OAS – Government of Chile Scholarship and Training Project for CARICOM Countries 5 Free Online Independent Study Courses [Deadline to register the certificates is extended to July 31, 2020] Available through the U.S. Federal Emergency Management Agency (FEMA) Emergency Management Institute’s Independent Study Professional Development Series
PREMISE The aim of the OAS – Government of Chile Scholarship and Training Project for CARICOM Countries is to strengthen CARICOM's capabilities through courses, certified training programs and diplomas in the areas of disaster risk management and climate resilience from 2018 to 2020. The Project seeks to provide cost-effective and innovative education and training opportunities to personnel involved in emergency response, disaster risk management, and climate resilience at the national and community levels and with the aim of reducing the vulnerability of communities to climate- related hazards, build their resilience, and ultimately to contribute to sustainable development. Consistent with the aforementioned, the OAS is encouraging Caribbean nationals who wish to participate in the upcoming courses offered through this Project to take advantage of the following free online independent study courses offered by FEMA to acquire some basic knowledge on Emergency Management that could be applied to higher level training opportunities. Some of these free online courses may be a pre-requisite for some of the upcoming courses and might be considered as part of the criteria in the selection process. DESCRIPTIONS AND BENEFITS OF THE COURSES 1. Introduction to Incident Command System, ICS-100 ICS 100, Introduction to the Incident Command System, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS). https://training.fema.gov/is/courseoverview.aspx?code=IS-100.b 2. ICS for Single Resources and Initial Action Incidents, ICS-200 ICS 200 is designed to enable personnel to operate efficiently during an incident or event within the Incident Command System (ICS). ICS-200 provides training on and resources for personnel are likely to assume a supervisory position within the ICS. https://training.fema.gov/is/courseoverview.aspx?code=IS-200.b 3. Fundamentals of Emergency Management, IS-230 The goal of this course is to introduce you to the fundamentals of emergency management. National Incident Management System (NIMS) an Introduction, IS-700 This course introduces and overviews the National Incident Management System (NIMS). NIMS provides a consistent nationwide template to enable all government, private-sector, and nongovernmental organizations to work together during domestic incidents. https://training.fema.gov/is/courseoverview.aspx?code=IS-700.a 5. National Response Framework, an Introduction, IS-800 1
This courses was recently changed from IS-800 C to IS-800 D. IS-800 C will be posted until June 5, 2020 if you have taken the IS-800 C course and need to complete the exam. This course introduces participants to the concepts and principles of the National Response Framework. The goal of this course is to familiarize participants with the National Response Framework and the ways it is applied in actual response situations. https://training.fema.gov/is/courseoverview.aspx?code=IS-800.d PROFILE OF PARTICIPANTS The Courses are intended for working professionals who have backgrounds or work related duties in emergency management and disaster response. These professions include first responders in fire, law enforcement and EMS, public administrators, emergency management employees, policy makers and program directors, urban planners, NGOs, public health workers and private sector professionals. Citizens from the following countries are eligible to participate: 1. Antigua and Barbuda 2. Barbados 3. The Bahamas 4. Belize 5. Dominica 6. Grenada 7. Guyana 8. Haiti 9. Jamaica 10. Saint Kitts and Nevis 11. Saint Lucia 12. Saint Vincent and the Grenadines 13. Suriname 14. Trinidad and Tobago REGISTRATION To register with FEMA for the above courses, you must first register for a Student Identification Number (SID) if you have not already done so. To register, go to https://cdp.dhs.gov/femasid and follow the steps listed. Instructions on applying to the FEMA independent Study courses could be accessed via this link: https://training.fema.gov/apply/#HowToIS. Please note that a U.S. address is required to complete the exams and obtain the certificates. By using the SG/OAS address, the applicant is agreeing to use the address solely for exam purposes through the OAS-FEMA authorized courses as announced by the GS/OAS. Please date and sign the form where indicated in the link below. You are required to provide this completed and signed form when you are registering the certificates with the OAS. SUGGESTED TIMELINE Participants should be guided by the following timeline to complete the courses. [Please note that the recommended dates below to access and complete the courses have been extended to July 15, 2020. You can register to complete the courses at any time but before July 15, 2020 to be able to submit the completed certificates to the OAS by July 31, 2020] Course Duration Period Introduction to Incident Command 2 hours During the week of System, ICS-100 Final exam March 2nd ICS for Single Resources and Initial 3 hours During the week of Action Incidents, ICS-200 Final exam March 16th Fundamentals of Emergency 6 hours During the week of Management, IS-230 Final exam March 30th National Incident Management 3.5 hours During the week of System (NIMS) an Introduction, IS-700 Final exam April 13th National Response Framework, an 3 hours During the week of Introduction, IS-800 Final exam April 27th REGISTERING CERTIFICATES WITH THE OAS: After each successful final exam, participants will receive a certificate of completion. After completing all courses participants should complete a profile and include a copy of each certificate along with a copy of a government issued ID (passport or national ID Card), and the completed and signed OAS Address Authorization Form in the OAS Fellowship Management System through the link below by May 15th, 2020. However, you may wish to complete some of the other courses provided by FEMA and register with the OAS as outlined above and below.
