FAIRFIELD FIRE DEPARTMENT Inter-Office Correspondence TO: Chief McCarthy FROM: Assistant Chief Scott R. Bisson SUBJECT: Monthly Facility Report for May 2021 DATE: June 9, 2021 COVID related activities: The Fire School has transitioned to full operations but continues to reduce capacity in most indoor classrooms as a precaution following changes in COVID restrictions. Throughout the Pandemic, no students required backtracing or quarantine due to an exposure at school. During the month of May, 511 students utilized the Joseph S. Elias Fire Training School over 196.25 hours.
Agencies Using the Facility Fairfield Fire Department CT Fire Academy Fairfield Regional Fire School Valley Fire School Trumbull Fire Departments Town of Fairfield Planning Team CERT USDA Construction Education Center Training and Administrative Highlights (Categories of use - FFD, FFD/FRFS, FRFS, Town) FFD – On Duty Fairfield Fire Department, personnel conducted Mayday Monday and Medical Protocol Review in-service drills on May 3, 10, 17, 24, 31. FFD - Probationary firefighters Michael Boisits was assigned to light duty after sustaining a knee injury. He has undergone surgery and is will need to complete the CFA recruit training program in the future. FFD – Probationary Firefighters Andrew Batchelor and Paul Couture graduated from the CFA Recruit Program on May 27 and spent the first few days of June working on various department training exercises before being assigned to shifts. FFD – Department training was completed for annual SCBA, Bailout, Rope Rescue and Trench Refresher this month. FRFS –17 students registered for the Summer Accelerated Firefighter I program that begins on June 2. FRFS –12 students are registered for Certified Pump Operator to begin in June at the Georgetown Fire Department. FRFS – Two Q driving endorsement classes are scheduled for June. FRFS – has been contracted by the Seven Seas Academy to offer recurring basic fire training as well as classroom space for their yacht staff members. The first class was held successfully in April and they have already booked classes for May, June, July, August and September. FRFS - The Trumbull FD completed several Flashover burns this month.
FRFS – The school offered a layperson CPR class on May 26. FRFS – The School has partnered with an international Maritime Training group (Seven Seas) to provide basic firefighter and first aid training to people entering the commercial cruise and pleasure yacht industry. Instructors from FRFS developed the program and taught the first class in April 2021. The course included fire extinguishers, fighting gas fires, search and rescue and live fire attack. This is a natural fit for the regional fire school providing this much needed training in the Northeast. Since the first program was a success, Seven Seas has contracted with the FRFS for additional classes in May, June, July, August and September. FRFS – The Town of Fairfield Park and Recreation Department contracted First Aid/CPR-AED classes for their counselors. The classes will be held in June for approximately 100 students. FRFS – The Construction Education Center rented the classroom space on May 15. FRFS – AMR has advertised three summer EMT classes to be held at the FRFS (2 accelerated and one evening summer program). Enrollment numbers are low at this point and class is pending. FRFS – The CFA has scheduled a Hazardous Materials Technician Class to be held at the FRFS in May. FRFS –Dive Rescue International provided a diver certification course that was held at the FRFS this month. CFA – held a written examination on May 13. CFA – began a Hazardous Materials Technician course at the FRFS this month that will meet 2 times a week. CFA – The CFA is preparing to offer another Aerial Operator class and a Fire Service Instructor 3 class at the FRFS in June. Town – The town continues to utilize the space at the training school to hold their planning meetings. FCHIRT – the Fairfield County Hazardous Materials team continues to use the facility on a monthly basis for its training however, they were off site this month for a large state wide exercise. CERT – CERT members attended fire extinguisher training at the school on May 22.
Physical Plant Based on CDC and Town of Fairfield Guidance students and visitors are only required to wear face masks if they are not vaccinated. The school is still encouraging social distancing both inside and outside when possible. The fire school remains impacted by water restrictions due to the hardening project. Water supply for training has been reduced to approximately 600 gpm until the water mains are restored to normal in the fall (2021). New vending machines were installed in the multi-purpose room. Road construction related to the Berm hardening project continues. Road raising in areas of sheet piles is anticipated mid-June. There will be impacts and delays to the school due to restricted traffic patterns during construction periods.
