EC response to Covid-19 – funding R&I
    30 January 2020:
       • WHO declaration of an Public Health Emergency of International Concern
       • 1st Emergency call for Expression of interest (EoI): €48 million => 18 projects
         (preparedness, diagnostics, treatments, vaccines)
    31 March 2020
       • Innovative Medicines Initiative (IMI) call: €72m => 8 projects (diagnostics and
         treatments)
    19 May 2020:
       • 2nd Emergency call for EoI: €128m => 23 projects
         to strengthen and adapt industrial capacity to manufacture and deploy
         equipment, to develop medical technologies and digital tools, to better
         understand the societal impacts of the pandemic, and to learn from large groups
3        of patients (cohorts).
EC response to Covid-19 – funding R&I
    • July-November 2020:
       • Contribution to CEPI*: €100m for vaccine dev. (*Coalition for Epidemic
         Preparedness Innovations)
       • European Innovation Council (EIC) Accelerator pilot: €165m for 36 SME-led
         projects
       • EIT Crisis Response Initiative: €60 million for 207 innovation projects
       • Financing via InnovFin Infection Diseases Financial Facility (IDFF):
           • CureVac: €75m for vaccine development
           • BioNTech: €100m for vaccine development (with Pfizer)
           • Other companies
    • Total commitment in 2020:
       • €1 billion in R&I grants
       • €400 million in financing

   • April 2020 – COVID-19 Data Portal launched
   • 10 June 2020 – EU strengthens action to tackle disinformation
   • 17 June 2020 – Commission unveils EU vaccines strategy
   • 28 July 2020 – Manifesto for EU COVID-19 research for accessibility of results
   • 11 Nov. 2020 – Investment in Preparedness and response to infectious disease outbreaks
     (Building a European Health Union), including research & innovation on preparedness

International cooperation: GloPID-R (1)

 Global Research Collaboration for Infectious Diseases Preparedness
 Importance of cooperating at funding agency level
 GloPID-R has 29 members worldwide plus other entities actively involved:
  World Health Organization, the Coalition for Epidemic Preparedness
  Innovations (CEPI) and the European & Developing Countries Clinical Trials
  Partnership (EDCTP)
 The dialogue among the 29 funding members led the European Commission
  to rapidly launch a call (1st Expression of interest on 30 January 2020)

International cooperation: Third countries in
    COVID-19 calls
First and second expressions of interest and IMI call
 Calls, despite the short deadline, were open to participation of entities
  established in Third countries
 In the three calls there were 24 participations from 14 Third countries (China
  was the first, with six participations)
 Some projects are providing results!

     HG-nCoV19 test: 1-hour test launched in May; dual test with flu announced in
     December

    cooperation on COVID-19
 Opportunities to exchange information among agencies and funded projects
  (e.g. RTD colleagues organised a workshop on June 2020)
 Possibility to join existing networks, such as GloPID-R, by getting in touch
  with the Chair of the network
 Joining the live database of funded research projects across the world
  related to the current COVID-19 pandemic at the COVID-19 Research
  Project Tracker
 Using the European COVID-19 Data Platform that facilitates data sharing and
  analysis in order to accelerate coronavirus research

 Aims:

     • to contribute to the promotion of social cohesion and inclusiveness and
       the health and well-being of people.

     • to help develop “an economy that works for people” by supporting
       research (and coordination) in order to make innovative, high-quality
       health technologies and health care both available and affordable for
       citizens;

     • and to make health care systems more accessible and sustainable,
       including through the digital transformation of health and care.

 Challenges:

     • a complex, evolving demography (ageing, multi-morbidities,… )

     • achieving greater resilience and equity in our healthcare systems;

     • the need to be better prepared for the accelerating pace of change
       and possible shocks to our societies.

     • advance knowledge and capabilities,
     • improve understanding of health and diseases,
     • develop innovative methodological and technological solutions to better manage health
       and diseases,

     Budget for Pillar 2: € 47.2 billion (2021-2027) (29 September 2020):

     Cross-cutting issues
     • Gender: integration of gender dimension in R&I further strengthened
       + gender equality plan becomes an eligibility criterion for public bodies
     • Ethics and Integrity remain absolute priorities;
     • Open Science Practices will continue to expand;
     • Social sciences and Humanities should continue to be taken into account;
     • International Cooperation will remain a key feature and opportunity of the
       framework programme, which is particularly important for health research.
