Event Overview • Procedural opening of COP26, Sunday 31st October. Heads of delegation + 2 or 3, circa 1,000 attendees • World Leaders Summit, this is held within the summit for Heads of State, approximately 120 expected. This will be on the 1st and 2nd and likely have the most associated disruption due to security measures • UNFCCC estimate 20,000-25,000 delegates over the three weeks, subject to travel and health regulations • Potentially around 3000 per day in Green Zone (Glasgow Science Centre) • Daily peak of delegates in the Blue Zone, 10,000-12,000, subject to attendance and public health requirements This Photo by Unknown Author is licensed under CC BY-SA
Covid 19 impact o As we have seen in the unequivocal IPCC report, the science is clear that we need to take immediate and far reaching action now to save the planet. This is why COP26 necessary o Achieving the ambitious global action requires everyone sitting around the same table. To achieve this UNFCCC/UKG and city partners planning for an in-person event o Hosting COP26 safely is paramount. Like other events, COP26 will have to adapt o Strict testing and hygiene protocols in place and its strongly recommended all delegates are vaccinated o Measures are underpinned by current/local regulations, in place, at the time. The COVID situation will continue to evolve and COVID protection measures could change further o There will be COP-specific arrangements for the travel restrictions delegates will encounter as they enter England and Scotland o Working to provide locations outside of the main venue that can provide Covid-secure events and hospitality o All Registered COP attendees will be required to abide by a COP26 Code of Conduct
Glasgow’s role and responsibilities o Key role in ensuring that the city is ready to host a safe and successful conference with the eyes of the world watching o Keeping the city moving and ensuring vital business as usual (BAU) services can operate – whatever BAU looks like in a post-covid environment o Ensuring that businesses and communities are informed, engaged and supported both before the Conference and during it – Get Ready Glasgow, city activation, community involvement o Co-ordination of the COP26 Host City Volunteer Programme o More widely… its about using COP as a platform to talk about the role of cities in tackling climate change, our race to zero, action on climate emergency implementation plan and the importance of a just transition and legacy
City Services and Business as Usual o Regulatory functions to support safe delivery of the event at the campus: Public Health; Food Safety; Health and Safety; Building Standards; Licensing etc. o Extension to late night trading o City support across the business community in relation to compliance with any COVID restrictions o Delegate movement in the city. Accreditation scheme launching o City support to transport planning o Support council and partner services to deal with impacts and adapt to ensure continuity – e.g. Education, social care, cleansing
Host City Zone o City Chambers provides a prominent and appropriate place to welcome the world to Glasgow and to showcase the best of Glasgow and create a lasting legacy o Operational throughout COP26 – Glasgow’s Green Zone - 30th October – 12th November o To promote Glasgow and reach out to other cities, city networks and sub-national groupings, investors, for the future o Hosting of civil society and campaign groups to support UK Government’s COP programme o Programme of events in collaboration with key partners and partner cities to highlight city’s priority climate policies. Mix of civic and private events. o Volunteer Hub & Destination Media Lounge o Security principals and access requirements to be defined o Commenced covid venue planning
Citywide activity o The scale of activities by partners and other organisations is significant and spread across the city o Presents the opportunity for an animated and vibrant ‘COP City’ feel to promote a successful conference, a successful host nation and city, and a safe and secure event o Council, Police Scotland and other partners working with many organisations to support, assist and advise o Considerations given to the operational impact of security, transport etc on COP and city operations and how they can be facilitated to minimise impact

Update 5, due 6 October o 9000 Letters to affected zones around venue, issued 4 October o Travel Demand Management advertising campaign launched 4 October covering city and central belt – digital, outdoor, print and radio o Website updated to reflect road closure information and travel advice
