The fruits of the SIGNIS World Congress
SIGNIS experienced another year of transition and progress in 2017. The World
Congress, held in Quebec City in June, highlighted at least three elements of
transition and progress: a new international board of directors was seated; we
welcomed new members from around the world; and we met in tandem with
one of those new members, the Catholic Press Association of the United States
and Canada.
The CPA is representative of an expansion of SIGNIS’ mandate to serve Catholic
media professionals. As we respond to the Holy See’s invitation to reach out to
‘
Catholic journalists, we are seeing more activity globally focusing on journalism.
This includes a first-ever meeting of Catholic journalists in Asia – and not just SIGNIS
those who work for Catholic media outlets, but also Catholic journalists working experienced
in the secular media. Although it occurred in January 2018, I would be amiss
not to mention the French Catholic media organization (another new SIGNIS another year of
member) coordination of the first International St. Francis de Sales Days with transition and

Of course, our members’ efforts in promoting quality films, television and radio
programming, as well as our work in media education, were also robust in 2017.
The international board is focusing on how we can strengthen our network by
standardizing the guidelines for our international desks, which will include a
chair who is a member of the international board, a secretary who is a staff
member in Brussels, and a core team of SIGNIS members who bring their
expertise from every region of SIGNIS. We are always open to new members of
our core teams; please contact your regional board if you would like to join us!
We also are seeing slow but steady improvement in our internal structures
and processes, especially our financial systems, so we can confidently move
forward in seeking more partners and collaborators. The executive officers
have prioritized meeting with our longtime partners in dicasteries and offices
in Rome, as well as seeking institutions and foundations outside of the formal
Church structures who would share our vision in promoting stories of hope and
building bridges of peace.
Thank you for carrying that vision of hope and peace forward in your own work.
While this annual report is just a snapshot of our common efforts, I hope it CONTENTS
shows how we are all part of a much larger community of communicators!

Highlights of the past year
Québec Congress
The major event of 2017 was the World Congress and Assembly in Québec, on June
19th - 22nd. The theme of Promoting Stories of Hope was explored by other participants
in keynote speeches, panel discussions and workshops. At the end, Jim McDonnell,
the programme coordinator, identified four key themes: the challenge of the new, the
power of creativity, the need for collaboration and the commitment to hope. He also
underscored the power of story to inspire, to create and foster change.
On June 21st there was a shared day with the Catholic Press Association (CPA). In the
morning there was a special screening of Martin Scorsese’s film Silence followed in the
afternoon by an interview with the director. In the evening he received a special award
for Excellence in Film-Making given by both organizations.

The week finished with the SIGNIS Assembly of Delegates. The Assembly elected Helen
Osman as President for four years. Lawrence John Sinniah from Malaysia and Fr. Paul
Samasumo from Zambia were elected Vice-Presidents. Emmanuel Bonnet from France
was elected Treasurer. And Ricardo Yáñez from Argentina was elected Secretary General.

of creativity, The first international seminar for Catholic journalists and writers was organized by
collaboration and SIGNIS in Kuala Lumpur. SIGNIS Asia, SIGNIS Malaysia and the SIGNIS Journalism Desk

brought together 20 young journalists from 13 Asian countries on 10th and 11th March
hope 2017. During two days, the journalists from Pakistan, Korea, the Philippines, Vietnam,
Thailand, Indonesia, India, Japan, Cambodia, Malaysia, Sri Lanka, Bangladesh and
Singapore participated in an intensive workshop.
At the end, participants came up with a plan to continue telling stories of hope to
counter the spread of “fake news”. Suggestions included a blog, expanding the SIGNIS
journalism network in Asia and starting an online helpdesk for media practitioners.
Later the participants set up their own social media group on WhatsApp.
60 years at San Sebastián
At the 65th San Sebastián International Film Festival, the SIGNIS Jury gave a special
award, the “60 years of the SIGNIS Prize in San Sebastián” to Matar a Jesús (Killing Jesus)
by Laura Mora. The prize commemorates its long contribution to promoting quality
cinema and peace building. OCIC (International Catholic Organization for Cinema)
gave its first jury prize in 1957. This year the SIGNIS Prize went to Life and Nothing
More by Antonio Méndez Esparza.
Encouraging and celebrating storytellers
SIGNIS aims to help raise professional standards in media production and to promote
creative storytelling that inspires hope and contributes to a culture of peace. One way
to do this is to award quality media productions.
Promoting values in cinema and TV
Over the year more than 100 SIGNIS jurors from 30 countries participated in 36
international film and TV festivals. SIGNIS itself gave 37 prizes and commendations,
23 ecumenical prizes and four by interreligious juries. Some 29 European, 16 Asian,
9 African, 8 Latin American and 2 North American films were recognized. A full list of
international SIGNIS and ecumenical prizes are on the website and in the annual list
published at the end of the year.

Regional and national media awards
Throughout the year SIGNIS promoted quality media at regional and national levels.
SIGNIS Japan, in May, presented the 41st Japan Catholic Film Award to In This Corner
of the World, an animation film directed by Sunao Katabuchi. I, Daniel Blake by Ken
Loach won the SIGNIS Europe Prize for Best European Film 2016.
In North America in Québec in June, during the Catholic Media Conference, the Catholic
Academy of Communication Professionals celebrated the 52nd annual Gabriel Awards for
TV and radio. “Our goal is to recognize the best in creativity and programming that reflects
the wonderful achievements of humanity,” said Susan Wallace, Chair of the Awards.
The prestigious 40th SIGNIS Salutation Film and Teledrama awards in Sri Lanka were
also held in October marking 70 years of Sri Lankan cinema. A special award was given
to Lester James Peiris, the oldest (99 years old) living film director in the world.
Connecting media professionals
In 2017 SIGNIS continued to enable media professionals to network and meet to
collaborate and share experiences.
Coming together nationally and regionally
As ever, meetings in different continents enabled members to share concerns and
experiences.
The topical themes of the SIGNIS Europe Assembly, held in Malta on April 24th-26th was
“Communicating in the era of fake news”. The participants from 12 European countries

discussed, debated and reflected on different ways to become better Catholic
communicators in all forms of media including radio, TV, cinema and social media.
The fifth South East Asia Conference on “Families and Stories of Hope”, organized
by SIGNIS Japan in Tokyo (11-12 November), was attended by some 40 scholars and
professionals from Hong Kong, Japan, Korea, Macau and Taiwan.
For the first time, presidents of the different national associations of SIGNIS in Latin
America met together in April for three days of reflection in Quito, Ecuador to share
their concerns regarding situations caused by “abuse of power by the governments
who violate human rights”, as well as the consequences of climate change, which
makes hundreds of victims in the region.

SIGNIS recognizes the continuing importance of radio, especially in poorer regions
of the world, and belongs to AMARC, the World Association of Community Radio
Broadcasters (www.amarc.org).
Fr. Fabrizio Colombo, Director of SIGNIS Services Rome (SSR), went to Ouagadougou,
Burkina Faso, in November to help launch the “Network of Catholic Radio Stations” of
Burkina Faso. Some 15 Catholic diocesan radio stations belong to the network.
SIGNIS embraces journalism and the press
The SIGNIS Assembly formally welcomed as members the Unión Católica de
Informadores y Periodistas de España (Spain), the Catholic Press Association (USA/
Canada) and the Fédération des Média Catholiques (France) .
During 2017 members in different regions highlighted the challenges facing Catholic
journalism and encouraged networking. For example, in January, the Fédération des
Média Catholiques organized the 21st Journées François de Sales in Annecy, France.
More than 250 journalists and communicators met for two days to reflect on and
discuss religion “on the front page”, and the challenges facing Catholic media in the
social media age.
Another example was the seminar run in November by SIGNIS India with the Sandesha
Foundation in Mangalore, which runs a regular training course for journalists, on media
freedom and ethical journalism.

Encouraging young talent
Forming future storytellers and creative media professionals is important to SIGNIS as
highlighted in continuing the communications laboratory project. It is also important
to publically recognize and encourage new talents through awards.
#iSeeHope video competition
To mark the World Congress SIGNIS organized the #iSeeHope video competition
for new talents. It was open to people aged 18 to 30 years. A production could not
exceed three minutes and aimed at telling a short story of hope. The winner was Edgar
Borgia from Indonesia with In Your Eyes. It tells the story of a young adolescent who is
pregnant and her thoughts of suicide when pressured to have an abortion. Finally she
decides to keep the baby.
CommLab: Young video journalists
The SIGNIS video journalists project (now known as CommLab) gives opportunities to
young multi-media journalists to develop their understanding of social communication
while improving their skills. Eight young communicators gathered in Québec City for
a week-long pre-Congress workshop and made a short video about Lauberiviere, a
local charity organization. They presented the video and shared their experiences in a
Congress plenary on “The New Generation of Catholic Communicators”.
Film awards for young people
The SIGNIS East Africa Talent Award at the Zanzibar International Film Festival (ZIFF)
2017 celebrated its 12th anniversary. It grants 1,000 USD to help upcoming talented film

producers from East African countries. This year the Award went to Steven Ayeny from
Uganda who directed the film Kony: Order From Above about the founder of the rebel
militia known as the Lord’s Resistance Army.
SIGNIS has been involved in the PLURAL+ (http://pluralplus.unaoc.org) Festival for
eight years. Young film, TV and video makers from around the world make short online
videos on migration, diversity and social inclusion. This year the SIGNIS Award went
to the video Can You See the Future? by Ismet Kale of Turkey, in the 18-25 year-old
category.
SIGNIS Argentina seeks to promote young people’s film-making by participating in the
annual Hacelo Corto Festival. This year they gave the prize, as well as an external hard
drive, to the makers of a short film on tolerance, Aceptándonos como somos.
Communications

Throughout its 90-year history, SIGNIS has developed multiple windows of dialogue
and communication with its members and with larger audiences.
In 2017, a number of changes were made to give greater visibility to the communication
gathered in Québec and peace building work carried out by SIGNIS members and partners.

registering a peak of traffic during June 2017 (more than 5,000 visits), the same month
workshop as the World Congress. During this period, the number of new website users also
increased by 65%, with a viewing average of more than two minutes. The portal was
built in collaboration with SIGNIS Latin America and the Caribbean, SIGNIS Brazil and
the Brazilian company, EZOOM.
SIGNIS activity in social networks was also driven by the World Congress, significantly
increasing to more than 3,300 followers on Facebook, with greater recognition and
activity by its users. Among the posts, there were peaks of interaction such as that
on June 21, 2017, which reached more than 224 thousand responses to a photo that
encapsulated the global character of the Association.
On Twitter, @SIGNIS has 1,500 followers; a tweet about the presence of Martin Scorsese
in the World Congress generated the greatest impact on this important social network.
Digital communication goes together with promotion of the printed publications online
in search of greater integration and reach. SIGNIS Media magazine, which is distributed
to subscribers in six continents, was also published on the website. Seventeen issues
(in English, French and Spanish) of the SIGNIS electronic newsletter were also sent to
about 14,000 recipients. SIGNIS Members around the world are also increasingly active
on the web and social media.
Practical communications
SIGNIS members across the world are engaged in many different forms of media
training and hold a range of seminars, workshops and courses throughout the year.
SIGNIS Services Rome
SSR promotes the latest user-friendly technologies for radio, television, video, cinema,
journalism and Internet, especially in Africa.
In 2017 SSR further developed its new “Project Development” department which, with
CREC International, provides training in media and communication for missionary

media, and guides local managers in project management and implementation
support. It also continued to promote its range of portable products: Cinema in a Box
(a kit for cinema projections and debates); Music in a Box (digital music and audio
recording studio) and the Reporter Kit (for journalists). Other services are its Video
Production Kit, digital radio and TV studios, and VSAT connections. More information

SSR has also developed SIGNIS Easy Web to facilitate creation of specialized websites
and online streaming for radio stations, web TV, online magazines, multimedia,
communication centres and Catholic institutions. In 2017 it launched a competition
to provide five free websites to organizations. The winners (22 organizations from 13
countries) were parishes in Kenya and Congo, dioceses in the Dem. Rep. of Congo and
Togo and the Bishops’ Commission for Culture in the Central African Republic.
Media training across the world
In May 2017, SSR and CREC trained more than 150 ISCOM students, the Communications
Institute of the West Africa Catholic University, Abidjan, Ivory Coast. Topics included
media, fundraising, social business, storytelling and conversation marketing. In August
2017, SSR helped train staff to upgrade Radio Wa’s (Uganda) new website, online
streaming and social networking.
In Papua New Guinea, Fr. Ambrose Pereira of SIGNIS Pacific and Social Communications
and Youth Secretary of the Bishop’s Conference, organized media education seminars
for young people from different schools throughout the year. The series culminated in
an International Short Film Festival (ISFF17).
Evaluating and recommending media projects
SIGNIS is NOT a funding agency and does not fund projects. As a service to the
Pontifical Mission Societies (PMS), SIGNIS evaluates and recommends media-related

pastoral projects from Africa, Asia, the Pacific and Apostolic Vicariates in Latin America.
Project funds are disbursed directly by the PMS. Evaluations are carried out by selected
SIGNIS local committees and compiled at the Brussels Secretariat. In 2017 a total of 342
projects were evaluated by SIGNIS.
Dialogue, advocacy and collaboration
During 2017 SIGNIS continued working closely with the Vatican Secretariat for
Communications and especially Vatican Radio and the Vatican Film Library. The Catholic
Media Council (CAMECO, www.cameco.org) is a long-standing important partner, and
SIGNIS continued to be represented on its Board.
Ecumenical and interreligious dialogue
At international film festivals SIGNIS collaborates with the international interchurch

depicting everyday Muslim rituals in China.
The prize, and 5,000 Swiss Francs, awarded by the Interreligious Jury at the Documentary
Film Festival in Nyon in April went to the film The Gaze of the Sea by José Álvares
(Mexico).
For the 20th Anniversary of the Religion Today Film Festival in Trento, Italy, the SIGNIS
jury gave a special prize to a short film The Chop by Lewis Rose (UK). It also gave its
prize to a documentary by Ermanno Olmi on Cardinal Martini: vedete, sono uno di voi
(Italy).
Also in Trento, the second international meeting of interreligious and spiritual film
festivals took place. It was organized by the SIGNIS Cinema Desk, with the Catalan
Government and the Blanquerna Observatory on Media Religion and Culture and the
Fondation Bruno Kessler of Trento. Participants from Egypt, UK, Italy, Germany, Armenia,
Switzerland, Israel, Spain and Belgium agreed to set up a professional network.
Advocacy and inter-organizational dialogue
Since 2010, with the World Association for Christian Communication (WACC), SIGNIS
has given an annual Human Rights Award to a documentary film. In 2017 the award
went to the documentary film Cahier africain directed by Heidi Specogna. The film
tells the stories of women and girls who are victims of the violence that broke out in the
Congo in 2002 and continues today in central Africa.
SIGNIS maintained its representation at the Council of Europe in Strasbourg and
responded to a consultation on the responsibilities of so-called net intermediaries like
Facebook.
SIGNIS also has consultative status at UNESCO and belongs to the International Council
for Film, Television and Audiovisual Communication, IFTC/CITC (www.cict-unesco.org).
SIGNIS is a member of GPPAC, the Global Partnership for the Prevention of Armed
Conflict, (www.gppac.net) and has good links with the United Nations Alliance of
Civilizations (www.unaoc.org).

SIGNIS a connu une fois de plus une année de transition et d’avancée en 2017.
Le Congrès mondial, tenu à Québec en juin, a mis en évidence au moins trois
éléments qui le prouve : un nouveau conseil d’administration international a été
mis en place ; nous avons accueilli de nouveaux membres du monde entier à;
et nous nous sommes rencontrés en tandem avec l’un d’eux, l’Association de la
presse catholique des États-Unis et du Canada (CPA).
La CPA est représentative d’une expansion du mandat de SIGNIS pour servir les
professionnels des médias catholiques. Alors que nous répondons à l’invitation du
Saint-Siège d’atteindre les journalistes catholiques, nous voyons de plus en plus
d’activités axées sur le journalisme dans le monde. Cela inclut notamment une
première réunion de journalistes catholiques en Asie – et pas seulement ceux qui
travaillent pour des médias catholiques, mais aussi des journalistes catholiques

L’évènement majeur de 2017 est sans aucun doute le Congrès mondial à Québec,
suivi par l’Assemblée générale, du 19 au 22 juin. Le thème « Restons connectés pour
dire l’Espérance » a été abordé grâce à des panels de discussion, des ateliers et des
conférences. Lors de la cérémonie de clôture, Jim McDonnell, coordinateur du
programme, a identifié les quatre thèmes principaux qui sont ressortis des différentes
sessions : le défi de la nouveauté, le pouvoir de la créativité, la nécessité de la
collaboration et l’engagement à l’espoir. Il a également souligné le pouvoir qu’à une

60 ans à San Sebastian
Lors du 65ème festival du film international de San Sebastian, le jury SIGNIS a remis un
prix spécial à l’occasion du 60ème prix SIGNIS au festival, au film Matar a Jesús (Killing
Jesus) de Laura Mora. Le prix commémore la longue contribution de SIGNIS dans
la promotion du cinéma de qualité et de la consolidation de la paix, puisque l’OCIC
(l’organisation catholique internationale pour le cinéma) a remis son premier prix au
festival en 1957. Cette année, le prix du jury SIGNIS a été décerné à Life and Nothing
More d’Antonio Méndez Esparza.
Encourager et révéler les storytellers
SIGNIS a pour but d’aider à améliorer les normes professionnelles dans la production
des médias et à promouvoir un storytelling créatif, qui inspire une culture de paix. L’une
des façons de faire est de récompenser des productions médiatiques de qualité.
Promouvoir des valeurs au cinéma et à la télévision
Au cours de l’année, plus de 100 jurés SIGNIS issus de plus 30 pays ont participé à 36
festivals internationaux de télévision et de cinéma. SIGNIS a remis 37 prix et mentions

spéciales. De plus, 17 prix œcuméniques et 4 prix interreligieux ont été décernés. 29
films européens, 16 asiatiques, 9 africains, 8 latino-américains et 2 nord-américains ont
été primés.

Des prix médiatiques régionaux et nationaux
Tout au long de l’année, SIGNIS a promu des médias de qualité au niveau régional et
national.
En mai, SIGNIS Japon a remis son 41ème Prix catholique japonais In This Corner of the
World, de Sunao Katabuchi. I, Daniel Blake ganó el Premio de SIGNIS-Europa a la mejor
película europea de 2016.
Lors de la Catholic Media Conference à Québec en juin, la Catholic Academy of
Communication Professionals a célébré le 52ème Gabriel Awards, qui récompensent des

tenus en octobre, au Sri Lanka, honorant des professionnels de l’industrie médiatique.

En 2017, SIGNIS a continué à permettre aux professionnels des médias de se créer un
réseau et de se rencontrer afin de collaborer et de partager des expériences.
Se réunir nationalement et régionalement
Plus que jamais, les rencontres dans les différents continents ont permis aux membres
de partager leurs préoccupations et leurs expériences.
15L’Assemblée de SIGNIS Europe s’est réunie à Malte du 24 au 26 avril, autour du thème
« Communiquer à l’ère des fake news ». Les participants de 12 pays européens ont discuté,
débattu et réfléchi sur différentes manières de devenir de meilleurs communicateurs
catholiques, peu importe le média : radio, télévision, cinéma ou réseaux sociaux.
En novembre, la cinquième conférence de l’Asie du Sud-Est sur « Familles et histoires
d’espérance », organisée par SIGNIS Japon à Tokyo a réuni une quarantaine de chercheurs
et professionnels de Hong Kong, du Japon, de Corée, de Macao et de Taiwan.
Pour la première fois, les présidents des différentes associations nationales de SIGNIS
Amérique Latine se sont réunis en avril pour trois jours de réflexion à Quito, en Équateur,
pour partager leurs préoccupations concernant les situations d’abus de pouvoir des
gouvernements qui violent les droits de l’homme, ainsi que les conséquences du
changement climatique, qui crée des centaines de victimes dans la région.

SIGNIS embrasse le journalisme et la presse
L’Assemblée générale de SIGNIS a officiellement accueilli comme membres l’Unión
Católica de Informadores y Periodistas de España (Espagne), la Catholic Press Association
(USA/Canada) et la Fédération des Médias Catholiques (France).
Au cours de 2017, les membres de différentes régions ont souligné les défis auxquels
le journalisme catholique est confronté et encouragé le travail en réseau. Par exemple,
en janvier, la Fédération des Médias Catholiques a organisé les 21èmes Journées Saint
François de Sales à Annecy (France). Plus de 250 journalistes et communicateurs se
sont rencontrés pour réfléchir et discuter de la religion « en première page » et des défis
auxquels sont confrontés les médias catholiques à l’ère des réseaux sociaux.
SIGNIS Inde a collaboré avec la Fondation Sandesha à Mangalore, qui organise
régulièrement des formations pour les journalistes sur la liberté des médias et le
journalisme éthique.
Encourager les jeunes talents
Former les storytellers et les professionnels des médias de demain est très important
pour SIGNIS, comme le souligne le projet CommLab. Il est également important de
reconnaitre publiquement et d’encourager les nouveaux talents par la remise de prix.
16Concours de vidéos #iSeeHope
Pour marquer le Congrès mondial, SIGNIS a organisé le concours vidéo #iSeeHope pour
les nouveaux talents. Il était ouvert aux jeunes entre 18 et 30 ans. Une production ne
devait pas dépasser 3 minutes et visait à raconter une petite histoire d’espoir. Le gagnant
est Edgar Borgia, d’Indonésie, avec son In Your Eyes. Il y raconte l’histoire d’une jeune
adolescente enceinte, qui pense au suicide sous la pression d’un avortement.
CommLab : jeunes vidéo-journalistes
Le projet de vidéo-journalistes SIGNIS (maintenant connu sous le nom de CommLab)
donne l’opportunité aux jeunes journalistes de développer leur compréhension des
communications sociales tout en améliorant leurs compétences. Pour le congrès
de Québec, huit jeunes communicateurs se sont réunis à Québec pour un atelier
pré-congrès d’une semaine et ont réalisé une courte vidéo sur Lauberivière, une
organisation caritative locale. Ils ont présenté la vidéo et ont partagé leurs expériences
lors d’une plénière du Congrès intitulée « La nouvelle génération de communicateurs
catholiques ».
Prix pour des jeunes cinéastes
Le SIGNIS East African Talent Award, lors du Festival international du film de Zanzibar
(ZIFF)a fêté son 12ème anniversaire. Ce prix de 1000 dollars est offert pour aider des
producteurs de films talentueux issus de pays d’Afrique de l’Est. Le prix a été décerné à
Steven Ayeny d’Ouganda pour son film Kony: Order from Above, sur le fondateur de la
milice rebelle connue sous le nom de la Lord’s Resistance Army.
SIGNIS est également impliqué dans le festival PLURAL+ (http://pluralplus.unaoc.org)
depuis six ans. Des jeunes réalisateurs de films, de téléfilms ou de vidéos du monde
entier créent de courtes vidéos en ligne sur la migration, la diversité, et l’inclusion
sociale. Cette année, SIGNIS a remis son prix à Can You See the Future? d’Ismet Kale de
Turquie, dans la catégorie 18-25 ans.

Au cours de ses 90 années d’existence, SIGNIS a développé de multiples fenêtres de
dialogue et de communication avec ses membres et avec un public plus large.
En 2017, un certain nombre de changements ont été apportés pour donner plus de
visibilité aux projets menés par les membres et partenaires de SIGNIS.
SIGNIS sur les réseaux sociaux et sur Internet
Le portail web www.signis.net a un nouveau look et offre des possibilités d’interaction
avec les membres et le public. Le site Web affiche une moyenne mensuelle de 3000
visiteurs, enregistrant un pic de trafic en juin (plus de 5000 visites sur le site), le même
mois que le Congrès mondial. Au cours de cette période, le nombre de nouveaux
utilisateurs a également augmenté de 65%, avec une moyenne d’audience de plus de
deux minutes. Le portail a été construit en collaboration avec SIGNIS Amérique latine

Formations et aide à la communication
Les membres de SIGNIS à travers le monde sont engagés dans différentes formes de
formation aux médias et organisent toute une série de séminaires, d’ateliers et de cours
tout au long de l’année.
SIGNIS Services Rome
SSR promeut les dernières technologies dans les domaines de la radio, la télévision, la
vidéo, le cinéma, le journalisme et internet, particulièrement en Afrique.
En 2017, SSR a développé son nouveau département « Project development » qui, avec
le CREC International, propose des formations aux médias et à la communication pour
les médias missionnaires, accompagne les managers locaux dans la gestion de projet
et le support à l’implémentation. SSR continue également de promouvoir ses autres
services, comme le « Cinema in a box » (kit pour projections de cinéma et débats),
« Music in a box » (studio de musique numérique et d’enregistrement audio) et le

SSR a également développé SIGNIS Easy Web pour faciliter la création de sites internet

2017, SSR a lancé un concours pour fournir 5 sites gratuits aux organisations. Parmi les
22 organisations de 13 pays ayant participés, les lauréats sont des paroisses du Kenya
et du Congo, des diocèses en République démocratique du Congo et au Togo et la
Commission épiscopale pour la culture en République centrafricaine.
La formation aux médias à travers le monde
En mai, SSR et le CREC ont formé plus de 150 étudiants de l’ISCOM, l’institut de
communication de l’Université catholique d’Afrique de l’Ouest, à Abidjan, en Côte
d’Ivoire. Les sujets comprenaient les médias, la collecte de fonds, les affaires sociales, la
narration et le marketing de conversation. En août, SSR a aidé le personnel à améliorer le
nouveau site web de Radio Wa (Ouganda), le streaming en ligne et les réseaux sociaux.
En Papouasie-Nouvelle-Guinée, le père Ambrose Pereira, de SIGNIS Pacifique et chargé
des communications sociales et de la jeunesse de la Conférence des évêques, a organisé
des séminaires d’éducation aux médias pour les jeunes de différentes écoles tout au
long de l’année. Ces séminaires ont abouti à un Festival international du court-métrage
(ISFF17).
Évaluation et recommandation de projets médiatiques
SIGNIS n’est PAS une agence de financement et ne finance pas de projets. Pour rendre
service aux Œuvres Pontificales Missionnaires (OPM), SIGNIS évalue et recommande
des projets pastoraux liés aux médias en provenance d’Afrique, d’Asie, du Pacifique et
des Vicariats Apostoliques en Amérique Latine. Les fonds de ces projets sont décaissés
directement par les OPM. Les évaluations sont réalisées par des comités locaux SIGNIS
et compilées au Secrétariat de Bruxelles. En 2017, 342 projets ont été évalués par SIGNIS.
19Dialogue, plaidoyer et collaboration
En 2017, SIGNIS a continué à travailler en étroite collaboration avec le Secrétariat pour
la communication, Radio Vatican et la Bibliothèque des films du Vatican. Le Conseil
des médias catholiques (CAMECO) (www.cameco.org), est un important partenaire de
longue date, et SIGNIS continue à être représenté dans son Conseil d’Administration.
Dialogue œcuménique et interreligieux
Lors de festivals de films internationaux, SIGNIS collabore avec INTERFILM, l’organisation
internationale pour établir un dialogue entre Eglise et Cinéma (www.gep.de/interfilm),
dans 17 jurys œcuméniques, notamment à Berlin et à Cannes. SIGNIS a également des
contacts avec des festivals de cinéma sur la foi, comme Insight, Religion Today et la
semaine du cinéma spirituel à Barcelone. Cette année, SIGNIS a eu pour la première fois
un jury au Popoli e Religioni Film Festival à Trento (Italie).

Pour le 20ème anniversaire du festival du film Religion Today à Trento, en Italie, le jury
SIGNIS a décerné un prix spécial au court métrage The Chop de Lewis Rose (Royaume-
Uni). Il a également donné son prix au documentaire d’Ermanno Olmi sur le cardinal
Martini: vedete, sono uno di voi (Italie).
Toujours à Trento, s’est tenue la deuxième rencontre internationale des festivals de
films interreligieux et spirituels. Elle a été organisée par le département cinéma de
SIGNIS, en collaboration avec le gouvernement catalan, l’Observatoire Blanquerna
sur les médias, la religion et la culture et la Fondation Bruno Kessler de Trento. Des
participants d’Égypte, du Royaume-Uni, d’Italie, d’Allemagne, d’Arménie, de Suisse,
d’Israël, d’Espagne et de Belgique ont accepté de créer un réseau professionnel.
Plaidoyer et dialogue inter-organisation
Depuis 2010, avec l’Association mondiale pour la communication chrétienne (WACC),
SIGNIS décerne un prix des droits de l’Homme à un film documentaire. Cahier africain,
de Heidi Specogna a reçu le prix en 2017. Ce film raconte les histoires de filles et de
femmes victimes de violences suite aux conflits en République démocratique du
Congo.
SIGNIS conserve sa représentation au Conseil de l’Europe à Strasbourg et a répondu
à une consultation sur les rôles et les responsabilités des intermédiaires d’internet
comme Facebook.
SIGNIS possède aussi un statut consultatif auprès de l’UNESCO et appartient au Conseil
international pour les films, la télévision, et la communication audiovisuelle, IFTC/CITC
(www.cict-unesco.org).
SIGNIS appartient à GPPAC, le partenariat mondial pour la prévention des conflits
armés (www.gppac.net) et a de bons liens avec l’alliance des civilisations des Nations
Unies (www.unaoc.org).

Los frutos del Congreso Mundial
SIGNIS ha experimentado otro año de transición y progreso en 2017. El Congreso
Mundial, celebrado en la ciudad de Quebec en junio, destacó al menos tres
elementos fundamentales para el futuro de nuestra Asociación: se eligió una
nueva junta directiva internacional, dimos la bienvenida a nuevos miembros
de todo el mundo, y nos encontramos en tándem con uno de esos nuevos
miembros, la Asociación de Prensa Católica de los Estados Unidos y Canadá (CPA).
La llegada de la CPA es un claro ejemplo de una expansión del mandato de SIGNIS para
servir a los profesionales de los medios católicos, al responder a la invitación de la Santa
Sede para acercarnos a los periodistas católicos. La actividad de SIGNIS en el terreno
del periodismo ha crecido, lo cual incluye una primera reunión de periodistas católicos
en Asia, y no solo aquellos que trabajan para medios de la Iglesia, sino también para
periodistas que colaboran en medios seculares.

Congreso Mundial en Quebec
Nuestro gran evento de 2017 fue el Congreso Mundial y la Asamblea de Delegados
en Quebec, Canadá, realizado del 19 al 22 de junio. El tema del Congreso, Sembrar
Esperanza, fue explorado por los participantes en conferencias, paneles de discusión
y talleres. Al final, Jim McDonnell, coordinador del programa, identificó cuatro temas
clave: el desafío de la actualidad, el poder de la creatividad, la necesidad de colaboración
y el compromiso con la esperanza. También subrayó el poder de los relatos para inspirar,
crear y fomentar cambios sociales.

El primer Seminario Internacional para periodistas católicos fue organizado por
esperanza SIGNIS-Asia, SIGNIS-Malasia y el Departamento de Periodismo de SIGNIS, en Kuala
Lumpur, el 10 y el 11 de marzo de 2017, reuniendo a 20 periodistas católicos, en su
mayoría jóvenes, de 13 países de Asia. Durante los dos días del evento, periodistas
de Pakistán, Corea, Filipinas, Vietnam, Tailandia, Indonesia, la India, Japón, Camboya,
Malasia, Sri Lanka, Bangladesh y Singapur, participaron en un intensivo taller de
formación.

60 años del Jurado SIGNIS en San Sebastián
En el 65º Festival Internacional de Cine de San Sebastián, el Jurado SIGNIS entregó
el reconocimiento especial, “60 años del Premio SIGNIS en San Sebastián” a Matar a
Jesús de la joven realizadora colombiana Laura Mora. Este premio conmemora la larga
contribución de SIGNIS a la promoción del cine de calidad y de construcción de la
paz. OCIC (Organización Católica Internacional para el Cine) entregó su primer premio
en San Sebastián en 1957. Este año el Premio SIGNIS fue para La vida y nada más de
Antonio Méndez Esparza.
Animar y celebrar a los narradores de historias
SIGNIS busca elevar los estándares profesionales en la producción de contenidos
mediáticos y promover historias creativas que inspiren una cultura de paz. Un modo de
alentar esta dinámica es otorgar premios a producciones de calidad.
