OSSE 2021 College Starter Kit for College Bound
                          Students Experiencing Homelessness
Purpose & Eligibility Criteria: The Office of the State Superintendent of Education’s (OSSE’s) Homeless
Education Program is offering an opportunity for graduating high school students, who are experiencing
homelessness to receive a College Starter Kit. The kit will include items such as a laptop, school supplies
and other essential items to prepare a student for success in their first year of college.

Qualifications:
   1. Students must have experienced homelessness during the 2020-21 school year.
   2. Students must have been identified as experiencing homelessness in the LEA McKinney-Vento
        Database application or by an advocate/case worker during the 2020-21 school year.
   3. Students must show proof of acceptance & enrollment into a college or university for the 2021
        summer/fall semester.

Instructions:
Applicants must submit a complete application via email or via Survey Monkey link packet that includes:
    1. A completed application;
    2. An essay (up to 1,500 words) about the impact of experiencing homelessness on the student’s
        life and their desire to attend college (see essay evaluation criteria listed below);
    3. A minimum of one letter of recommendation from a teacher, counselor, or other adult who can
        speak to the applicant’s educational qualifications and life experience; and
    4. Proof of acceptance into a college or university (e.g., acceptance letter, class schedule or
        housing confirmation letter).

Deadline: Completed packets must be submitted through Survey Monkey link or emailed to
Tasheen.Stallings@dc.gov and Tiffany.Williams@dc.gov by 5 p.m. on Wed., June 30, 2021. This
opportunity is available to recipients while supplies last.

When will the College Starter Kits be awarded?
Recipients will be notified during the month of July 2021, using phone, email or other information
provided by the applicant, legal guardian or school liaison. Students selected to receive a College Starter
Kit will be informed of a request to attend a mandatory college send-off workshop or webinar in July
2021. Details will be provided in the award notification. College Starter Kits will be distributed to
recipients no later than August 2021.

Recipient Check-ins

Students will be required to participate in scheduled virtual check-ins before the end of the fall and
spring semester (dates and time TBD) in order to monitor progress during the 2021-22 academic year.

OSSE 2021 College Starter Kit Application Checklist
    The 2021 College Starter Kit application and all supporting documents must be submitted to the
    Office of the State Superintendent of Education (OSSE) by Wed., June 30, 2021 at TIME. Documents
    may be submitted via email to Tasheen.Stallings@dc.gov and Tiffany.Williams@dc.gov or uploaded
    to the applicant’s 2021 Survey Monkey application. Required Documentation includes:

1. 2021 College Starter Kit Application:
   Applications may be submitted via email to Tasheen.Stallings@dc.gov and Tiffany.Williams@dc.gov
   or using Survey Monkey link.

2. Essay:
   Applicants must submit an essay about the impact of experiencing homelessness on the student’s
   life and their desire to attend college (up to 1,500 words). Essays must be submitted as a Microsoft
   Word attachment. Each essay will be evaluated on the following:
        • Demonstrated commitment to education during the experience of homelessness;
        • Academic achievement and accomplishments;
        • Potential impact of the scholarship on the student’s educational career;
        • Statement of goals and career interests; and
        • Grammar and use of language.

    Please note that the essay is one of the most important components of the application.

3. Proof of Acceptance into a College or University:
   Applicants must provide evidence of acceptance into a college or university. Acceptable
   evidence includes an acceptance letter, a class schedule or a letter confirming housing.

4. Letter of Recommendation:
   Applicants must provide at least one letter of recommendation from a teacher, counselor, or other
   adult who can speak to the student’s educational qualifications and life experiences. Please submit
   the signed letter as an attachment with the above requested items (Application, Essay, and Proof of
   Acceptance into a College or University).

Student Consent for follow up

minutes to discuss their transition and progress during the following months (dates and time TBD):
