TCA PRESIDENT’S REPORT Hello Members It is my pleasurable duty to welcome Pat Hallam to the Council of TCA Inc. Pat was the only nomination to replace Kevin Morgan and as such has duly been declared elected. Most of you will know the face but perhaps not the story. Pat has been involved with dogs for 35 years serving on the committees of Hobart Canine Obedience Club and Tasmanian Dog Training Club holding almost every executive position during this time. She has competed in Obedience, Rally-O, Agility and Jumping, Endurance, Tracking and Conformation and judges Rally-O and Obedience. She will add greatly to the diversity of knowledge at the Council table. I can also report that the evaluation of procedures within the office has been completed and the report is presently being written. I have asked that the report be presented in such a way that any confidential matters not be included in the main body of the report so that the main section can be made available to members. Hopefully this will occur in the next couple of months. The review of the Constitution has also commenced and as promised a discussion paper will be available for comment later in the year. The second ANKC Ltd Board meeting of the year will take place on 23/6/18 and hopefully a number of issues which seem to have been lingering on for years will be finalised. I will report in the next Gazette. No further news is available regarding the dog section at the Showgrounds. If you have been to the Showgrounds recently you will see a large area in the main arena has been levelled and sown. This will be the area offered to us if and when we have to move. Thank you to everyone who took the time to attend the AGM. Although there were some contentious issues on the agenda debate was very polite and the decisions clear cut. Thank you all for making my job as Chair so easy. By the time you read this, the first of the current crop of CACIB Shows will have taken place in Adelaide. We are keeping in close touch and hopefully any pitfalls will be revealed so that we don’t make the same mistake. Combined Breeds will be running our CACIB Show the day after Hobart Royal. Finally I must regretfully advise the passing of one of our hardest working Life Members and All Breeds Judges, Sydney Munton. Our thoughts and prayers go to his wife, Shirley and the rest of the family. Syd, you worked long and hard for the Dog World and we are all better for having known you. R.I.P. We are so grateful to Paul and Patricia Stevenson for breeding our special boy. A multiple Best in Group and Runner-Up Best in Show winner, All Breeds and Best in Show winner at breed specialty shows. We thank all the judges who have recognised and awarded his qualities thus far. At home, Harvey is the clown of the family. He can often be heard doing his ‘Chewbacca’ impersonation while carrying one of his toys. Always happy and full of life, we certainly know when Harvey’s around! FROM THE OFFICE TCA Inc Council By-Election – Miss P. Hallam has been appointed to fill the casual vacancy created by Mr K. Morgan’s resignation. K. Smith, Returning Officer Members are reminded that, if they wish to lodge a complaint, they need to follow the procedure that is detailed in TCA Inc Regulation 96. Breeders are advised that, if their bitch is over 8 years of age, they are required to provide a veterinary certificate dated three months prior to the proposed mating date stating that the bitch is fit to be bred with and that any mandatory testing for their breed is carried out prior to the mating. Corrections: Ulverstone Kennel Club 9 December 2017 Shows A and B: PIS – Samoyed Kalaska In The Fast Lane (Klaysen/Beard/O’Riley) Any member entering a dog that they do not fully own must have an ‘authority to sign’ lodged with the TCA Inc office prior to signing entry forms on behalf of the owner/other owners. In accordance with TCA Inc Regulation 91A, hereunder stated: Where a penalty has been applied to a member or affiliate following a disciplinary hearing the outcome will be published in the TCA Inc Gazette after the Appeal period has expired. members are advised that this information will be published in the Gazette. Breeders Directory: Please advise the office if your listing on the Breeders Directory on the TCA Inc’s website is incorrect. Breeders attention is drawn to TCA Inc Regulations 58.1 A TCA Inc member selling a dog must provide to the purchaser a three (3) generation pedigree/registration document, authorising transfer of the animal in the records of the TCA Inc. 58.1.1 The pedigree/registration document must be supplied to the purchaser within twenty eight (28) days from the date of sale or from the issue date shown on the pedigree/registration document issued by the TCA Inc, whichever date occurs first. 58.1.2 Any TCA Inc member who does not comply with Regulation 58.1. and 58.1.1 shall be liable for a fine of up to 20 penalty units. REGULATION/CODE OF ETHIC CHANGES EFFECTIVE 1 JULY 2018 CODE OF ETHICS & BEHAVIOUR: 15.(1) A member shall not, without the prior approval of TCA Inc, permit any of that member’s pure bred dogs to be mated to – (a) a dog of a different breed; or (b) a cross bred dog; or (c) an unregistered dog of the same breed; or (d) a dog that is not on the Main Register. 15.(2) A member shall only be allowed to breed ANKC Ltd recognised pedigree dogs unless the breed concerned is on the ANKC development register and with the prior approval of TCA Inc. Special dispensation may be given for members who breed dogs on the Sporting Register upon application to the TCA Inc Council.’ continued on page 7 4
SUMMARY OF THE ANKC LTD SPECIAL BOARD MEETING HELD IN VICTORIA ON 10TH FEBRUARY, 2018 At the February 2018 ANKC Ltd Special Board meeting, Directors resolved/considered the following: 1. Whole-Body Barometric Plethysmography Chamber It was RESOLVED that ANKC purchase a BOAS chamber. Contributions received so far from Dogs SA, Dogs NSW, Dogs West and the French Bulldog Club of NSW will fund the purchase. 2. RSPCA – IPO Training It was RESOLVED that ANKC forward a response to the RSPCA regarding IPO Training which would reconfirm the current ANKC Policy on Attack Training. 3. Country Inspection Process It was RESOLVED that ANKC Ltd accepts the system for Country Inspections based on an initial breed verification, thence an inspection of submitted information by Compliance Investigative Panel members. 4. Kangal Shepherd Dog The Board agreed to defer this matter until the FCI recognise the Kangal Shepherd Dog as a separate breed to the Anatolian Shepherd Dog. 5. FCI Recognised Breeds As a requirement of the agreement entered into with the FCI ANKC is bound to register and recognize all the breeds which are recognised by the FCI unless prevented to do so by national governmental or state laws. Pedigrees from any FCI member or contract partner, with a minimum of 3 complete generations registered in studbooks and/or appendixes to the stud books recognised by the FCI, are considered to be sufficient to be recognised by the ANKC. It was agreed to add the following note on the Breed Standards page of the ANKC website: “Breed Standards for FCI breeds which are not in Australia can be accessed from the FCI website breed standards page at: http://www.fci.be/en/Nomenclature” 6. * ANKC Ltd Regulations Part 6 – The Register & Registration: Amendments It was RESOLVED that Regulations Part 6 – The Register & Registration is amended by the inclusion of the following new Clause 3.11 (c): c. The progeny of all British Bulldogs, French Bulldogs, Pugs and Boston Terriers conceived by the use of semen imported into Australia and registered on the Main Register, must be physically assessed. Puppies are to be assessed by 3 licenced judges for that breed to ascertain if the puppy complies with the ANKC Ltd Breed Standard especially the ‘Coat’ and ‘Colour‘ descriptions. The assessment must be undertaken after the puppy has been microchipped and prior to registration. If their combined opinions are that the puppy does not comply with those descriptions, and there are no special conditions for Registration of Certain Breeds, then the puppy is to be registered on the Limited Register and ‘Marked not eligible to be moved to the Main Register’. If their combined opinions are that the puppy does comply with the ANKC Ltd Breed Standard then the puppies may be registered on the Main Register. Puppies assessed must be able to be individually identified by way of microchip. It was RESOLVED that Regulations Part 6 – The Register & Registration is amended by the inclusion of new Section 7.6 to read as follows: 7.6 OVERSEAS TITLES 7.6.1 No overseas titles will be endorsed on a dog’s registration certificate unless the title was achieved while the dog was physically present in the country which awarded the title. * New or Amended regulations, policy statements, procedures, publications and listings will be made available from the ANKC Ltd website. SUMMARY TCA INC COUNCIL MINUTES 21 FEBRUARY 2018 PRESENT: Mr D Sales (Chairman), Mesdames S Axton, T Counsell, E Job, M Jones, C Lowe, Messrs G Blyth, B Enright, R Lowe, G Parry and K Smith (Executive Officer) with Ms C Houghton present as an observer. APOLOGIES: Mr M Evans. BUSINESS ARISING FROM THE MINUTES: Southern Venue The EO advised the meeting that he had e-mailed the RAST CEO, Mr S Gadd, regarding dates for a meeting to discuss the leases of the TCA Inc offices and the Kennel Area and the proposed new Kennel Area and asked who would be representing the TCA Inc. RESOLVED: ‘D Sales, E Job and R Lowe meet with the RAST.’ Northern Venue M Jones asked if the meeting with the Westbury Agricultural Society had been organised. The EO advised that the meeting had not been organised at this point of time. Defibrillators The EO advised the meeting that this matter had been carried over from the last meeting of Council. G Blyth offered to be responsible for one defibrillator and that he would ensure that it was at every All Breeds Championship Show. RESOLVED: ‘That correspondence seeking funding be forwarded to the Bendigo Bank, Mystate, RACT and the Premier’s Discretionary Fund.’ Social Function R Lowe advised the meeting that he was organising meetings in the south and north to discuss the organisation of social functions in each area. FINANCE: Financial Reports for the period ending 31 January 2018 indicating a profit of $4473.84 for the period compared to a profit of $40364.23 for the corresponding period in 2017 and a Bank Register for the period 1 to 31 January 2018 detailing deposits totalling $35591.57 and withdrawals of $12144.87. B Enright advised that the 2018 profit was down as the income received in advance had not been rolled over as yet. COMMITTEE REPORTS: A report was tabled from the Association’s RAFT Committee. GENERAL BUSINESS: Executive Officer’s Report The EO’s Report advised that: • Processing was at a nine working day turnaround; • There were 161 puppies registered in the period 31 January to 21 February 2018 compared to 313 for the same period in 2017, 410 year to date; 389 in 2017; • There were 1021 members including Life Members as at 21 February 2018 compared to 989 in 2017; continued on page 44 6
continued from page 4 REGULATIONS: 33 (a) The winner of a Best of Breed award is required to be exhibited in the judging of Best Exhibit in Group unless excused by the officiating judge. All cases in which, pursuant to this Regulation, an award or prize is cancelled, must be reported by the Show Committee to the TCA Inc within fourteen (14) working days of the conclusion of the show. 42 Should the TCA Inc Council be notified in writing of an incident of dog aggression at a sanctioned fixture it has the power to have the matter investigated and, if necessary, refer the matter to the Association’s Discipline & Disputes Committee for consideration. 58.1.1 The pedigree/registration document must be supplied to the purchaser within twenty eight (28) days from the date of sale or from the issue date shown on the pedigree/registration document issued by the TCA Inc, whichever date occurs first. 58.1.2 Any TCA Inc member who does not comply with Regulation 58.1 and 58.1.1 shall be liable for a fine in accordance with the TCA penalty guidelines. 68 A dog shall be disqualified from championship exhibition if owned or part-owned or leased or part-leased by any judge officiating at the exhibition, excluding Sweepstakes where the Judge adjudicating is not from the Championship fixture panel. 75.1 Any person affected by a decision of the TCA Inc or an Affiliate may appeal to the TCA Inc Council by giving notice of appeal in writing to the Executive Officer of the TCA Inc and within fourteen (14) days of the decision stating the grounds of the appeal and enclosing a deposit of 8 penalty units (as per the current “Scale of Charges”). 75.2 The Executive Officer of the TCA Inc shall notify the Secretary of an Affiliate once an appeal has been received from a person affected by a decision of an Affiliate who shall forthwith send to the Executive Officer of the TCA Inc the notes of evidence given at the enquiry. 96 A complaint may be lodged against any member of the TCA Inc for breaches of these Regulations and its Code of Ethics, by members of the TCA Inc or another Controlling Body or a member of the general public as follows:– In respect of an alleged breach which occurs at a sanctioned event the complainant must either: 1 Lodge the complaint in writing with the Event Manager on the day of the event including all details of the alleged breach, names and addresses of witnesses and any other supporting documentation. 2 Or if the complaint is lodged on the day with the Event Manager it must be accompanied by a fee of 1 penalty unit on the day and 4 penalty units must be paid to the TCA Inc Office within seven (7) days (if the complainant does not forward the 4 penalty units within seven (7) days then the 1 penalty unit will be forfeited). 3 If the complaint is not lodged on the day of the fixture it must be in writing and received at the TCA Inc Office within seven (7) days of the alleged breach and accompanied by a fee of 5 penalty units. 4 When a complaint is lodged by a Club Official, Judge, Steward in the course of their official duties or Non-Member of the TCA Inc or another Member Body a fee is not required. 5 In respect of an alleged breach which does not occur at a sanctioned event the complainant must:– Lodge the complaint in writing to the office of the TCA Inc within seven (7) days of the alleged breach, names and addresses of witnesses and any supporting documentation; The complaint must be accompanied by a fee of 5 penalty units. 6 Where a valid complaint is lodged under this Regulation, the TCA Inc shall investigate the complaint and determine the complaint in accordance with the Constitution and Regulations of the TCA Inc A copy of the complaint will be sent to the member against continued on page 31 7

The following rules/regulations apply to all exhibitions: Financial Members: A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc. Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation). Substitute Judges: The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227. It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33.
