Commission presents EU-New Zealand trade agreement for ratification
The EU-New Zealand trade agreement has today taken a big step towards ratification, with the
Commission sending it to Council for signature. Sending the draft decisions to the Council on the
signature and conclusion of the agreement is a major step: Once the Council gives its green light,
the EU and New Zealand can sign the agreement and it can be sent to the European Parliament for
its consent. Following approval, the deal can enter into force.
The agreement is expected to deliver major gains for the EU. Bilateral trade is expected to
grow by up to 30% thanks to this deal, with EU annual exports potentially growing by up to €4.5
billion. EU investment into New Zealand has a potential to grow by up to 80%. The deal can cut
some €140 million a year in duties for EU companies from the first year of application.
Open trade is one of the four pillars of the EU's Green Deal Industrial Plan announced by
President von der Leyen on 1 February, and this agreement will make a contribution to that. Once
in force, it will help make the EU economy greener, more competitive and more resilient.

Earthquake: Disaster response operations in Syria and Türkiye continue
In the aftermath of the earthquakes that rocked both Syria and Türkiye, the humanitarian needs on
the ground continue to increase. The EU has been responding to the disaster since day one and is
now scaling up its assistance to the people affected.
For Türkiye: 18 EU Member States (Austria, Bulgaria, Czechia, Germany, Greece, Spain, Finland,
France, Croatia, Lithuania, Luxembourg, Latvia, the Netherlands, Poland, Romania, Sweden, Slovenia
and Slovakia) have offered millions of items, including shelter equipment, heaters, generators,
furniture, medical equipment, hygiene kits, food and warm clothing.
In addition, Belgium, France, Italy, Spain and Albania deployed medical teams while the
Netherlands has offered a medical evacuation plane. This assistance is coordinated via the EU Civil
Protection Mechanism.
2,000 tents and 8,000 beds mobilised via the rescEU reserve hosted by Romania have arrived in
the country, while 500 relief housing units equipped with 2,500 beds are on its way from the
stockpile hosted by Sweden.
In total, €5.5 million of EU humanitarian aid has been allocated to respond to the immediate
needs. This includes €3.2 million newly allocated funds, and more than €2.3 million redirected funds
from ongoing humanitarian projects.
For Syria: The first flight from the EU's humanitarian stockpile in Dubai is landing today in Adana,
from where it will be delivered to non-government controlled Northwest Syria by the EU's
humanitarian partner International Organisation for Migration (IOM). It is one of the three flights
organised via the European Humanitarian Response Capacity delivering winterised tents,
heaters, kitchen sets, hygiene kits and more to people affected by the earthquake. The next two
flights are arriving next week and are coordinated with Ireland.
12 European countries (Austria, Bulgaria, Cyprus, Finland, France, Germany, Greece, Italy, Latvia,
Romania, Slovenia, and Norway) have offered in-kind assistance to Syrian people via the EU Civil
Protection Mechanism. The aid is being channelled via hubs in Beirut and Gaziantep where EU
civil protection experts help coordinate the incoming donations. Several planes from Romania have

already arrived in Beirut and Gaziantep, and the first deliveries to Syria have already taken place.
Shelter items from Bulgaria and medicines from Cyprus have also arrived in Beirut. Today, a ship
from Italy is also arriving in Beirut to deliver large family tents.
Since the disaster hit Syria, the EU has mobilised €10 million of humanitarian aid to offer rapid
relief to earthquake victims. This includes €3.7 million newly allocated funds, and more than €6
million redirected funds from ongoing humanitarian projects.

Digital Services Act: Commission starts collecting platform's user numbers and consults on
its monitoring and investigatory procedures
Today is the deadline set in the Digital Services Act (DSA) for all online platforms and online search
engines (except micro and small enterprises) to publish their user numbers in the EU for the first
time. They will have to do so at least once every six months from now onwards. The Commission
recently published non-binding guidance in all EU languages to help companies in scope of the
DSA to comply with this requirement.
The purpose of this requirement is to determine whether online platforms and online search
engines may be very large online platforms (VLOPs) or very large online search engines
(VLOSEs) under the DSA, defined as those reaching more than 10% of the EU's population or 45
million users. Those large platforms and search engines will be subject to additional obligations, such
as making a risk assessment and taking corresponding risk mitigation measures, highlighted here.
The Commission is also launching a public consultation on DSA enforcement procedures. The
consultation will last one month, until 16 March 2023, and will help shape the final Commission
enforcement rules.
The DSA, which entered into force on 16 November 2022, creates an unprecedented level of public
oversight of online platforms across the Union, both at national and EU level. It empowers the
Commission to adopt procedural rules in relation to the enforcement of the DSA. The draft
implementing regulation aims to ensure effective proceedings under the DSA, provide legal certainty
on procedural rights and obligations to the companies concerned. These include the right for parties
to be heard, and to access the file, but also the monitoring actions of the Commission which can
order VLOPs and VLOSEs to provide access to, and explanations relating to, their databases and
algorithms.

Zero Pollution: New report draws lessons from Oder River ecological disaster
An EU report published today analyses the massive fish kill in the Oder River in July and August
2022, one of the largest ecological disasters in Europe in recent history. The analysis by the
Commission's Joint Research Centre and the European Environment Agency identifies the likely
causes and proposes recommendations to help prevent such catastrophes from happening again.
According to the scientific evidence in the report, the deaths of around 360 tonnes of fish were
caused by a substantial toxic algae bloom identified as Prymnesium parvum. A key factor that
enabled the proliferation of this brackish water species is most likely the high salinity of the Oder
River during this time, resulting from discharges of industrial wastewater with a high salt content
e.g. from industrial activities such as mining. Other contributing factors were the drought and the
resulting low water levels reducing dilution and flow. Elevated nutrient concentrations, especially
phosphorus and nitrogen, are also a key component contributing to such blooms.
Given the continued presence and spread of this invasive algal species, management strategies to
prevent future occurrence of events of this nature must now be prioritised not only in the Oder River,
but also in other susceptible European river basin districts, which the report indicates.
Commissioner for the Environment, Oceans and Fisheries, Virginijus Sinkevičius, said: “The 2022
Oder River fish kill was a stark reminder of how human induced pollution, coupled with biodiversity
loss and climate change, can create a perfect storm, with dire consequences for people, the economy

and planet. We cannot allow a similar disaster to ever happen again. I warmly welcome this new
report and invite competent national authorities to rigorously implement its recommendations. The
full implementation of current legislation as well as our proposed improvements to EU laws related to
industry and waters will be our shield against such disasters in the future.”
The report highlights key recommendations to prevent future ecological disasters in EU rivers, such
as to improve knowledge and monitoring, response, risk and environmental management, have an

Mission de l'UE « Restaurer nos océans et nos eaux » : 20 nouveaux projets vont recevoir
plus de 117 millions d'euros
20 projets multinationaux recevront plus de 117 millions d'euros dans le cadre d'Horizon Europe pour
contribuer à la mission de l'UE « Restaurer nos océans et nos eaux ». Ils se concentreront sur des
actions visant à protéger et à restaurer la biodiversité, à lutter contre la pollution, à soutenir une
économie bleue durable, à développer le « European Digital Twin Ocean » et à garantir la
participation des citoyens. Les projets rassemblent 297 partenaires de 39 pays, dont la plupart des
États membres de l'UE.
Certains d'entre eux seront présentés lors du 1 er forum annuel de la mission qui se tient aujourd'hui
à Bruxelles. Le Forum rassemble la communauté des parties prenantes impliquées dans la mission,
avec des représentants des institutions européennes, des autorités publiques nationales et
régionales, des organisations, des PME, etc. Il fera le bilan de la première année de mise en œuvre
de la mission et présentera des initiatives et des projets inspirants. Elle célébrera également
l'atteinte d'une nouvelle étape : plus de 200 actions promises à la charte de la mission qui
contribueront à la réussite de la mise en œuvre de la mission.

InvestEU soutient 30 millions d'euros d'investissements du FEI dans un nouveau fonds
d'emprunt à impact afin de soutenir la transition écologique
Le Fonds européen d'investissement (FEI), soutenu par une garantie du programme InvestEU, a
annoncé son soutien de 30 millions d'euros ; en tant qu'investisseur de référence lors de la première
clôture du fonds European Climate Debt Solutions (« EUCLIDES ») géré par Rivage Investment. Ce
fonds d'impact fournira principalement une dette de croissance aux fournisseurs de solutions
climatiques en Europe. Les entités financées contribueront à la réduction des émissions de carbone
et de gaz à effet de serre en apportant, entre autres, des solutions physiques et/ou numériques, en
développant des transports propres de personnes et de marchandises, des solutions énergétiques
propres, des procédés innovants ou des technologies de rupture à faible impact environnemental.
Paolo Gentiloni, commissaire à l'Économie, a déclaré : « Assurer la transition écologique nécessitera
des investissements importants et soutenus. InvestEU peut jouer un rôle important dans la
mobilisation de ces investissements. Cet accord constitue une nouvelle étape importante dans cet

Le programme InvestEU fournit à l'UE un financement à long terme en mobilisant des fonds privés et
publics à l'appui des priorités stratégiques de l'UE, telles que le pacte vert pour l'Europe et la
transition numérique. Il soutient également les objectifs du plan industriel du pacte vert pour
l'Europe visant à accélérer la transformation industrielle « nette zéro ». Le Fonds InvestEU est mis en
œuvre par l'intermédiaire de partenaires financiers qui investiront dans des projets utilisant la
garantie du budget de l'UE et mobiliseront ainsi au moins 372 milliards d'euros d'investissements
supplémentaires.

Bien-être animal : l'UE renforce la protection des animaux transportés par voie maritime
La Commission propose aujourd'hui de renforcer les règles de protection des animaux transportés par
mer. De nouvelles exigences plus strictes s'appliqueront à la tenue de registres, aux procédures
d'urgence, aux installations des points de sortie et à l'agrément des navires d'élevage pour le
transport des animaux. Les nouvelles règles visent à renforcer les inspections des navires de
transport du bétail par les États membres. Une base de données européenne sera créée par l'Agence
européenne pour la sécurité maritime (AESM) afin d'enregistrer toutes les inspections et de
permettre aux États membres d'accéder rapidement à toutes les informations pertinentes lors des
contrôles.
Stella Kyriakides, commissaire chargée de la santé et de la sécurité alimentaire, a déclaré : « Le
bien-être des animaux est une priorité et un élément clé de notre stratégie ‘De la ferme à la table'.
La sécurité du transport en fait partie intégrante. Les incidents survenus ces dernières années avec
des navires de transport de bétail ont montré très clairement que certaines pratiques actuelles ne
sont pas acceptables et compromettent le bien-être des animaux. Grâce aux nouvelles règles et à la
révision prochaine de la législation sur le bien-être des animaux, nous veillons à ce que les contrôles
soient améliorés et à ce que les animaux transportés par mer bénéficient des normes élevées de
bien-être animal dont l'Europe s'enorgueillit. »
Les nouvelles règles comprennent un acte délégué sur l'inspection des navires et les contrôles aux
points de sortie et un acte d'exécution sur l'enregistrement, le stockage et le partage des traces
écrites des contrôles officiels, donnant à tous les États membres un accès rapide à des informations

State aid: Commission approves €55 million German measure to support ArcelorMittal's
green steel demonstration plant
The European Commission has approved, under EU State aid rules, a €55 million German measure to
support ArcelorMittal Hamburg GmbH (‘ArcelorMittal') in building a demonstration plant for the
production of green steel using renewable hydrogen. The measure will contribute to the achievement
of the EU Hydrogen Strategy and the European Green Deal targets, while helping to reduce
dependence on Russian fossil fuels and fast forward the green transition in line with the REPowerEU
Plan.
Executive Vice-President Margrethe Vestager, in charge of competition policy, said: “This €55
million measure is an important step towards a more sustainable steel industry in Germany and the
EU. By using renewable hydrogen, the green steel plant will contribute to reducing emissions in an
energy-intensive sector and provide valuable insights for scaling up this technology across the EU.
Today's decision supports the EU's transition to a net zero economy in line with the European Green
Deal objectives.”
Germany notified to the Commission its plan to support ArcelorMittal's project to partially
decarbonise its steel production in Hamburg. The aid will take the form of a direct grant and will
support the construction and installation of a demonstration production facility using 100%
renewable hydrogen. The main objective of the project is to apply technology aimed at reducing
greenhouse gas emissions in ArcelorMittal's green steel production processes. The plant will have an

annual capacity of 100,000 tonnes of direct reduced iron, a key input for steel production. The
demonstration plant is envisioned to start operating in 2026. Once completed, the project is
expected to avoid the release of over 700,000 tonnes of carbon dioxide in total.
The Commission assessed the measure under EU State aid rules, in particular Article 107(3)(c) of the
Treaty on the Functioning of the European Union (‘TFEU'), which enables Member States to support
the development of certain economic activities subject to certain conditions, and the Guidelines on
State aid for climate, environmental protection and energy 2022 (‘CEEAG'). On this basis, the
Commission approved the German measure under EU State aid rules.

Aides d'État : la Commission autorise une mesure d'aide française de 1,4 milliard d'euros
maximum destinée à indemniser Air France pour les dommages subis en raison de la
pandémie
La Commission européenne a conclu qu'une mesure d'aide française d'un montant maximal de 1,4
milliard d'euros en faveur d'Air France était conforme aux règles de l'UE en matière d'aides d'État.
Cette mesure vise à indemniser la compagnie aérienne pour les dommages subis entre le 17 mars
et le 30 juin 2020 en raison de la pandémie du coronavirus et des restrictions de déplacement
mises en place pour limiter la propagation du virus.
Cette mesure fait suite i) à un soutien de trésorerie d'un montant de 7 milliards d'euros en faveur
d'Air France, autorisé par la Commission le 4 mai 2020 (SA.57082); et ii) à une mesure d'un
montant de 4 milliards d'euros visant à recapitaliser la compagnie aérienne, autorisée par la
Commission le 6 avril 2021 (SA.59913).
L'aide sera octroyée en plusieurs tranches et pourra prendre la forme de subventions, d'un soutien
en fonds propres ou d'un soutien de trésorerie.
La Commission a examiné la mesure au regard de l'article 107, paragraphe 2, point b), du TFUE,
qui lui permet d'autoriser les aides d'État accordées par les États membres afin d'indemniser
certaines entreprises ou certains secteurs pour les dommages causés directement par des
événements extraordinaires, tels que la pandémie de coronavirus. Sur cette base, la Commission a
conclu que la mesure d'indemnisation française était conforme aux règles de l'UE en matière d'aides
d'État.

State aid: Commission approves amendment to 2022-2027 regional aid map for Slovakia
The European Commission has approved, under EU State aid rules, an amendment to Slovakia's map
for granting regional aid from 1 January 2022 to 31 December 2027, within the framework of the
revised regional aid guidelines.
On 16 September 2021, the Commission approved the 2022-2027 regional aid map for Slovakia. On
22 November 2022, the Commission approved Slovakia's Territorial Just Transition Plan that
identifies the territories eligible for support from the Just Transition Fund. The territories are
located in regions eligible for aid under Article 107(3)(a) Treaty on the Functioning of the European
Union (so-called 'a' areas), which allows aid to support the most disadvantaged regions.
In order to further address regional disparities, the amendment to Slovakia's regional aid map
approved today enables higher maximum amounts of aid in those territories. The maximum amounts
of aid will increase as follows: (i) from 30% to 40% of the eligible investment costs in parts of the
region of Západné Slovensko; (ii) from 40% to 50% of the eligible investment costs in parts of the
region of Stredné Slovensko; and (iii) from 50% to 60% of the eligible investment costs in parts of
the region of Východné Slovensko.

Aides d'État : la Commission autorise un régime wallon d'un montant de 114 millions
d'euros visant à soutenir les entreprises dans le contexte de la guerre menée par la Russie
contre l'Ukraine
La Commission européenne a autorisé un régime wallon d'un montant de 114 millions
d'euros visant à soutenir les entreprises dans le contexte de la guerre menée par la Russie contre
l'Ukraine. Le régime a été autorisé sur la base de l'encadrement temporaire de crise en matière
d'aides d'État adopté par la Commission le 23 mars 2022 et modifié le 20 juillet 2022 et
le 28 octobre 2022.
Le régime sera accessible aux entreprises de toutes tailles et de tous secteurs, à l'exception des
secteurs de la finance et de l'énergie, qui sont touchées par la crise géopolitique actuelle. Dans le
cadre de ce régime, l'aide consistera i) en montants d'aide limités sous la forme de subventions
directes destinées à indemniser les entreprises pour l'augmentation du coût du gaz naturel et de
l'électricité; et ii) en subventions directes pour compenser les surcoûts engendrés par les fortes
hausses des prix du gaz naturel et de l'électricité. L'objectif du régime est d'atténuer l'incidence des
hausses importantes des prix de l'énergie sur les entreprises qui ne sont pas en mesure d'y faire
face.
La Commission a estimé que le régime wallon était conforme aux conditions énoncées dans
l'encadrement temporaire de crise. En ce qui concerne plus précisément les montants d'aide limités,
l'aide sera plafonnée à 250 000 euros par entreprise du secteur de la production agricole primaire, à
300 000 euros par entreprise des secteurs de la pêche et de l'aquaculture et à 2 millions d'euros par
entreprise de tous les autres secteurs. Pour ce qui est des aides destinées à couvrir les surcoûts dus
aux hausses exceptionnelles des prix du gaz naturel et de l'électricité, l'aide totale par entreprise ne
dépassera pas i) 50 % des coûts admissibles, jusqu'à un maximum de 4 millions d'euros, ou ii) 40 %
des coûts admissibles, jusqu'à un maximum de 100 millions d'euros, pour les entreprises des
secteurs particulièrement exposés à la perte de compétitivité. Dans le cadre des deux mesures, l'aide
sera octroyée au plus tard le 31 décembre 2023. La Commission a donc conclu que le régime était
nécessaire, approprié et proportionné pour remédier à une perturbation grave de l'économie d'un
État membre, conformément à l'article 107, paragraphe 3, point b), du TFUE et aux conditions
énoncées dans l'encadrement temporaire de crise. Sur cette base, la Commission a autorisé le
régime en vertu des règles de l'UE en matière d'aides d'État.

State aid: Commission approves €120 million Italian scheme to support companies in the
Emilia-Romagna Region in the context of Russia's war against Ukraine
The European Commission has approved a €120 million Italian scheme to support companies
active in the Emilia-Romagna Region in the context of Russia's war against Ukraine. The scheme
was approved under the State Aid Temporary Crisis Framework, adopted by the Commission on 23
March 2022 and amended on 20 July 2022 and on 28 October 2022.
The measure will be open to companies of all sizes active in all sectors with a number of exceptions
such as primary production of agricultural products. Under the scheme, the aid will consist in limited
amounts of aid in any of the following forms: (i) direct grants; (ii) grants for interest relief; and
(iii) loans. The purpose of the scheme is to address the liquidity shortages currently faced by
companies active in the Emilia-Romagna Region, which are affected by Russia's war against Ukraine
and the consequent cost increase of electricity, fuel, gas and raw materials.
The Commission found that the Italian scheme is in line with the conditions set out in the Temporary
Crisis Framework. In particular, the aid (i) will not exceed €300,000 per beneficiary active in the
fishery and aquaculture sectors and €2 million per beneficiary active in all other sectors; and (ii) will
be granted no later than 31 December 2023. The Commission concluded that the Italian scheme is

necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a
Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary
Crisis Framework. On this basis, the Commission approved the aid measure under EU State aid
rules.

Mergers: Commission clears acquisition of DML by PON, VWFS and Glinicke
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint
control of Digital Mobility Leasing GmbH (‘DML') of Germany by Pon Holdings B.V. (‘PON') of the
Netherlands, Volkswagen Financial Services Aktiengesellschaft (‘VWFS') and Glinicke Finanz Holding
GmbH & Co. KG (‘Glinicke'), both of Germany.
DML's activities relate to leasing solutions, primarily in the e-bike segment, for the self-employed,
tradespeople and medium-sized companies. PON is active in the long-term investment in a range of

vehicles. Glinicke is a multi-brand motor vehicle dealer and provider of associated ancillary services
such as car rental, recovery services and fleet rental.
The Commission concluded that the proposed acquisition would raise no competition concerns, given
the companies' limited combined market position resulting from the proposed transaction.
The transaction was examined under the simplified merger review procedure. More information is

Commissioner Ferreira in the Netherlands to launch the just transition programme
On Monday and Tuesday, 20 and 21 February, Commissioner for Cohesion and Reforms, Elisa
Ferreira, will be in the Netherlands to launch the Dutch €623 million Just Transition programme that
will support the country in its transition towards a climate-neutral economy.
On Monday, a launch event will take place at the Hanze University of Applied Sciences in the
province of Groningen which is the main beneficiary of the Just Transition Fund. The Dutch Minister
of Economic Affairs and Climate Policy, Micky Adriaansens; the Dutch Minister of Social Affairs and
Employment, Karien van Gennip; the Commissioner of the King, René Paas; and representatives of
several municipalities will attend the event.
In the afternoon, Commissioner Ferreira will have a youth dialogue and a press conference at
Energy Barn, a sustainable building built with local materials.
On Tuesday, the Commissioner will visit the Chemport Innovation Centre (CHIC), where she will
participate in a roundtable discussion with representatives of the region and of the industry, and the
life-long learning centre ‘Vakland het Hogeland'.

Fellowship Programme on China: European Commission launches a call for expression of

interest
The European Commission launches a call for expression of interest for the Fellowship Programme on
China. The objective is to tap into the wide-ranging expertise on China from Europe and beyond and
expand further the knowledge base of the Commission on China. The Fellowship should group
academics from world-class think tanks and universities. The Fellows' main task will be to provide
policy-oriented expertise in one of the following domains: 1. Politics, geopolitics, security and/or
history; 2. Human and/or social sciences, 3. Economics and/or finance; 4. Digital and/or innovation;
5. Environment, climate and/or life sciences. Candidates may declare their interest in a Fellowship on
China in one of these areas, by applying online, following the instructions on the EU CV online
application platform. The maximum number of Fellows that can be engaged by the Commission at
any given time is limited to 15. They can be recruited for a period ranging from 6 to 12 months.
Fellows will be recruited as statutory staff of the European Commission with the related rights and
obligations.
A Selection Committee will propose a shortlist of those eligible and best qualified candidates. This
Committee will subsequently make the final selection for the programme. Fellowships will be
established in IDEA, the European Commission in-house advisory body set up by the President to
provide ideas and inspiration for core priorities, including on geopolitics. You can contact IDEA by

Le renouvellement des accréditations annuelles pour les journalistes à l'UE est en cours. Tous les
représentants des médias basés en Belgique et couvrant les affaires européennes peuvent demander
une accréditation interinstitutionnelle annuelle qui est valable pour le Parlement européen, la
Commission européenne et le Conseil. Toute demande doit être soumise jusqu'au 28 février inclus.
