CHALLENGES AND OPPORTUNITIES External Context COVID-19 • Strained government finances and a significant loss of income will have an impact on our budget • Rapid return from lockdown and a recognition of the importance of access to the countryside Green Recovery – building a better Britain • Green recovery is crucial to ensure that we address challenges of climate change and biodiversity loss as well as the need for us to be more active, healthy, outdoor nation more connected to nature Landscapes Review • Recognise National Parks play a unique role, but must work better together to do more for nature recovery and more diverse audiences Partnership • The above can only be achieved in partnership, requiring leadership and space and time to consider new delivery mechanisms
CORPORATE STRATEGY 2019-2024 Our vision is remains: For the Peak District to be loved and understood as the UK’s original National Park Our mission in achieving this vision remains: To speak up for and care for the Peak District National Park for all to enjoy forever Our outcomes to meet our mission remain: – A sustainable landscape that is conserved and enhanced – A National Park loved and supported by diverse audiences – Thriving and sustainable communities that are part of this special place – The Peak District National Park Authority is an agile and efficient organisation
CHANGE • Corporate Property Asset Management Plan approved by Authority recognising Stanage-North Lees as, “one of the Authority’s key assets delivering multiple outcomes on nature, conservation, cultural heritage, visitor experience, engagement and income generation. Its proximity to Sheffield has also given great opportunity for engaging with diverse audiences and using volunteers. The Estate is therefore perhaps best placed of all the Authority’s properties to expand this work and help to reach the relevant targets set out in the Corporate Strategy.” • We know that the Authority’s overall budget will be reduced significantly in 2021 due to a number of factors • Consultation underway on a review of senior management structure to achieve the majority of savings • New structure to be agreed by Christmas 2020 and implemented by 31 March 2021 • Opportunities to maximise existing and generate new revenue income continue to be a priority • Further savings are likely to be required for 2022 and 2023
Options Appraisal HEADLINES FROM OUR CONSULTATION • Concerns related to travel and accessibility • Strong desire for a focus on landscape-scale nature recovery • Need to demonstrate that the Estate is being considered holistically • Overall preference for investment option • Emphasis on development of holiday accommodation offer at North Lees Hall, Cattiside Cottage and campsite, with a requirement to retain some public access to the Hall • Support for the regularisation of parking charges across all Estate car parks • Further work needed on alternative options for the Cruck Barn. None of the proposed options were strongly supported Full report available on PDNPA website
Options Appraisal – Next Steps • Work already underway with partners to develop thinking on visitor management and recreation hub development, park-wide. • Stanage North-Lees management plan to be refreshed, working with Stanage Forum steering group • Further market research and in-depth financial appraisal of preferred options needed to inform a business case for approval by Authority • Car park review in progress for all Authority- owned and managed car parks considering tariff and scope of charging Timescales have been extended due to impact of Covid-19 on capacity. The management changes currently under consideration are likely to have further impact but progressing this work remains a priority.
Good News • New online shop launched in July • Stanage t-shirt has been one of our best selling items • Successful season at the Campsite despite occupancy restrictions, providing much-needed income for the Estate and respite for visitors • Our charity, Peak District National Park Foundation, has achieved great success with its #£70Kfor70 campaign and will be donating £10,000 to projects on the Stanage-North Lees Estate by April 2021. Please help us to promote the Foundation widely. • Green Recovery Challenge Fund bid submitted seeking funds to support nature recovery and engagement work at Stanage • Callow Bank prehistoric field system has just been removed from the Heritage at Risk register (Historic England) due to the bracken management plan now in place as part of the CS agreement.
