Date: September 5-10, 2021 We were forced to change the previously suggested dates of the EUCAS-2021 conference. The major reasons forced us to these changes are: - The selected venue: Expocenter Moscow will have many other exhibitions and events for dates Sept. 12-17, 2021 and it will be very crowded. Expocenter promised to provide us by the space we would need, but many other events would confuse our participants and will interfere with the smooth holding of our conference - The dates Sept. 12-17, 2021 is very important religious holiday (called “Yom Kippur”) for many of our participants. We received a lot of claims about inconvenience of these dates for the EUCAS 2021 conference from many our prospective participants. We request to confirm these changes from old dates September 12-17, 2021; to the new dates: September 5-10, 2021 by ESAS Board. VENUE: Expocentr-Moscow http://www.eucas2021.org/venue The conference will be held in Expocentr - an international exhibition center in the heart of the city. The Kremlin is only 10 minutes drive from the conference venue and 15 min by subway (metro). A lot of hotels around. Halls and rooms for EUCAS 2021 has been booked. Expocentre (https://www.expocentr.ru/en/ )is one of the leading exhibition companies in Eastern Europe and the largest organizer of international exhibitions and conventions in Russia. The best exhibition venue in the centre of Moscow, close to the Vystavochnaya metro station, provides convenient traffic connection and a comfortable working environment

Budget • Analysis goal: how many minimum participants we have to have to get positive income after end of the conference at the certain value of the conference fee. • We strictly used the experience and examples from EUCAS 2019 in the budget sheet and proportions between full/retired/students/day visitors/guests • Three publishing options considered: expensive: IEEE TAS with Centennial Conference as reviewing and editors management: medium expensive: IoP with CC as management and cheap: IoP without CC management. The publication costs have been obtained from all publishers . • We used several sets of the conference fees much cheaper than at EUCAS 2019 and close to those. • Our calculations are approximate of course and will be specified during further work. But we believe that we have good safety margin in our calculations for everything we anticipated the maximum price. In reality many things could be cheaper.

BUDGET - CONCLUSIONS We can have well balanced budget in case of 415+ participants and conference fee 50€ per person cheaper than at EUCAS 2019 even with expensive IEEE TAS + CC publishing. We prefer to use support from professionals, like Centennial Conferences (for publishing) and MirExpo (for entire conference organization.) What will be the decision from ESAS??
Decisions to be done • Confirm EUCAS – 2021 new date. • Confirm committees. • Agree with the budget. • Confirm publisher. Our choice: IEEE TAS with CSC and CC support. • After publisher confirmation – decide about Editor in Chief. We have candidates. • Whatever you consider important
Extra note COVID-19 is still around the world and nobody know what will happen by September 5, 2021. Right now we consider real face-to face conference, may be people will be happy to meet again after all quarantines. But on-line conference is an option and MirExpo has experience and instruments to organize on-line conferences as well. We are ready to organize it as well. Let us see how it will be going on. In any case all conferences after June 2021 are still on face-to face options. What will be the opinion from ESAS??
