Editor’s Note It seems impossible that one year has passed since our way of living changed so abruptly. But once again we are “yoyo-ing” in and out of Lockdown due to both border breaches, and individuals being very irresponsible in their testing and self- isolating. My point of view is there must be some sort of prosecution for people who selfishly and knowingly flout the rules that our Government have asked us to follow. The rest of us are going out of our way to ensure at risk New Zealanders are kept alive, and that is the major aspect of this, ALIVE. Not only are we dealing with the mortality aspects, but people are suffering from what has now been labelled as “Long Covid”, which has some nasty long term effects and are quite debilitating for some ex-Covid sufferers. So for the sake of one person straying off the course the impacts are: Mortality Long Covid health issues Small, Medium businesses suffering or going under More companies laying off staff Increased Anxiety levels and stressed families Unable to see our loved ones At what point do we acknowledge their selfish act has such a huge impact on the rest of the population, and take some real action? Nearly 50% of the population reside in the Auckland region. The impacts on Auckland are bad enough, but with Auckland’s population not moving around the regions, that also has a huge impact on regional economies. Maybe it’s time for the Government to relook at the border policy and admit having people arrive and isolate in the largest city is not the best option. Is it time to set up another area in the country with a smaller population base, and under-utilised accommodation facilities, to take the majority of the international flights into New Zealand and isolate away from large populations. I think it is time to give Auckland a break, so we can start to let businesses and communities find some form of normal again. Stay Strong Karaka. Vicki (Co-Editor) 3

Alan Cole - Franklin Local Board Ph: 021 923-719 Email: alan.cole@aucklandcouncil.govt.nz Auckland Council are consulting on our 10-year Budget (the Long-term Plan). The 10-year Budget looks at our priorities for the next 10 years and how we might pay for them. We are proposing an average rate increase of 5% for the first year and 3.5% for years three to ten. The UAGC is proposed to increase at the same rate as the general rates increases that are proposed. Other key topics we are asking about are: Extending the Targeted Rates by three years for Water Quality and Natural Environment and that they go up at the rate proposed for the general rates over the next 10 years. Both are proposed to be charged on the CV value of the property. Waste Targeted Rate going up by 0.9%. A new fee of $70 for animal control management officers to attend livestock nuisance complaints with additional fees of $120 for subsequent callouts and $75 for after hours. Rural properties inside the Rural Urban Boundary, it is proposed that the differential of 0.8 rural change to 1 residential, as these properties are now zoned residential. Covid 19 is predicted to have an ongoing impact for the next three years, with an estimated shortfall in revenue of $540 million between now and 2024 – bringing the cumulative total to around $1 billion since the start of the pandemic. The Franklin Local Board as part of the LTP, have a list of priorities for the first three years of the LTP, more information on these, the LTP, and how to give feedback is at www.akhaveyoursay.nz/recoverybudget , submissions close on 22th March 21. The Regional Land Transport Plan will be consulted on from the 23rd March to the 26th April. Karaka Residents & Ratepayers Association Inc Covid-19 thwarted our plans for a February meeting, so our first meeting for the year is now on Monday 15th March at the Karaka Hall Supper Room at 7.30pm. Everyone is most welcome. A reminder again that subscriptions are now due for the 2020/21 year, and are $20 per household. Auckland Council 10 Year Plan The Council’s 10-year budget sets out the activities, services and investments planned for the next 10 years, and how we might pay for them. Alan Cole will cover this one in more detail. The plan is to widen the numbers of property owners that are actively controlling pest numbers and to be able to share that success. Power for the People!! Christine Rupp, Chair, Counties Power Consumer Trust chair@countiespowerconsumertrust.co.nz This is an introduction to Counties Power Consumer Trust which holds the shares on behalf of all Counties Power consumers. The Trust was formed 25 years ago and has five trustees who are elected on a rotational basis. As Chair of the Trust, my plan is to update you with snippets of information regarding Counties Power, the Trust and electricity in general. The Trustees appoint the Directors of Counties Power and oversee the Company for the benefit and on behalf of the Consumers. Bob Arvidson was the first Chair of the Trust and was instrumental in the formation of Energy Trusts from the previous local Franklin Electric Power Board. Bob was determined that the “Power would remain with the People” and not be sold off to corporates or become another government entity. Some Trustees experience in the electricity field spans over twenty years (including myself), so we’ve seen many changes overtime. The current Trustees all have business backgrounds and contribute widely in a variety of community activities. We all follow Bob’s mantra that ‘the power must stay with the people who reside in the Trust area’. Recently Counties Power opened the state of art substation at Pokeno. This will meet the demands of the growing area in industrial, commercial and residential. This project has been recognised for its innovation and is a finalist in the New Zealand Energy Awards in the Network Initiative category to be announced early March. The Pokeno community were consulted over the project and invited to an open day to view the substation before it went live. Lots of fun was had by all and there was great feedback to Counties Power. Power for the People!! (continued) A tertiary education scholarship through First Foundation was set up in Bob Arvidson name. First Foundation believes that all young people should have the opportunity to achieve their dreams, irrespective of socio-economic status. The first scholarship awarded in 2018 went to Sophia Chen from Pukekohe High School and this has proved an excellent partnership for both parties. Sophia is in her third year of Bio- medical Engineering and Psychology at Auckland University and a real asset to Counties Power. Counties Power for this scholarship provides Photo of Sophia working funding and work experience for four years. The 2020 Scholarship was awarded by Counties Power to Isabella Coughlan from Pukekohe High School. It was a privilege to attend Isabella’s Scholarship presentation with Judy Nicholl, Chief Executive of Counties Power. It was heart-warming to hear the stories of past graduates who attribute their success to First Foundation. Manukau Harbour Watch Clarks Beach Yacht Club A few months ago, the Clarks Beach Yacht Clubhouse was looking a bit sad and forlorn; the Club’s future, with only ten members, some of them not active, was not looking promising. Just in the nick of time, a new resident to the Clarks Beach community put her hand up to help. New Commodore, Rachel Woodworth and her committee have made significant changes and the club is booming. A full quota of participants registered for the January ‘Learn to Sail’ training course, there is a waiting list for the next programmes for both adults and children, a busy sailing programme is in full swing, and membership is now up to almost 80, including social members. Clarks Beach pontoon/wharf/jetty (it’s a pontoon, really) Water-based activities on the Manukau are severely limited by the lack of 24- hour deep water docking facilities. To start the swing back to water-based transport and use by the wider community rather than just the lucky people who can afford pleasure craft, the Clarks Beach Public Wharf Society has been working hard for just over a year to get a safe docking facility. The application to Council is close to submission and they’ve received letters of support from iwi, local businesses, politicians and sports groups. The community has also spoken. The vast majority of those who completed two surveys last year are in favour; responses show there is widespread enthusiasm for getting water transport back on the harbour, and other waterside communities are watching with keen interest. An interesting side note: The Kaipara, New Zealand’s largest harbour, will receive $100m over a 10-year period to address a range of environmental issues, especially sedimentation. You can see more about it at https:// www.kaipara.govt.nz/kaipara-harbour-wharves. Great to see they’re getting such fantastic local body and government support. However, the Manukau, the country’s second-largest harbour, with equal or worse sedimentation and a far greater population base to exacerbate problems, is so far being ignored. Do you have an unwelcome visitor? My Kowhai tree is showing the usual signs of an annual guest, with the tips of the tree now void of leaves. The visitor is the native Kowhai Moth Caterpillar, and it has been known to completely strip a Kowhai tree of all its foliage. In most cases unless the tree is very young, there is little long-term damage to the tree. Nature is pretty awesome and the tree will soon produce masses of fresh new growth, but it might be a little unsightly for a few weeks. Sometimes I will give the tree a good shake, and the little critters will just fall off and give the tree a reprieve. You can use neem oil if it’s proving to be a major problem, but don’t worry too much, Kowhai trees and the caterpillars have been living together for many years. For any trees that are showing signs of decline, call us, and we will be happy to take a look and give you some good honest advice. We are local and Mike has 35years experience working with trees. NEXT MEETING - Wednesday March 17 @ 7 pm (Third Wednesday of each month at Urban Soul – Karaka) We celebrated our 3rd Birthday at our February dinner with fresh Snapper and a delicious cake provided by Urban Soul. Some figures from our annual report. Last year our ladies knitted 413 garments which took 866 hours to make. There are some lovely warm and outfitted babies and youngsters thanks to this help. If you have any double ply wool surplus we can make good use of it. As an organisation we supported many charities always remembering the last sentence of the Aspirations of Women’s Institute, “and always remember to be kind”. Waiau Pa Volunteer Fire Brigade http://www.facebook.com/waiaupafire Call Log There have been 19 calls since the last report. There were 5 Fire and Property and 14 Medical calls. This year has seen us busy with 26 calls, 8 Fire / Property and 18 medical calls. A helicopter landed at the Clarks Beach Yacht Club to transfer a patient to hospital. Karaka has had an ATV and a Car versus Car accident. Both accidents used our First Responders to treat injuries. Home Fires Did you know a house fire can kill you in less than three minutes? In a fire, you'll probably be scared and disorientated. Toxic smoke might make it hard to breathe and see clearly. You will only have 1 or 2 minutes from the sounding of the smoke alarm to when your life is seriously threatened by fire or smoke. Build your escape plan https://www.escapemyhouse.co.nz/. Medical Response St John has an agreement with Fire and Emergency New Zealand. This means fire stations personnel may arrive prior to ambulance personnel. Instances such as Heart Attacks are life threatening and the earlier the intervention the better. Earlier intervention aids the recovery process considerably. All Fire Fighters have basic First Aid certificates that are renewed at a course every two years.
