"Benny" absolutely loves it and to the best of my knowledge is the first British Bulldog in the world to be a Tracking Champion. This year he also commenced his Track and Search trials journey. TCA PRESIDENT’S REPORT It is said, that the older you get, the quicker time passes. I can certainly attest to that. Here we are and it’s December already. Well what a year it has been. The Kennel Area is no longer and January will see the commencement of regular shows at Pontville. Negotiations are still taking place with Brighton Council with regard to placing our buildings on the site. This has been delayed by the proposal to build a high school at Brighton. Until that site is selected we can’t progress as part of the Pontville Oval is one of the sites under consideration. I recently had the pleasure of attending the dinner which was part of the National Retrieving Trials Week. It was great to see so many enthusiasts including representatives from every state as well as New Zealand. The event itself was a great success and everyone who had a hand in its organisation should give themselves a pat on the back. Combined Breeds recently ran our second CACIB show which also went off very well. We have received many comments that the Australian judges lost nothing in comparison to their international counterparts. We had one Tasmanian dog complete the requirements for International Champion. The paperwork after the show is fairly voluminous and it takes about eight months to complete, so don’t expect your certificate soon. The Royals are over and despite some misgivings about the area we were allocated in Hobart, it actually worked very well. A number of interstate visitors said they actually preferred this area. Despite a windy Friday when the Show was closed for a couple of hours, it was most enjoyable. The National Junior Handlers Final was also held at the Royal. Again this was a great success with interstate entrants being very complimentary. Both the Royal Canine Section Committee and the Junior Handlers Committee deserve congratulations especially as all the work is voluntary. The review of the Constitution is progressing well and it is hoped to have the discussion paper out to members in the first quarter of 2020. I would also like to pay tribute to Maureen Jones who has decided not to recontest her seat on the Council. She will be sadly missed for her wise counsel and great knowledge. As there were only four nominations for the four vacancies, there will be no election. Welcome, Tull Luttrell as the new councillor. The ANKC AGM of members and directors was held in mid October. A summary of the outcome is in this gazette. We are in the festive season, so on behalf of all Councillors and the Management and staff, can I wish you all the compliments of the season and hope that 2020 is a great year for everyone. FROM THE OFFICE Members are reminded that the TCA Inc office closes at 12 noon Wednesday 18 December 2019 for the Christmas break and will reopen Tuesday 7 January 2020 at 10.00am. I would like to take the opportunity to wish members and their families a safe and happy Christmas and New Year from Judy, Debbie and myself. OBEDIENCE and RALLY OBEDIENCE RULE REVIEW A meeting will be held on Saturday 1 February 2020 at the Midland Memorial Community Centre, 68 High Street, Oatlands commencing at 9.30am to discuss the submissions for the rule reviews. AGENDA – 9.30am Rally Obedience – followed by Obedience – a lunch break will be taken at a convenient time. Members are reminded that the Dogs Tasmania members only Facebook page is not administered by the TCA Inc office. If you have a query please direct it to the office to get a response. AGILITY, JUMPING and GAMES RULE REVIEW A meeting will be held on Saturday 8 February 2020 at the Midland Memorial Community Centre, 68 High Street, Oatlands commencing at 10.00am to discuss the submissions for the rule reviews. This meeting is open to all agility competitors and judges, as well as anyone interested in agility. PERFORMANCE DISCIPLINES JUDGES TRAINING Members wishing to enrol in Judges Training Schemes for Agility, Dances With Dogs, Endurance, Herding, Obedience, ‘Rally Obedience’, RAFT, Field Trials, Tracking, Track and Search, Earthdog or Lure Coursing should lodge an expression of interest with the TCA Inc office prior to 31 December 2019. We are compiling a register of members who are able to offer a safe haven for dogs and their owners during a fire emergency. If you would be willing to have your contact incuded please advise the office via email. This competition is organised by the Combined Breeds Dog Club of Tasmania Inc. 2. Any dog/bitch must have attained the title of Australian Champion by 31 December each year that is confirmed by the TCA Inc office prior to 15 January in the following year. 3. Each year the number of judges to be appointed shall be determined by the committee of the Combined Breeds Dog Club of Tasmania Inc. 4. The judges will be selected by an independent member on behalf of the committee of the Combined Breeds Dog Club of Tasmania Inc. The judges will be announced on the night. 5. For dogs/bitches to compete at the Contest of Champions all qualifying points must be obtained at Tasmanian shows. 6. Dogs/bitches must gain their wins in Tasmania but do not have to be owned outright by a resident of Tasmania. Dogs/bitches, at the time of qualifying, wholly owned by a person/s not resident in Tasmania are ineligible. 7. There will be 32 invitations issued to the top qualifying dogs on the following basis: Invitations will be issued to the top 32 dogs ALL BREEDS Scoring for these positions will be as follows:- Best in Show – 4 points Runner Up Best in Show – 3 points Best in Group – 2 points Runner Up In Group – 1 point (Maximum of 4 points per show) • If any dog/bitch invited cancels, withdraws or does not accept the invitation an invitation will be issued to the next highest scoring exhibit. 8. Invitations will be forwarded to exhibitors as soon as possible but no later than 15 January in each year. 9. Judging will be by means of a knock out competition, 16 heats with the winner of each heat going through to the next round until two only remain. There will be one final winner. The order of judging will be determined by a public draw at the event prior to the commencement of judging. 10. The TCA Inc Council will appoint an independent adjudicator for the event. 11. In the event of any contingency arising which is not covered by these Regulations the club’s committee, in conjunction with the TCA Inc appointed adjudicator, has the power to make such rulings as they determine are in the best interests of the club and the continuing prestige of the event. 7

CODE OF BEHAVIOUR AND ETHICS PART 1 – BEHAVIOUR 1. A member of the Tasmanian Canine Association (TCA Inc) at all times – a. shall conduct themselves politely and with integrity at any TCA Inc approved event; and b. shall conduct themselves in a sportsmanlike manner at such events and in any related activities or communications; and c. shall respect the reputations of other members, all judges and officials, at TCA Inc approved events and in dealings in wider forums, including chat lists, on the internet and in other communications; and d. shall not engage in any behaviour that is contrary to the standards accepted by the community e. shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the Australian National Kennel Club (ANKC Ltd) and the TCA Inc. PART 2 – COMPLIANCE WITH CODE OF ETHICS 2. (1) Each person, upon signing an application for membership or renewal of membership of the TCA Inc, and being duly elected to general membership of the TCA Inc, in addition to agreeing to be bound by the Constitution, and Regulations of the TCA Inc, shall also agree to be bound by the TCA Inc’s Code of Behaviour and Ethics. (2) Any failure to comply with this Code of Behaviour and Ethics will lead to disciplinary action which may result in loss or suspension of membership or other penalty. PART 3 – CODE OF ETHICS BREEDING AND UNDERTAKING 3. A member shall not knowingly or recklessly misrepresent the ANKC Ltd or the TCA Inc, trading as Dogs Tasmania. 4. A member shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs. 5. (1) A member shall ensure that all dogs under their control are properly controlled, housed, fed, watered, exercised at all times and receive veterinary care as required in accordance with any Government Regulations. (2) All dogs shall be able to stand up to full height and be able to turn around with ease in any crate in which it is confined. (3) A member shall ensure that dogs under their control are not left in any situation that may cause injury or death to the dog. 6. A member who leaves his or her dog in the care of another person remains ultimately responsible for that dog. 7. A member shall take all appropriate lawful measures to assist a dog in distress. 8. A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community. 9. A member shall not participate in, nor support, any activity that involves cruelty or damage to animals, other than a legal hunting activity. 10. A member shall not dispose of any dog owned or bred by the member to a pound or animal refuge. 11. A member shall breed primarily for the purpose of improving the quality, health, welfare, soundness or working ability of the breed in accordance with the breed standard, and not specifically for the pet or commercial market. 12. A member shall not mate a bitch before it is 12 months of age unless the bitch is of a breed that has Litter Registration Limitations regarding age as set out in Part 6 of the ANKC Regulations. 13. Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp more than twice in 18 months without the prior approval of the TCA Inc. 14. Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp more than six times without – (a) prior veterinary certification of fitness for further breeding; and (b) prior approval of TCA Inc. 10
15. (1) A member shall not, without the prior approval of TCA Inc, permit any of that member’s pure bred dogs to be mated to – (a) a dog of a different breed; or (b) a cross bred dog; or (c) an unregistered dog of the same breed; or (d) a dog that is not on the Main Register. (2) A member shall only be allowed to breed ANKC Ltd recognized pedigree dogs unless the breed concerned is on the ANKC development register and with the prior approval of TCA Inc. Special dispensation may be given for members who breed dogs on the Sporting Register upon application to the TCA Inc Council. 16. A member shall take all reasonable action to reduce the incidence of hereditary diseases in accordance with the ANKC Ltd Code of Practice for Hereditary Diseases. 17. A member shall not sell or otherwise transfer from his or her care any puppy under eight [8] weeks of age. 18. A member shall not export a puppy under eleven [11] weeks of age, or any greater age as may be specified under the livestock import requirements of the country to which the puppy is being exported. 19. (1) A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the use of dogs for the meat trade without first satisfying the TCA Inc that the purchaser is a member of an ANKC Ltd recognised canine controlling body in the overseas country. (2) The member and purchaser shall further acknowledge in writing to the TCA Inc that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose. 20. A member shall ensure that any person acquiring a dog from that member understands the requirements for the care, welfare and responsible ownership of the dog, and that the person acquiring the dog has the time and facilities (e.g. adequate fences, sufficient room and proper shelter) to fulfil their responsibilities. 21. A breeder shall maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance. 22. (1). A member shall register all puppies bred (excluding those breeds listed in ANKC Ltd Regulation Part 6, Section 6.2 whose specific colours precludes them from being registered on any Register) by that member that are living at the date of registration. (2) Such registration shall include all puppies from the litter on the one litter registration application form and shall be applied for within eighteen [18] months of the date of whelping. 23. A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of – (a) the breed characteristics; and (b) vaccination record or requirements; and (c) responsible dog ownership information; and (d) all documentation required by Dogs Tasmania. 24. A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed. 25. (1) A member shall ensure that all dogs sold or disposed or by that member are in the best possible state of health. (2) Where a dog with a health issue or disability is disposed of the member shall obtain from the recipient written and signed acknowledgement of the condition of the dog. (3) A member shall take all reasonable action to reach agreement with a puppy purchaser if the puppy has health or behavioural problems that were not diagnosed prior to the sale of the puppy. 26. A member shall not – (a) sell or dispose of a dog to a commercial pet wholesaler or retail pet shop unless they are accredited by the Pet Industry Association of Australia Limited (PIAA); or (b) allow a dog owned by that member to be given as a prize or donation or to be auctioned. continued on page 12 11
continued from page 11 27. A member shall not conduct nor permit mother/son, father/daughter or brother/sister matings. NOTE: The TCA Inc will not register the progeny of father/daughter, mother/son, brother/sister matings on the Main Register except where ANKC Ltd Regulations Part 6 Register and Registrations Section 8, Breeding applies. 28. A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display shall ensure that – (a) the dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and (b) the dog is presented in a manner that is unlikely to create a negative impression of dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner. 29. A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog. 30. A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog. Members are reminded of the Association’s Social Media Policy which can be viewed on the website: www.tasdogs.com Australian National Kennel Council Ltd PRESS RELEASE LABRADOR RETRIEVER SURVEY RESULTS A survey was conducted by ANKC Ltd earlier this year to ascertain the feedback from all owners of registered Labrador Retrievers in relation to the Minimum Breeding Age for Labrador bitches being 18 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 18 months). The response received indicated support. As this was an amendment to current regulations, the result of the survey was referred to the ANKC Board of Directors for consideration at their October 2019 Special Board meeting where it was endorsed. As a consequence the following new clause will be added to Regulations Part 6 – The Register & Registration which will be effective from 1 January, 2020: 8.12.2 The Minimum Breeding Age for Labrador Retriever bitches must be 18 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 18 months). Breeders of litters whelped on or after 1st June, 2020, will be required to comply with the requirements as a prerequisite to registration of any litter on the ANKC Ltd Main Register. SUMMARY OF THE ANKC LTD ANNUAL GENERAL MEETING & BOARD MEETING HELD IN QUEENSLAND ON 19th and 20th OCTOBER, 2019 At the recent Annual General Meeting of the Australian National Kennel Council Limited held in Brisbane: 1. Election of ANKC Ltd Executive • Mr William (Bill) Smith was elected as Vice President for a one-year term from 19 October 2019; and • Mr David Sales was re-elected unopposed as Treasurer for a one-year term from 19 October 2019. • Ms Pamela Campbell was re-elected as a member of the Executive Committee for a one-year term from 19 October 2019. At the October 2019 ANKC Ltd Board meeting, Directors resolved/considered the following: 1. ANKC Ltd Judges’ Listing It was resolved that the ANKC Ltd Judges’ listing only display the name, postcode, telephone number and email address for all Judges. 2. Regulations Part 6 – The Register & Registration, Clause 6.6.2: Amendment It was resolved that Regulations Part 6 – The Register & Registration Clause 6.6.2 be amended as follows: 6.6.1 Main register – is open to dogs whelped from a Sire and Dam that are both registered either in the ANKC Ltd’s Main Register or other Register or Studbook recognised by this ANKC Ltd. 6.6.2 Limited Register - is open to dogs eligible for registration on the Main Register where the breeder stipulates that the dog is: (i) ineligible for exhibition at a Conformation Exhibition, and (ii) not to be used for breeding purposes, and/or 14
(iii) not entire or has been desexed, and (iv) ineligible for export pedigree, and (v) not registered on the main register 5. Regulations Part 6 – The Register & Registration, Clause 6.8.1: Amendment It was resolved that Regulations Part 6 – The Register & Registration Clause 6.8.1 be amended to read as follows: 6.8.1 As from 1 January 2008, it is compulsory PRIOR to the registration of an Associate Dog on the National Database, that the application to register such dog is accompanied by a Sterilisation Certificate or a recognised Animal Register official documentation showing the owner, microchip number and indicating that the dog is desexed. 6. Regulations Part 6 – The Register & Registration: New Clause 8.12.2 It was resolved that the results of the Labrador Retriever 2019 survey be endorsed and for Regulations Part 6 – The Register & Registration be amended with the inclusion of Clause 8.12.2 to read as follows: 8.12.2 The Minimum Breeding Age for Labrador Retriever bitches must be 18 months at the time of mating (unless a veterinary certificate is produced stating that for health reasons the bitch should be mated before 18 months). BUSINESS ARISING FROM THE MINUTES: Southern Venue Correspondence from the Brighton Council was tabled advising that they were not able to enter into a lease agreement for the proposed area but would accept bookings 12 months in advance on behalf of the TCA Inc affiliate clubs and that the buildings could be relocated to the site. Correspondence from E Job suggested that a Working Party consisting of Mrs N Newett, Messrs T Jones, J Wadsley and D Sales be appointed to oversee the development of the Pontville site. ‘The Southern Venue Working Party be reformed and that it be required to report back to Council at least once every 3 months.’ S Axton/G Parry – CARRIED ‘Mesdames C Gangell, N Newett, Messrs T Jones, J Wadsley and D Strong be invited to join the committee and a meeting organised as soon as possible.’ T Counsell/S Axton – CARRIED FINANCE: Financial Reports for the period 1 to 31 August 2019 indicating a loss of $1379.69 compared to a loss of $4271.31 for the corresponding period in 2018, a YTD profit of $39905.23 compared to $30252.96 for 2018 and a Bank Register for the period 1 to 31 August 2019 detailing deposits totalling $32945.21 and withdrawals of $22955.53 were circulated to all Councillors. COMMITTEE REPORTS: Reports from the Conformation Judges Training, Herding and RAFT Committees were received. GENERAL BUSINESS: Executive Officer's Report The EO’s Report advised that: • Processing was at an eight working day turnaround; • There were 214 puppies registered in the period 14 August to 11 September 2019 compared to 339 for the same period in 2018, 1884 YTD compared to 1931 in 2018; • There were 1031 members including Life Members as at 11 September 2019 compared to 1052 in 2018 and • 40 membership renewal reminders were sent out for August 2019. • He had obtained a quote to move the buildings and seating up to Miss K Wright’s property at Brighton for $110.00 per hour, that storage for the library books will cost $293.00 per month but, for the time being, they can be stored in the building that has been used as the library, that there was a working bee 22 September 2019 to pack everything up and that volunteers would be appreciated. RESOLVED: ‘The EO’s Report be accepted.’ Performance Titles P Hallam requested that a notice be published in the Gazette advising members that they should apply for a title before entering at the next level. 16
Norwegian Kennel Club G Parry advised the meeting that there was an outbreak of an unknown virus in Norway that had led to the death of some dogs in that country and that members were concerned as the judge for the 2019 Royal Hobart Show was from Norway. RESOLVED: ‘The ANKC be requested to investigate the matter with the Norwegian Kennel Club and the FCI, RAST be advised of the situation and any correspondence relating to the matter be posted on the Association’s Facebook page and website.’ The meeting closed at 9.10pm. TCA Inc Constitution The EO advised the meeting that the Constitution Working Party was meeting Thursday 17 October 2019 at 10.30am. FINANCE: Financial Reports for the period 1 to 30 September 2019 indicating a profit of $3593.87 compared to a profit of $29849.05 for the corresponding period in 2018, a YTD profit of $43734.85 compared to $60102.01 for 2018 and a Bank Register for the period 1 to 30 September 2019 detailing deposits totalling $43294.00 and withdrawals of $28050.01 were circulated to all Councillors. B Enright advised the meeting that the income was down in comparison to 2018 due to the affiliation fees not being sent out to the clubs in September.
