessed a fine of $25.00 for failure to cancel up to 1 hour before the start of the performance in which the class is shown. 10. ........................................Prizes .............................................. Prize money for placings in all classes will be distributed within 30 days of the close of the show, to competitors whose accounts with the competition are cur- rent, and to the address which is shown on the entry form. All checks are made payable to the owner unless specifically authorized by the owner to a person(s) (payee) or entity specified on the entry form. Such authoriza- tion must include Social Security Number or FEIN Number of the desig- nated payee. 11. The management of the Horse Show reserves the right to cancel any class(es), when there are less than four (4) entries the property of dif- ferent owners, and to combine or divide any class or class(es) should such be in the best interest of the show. All exhibitors will be notified of such changes before the first performance of each session. 12. All classes will be shown in the numerical order listed. Any changes deemed necessary by show management will be made in accordance with U.S. EQUESTRIAN FEDERATION regulations. 13. USEF Saddle Seat Medal and USEF Saddle Seat Adult Amateur Medal Classes are offered at this competition. 14. Amateur Cards: (Must be available for show management inspec- tion.) Exhibitors may apply for this in the secretary’s office one (1) hour prior to such class. 15. Exhibitors are notified that any act of discourtesy or disobedience to judges and/or show officials on the part of the exhibitor can result in for- feiture of all entry and stable fees, and winnings and ejection from the show grounds. 16. Stabling information is available in the show office. Owners and Trainers: Make sure that number of stalls needed and entry blanks are cor- rect. Failure to abide by stable designation will be considered an act of dis- courtesy. Stabling will not be assigned without payment of stabling fees. A Stabling Committee shall be appointed by the President of the Board of Directors of Midwest Charity Horse Show Assocation, Inc. Stabling is in the sole discretion of Midwest. Considerations include but are not limited to the following nor nec- essarily in the following order: The number of total stalls necessary; avail- able barns for stabling; the most efficient use of stalls on the show grounds; number of stalls requested; history of attendance; history at a particular location; increase or decrease in number of stalls requested; support of the show to include personal time, attendance and exhibition of horses, and financial contribution. STALLS MAY BE LIMITED. TACK STALLS WILL BE LIMITED. –5–
17. Membership, stall, entry, office and U.S. Equestrian fees must accompany the entry blank or the entries will be returned to the sender. incomplete entry forms will be assessed a fee of $40.00. Championship and stake fees must be paid by the specified time. But if Entry is with- drawn after the deadline, no refunds will be given. If blank signed checks are received they will be processed for fees assessed, when pro- cessing Entries. All exhibitors/trainers will be required to leave a blank signed check in the show office before numbers will be released. All Fees incurred during the week of the Show must be paid by Saturday midnight JUNE 19, 2021, or an Assessment fee of $50.00 will be Charged. Show fees will not be deducted from winnings. Credit Cards are now accepted in show office with a convenience fee of 4%. 18. Arenas are sand and sawdust on clay. Coliseum 113’x218’, Barn 13 150’x100’, Barn 14 175’x65’, Covered Areana 204’x110’. 19. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competion grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid dri- ver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limit- ed to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or indi- vidual who signs the entry blank as a parent or guardian of a minor oper- ating the device in violation of this rule is accountable and may be sub- ject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 20. Midwest Charity Horse Show, Inc. reserves the right to regulate access to the horse show facilities and reserves the right in its vendor, photographer, or any other individual or party. The Midwest Charity name, or portions thereof, logo, banners, facilities or other identification of the show may not be appropriated, reproduced, or used in any man- ner without prior authorization in connection with the sale of photo- graphs or other related media. Midwest Charity has entered into exclu- sive contracts regarding the sale of photographs and the taping by video or other reproduction on DVD. Said agreements with individuals/entities commonly referred as show officials include the Horse Show Photographer and Horse Show Videographer. As such, signatories there- to may have legal remedies for violation. In addition, Midwest Charity retains its right to pursue any and all legal remedies available. Any party wishing to sell goods and/or services on the competition grounds must report to the show office. A vendor application must be completed and submitted for approval. STABLES, EXHIBITORS, VENDORS, SHOULD ALL ARRIVE TO THE FACILITY WITH THEIR OWN FACE MASKS, GLOVES (PPE), HAND SANITIZER, ETC. FOR THE WEEK. COVID-19 Facility Guidelines to be posted when provided closer to the show according to State of Illinois Facility guidelines, USEF and County guidelines. Please have your USEF-Illinois waivers ready for check in at the facility. –6–
21. AHA Membership Statement: Each competitor (this includes at least one recorded owner and all trainers, drivers, riders, halter handlers, coaches and the person(s) signing the entry blank) in an Arabian Horse Association recognized Arabian Division, at the time of entry into a competition, must submit a copy of a valid AHA Membership/Competition Card, join AHA or pay an AHA single event membership fee per competitor. When an agent signs for the owner at an AHA recognized competition, both the owner and agent must be members of AHA or pay the AHA single event membership. Single event membership is not acceptable at AHA Regional or National Competitions. Exhibitors in Walk-Trot Classes are exempt from AHA membership requirements at qualifying competitions, but must have an AHA membership with competition card at AHA Regional and National competitions. Exhibitors in Lead Line Classes or Parents/Guardians sign- ing for minors are exempt from AHA membership requirements. MEASUREMENT CARDS No animal may be shown in a class restricted to ponies unless owner possesses a current measurement card issued by U.S. EQUESTRIAN FEDERATION. Ponies will be measured Tuesday and Wednesday mornings at 8:30 A.M., June 15 and 16, 2021. Place to be announced. Please bring your permanent cards at that time also. Three Gaited Saddlebred horses may also be measured at the above times. FEED & BEDDING Exhibitors must furnish own feed and bedding. Vendor information and Illinois State Fair policies and contact information will be posted when information becomes available. ARRIVAL/DEPARTURE NOTICE Horses and ponies are not permitted on the Illinois State Fairgrounds before 8:00 AM June 12, 2021. If it is necessary to stable before that time please include request with entry or contact Show Management. An additional fee of $25/day/stall fee will be assessed for early arrivals and late departures. The Illinois State Fairgounrds rules prohibit horses arriv- ing between midnight and 8:00 AM. All horses, ponies and equipment must be removed from the grounds by 12:00 PM June 20, 2021. PARKING NOTICE Please park vehicles and horse trailers in designated areas. Do not block fire lanes or manure bins. CAMPING Horse trailers, camping/horse trailers and recreational vehicles park in designated areas. For camping reservations please call 217-524-9894. Illinois State Fair Security or Camping Superintendent will collect fees payable to Illinois State Fair by cash or check at the designated area. NOTICE * Show Arena and Horse Show Office will close 1 hour before each performance at 9:30 a.m. daily and 5:30 p.m. each evening. * For the safety of the younger riders the Show Arena will be open for one half hour after each matinee for quiet practice for them only. An additional half hour of quiet practice time will follow for other exhibitors. Arena grooming will be announced, but can delay practice times due to facility scheduled. No training of horses or ponies at that time. No lunging in show arena at any time. * No whips, towels, lighters, or other noise or attention getting devices may be used on the rail in the competition seating areas. * All attendants in the ring should be appropriately dressed. * All entries are requested to come to the make-up ring prior to their class. The gate to the show ring will be closed 2 minutes after the first entry enters the ring. Class calls are a courtesy. Please be ready. * NO DOGS ALLOWED IN SHOW ARENA. ALL DOGS MUST BE KEPT ON A LEASH. GOLF CARTS Rental information and Illinois State Fairgrounds policies and contact information will be posted when information becomes available. BOX SEATS Please fill out form, and provide request with entries. A show commit- tee volunteer will be contacting past box seat holders to confirm their box. Arabian Horse Association Show Recognition Competition Sponsor: Midwest Charity Horse Show Association AHA Recognition Show/Recording Number: 211115291 The Arabian Horse Association is a major equine association serving members in the United States and Canada. It registers and maintains a database of more than one million Arabian, Half-Arabian and Anglo- Arabian horses and administers more than $3 million in annual prize money. AHA produces championship events, recognizes over 500 Arabian horse shows and distance rides annually and provides activities and programs that promote breeding and ownership.
