We are all looking forward to a more usual lifestyle, but we must still be cautious since the Indian variant is spreading in some areas. After the long, dry spell the welcome recent rains have been a blessing for gardeners and farmers. The grass is now growing and the trees are displaying a beautiful range of bright green foliage. Cowslips, and other spring flowers, are showing their best colours and I have a few yellow flowers on my recently planted gorse bushes. The days are long and the dawn chorus is in full flow soon after 4.00am. Swallows and house martin numbers have increased and there are now plenty of insects for them to feed on. Sadly, I haven’t heard a cuckoo yet. For several days a small flock of 14 wimbrels has been feeding in our grassfields, these are a smaller cousin of the curlew. Although they seem to have left now, I expect to head for their breeding grounds in northern Scotland. We have young mallards, coots, Canada geese and moorhens on the wetlands, and a good variety of smaller songbirds. I hear the laughing call of the green woodpecker daily and look forward to the appearance of the young dabchicks. On a recent walk round the recreation field the bird cherry tree, at the middle of the eastern boundary, was in glorious bloom, covered with its white, candle-like flowers. A real delight both in appearance and fragrance. The black fruits, in autumn, are bitter and only suitable for birds. It is a pleasure to report so many good things this time and, to cap it all, Leicester have just won the FA cup. George Danby

Laws that Liberate Life from Fear. Well, June is the month when all restrictions should be lifted, but we are now re-learning that a few simple, effective rules actually enable us all to live well together. Some liken it to the rules of the road - by obeying the rules at junctions, albeit to give way; give way to traffic from the right or to do what a traffic light indicates – actually enables traffic to flow and for us all to get to our destination quickly and safely. The alternative is chaos, traffic jams due to accidents and collisions at junctions and even death itself. Lawlessness can result in people living in fear and isolation from behaviour and things that harm. History has shown that a few effective rules bring freedom and order rather than chaos and fear. The bible has numerous “Words of Wisdom” but there are three that sum up the whole of scripture, I may have mentioned them recently: Love God with all your being Love one another Love and nurture all life As we move out of restrictions, we find greater freedom and liberation, but we still have to consider the needs and safety of others as well as ourselves. There are no laws against being good, therefore we become free from the guilt of causing harm to others. What might seem to be rules of oppression are actually rules to stay safe and free from harm and from harming others. These are not only rules for survival, they are rules for freedom from that which harms - rules that give life. The important thing is to make good clear laws that everyone can understand, where boundaries are clear and not endless prescriptive laws that no one, but a lawyer with a good memory, can understand. We can be free living within the boundaries, but we must guard against the oppression of those who choose harm rather than care.. As well as the principles given above, God gave Moses Ten Commandments for God’s people to live well together as a community and a nation. They are still relevant today and indeed form the basis of our legal system and “Common Law”. The key one is actually the last one “Do not Covet” (ie Do not crave that which belongs to others). John says if we get that one right then all other commands just fall into place. This is about our “attitude” rather than our “acts”. The key is to live each day thankful for the gift of life itself and do our best to make each day worth living. It seems that blessing others is one of the most fulfilling and happiest ways to live and enjoy life. Working well extends to the way we treat one another at work to! As we move to a new freedom, let us remember that some rules keep us all safe and well. We can be creative and discover new ways to comfort and enjoy one another, whilst also keeping each other from harm. Let us remember the ten principles that have proven themselves for Centuries, the Ten Rules God gave to humanity to live well together. I am writing to the Parish from the Lincolnshire Road Safety Partnership to provide you with the outcome of a recent speed survey requested by a resident with concerns about traffic speeds along Main Road. The survey was conducted outside Kimes Transport and commenced on 24 March 2021 and continued for a seven day period. A daily average of 5985 vehicles travelled through the survey area with a fairly even flow in each direction. Analysis of the speed data showed that the average speed of vehicles was 31.9mph. The speed data showed evidence that vehicles were exceeding the speed limit at a speed that would make the drivers liable to action/prosecution by the Police with 8.5% travelling at 10mph or more in excess of the 30mph limit. I have researched the collisions involving personal injury for the last 3 year period up to a data date of 28/02/21 and there have been four slight injury collisions recorded, one being speed related. Highways engineers within the Road Safety Partnership have assessed the area and inform me that no engineering casualty reduction measures were identified. As you will be aware the Government is committed to ensuring that the process for deploying speed cameras is transparent and that cameras are only used at locations where they can make a demonstrable reduction in speed related casualties. The only form of speed enforcement that the LRSP can carry out is with the use of speed cameras; however, the site selection process has to comply with the criteria set out by the Department for Transport. This criterion includes locations where there is a history of speed related injury collisions, supported by evidence of a high degree of non-compliance with the speed limit. In that respect Lincolnshire Police, through the Road Safety Partnership, adheres to the site selection criteria set out by the Department for Transport to ensure that the process is completely transparent and that cameras are only used as a casualty reduction measure. The results of this survey, together with an analysis of the collision data, show that the criteria required for mobile speed camera enforcement has been met when considered in conjunction with there being a school on this road. As a result of my Senior Manager authorising a site to be established, we have revisited Wrangle and, with the consent of a number of residents in the area of Kimes yard, have agreed a location for our speed camera vans. I have now passed this to the enforcement team for Wrangle to be added to the rota.

WRANGLE PARISH COUNCIL MEETING NOTES The Annual Parish Council Meeting took place before the Parish Council meeting. Cllr G Danby will continue as the Chairman of the Parish Council with Cllr B Bowles being the Vice-chairman. Notes of the remote Parish Council meeting held on 04 May 2021 attended by: Cllrs Edwards, Featherstone, Pickett, Seymour, Wrisdale, Law, Bowles and Danby (Chairman). Apologies were accepted from Cllr Ashton, who will arrive late Also present: County Cllr Skinner Declarations of Interest There were no declarations of interest Approve minutes of the remote meeting held on 06 April 2021 The notes, previously circulated, were approved as the minutes and will be signed by the Chairman in due course. Receive reports from representatives on outside bodies The PCSO reported, by email, incidents to 07 April: 2 traffic offences at Main Road; 1 incident of criminal damage at Sea Lane; 1 concern for safety at Brick Lane and 1 suspicious circumstance at Wrangle Bank and for incidents to 29 April 2021: 1 Concern for safety at Main Road; 1 suspicious circumstance at Love Lane; 2 vehicle offences at Church End and at Cragmire Lane; 1 traffic offence at Main Road and 1 road traffic collision at Wrangle Bank Borough Cllr Pickett reported that he would be the Mayor of Boston for 2021/2022, the Chairman congratulated him on behalf of the Parish Council. The County Councillor reported: Covid figures in Boston are going down, but everyone still must be sensible to help prevent a rise in cases. The LCC election will be on Thursday. The latest highways report has been sent to all Councillors. Fly tipping and speeding traffic continue to be a problem in the area. Recreation Field The Chairman has looked at the trees around the field and cannot find any that are a danger to anyone at this time. The trees will continue to be inspected at regular intervals. The young trees by the dyke are leaning slightly due to over growth from the trees that were previously removed. A working party will deal with this in due course. There are some branches on the ground from a tree by the pavilion, the Chairman will collect these to enable the grass to be cut. The insert from the bin by the pavilion has been removed. A replacement will be sought. The bin by the roadside needs to be checked as the door was open. A pole by the bowls club is leaning into a tree which may be keeping it in place. This will be further investigated to check that the pole is not rotten at the base. Glass can be mixed in the glass banks when the required one is full. Dog fouling is still an issue including on the football pitch The recreation field is for the use of everyone DOG FOULING IS NOT ACCEPTABLE Access to the Marsh Witham Fourth IDB are going to make the parking area at the access to the Marsh wider and put a border in place to prevent vehicles falling into the Delph. Highways Potholes that have been recently repaired seem to have had a good job done. Anglian Water have completed a job at Main Road, hopefully this will help reduce the vibration in the nearby properties. It was suggested to County Cllr Skinner that LCC should invest in new equipment for the repair of potholes. LCC are currently trialling a new item of equipment to repair potholes.
