OBJECTIVES FOR THE RETURN TO SCHOOL

● Reconnect our staff, students, and school communities.

● Provide all students with the best-possible learning environment
  to ensure consistent instructional delivery and positive academic
  and social progress.

● Respond urgently and creatively to engage students with gaps in
  learning and social connection due to COVID disruption and
  challenges.

TONIGHT’S OBJECTIVE

Review a summary of current California Department Public Health
(CDPH) Guidance updated on July 12th and

Provide the board with (at the moment) staff consideration for
implementation of the guidance.

SUMMARY OF CDPH GUIDANCE

● Masks are required indoors, not outdoors.

● Quarantining is based on vaccination status with
recommendations for implementation.

● Physical distancing is no longer required in the classroom.

● Daily health screening, cleaning, hand washing, and ventilation
protocols should be maintained.EXHIBIT A (4 of 13)
CURRENT PREVENTION STRATEGIES

●   Requisite ventilation in all indoor facilities
●   3 ft distance between students as much as possible
●   Hire additional custodial staff to ensure daily cleaning
●   Food service primarily outdoors, with distanced indoor seating
●   Daily health screening
●   Masks worn indoors, when students are present
●   Appropriate quarantine practices
●   Staff adherence to Cal/OSHA policies
●   Work collaboratively with Placer County Public Health

WHAT WE KNOW AT THIS POINT

● RJUHSD positive case rate high of .364 (Jan 2021) and the
  school year had a negative impact on many students, both
  academically and social-emotionally.
    ○

● CDPH may continue to alter or change the requirements in the
  next few weeks. Still waiting for further clarification.
    ○

● Schools must offer alternative educational opportunities for
  students (Independent Study, AB 130).

INITIAL POSITION ON CURRENT GUIDANCE

The Roseville Joint Union High School District will strongly encourage all
students to comply with CDC/CDPH guidance, including use of masks - however,
district staff will not be placed in the compromising position of taking enforcement
actions. District staff will direct all of its resources toward ensuring every student
gets the best education possible and engaging students with gaps in learning
due to COVID disruption and challenges during the past school year. The
Roseville Joint Union High School District will continue to deploy COVID
prevention measures and encourage everyone to continue to take public health
precautions and follow CDC and CDPH guidelines. Additionally, the district
remains committed to advocating for local control on issues of this nature.

STUDENT QUARANTINE RECOMMENDATIONS

STUDENT QUARANTINE RECOMMENDATIONS

Unvaccinated close contacts who were not wearing masks or for whom the infected individual was
not wearing a mask during the indoor exposure.
For these contacts, those who remain asymptomatic, meaning they have NOT had any symptoms, may
discontinue self-quarantine under the following conditions:
   ○ Quarantine can end after Day 10 from the date of last exposure without testing; OR
   ○ Quarantine can end after Day 7 if a diagnostic specimen is collected after Day 5 from the date of
last exposure and tests negative.

● To discontinue quarantine before 14 days following last known exposure, asymptomatic close contacts
must:
  ○ Continue daily self-monitoring for symptoms through Day 14 from last known exposure; AND
  ○ Follow all recommended non-pharmaceutical interventions (e.g., wearing a mask when around
others, hand washing) through Day 14 from last known exposure.

● If any symptoms develop during this 14-day period, the exposed person must immediately isolate, get
tested and contact their healthcare provider withEXHIBIT

SUMMARY OF GUIDANCE IMPLEMENTATION

● Implement current safety mitigation measures

● Notify all RJUHSD students of Independent Study option (AB 130)

● Continue to review the recent CDPH guidance and work
  collaboratively with Placer County Public Health and RJUHSD staff
