You will also need to create a Movement Record for your trip home. Please ensure you have provided a PIC number and that you enter this PIC number on your nomination form. *A wrist band will be issued to all attendees that will be on site, on receipt of the Horse Health Declaration form at check in. This is to ensure all attendees are registered as per COVID-19 Government Health Guidelines. ** Additionally riders must wear their wrist band to allow the rider to pass through gear check during this event. Event Media Jedd Johnstone The J’taime Photography, Social Media and Event Media Management Katie Calico Pony Photography Britney Blue Ribbon Photography Deb & Eric Cherish My Pix ENTRIES & SUBSTITUTIONS Riders/Horses must be registered with Interschool Queensland. ALL Horses must be EA Life registered and ALL Riders must be EA Competitor Junior members to compete at this Championship event. The organising committee reserves the right to accept and/or reject entries. Competitors are reminded that Medication Control (swabbing) can occur at any event run under Equestrian Australia rules and regulations. Riders may enter a maximum of 6 classes per horse across the State Championships. However, for scheduling reasons, riders may have to make a choice between classes if there is a time clash. The total classes allowed will not include Eventing and Combined Training as it is held at a separate event. Riders are asked to consider the welfare of the horse when considering their state classes. The organising committee reserves the right to discuss the number of entries for a horse/rider combination per day if they have concerns. Page 19/37
A rider can enter a maximum of two horses in each discipline providing that each horse/rider combination is qualified • Dressage - each horse can compete in a maximum of two classes across the event. A class is two dressage tests at one level. For riders entering two classes on a horse, these classes must be at consecutive levels. Each Rider may also enter one freestyle class pro- vided they have competed the same level in the championship class and no more than 3 tests in one day is observed. • Show Jumping - Providing qualifying criteria met, riders may be able to nominate 2 horses in a maximum of two show jumping classes per horse. For riders entering two classes on a horse, these classes must be at consecutive heights. All horses must compete at their highest qualified height/s. • Show Horse - Competitors may enter a maximum of two horses. Show Horse riders are able to use one (1) result from the previous year’s state championships as a qualifying result. Substitutions On approval from the IQ committee, riders may substitute an alternative qualified horse up until the start of competition for the day providing details of the IQ horse/rider registration is presented to the organising committee. No rider may be substituted for another rider Important note for riders wishing to compete in more than one discipline: The organising committee will endeavour to structure the draws such that riders may compete in two disciplines on the same day, but riders must understand that, if this is not possible, they may have to prioritise one discipline over the other. Horses Horses are NOT to be ridden by anyone other than the rider nominated on the draw at events from midday on the day prior to the event commencing until conclusion of the final discipline on the last day of the event. This includes at any mounted presentations. This ruling applies even if a horse has completed its competitions at an event. The exception to this ruling is that a horse can be ridden by more than one sibling rider at an event in different disciplines and the horse does not compete in more than the maximum number of tests/sections allowed in the day by EA discipline rules (eg, no more than 3 dressage tests in one day). Primary & Secondary Riders Rule 5.2 of the 2021 IQ Handbook states that riders compete in Primary and Secondary School Divisions as per the EA Interschool Rules - (EA Rule 10.2.2 ) Primary competition is restricted to athletes enrolled up to and including year 6 in the year of competition. The Secondary competition is for those enrolled in years 7 to 12 inclusive in the year of competition. Page 20/37
In the Dressage, Show Horse and Show Jumping competition there are Intermediate Secondary and Senior Secondary classes. Intermediate is defined as those athletes enrolled in years 7, 8 and 9. Senior divisions are for those athletes enrolled in years 10, 11 and 12 in the current year. Disputes All protests or complaints are to be managed with respect through the official channels. No competitors or parents are to directly approach any judges, stewards, course builders or any other officials or volunteers before, during or after the competition with disputes or complaints. Any disputes, complaints or queries during the event must be lodged in writing with the fee of $100 as per rule 6.1 in the 2021 IQ Handbook pg. 9, to the TD via their school convenor within 30 minutes of the posting of the scores which gave rise to the objection. The decision of the Technical Delegate/Ground Jury will be final and may not be appealed. General questions can be asked in relation to errors on results or in relation to the running of the event through the event office. CONDITIONS OF ENTRY The IQ State committee values the attendance of all riders, parents, officials, spectators, sponsors, volunteers and supporters HOWEVER it is a condition of attendance at this event that each person present on the grounds is bound by the rules, policies and by-laws of Equestrian Australia. This includes comments on all social media outlets. As per EA general regulations the following will apply; Article 109 4. It is each person’s responsibility to ensure they follow the COVID Safe Guidelines. Behaviour/Code of Conduct: When representing their school and while on competition grounds, all competitors must obey their school rules and competition etiquette. Those not adhering to these, risk elimination from the competition. Damage to any third party by anyone at the venue of the competition will be the responsibility of the adult involved or the parents or guardians of those who caused the damage. In particular IQ, EQ and EA accept no responsibility relating to the use of motorised vehicles on the grounds over the course of the competition. Page 21/37
As per the Equestrian Australia 2019 National Interschool Rules, and Member Protection Policy it is expected that athletes and their support teams/parents will adhere to the rules of the competitions in which they participate and that they will show respect for other competitors, their horses, officials, judges and administrators in their actions and their words including on Social Media. There are formal mechanisms for requesting clarity of committee decisions and for disputing results. Whilst each discipline has rules and regulations specific to that discipline available for download from the EA website, the conduct of members of the sport overall is controlled by the Member Protection Policy. There are also general competition codes of conduct that apply to ALL Interschool competitions. Breaches of these general conduct practices will result in disqualification from the competition and depending on the severity of the offence, the athlete and/or their associates may face disciplinary action. At an Interschool event the Organising Committee, Technical Delegate/s, Ground Jury and Officials are responsible for ensuring Horse Welfare guidelines and EA Codes of Conduct are observed. The following EA Codes of Conduct must be observed by all competitors and their parents/guardians, during any activity held or sanctioned by EA – including Interschool events – or as an athlete/participant in any activity held by or under the auspices of the organisation or one of its affiliates. Those who fail to do so risk elimination from the competition. • General & for all EA members • For competitors • For officials • For spectators • For coaches • For administrators, directors & officers • For parents & guardians • For the welfare of the horse Please familiarise yourself with these documents available online: http://www.equestrian.org.au/sites/default/files/Equestrian%20Australia% 20Member%20Protection%20policy.pdf http://www.equestrian.org.au/sites/default/files/Equestrian%20Australia% 20General%20Regulations_0.pdf Page 22/37

Helper Jobs Each rider will be required to nominate a helper for the event. This is a compulsory requirement. Once again, we are using the ‘Sign-Up’ App to manage our helpers roster. Please access the website or download the app and familiarise yourself with it. It is easy to use and it allows you to choose jobs that suit your schedule, rider draw and family. This system was used at the 2020 States & Nationals and it worked very well. How it will work: All available jobs will be listed in the ‘Sign-Up’ App, the link will be emailed out to all riders & will be on Social Media. The Sign Up will open on Saturday 19th June 6.00pm (draws will be open). It will close Tuesday 22 June Midday (3 days after opening). Job choice will be on a ‘first in’ basis. To ensure you obtain your preferred jobs/times it is advised you sign up early. You are required to sign up for 1 job per child . If families do not select their jobs by the close-off point on Tuesday 22 June at Midday they will be allocated a job from any remaining jobs. Reminders will be sent prior to the opening and closing of the ‘Sign-Up’ roster, but we ask you to take responsibility for signing up within the required timeframes. We will post the completed ‘Sign-Up’ roster at the venue and the ‘Sign Up’ App will send out automatic reminders so ensure you check your emails. It is the responsibility of each rider and their helper to ensure that they check the ‘Sign-Up’ roster and complete their nominated tasks or find an appropriate substitute person to do so. Helper Sign In Procedure at Event Helpers must register at the nominated area prior to the start of their allo- cated job. This will be different for different disciplines so consult the final published roster to see where you need to go. FAILURE TO DO HELPER JOB If the helper fails to arrive for duty as per the roster, the rider’s name will be forwarded to the IQ State Committee on the day of the competition and the rider will be ineligible for placings or points for that competition. The rider will NOT be eligible for prizes at the State Championships and will be automatically considered as riding HC for the event. This will mean the rider will also be ineligible for the 2021 Queensland Team. In addition, the IQ Committee will notify the rider’s school. Please do not put the committee or your child in this situation. If you need to scratch from the Event you MUST try to find a replacement for your job and inform the IQ Events Secretary with who your replacement is. IQ Events Secretary - Emily Ballard 0400 780 180 (text only) or email interschoolqld.secretaryevents@gmail.com If you do not try to find a replacement you will be charged a $50 fee which will be deducted from your refund and the IQ Committee will notify the rider’s school. If you have endeavoured to find a replacement but are having difficulty or if your are scratching due to an emergency please contact the IQ Events Secretary ASAP who will assist you. Page 26/37
Horse Welfare Horse abuse in any form will not be tolerated. If horse abuse is determined the athlete will be disqualified from the competition. The sighting of blood on the horse during a test, whether wet or dry, will entail elimination and/or investigation by the Ground Jury/Technical Delegate based upon the Sport Rules of the discipline involved. Soundness The Judges are required to satisfy themselves regarding soundness of all horses and therefore have the authority to stop an unsound horse during the competition or from competing – any disputes in this area will be considered by the ground jury on the day and/or the Technical Delegate. For Dressage there is no appeal against this decision. Clean Sport Now is the time for a reminder that the use of prohibited substances in your horse is not tolerated and riders must be aware that random swabbing of horses may occur at random and will be conducted at any of these events. You should consult with your Vet regarding any current treatment and should be aware of the potential risk of self- administration of prohibited substances. The FEI publishes a caution against the use of herbal supplements and products of which the ingredients are unknown. The use of any substance to affect the performance of a horse in a calming (tranquillising) or an energising (stimulant) manner is forbidden. The use of a calming product during competition may also have important safety consequences. All controlled or banned substances can be found here: http://www.equestrian.org.au/medication-control There is also a smart phone FEI App you can download to your phone or access the web site here: http://www.fei.org/fei/cleansport/horses. Saddlery and Equipment MARSHALLING/GEAR CHECK. A designated marshalling/gear check will be made available and is compulsory for all competitors prior to their entry in each phase of every class. Competitors are to check into marshalling 15 minutes prior to ride time. Competitors may not compete until they have been cleared through marshalling/gear check. NOTE: Wristbands must be worn to be cleared through gear check. For Dressage, riders may undertake their gear check process up to 30 mins prior to ride time. This is to allow those riders that so choose, to have an uninterrupted warm-up period prior to their test. Where possible, marshalls will assist riders to move through to their correct ring at the correct time, but this is primarily the responsibility of the rider. Page 27/37
All equipment must comply with EA regulations for the particular discipline. It is the responsibility of the competitor and/or parents to ensure that saddlery and equipment is in good repair, meets the relevant safety standards, is fitted appropriately and meets the regulations for that event. It is not the responsibility of the volunteers at Marshalling/ gear check. Please refer to the illustrations of allowable equipment and information in the EA Rule Books and the information specific to each discipline in the IQ 2021 handbook. Uniform All riders must be in their full school approved equestrian competition uniform (including helmet, team caps & horse saddle pads). This is considered appropriate protocol for a State Championship and the committee expects schools, riders and their parents to support this expectation. In Show Jumping Course walks, riders are to be attired in full competition uniform including helmet & crop. NB ** Failure to comply with this rule will result in any awards, points or ribbons being forfeited** Dress for Riders Riders competing in an EA competition, must wear an approved helmet with the chin strap fastened at all times. The same is recommended when riding a horse at any time. Qualifying criteria for Dressage: 1. The qualifying period is the 12 months preceding the closing date of entries for State Championship (see section 14.2). Due to the COVID-19 interruptions of 2020 and the delay of the State Championships to October 2020. The qualifying period for the 2021 State Champi- onships will be from 25 June 2020 until close of nominations for the 2021 IQ State Champion- ships. 2. All riders should submit a minimum of 3 IQ test scores from at least 2 IQ events in the level at which they wish to participate (noting the exceptions in points 7 & 8). Riders are reminded that ONLY events listed on the IQ calendar are approved IQ qualifying events (noting the ex- ception outlined below in the next point). 3. Riders competing at Advanced, PSG or Inter I may use qualifiers from any EA two-star events, due to a lack of IQ events with classes at these levels. However, if IQ events with clas- ses at these levels are run, riders are encouraged to support them. 4. For Secondary Senior and Secondary Intermediate classes at the Preliminary and Novice level, at least one of these submitted scores is required to be 58% with the other scores being a minimum of 55%. 5. For Secondary Senior and Secondary Intermediate classes at Elementary level and above, all three scores are required to be a minimum of 55%. 6. For Primary classes, all three scores are required to be a minimum of 55%. 7. Year 12 riders may submit 2 test scores from any IQ event at their chosen level. These scores will be divided by 2 for balloting purposes. At the Preliminary and Novice level, at least one of these submitted scores is required to be 58% with the other scores being a minimum of 55%. At Elementary level and above, both scores are required to be a minimum of 55%. 8. Riders from the regions allowing a reduced number of qualifiers may submit 2 test scores from any IQ events at their chosen level. These scores will be divided by 2 for balloting pur- poses. Preliminary and Novice - at least one of these submitted scores is required to be 58% with the other scores being a minimum of 55%. Elementary and above - both scores are re- quired to be a minimum of 55%. Results from EA Competitive and Participant competitions may be considered for riders from these regions. If riders do not have EA scores, they are en- couraged to send in any scores they have for the IQ Convenor’s consideration. Regions re- quiring reduced numbers of qualifiers are listed in section 3.2.2. 9. Please note: Whilst all qualifying performances will be considered in the nomination pro- cess for the State Championships, this does not imply that riders with scores achieving the minimum standards are guaranteed a place. Balloting will be undertaken if entry numbers exceed class size limits. If classes reach maximum numbers, and balloting is required, the 3 scores will be added together and divided by 3 to get an average score to allow for ranking of the top qualifiers, who will be invited to participate (average of 2 scores in the cases men- tioned in points 7 & 8 above). 10. Classes will be limited to 35 riders however there may be fewer accepted at the discretion of the OC depending on scheduling constraints and entry standards. The OC reserves the right to refuse an entry if it is deemed to be of insufficient standard for the event and the lev- el entered. If nominations exceed the quota set by the OC, a reserve list may be kept. 11. For riders who have not gained the correct qualifications for the State Championships and wish to apply for special consideration to participate, please see section 14.3 of the IQ hand- book for further details. Page 31/37
Class Numbers will be Capped Class numbers will be limited and entries will be ranked to determine ac- ceptances for any classes with entries over the class limit of 35. Qualifying test scores will be averaged and the 35 highest ranking qualifiers will be invited to compete. Total Freestyle numbers (across Novice, Elementary, Medium, Ad- vanced and Inter 1) may also be limited. The cap is yet to be deter- mined and will depend on the final schedule but a cap of 20 freestyle riders may be imposed. If this occurs, and entries exceed the capped number, then the entries will be ranked to determine acceptances for classes. Riders may only enter one freestyle class which is the equivalent level to the straight dressage tests they are competing in.
