PERTH IS THE PLACE: Perth’s bid to be UK City of Culture 2021 What is the UK City of Culture 2021? UK City of Culture is a designation given to a city in the United Kingdom every five years by the Department for Culture, Media & Sport. The winning city enjoys significant economic and social benefits. The UK City of Culture is expected to deliver a wide-ranging cultural programme that builds on local community strengths and encourages activities that reach a varied and diverse audience. It should create an economic impact and be a catalyst for regeneration as well as contributing to community cohesion and health and wellbeing. Cities submit a bid document to the Department of Culture, Media & Sport in April 2017. A shortlist is published and the final winner is announced by the end of 2017. What is Perth’s bid about? The bid is based on four key themes: A great, green city: celebrating Perth’s place at the heart of a rural community. The Fair City: using culture to make Perth and Kinross a fairer place for all. Connections: emphasising the city’s role as a meeting place and melting pot, as well as the rivers that link the area together. A river of light: drawing on the city’s heritage as a catalyst for creativity and ideas. The themes will evolve; they will be refined and developed as we prepare our approach to become City of Culture in 2021. In order to support that, we are supporting communities to be creative and involved in our City of Culture bid, through our new Fund. What is the Perth 2021 Creative Communities Fund (CCF)? As a part of our Perth City of Culture 2021 bid, we have developed a Creative Communities Fund to support the work of communities and individuals. The funding panel are looking for projects that will deliver creative, inclusive activities and ideas that will demonstrate what Perth 2021 can do, and what impact it can have for where you live.
PERTH IS THE PLACE: 2021 UK CITY OF CULTURE BID The fund will grant up to £1,500 per application, for up to a year from January 2017. In particular, we are looking for applications which develop relationships between different communities - whether that is geographical, or with a community of interest. Applying to the Fund - Guidelines You can apply for up to £1,500 for creative activities or events. We are keen to see a geographical spread throughout Perth and Kinross. Your project can be from a geographical community or from a community of interest, an individual or group. The rolling programme is from January 2017 until the end of January 2018. Your project could be a one-off, a series of regular events, a special exhibition, performance or something that reflects your community and Perth 2021. Acquiring match funding isn’t an absolute requirement for this application; however please show evidence if the fund is to be used for attracting broader funding support. We will be interested in any volunteer in-kind support as an added value for the project. Criteria Activity must be completed and monies claimed before the end of January 2018. The requested amount must be no more than £1,500. Your application should show how it contributes to at least one of the following objectives: showcase the amazing talent of people across Perth and Kinross; show that culture is for everyone; get people involved in cultural activities they may not have tried before. Our ethos is of fairness, equity and accessibility for all and projects should show how they are inclusive in their approach. Multiple applications from the same organisation for the same activity will not be considered. If You Are Successful Applications will be considered fortnightly by an assessment panel. The decision of the awarding panel is final and your named contact will be notified within the week of the decision. Monies will be paid into your designated bank account within one month of the decision. You will be required to keep all receipts and evidence of spend for scrutiny.
PERTH IS THE PLACE: 2021 UK CITY OF CULTURE BID You will be asked to provide us with quarterly monitoring reports, which will include public feedback, photographic evidence, demographic involved, how you are undertaking publicity and the outcomes from the funded work. The panel will offer support as required during the funding period, including agreeing any changes or amendments within the guidelines. How Do We Apply? Conditions and Declaration I hereby certify that the information contained in this application form is accurate, and acknowledge that in the event of a grant being made, the application form and guidance notes will be the basis of a binding agreement. The decision of the assessment panel is final. Any award made will be used for purposes for which it is granted. Perth 2021 City of Culture Team and Perth & Kinross Council are subject to the Freedom of Information Act 2000. This law gives the general public the right of access to information held by the police. Some information may be exempt from disclosure such as bank account details. The Authority will consult with third parties who supplied the information but the final decision on the release of the information rests with the police. Any unspent monies should be returned at the end of the funding period, although regular monitoring will ensure that monies are spent effectively. I understand that failure to comply with the above requirements may result in the recovery of monies paid.
