KELLY GERMAN MEMORIAL JANUARY 18-20, 2019 Facility Location and Directions The C. David Howell Worthington Pools Complex is located at 400 West Dublin-Granville Road (State Route 161), Thomas Worthington High School Campus, Worthington, OH. The facility has a 6-lane, 25-yard pool with a fully automated Colorado touch pad timing system and readout. Exit Route 315 at Route 161. Proceed east on Route 161 from Route 315 crossing the Olentangy River. The Thomas Worthington High School athletic fields will be on the left. Turn left (north) at the traffic light at the athletic fields. The Natatorium is just east of the football field. The competition course has not been certified in accordance with 104.2.2C(4). Water depth measured for a distance of 3 feet 3 1/2 inches (1.0 meter) to 16 feet 5 inches (5.0 meters) from both end walls is as follow: From deep end: 8 feet (at 1 meter); and 12 feet (at 5 meters). From shallow end: 3 feet 11 inches (at 1 meter); 4 feet 9 inches (at 5 meters). No parents or spectator will be allowed on deck except to perform a service or function at the request of meet officials. Equipment bags, towels and swimmers are not permitted on the bleachers. Please keep all thoroughfares in the building, especially hallways, stairs and door areas, open and free of equipment and chairs. No alcohol or tobacco shall be consumed in the venue. Please park only in designated spaces and help keep traffic lanes near pool open at all times. Entries Wednesday, January 2 at noon: Priority date for teams that took part in the Kelly German Memorial Meet in 2018. Teams will be accepted on a first-come, first-served basis until the meet reaches capacity. Please note that all entries are due by Friday, January 4 at noon. Thursday, January 3 at noon to Friday, January 4 at noon: All entries for teams that did not take part in the Kelly German Memorial Meet in 2018 must be sent during this 24 hours window. Teams will be accepted on a first-come, first-served basis until the meet reaches capacity. Entries will be limited to about 320 swimmers in order to keep each session under 4 hours. Teams will be notified by Tuesday, January 8 if their team entries are accepted. Fees for Individual Events: $6 per individual event. $1.00 per swimmer for Ohio Swimming Travel Fund $1.00 per swimmer for Championship Meet Facility Charge E-mail entry file to: worthingtonentries@gmail.com The ENTRY SUMMARY FORM must be e-mailed with your entries by the entry deadline. It is understood and agreed that USA Swimming shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. 2. No swimmer will be permitted to compete unless the swimmer is a member of USA Swimming as provided in Article 302. USA Swimming registrations will not be accepted at the meet. 3. All coaches will be required to sign-in prior to each session and present proof of current USA Swimming membership to a Meet Director. 4. Deck Pass is an acceptable proof of USA Swimming membership. 5. Each contestant may enter a total of three (3) individual events per day. 6. Qualifying Time Standards: National BB Time Standards or faster for all events. 13-14 events, refer to 13-14 standard. 11-12 events, refer to the 11-12 standard. 9 & Under events, refer to the 9-10 standard. All Times must be SCY. No made-up times will be accepted. WSC reserve the right to wave the time standard requirements for WSC swimmers with only National B Time Standards. Events will be swum slowest to fastest with the first heat of each event being comprised of the slowest times entered. 7. Bonus swims: If the timeline allows, swimmers with 1 cut or 2 cuts on the same day, may enter up to 3 events on the same day as they have the cut(s). 8. Please submit only best short-course yard times for seeding. No made-up times accepted. 9. Swimmerʼs age on January 18, 2019 will determine the eligibility for the age division. 10.There will be no deck entries for this meet. 11.Positive check-in will be required for the 500-yard Free and the 400-yard IM events on Friday evening. All other events will be pre-seeded for all sessions and will not be re-seeded on deck in the event of a scratch, except at the discretion of the on-deck referee. 12.Qualifying for finals: The top twelve (12) swimmers (after scratches) will qualify for finals for all events 100 yards and longer. The eighteen (18) swimmers (after scratches) will qualify for finals for all 50 yards events. 13.Scratching from finals: Once the results of a preliminary event have been announced, swimmers who wish to scratch from finals will have 30 minutes to report to the clerk of course and officially scratch or declare their intent to scratch. Intents to scratch have to be confirmed or withdrawn within 30 minutes of the completion of the swimmer’s last event for that preliminary session. 14.IN ACCORDANCE WITH USA SWIMMING INC. RULES AND OHIO SWIMMING: ”On the final day of a prelim/finals meet, failure of any unexcused athlete to properly scratch finals or consolation finals shall result in a $50.00 penalty fee being charged against that swimmer. The penalty fee shall be paid promptly to the host team”. 15.Warm-up procedures: Each team will be assigned a specific lane and time for each session. Please check for warm-up times and assignments on the web site on Monday January 16. Swimmers must enter the water with one hand in contact with the pool except under coachesʼ supervision in lanes specifically set aside for diving at prescribed times. During warm-up sessions each team will be assigned a specific lane for that warm-up period only. We reserve the right to make changes to the warm-up procedure if it becomes necessary for the safety of the swimmers. Please include an email address so we can notify you if things need to be changed. 16.All 400 and 500-yard individual events will be deck seeded with the first heat comprised of the slowest times entered and the last heat comprised of the fastest times entered. Swimmers must check-in for deck-seeded events. Check-in for all deck-seeded events will
close 45 minutes prior to the start of the session in which the even will be swum.
17.The Meet Director reserves the right to limit the 200, 400, and 500-yard events to the fastest
three (3) heats, if necessary to keep sessions under 4 hours.
18.Swimmers in 500-yard events must supply their own lap-count person.
19.Scratching from Finals:
- Any swimmer qualifying for a consolation or championship final in an individual event who
fails to compete in said final shall be barred from his/her next individual event, except as
noted in ‘Exception for Failure to Compete’ below. A declared false start under 101.1.3F or
deliberate delay of meet under 101.1.5 is not permitted and will be regarded as a failure to
compete.
- In the event of withdrawal or barring of a swimmer from competition the Referee shall fill the
consolation or championship final, when possible, with the next qualified swimmer(s). First
and second alternates shall be announced along with the final qualifiers. The alternates shall
not be penalized if unavailable to compete in the finals.
- Where consolation finals have not been swum and a barring or withdrawal is known to the
Referee, the Referee shall reseed the consolation and championship final, if necessary, to
insert the alternate(s) in the appropriate lane(s), filling all lanes in the final.
- If the consolation final has already been contested, the championship final shall be swum
without reseeding for the empty lanes(s).
- Failure to scratch consolation or championship finals according to the rules above shall
result in a $50.00 penalty fee per event against the swimmer if the event is his/her last event
of the meet. The penalty fee shall be billed to the club and paid to the host group member.
- No penalty shall apply for failure to withdraw or compete in an individual event if:
- The Referee is notified in the event of illness or injury and accepts the proof thereof.
- A swimmer qualifying for a consolation or championship final race based upon the
results of the preliminaries notifies the Clerk of Course within thirty (30) minutes after the
announcement of qualifiers for that race that they may not intend to compete and further
declares their final intentions within thirty (30) minutes following their last individual
preliminary event.
- It is determined by the Referee that failure to compete is caused by circumstances
beyond the control of the swimmer.
20.Any swimmer entered in the meet must be certified by a USA Swimming member-coach as
being proficient in performing a racing start or must start each race from within the water.
When unaccompanied by a member-coach, it is the responsibility of the swimmer or the
swimmerʼs legal guardian to ensure compliance with this requirement.
21.In compliance with USA Swimming Rules and Regulations - 202.4.9 H; the use of audio or
visual recording devices, including a cell phone is not permitted in the changing areas, rest
rooms or locker rooms. Please refer to the Safe Sport section of the Ohio Swimming, Inc.
policies and procedures for further information regarding the use of visual recording devices.
22.In compliance with USA Swimming Rules and Regulations - 202.4.9 J; unless approved in
writing in advance of the competition by the Vice President of Program Operations, operation
of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach
areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials
and/or spectators are present.
23.In compliance with USA Swimming Rules and Regulations - 202.4.9 I; except where venue
facilities require otherwise, changing into or out of swimsuits other than in locker rooms or
other designated areas is not appropriate and is prohibited. Deck changes are prohibited.
PAGE 5 OF 9 SANCTION # OH-19SC-62KELLY GERMAN MEMORIAL JANUARY 18-20, 2019 24.Under no circumstances are cameras or any other recording device allowed in the area immediately behind the starting blocks at either end of the racing course(s) while they are in use for race starts during the competition and warm-up. 25.Swimmers with Disabilities: - Enter the swimmer on Hy-Tek or the paper entry form. - Provide advance notice of any necessary accommodations. - List in the email with the Hy-Tek entry (or on paper) the swimmerʼs name, entry times, strokes/distances, days/sessions, and how the swimmer prefers to be seeded. Swimmers with a disability will be seeded with the same age group in either the same distance race or a longer distance race (i.e., 50 free during 100 free). Awards: Medals will be awarded for places 1-6 and ribbons will be awarded for places 7-12. Team trophies will be awarded in three age group categories (10 and under, 11-12, and13-14). Final Results: Complete results and Hy-Tek results files will be put on the Worthington Swim Club website, www.worthingtonswimclub.org, within 24 hours after the final results are complete.
