Hydro-Québec PROJECT NEWS April 2021 The 315-25 kV Le Corbusier substation and 25-kV underground distribution lines About the project In response to current and expected demand growth in Laval — a region that in recent years has undergone major industrial and commercial development — Hydro-Québec is building a new facility, the Le Corbusier substation, in the city’s Centre industrial park. The substation will be located on land owned by Hydro-Québec and will be connected to the 315-kilovolt (kV) grid by a new line extending roughly 450 m. The project also involves installing a number of 25-kV underground electricity distribution lines from Le Corbusier substation to make the system that powers the surrounding region more robust. Building the lines, which will run for approximately 9 km in total, will entail drilling beneath both Highway 15 and a railway line. Visual simulation of substation

Building the supply line The supply line will comprise four new towers, all of which are to be located on land owned by Hydro-Québec. After the tower foundations are laid, the towers will be assembled on the ground, then erected. The conductors are then unwound and, as a final step, the line will be inspected before being brought into service. Laying underground distribution lines Excavation, backfilling and concrete-pouring will take place on Hydro-Québec’s land and in the public right-of-way with a view to installing the duct banks and cable vaults. Drill installed at the bottom of well. Drilling work adapted to the local geology will be carried out so that the cable ducts can be installed beneath Highway 15 at Boulevard Dagenais and Boulevard Saint-Élzéar Ouest as well as beneath the railway line at Boulevard Bellerose. Once the civil engineering work is complete, the next step consists of laying 25-kV cables in the ducts and connecting them, an operation known as cable pulling and splicing. Impact of the work The work on the distribution system is expected to partially obstruct traffic. Access to certain local homes and businesses could also be temporarily blocked; if so, the residents and merchants affected After installation of a conduit, will be notified. it is emptied using worm gear. Traffic around the jobsites is expected to temporarily increase, Then the conduits for the cables particularly on Boulevard Dagenais and Rue Michelin, owing to to run through are put in place. heavy vehicles hauling materials back and forth. Mitigation measures Hydro-Québec is taking every possible step to minimize the inconvenience to local residents and businesses and is working closely with the City of Laval throughout the planning process. • Customers directly affected by the work on the distribution system will be notified in advance. • To ensure the safe shared use of public roadways and access roads, temporary road signs will be installed for all users as well as for snowmobilers and ATVers whose trails run alongside the jobsites. • Electricity supply will not be interrupted during the work. • Most of the work will be carried out between 7 a.m. and 6 p.m. from Monday to Friday. Work may occasionally need to be performed outside of these hours to honour agreements reached with local businesses to minimize the impact on their activities or else to perform specific tasks. • An inspector will be on site to ensure that the work proceeds smoothly. • Site restoration and clean-up will be done as each stage of the work is completed. 3
