TCA PRESIDENT’S REPORT Well, the summer solstice has passed and by the time you read this there will be less than a month left of summer. Despite the terrible catastrophic fires elsewhere in Australia, Tasmania seems to have escaped relatively lightly and DogsTas is not aware of any members that have been affected. This may in part be due to the fact we seem not really to have had a summer despite the lack of rain. Talking to my counterparts in other parts of Australia many dog people have suffered devastating losses with relief centres being set up and runs, bedding food and other supplies being distributed to affected members. Victoria has run a virtual show with many Tasmanians entering. Queensland is running a fund raising weekend on 29 February and 1 March 2020 with a judge from each state. A Queensland member who runs a lodge is providing accommodation for judges and each state will be providing the airfare to get their representative there. Hopefully the weekend will raise considerable funds for canine bushfire relief. Last weekend as I write, I saw the first show at Pontville that normally would have been at the Showground. Despite Daniel (Aitchison) having a biblical name it was not lions he had to deal with but had to act as Moses to part the waters which had flooded the northern end of the lawn. The rings had to be reduced in size but apart from that everything seemed to go well. Dogs Tas is dealing with this matter in two phases, both short and long term. Many thanks to John Wadsley who has been dealing with Council Officers to have our offices and food van approved as quickly as possible. Following an onsite meeting with Council Officers we are very hopeful that offices will be sited on the grounds in a short term position adjacent to the picnic area in the very near future. Power will be available but at this stage we will not have to provide drainage. In the longer term, the Show Society has an application with the Federal Government for a major redevelopment of the area. If this comes off we will be involved in the planning of the redevelopment I will however repeat the undertaking your Board has made. No significant funds will be expended at Pontville (or anywhere else) unless we can obtain appropriate security of tenure. Any clubs conducting shows at Pontville should contact our office if they have any queries. Members should note in their diary that the AGM of Members will take place at Perth on Monday 9 March 2020 at 11am. There is also a Board Meeting of ANKC on 8 February 2020 where I am sure the main topic of discussion will be the development of the ANKC Business System. Other items will include the British Bulldog standard, Bozdogs or no Bozdogs and a review of the finances. FROM THE OFFICE To the members who sent cards and or gifts to the office for Christmas I thank you for your kind gestures – they were greatly appreciated by Judy, Debbie and myself. Any member interested in enrolling in the TCA Inc Conformation Judges Training Scheme for the first time in 2020/2021 training year should register an expression of interest with this office prior to 29 February 2020. A training program will commence in March 2020 for all new aspirants. LATE APPLICATIONS WILL NOT BE CONSIDERED. Members are reminded that their entries for TCA Inc sanctioned fixtures should be completed in accordance with the information on the dog’s Certificate of Registration and Pedigree. For example a Championship title is shown as CH; not AUST CH and a Grand Champion is shown as GRAND CH not GR CH. Care also needs to be taken with the breeder’s name, sire and dam, and owner. Members are advised that, due to the requirements of the ANZAC Day Observance Act, the Huon and Channel Kennel Club has determined that their shows scheduled for that day will not proceed. The ANKC Ltd National Earthdog Committee will be reviewing the ANKC Ltd Regulations Part 11 – Earthdog Tests for Small Terriers and Dachshunds. Any member wishing to make a submission should advise this office prior to 30 June 2020. OFFICIALS LISTING AMENDMENTS: The correct telephone number for Mrs N Newett is 0438 664 531. Mrs M Collicutt – telephone 03 6331 3620 was omitted from the Stewards Listing published in the December 2019/January 2020 Gazette. Mrs H Morrison – telephone 0407 369 484 was omitted from the All Breeds Judges and the Stewards Listing. A Stewards Lecture/Refresher is scheduled for Tuesday 18 February 2020 at the Perth Community Centre, Perth commencing at 7.00pm. Please confirm your attendance with the office prior to Friday 7 February 2020. Correction: The Border Collie Club of Tasmania on Sunday 23 February 2020 Trial 2: Judges & order of judging is now:- Mr S. Fletcher (Vic) Agility – Novice Excellent Masters Ms K. Olsen Jumping – Novice Excellent Masters Exhibitors are advised that Combined Breeds Dog Club of Tasmania show is being held SUNDAY 8 March 2020. REGULATION 178. In all disciplines: i. TCA Inc will provide training and examinations, where ever possible, in accordance with ANKC Ltd guidelines to enable members to become judges. The process for training and examinations may be prescribed by the TCA Inc. ii. Members wishing to become a judge shall make application on such form and in such manner as may be prescribed by the TCA Inc Council. iii. Members who are resident in Tasmania must enrol in the applicable training scheme offered by TCA Inc and unless approved by TCA Inc must not enrol in training schemes offered by other Member Bodies of ANKC Ltd. iv. The TCA Inc shall not enrol non-residents in its training schemes or examinations unless the applicant has the approval of the Member Body of the ANKC Ltd in which that member is a resident. Effective 1 February 2020. 5
ITEMS FOR DISCUSSION ANNUAL GENERAL MEETING Amendment to Constitution submitted by Ms C Houghton Clause 8.5 of the Constitution: The Executive Officer shall have available at the Annual General Meeting of members the audited Financial Report and President’s Report and adequate time shall be allowed for the members present to read such reports prior to those reports being put to the vote. be amended by the addition of a sub-clause making it a requirement that the Financial Report be made available on the website at least seven days prior to the Annual General Meeting. Amended Clause 8.5 to then read: The Executive Officer shall have available at the Annual General Meeting of members the audited Financial Report and President’s Report and adequate time shall be allowed for the members present to read such reports prior to those reports being put to the vote. The audited Financial Report shall also be made available on Dogs Tasmania website at least seven (7) days prior to the date of the Annual General Meeting. Rationale The current wording of Clause 8.5 calls for adequate time but how does one define “adequate time”? There never seems to be enough time for a complete study of the Financial Report at a meeting and members are often chattering making concentration difficult. By making the Financial Report available before the meeting it would offer the opportunity for members to study it at leisure should they wish and come to the meeting prepared. So often in the past, and I feel sure I am not alone here, I have seen something on the Financial Report, sometimes days, after the AGM and regretted that I had not seen it in time to ask about it. The opportunity to view the Financial Report before the AGM would reduce such likelihood. General Business Item submitted by Mrs J Hargraves That Sub Committees appointed by the Tasmanian Canine Association Inc be required to conduct regular meetings and that business resulting from such meetings be forwarded to Council for ratification. Rationale At present there are no requirements for Sub Committees to conduct even a minimum number of meetings throughout the period of their tenure, resulting in some Sub Committees conducting only very rare to zero meetings over the past several years. The Stewards Committee and the Library Committee are two in this category. With reference to the Stewards Committee, the lack of training and lectures by this Committee has made it difficult for those on the Stewards Panel to become more proficient as Stewards or to be upgraded to Ring Steward level, apart from one or two who have been fast tracked through the system when it has been realised that there is urgent need for an increase in Steward numbers. The Library Committee it seems, is largely inactive, but as our Library houses numbers of rare and valuable books, some of which have been bequeathed to our members by past members, donations by past Judges Training Committees and other donors over many years, an operative Library Committee would assure members of ongoing care to ensure these books remain in good order. Item Submitted by Ms C Houghton At the AGM two years ago I moved that it become a requirement for All Breeds clubs to conduct at least one Open Show each year. The motion was passed unanimously by those present that day. There was also considerable discussion about Council’s plan to stop Breed and Group Clubs conducting All Breeds Shows and it was pointed out by members that without an All Breeds Show many of these clubs would cease to exist. I believe a decision was made after this that it be a requirement for Breed and Group Clubs conducting All Breeds Shows to also conduct an Open Show. Rationale To my knowledge, other than that conducted by the Conformation Judges’ Training Committee, there has been just one All Breeds Open Show to date, that conducted by the British Bulldog Club in 6
conjunction with their Flat Face Show in May 2019. I am aware that some clubs are running Baby Puppy and Puppy Sweepstake classes at their Championship Shows but I don’t believe these to offer the benefits of an All Breeds Open Show. Those judges with only one or two groups are unable to judge these classes and, those who do, only get to judge immature dogs. At least one club didn’t even use trainee judges but those from the Championship Show panel of that event. And Sweepstakes don’t provide training for stewards or those new to anything to do with the organisation and running of a show. Therefore I wish to pose the question about whether or not this matter has been, or will be, taken any further? Item Submitted by Mr A Jones That All Breeds Clubs must run at least one (1) Open Show and one (1) Parade for all breeds per training year. Rationale (a) Several comments have been made by Examiners and the Trainees themselves that they need more hands on. (b) Candidates deserve more for what they pay. (c) Parades/Open Shows provide good training under less pressure for both new exhibitors and puppies. Item Submitted by Mr A Jones As the Library of donated books be possibly the Tasmanian Dog Worlds major asset that urgent consideration be given to providing the membership with appropriate access to it. Rationale (a) Probably the biggest asset that Dogs Tasmania owns and should be available to the members. (b) Many collections within this state will be transported to the mainland bodies if it is perceived that our governing council is not interested. (c) This library has almost been completely donated. Very little of Dogs Tasmania funds have been used. Item submitted by Mr A Jones That Council give a detailed explanation and a balance sheet for the three last Judges Training Shows, and advise what is intended to be done with the profits from those shows. Rationale (a) Candidates have remarked that they have not seen anything purchased for them even though that was the original idea of the shows. (b) How much has the use of Moodle cost? Item submitted by Mr A Jones A discussion ensue about the election of the Appeals Committee at the AGM. Rationale (a) Why is this Committee the only one elected at the Annual General Meeting? (b) How many members of this (and the Discipline and Disputes Committee) should there be? BUSINESS ARISING FROM THE MINUTES: Southern Venue The EO advised the meeting that Mesdames C Gangell, N Newett, Messrs D Strong and J Wadsley had agreed to join the working party and that he would organise a meeting in the near future, agreed to follow up on the meeting with Hon E Archer MP and to finalise the letter to RAST. D Sales advised the meeting that the Greyhound Adoption Program had purchased Mangalore Kennels. TCA Inc Constitution The EO advised that the Constitution Working Party had met three times and that it was hoped to have the draft Constitution out early March 2020 for comment. Northern Steward’s Lecture The EO advised the meeting that there were only two Trainee Stewards in the northern area who needed to attend a Stewards Lecture and suggested that consideration should be given to running a refresher course for Stewards as well as a lecture. G Parry suggested that Stewards be accredited as Ring Stewards from the start and to do away with Assembly Stewards. RESOLVED: ‘An e-mail be forwarded to all Stewards asking them to contact a member of the Stewards Committee if they required any assistance with their Stewarding.’ FINANCE: Financial Reports for the period 1 to 31 October 2019 indicating a profit of $15480.33 compared to a loss of $6593.72 for the corresponding period in 2018, a YTD profit of $60128.64 compared to $53508.29 for 2018 and a Bank Register for the period 1 to 31 October 2019 detailing deposits totalling $25659.45 and withdrawals of $44549.48 were circulated to all Councillors. COMMITTEE REPORTS: A report from the Association’s Conformation Judges Training Committee was circulated to Councillors.
