Neighborhood History and why we are here….. Street pavement throughout the neighborhood is deteriorating rapidly and becoming more costly to repair. The City is also encountering problems with the aging sanitary sewer and water distribution systems as well as storm systems within this area. Annual sewer cleaning is no longer adequate to control root intrusion into the system and prevent potential sewer backups.
The Existing Water main is cast iron pipe and will be replaced with new Ductile Iron Pipe. The Existing Sanitary sewer is clay pipe and services are cast Iron and will be replaced with PVC and Copper. Additional Storm Sewer and Curb and Gutter to address local street drainage Scope of Work includes new sanitary sewer, water main, storm sewer, services, street reconstruction and restoration. Sidewalks are NOT being included are part of the project Project Costs +5.1 million dollars.
The City Council has structured this funding source to allow the City to pay for the proposed street reconstruction work WITHOUT the use of special assessments.
OVERALL PROJECT SCHEDULE Design Process: November 2020– March 2021 Public Bidding of Project: February 19 – March 10, 2021 Approved by City Council and Awarded to Contractor: March 25, 2021 Notices emailed or delivered to Residents: April 5, 2021 Neighborhood Meeting: due to COVID-19 – online information available and individual on-site meetings by appointment with Tim Biberdorf City Staff/Contractor/Small Utility Companies Preconstruction Meeting: April 7, 2021 Construction to Begin: April 14, 2021 Construction Completion: +October 31, 2021
CONSTRUCTION MILESTONES & SCHEDULE (April – November) Work on All PHASES – tree clearing in the right of way to begin April 14: Work on Phase 1 shall be completed to base course including concrete curb and driveways on or before: +July 2, 2021. Work on Phase 2 shall not begin until intermediate completion of Phase 1. Work shall be completed to base course including concrete curb and driveways on or before +August 20, 2021. Work on Phase 3 shall not begin until intermediate completion of Phase 2. Work shall be completed to base course including concrete curb and driveways on or before +October 15, 2021. Substantial Completion of all 3 Phases to be completed by +October 30th, 2021

Working hours Mon - Fri 7 am to 7 pm (equipment running/ disruptive activities) Sat - 8 am to 5 pm (equipment running/ disruptive activities) Sun & Holidays – NO work allowed A segment of street under construction on a given day may be closed as per working hours limits and all driveways shall be ramped and accessible by 7 pm each day (excluding concrete work) Pavement may be removed no sooner than 1 week prior to utility work beginning in each phase Small Utility Companies (Gas, Electric, Cable, etc…) will be working to relocate utilities in the boulevard that are impacted by construction. This work will NOT be phased
Private Items in the ROW such as irrigation systems, dog fences, shrubs, pavers, Split Rail Fences, etc… are to be removed by the residents prior to construction. The City will not be responsible for the cost to remove/reinstall privately owned items that are encountered in the ROW. Staff will send notice to property owners ahead of the project timeframe requesting that the property owner remove any privately owned items. Safety and Access in the Work zone Make Staff Aware of any Daycare and/or Special Facilities Please Control Vehicle Speed for Safety and Dust Control Please Watch Children and Pets Parking - The City and the contractor will make a strong effort to provide access to resident’s driveways. Construction work will not be in every location of the neighborhood at one time, work will be staged and the City’s Project Representative will be on-site providing notices to residents of the upcoming work and impacts.
New LED Street Lights will be installed as part of project with Dakota Electric Association. City Plumbing Contractor (for temporary water hookups) Some work will need to be done inside the resident homes with this project by the City Contracted Licensed Plumbing Contractor. Should a valve need to be installed or replaced the plumber will replace or install valve after your meter. When the City sets up a temporary water system the connection will be made to the hose bib outside the house. Water will then be shut-off at the meter in the house and turned back on when temporary water is disconnected. Temporary water is expected to be in place for approximately 6-8 weeks per Phase. Water softeners may need to be bypassed during temporary water use. The Plumber will help determine if this is needed. Water billing will be based on the average of the two previous years during the same time period.
Garbage pickup is on Wednesdays, contractor is responsible for refuse haulers accessibility to containers (early am pickups; 6:45). Residents are to continue with normal routine for garbage by placing at end of driveway. Contractor shall provide temporary mail delivery setups at locations designated by the USPS. A Location Map will provided. (BY PHASE) The United States Postal Service (USPS) offers a tool to prevent mail theft called Informed Delivery. When you enroll with Informed Delivery, the USPS sends a daily email describing the mail they intend to deliver to the subscriber. If a piece of mail does not arrive, the USPS customer will be able to tell what was missing. You can learn more about the program at: https://informeddelivery.usps.com/box/pages/intro/start.action
Dakota Electric and Charter (Spectrum) will be burying power and communications which includes some modifications at each home to switch from Overhead Power to underground. The City has hired Kilmer Electric to complete this work. Tim Biberdorf will be coordinating with each homeowner the process and timing of the electrical work related to switching from OH to UG. Century Link will retain ownership of some of the existing telephone poles and will not be providing underground services to residents with service from this communication provider.
