2021 USA Junior Olympic Sailing Festival – Area J

                          The Santa Barbara Yacht Club presents:

                             USA JUNIOR OLYMPIC
                           SAILING FESTIVAL - AREA J
                                          July 16-18, 2021

                                    Sailing Instructions
              The Organizing Authority for the Area J Junior Olympic Sailing Festival will be:
                The Santa Barbara Yacht Club (SBYC), 130 Harbor Way, Santa Barbara, CA

      [DP] denotes a rule for which the penalty is at the discretion of the Jury.
      [NP] denotes that a breach of this rule will not be grounds for a protest by a boat.
      [SP] denotes a rule for which a standard penalty may be applied by the race committee without
      a hearing.

1     RULES

1.1   The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
1.2   Appendix V, Rule V1 Penalty at the Time of the Incident will apply for all classes.
1.3   The US Sailing prescriptions to rules 63.2 and 63.4 are deleted.

2     CHANGES TO THE SAILING INSTRUCTIONS
      Any change to the sailing instructions will be posted before 0900 on the day it will take effect,
      except that any change to the schedule of races will be posted by 2000 on the day before it will
      take effect.

3     COMMUNICATIONS TO COMPETITORS
3.1   Notices to competitors will be posted on the official notice board located at
      https://sbyc.org/junior-olympics.
3.2   The race office is located at the lower west corner of the Santa Barbara Yacht Club (130 Harbor
      Way, Santa Barbara, CA 93109).

3.3   On the water, the race committee intends to communicate to competitors near the starting area
      via megaphone.
3.4   On the water, the race committee intends to monitor and communicate with coaches and race
      committee on VHF radio channel 71.
3.5   The following communications may be made by the race committee to competitors:
           • OCS (on course side) Starters
           • General Recalls
           • Course number to be sailed
           • Abandonment of a race
           • Shortening of a course
           • Change of course

4     SIGNALS MADE ASHORE
4.1   Signals made ashore will be displayed at the SB Harbor Launch Ramp.
4.2   When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in Race
      Signals AP.

5.2   Eleven (11) races total are scheduled with no more than three (3) races to be sailed on Sunday.

6     CLASS FLAGS
      The class flag for the CFJ fleet shall be Numeral Pennant ‘1’.
      The class flag for the Laser Radial fleet shall be numeral Pennant ‘2’.
      The class flag for the C420 fleet shall be Numeral Pennant ‘3’.

7     RACING AREA
      The racing area will be in the Santa Barbara Channel within two nautical miles of the Santa
      Barbara Harbor entrance as shown in Attachment B – Racing Area. The racing area will be
      posted by 10:30am each day under notices at https://sbyc.org/junior-olympics.

8      COURSES
8.1    The diagram shown in ‘Attachment C – Course Chart’ shows the courses to be sailed, including
       the approximate angles between legs, the order in which marks are to be passed, and the side
       on which each mark is to be left.
8.2    The course number will be displayed on a placard on the Race Committee Signal boat no later
       than the preparatory signal.

9      MARKS
9.1    Marks are described in ‘Attachment C – Course Chart’.
9.2    New marks as provided in instruction 11.1, will be:
       (a) A red inflatable mark to replace Mark ‘1’.
       (b) A yellow inflatable mark with a black band to replace a gate mark.

10     THE START
10.1   Races will be started by using RRS 26 with the warning signal made 5 minutes before the starting
       signal.
10.2   The starting line will be between a staff displaying an orange flag on the race committee signal
       boat and the course side of the port-end starting mark.
10.3   If any part of a boat’s hull is on the course side of the starting line at her starting signal and she
       is identified, the race committee will attempt to hail her sail number. Failure to hail her number,
       failure of her to hear such a hail, or the order in which boats are hailed will not be grounds for a
       redress for request. This changes RRS 62.1(a).

11     CHANGE OF THE NEXT LEG OF THE COURSE
11.1   To change the next leg of the course, the race committee will lay a new mark (or move the
       finishing line) and remove the original mark as soon as practicable. When in a subsequent
       change a new mark is replaced, it will be replaced by an original mark. The change will be
       signaled before the leading boat has begun the leg, although the mark may not yet be in the
       new position.
11.2   To move the leeward gate, the race committee will set the new mark at one end of the gate and
       an original mark at the other.

12     THE FINISH
       The finishing line will be between a staff displaying an orange flag on the race committee boat at
       the starboard end and the course side of the port-end finishing mark.

13     PENALTY SYSTEM
       Appendix V, Rule V1 Penalty at the Time of the Incident will apply: “The first two sentences of
       rule 44.1 are changed to: ‘A boat may take a One-Turn Penalty when she may have broken one
       or more rules of Part 2 or rule 31 in an incident while racing. However, when she may have
       broken one or more rules of Part 2 while in the zone around a mark other than a starting mark,
       her penalty shall be a Two-Turns Penalty.’”

14     TIME LIMITS AND TARGET TIMES
14.1   Time limits and target times are as follows:

14.2   If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to
       meet the target time will not be grounds for redress. This changes rule 62.1(a).
14.3   Boats failing to finish within fifteen (15) minutes after the first boat sails the course and finishes
       will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

15     PROTESTS AND REQUESTS FOR REDRESS
15.1   Protest forms are available online at: https://forms.gle/GhiLbZUMqr7eFgt59. Protests and
       requests for redress or reopening shall be submitted online within the appropriate time limit.
15.2   The protest time limit is 30 minutes after the race committee signal boat arrives at the dock.
15.3   Notices will be posted on the virtual notice board at https://sbyc.org/junior-olympics no later
       than 30 minutes after the protest time limit to inform competitors of hearings in which they are
       parties or named as witnesses. This will constitute notification required by rule 63.2. Hearing
       locations will be announced on the online notice board and may be held online via zoom.
       Hearings will be heard in the approximate order as received.
15.4   Notices of protests by the race committee or protest committee will be posted to inform boats
       under rule 61.1(b).
15.5   On the last scheduled day of racing a request for reopening a hearing shall be delivered
                a.    within the protest time limit if the requesting party was informed of the decision
                      on the previous day;
                b.    no later than 30 minutes after the requesting party was informed of the decision
                      on that day.
       This changes rule 66.
15.6   On the last scheduled day of racing a request for redress from a protest committee decision
       shall be delivered no later than 30 minutes after the decision was posted. This changes rule
       62.2.

16     SCORING
16.1   The low-point scoring system of Appendix A will apply, except that a boat’s series score shall be
       the total of all her races scores when fewer than six (6) races have been completed.
16.2   Three (3) races are required to be completed to constitute a series.

17     PRIZES
       Prizes will be awarded as described in the notice of race.

18     SAFETY [DP]
18.1   Competitors shall either wear a US Coast Guard-approved flotation device, or a flotation device
       that conforms to regulations of their own country.
18.2   It is the responsibility solely of the parent(s) of any competitor under the age of eighteen (18),
       or in the instance of the competitor who is eighteen (18) or over, the competitor, to decide if
       the competitor should sail in the weather and sea conditions that might arise during the event.
18.3   Parents of competitors under the age of eighteen (18) not personally attending any part of the
       event shall ensure that another adult is authorized and designated to make these decisions for
       their child.
18.4   The designated adult shall accept full responsibility for all actions of the competitor during any
       activity related to the event.

19     EQUIPMENT AND MEASUREMENT CHECKS [DP]
       A boat or equipment may be inspected at any time for compliance with the class rules, notice of
       race and sailing instructions. On the water, a boat can be instructed by a member of the race
       committee or technical committee to proceed immediately to a designated area for inspection.
       Ashore, equipment may be inspected at any time for compliance with the class rules, notice of
       race, and sailing instructions.

20     REPLACEMENT OF CREW OR EQUIPMENT
20.1   Substitution of competitors will not be allowed.
20.2   Substitution of damaged or lost equipment will not be allowed unless authorized by the race
       committee. Requests for substitution shall be made to the committee as soon as reasonable
       possible, which may be after the substitution. [DP]

22     SUPPORT BOATS [NP][DP]
22.1   Support vessels are allowed for this regatta. The skipper of each support vessel must register
       with the organizing authority.
22.2   Support vessels must be prepared to render assistance to any boat in need and perform any
       other function requested of them by the race committee.
22.4   Unless otherwise directed by the race committee, no support vessel may be within one hundred
       (100) yards of the course boundaries nor have any communication with a competitor between
       the first warning signal for a race and the time that race is abandoned or the competitor has
       finished and is 100 yards outside the finishing line and course boundaries.
22.5   All support vessels must be equipped with their own VHF radios and be prepared to monitor
       VHF channel 71 if requested to do so by the race committee.
22.6   The penalty for failing to comply with these requirements will be applied to the appropriate
       competitors’ boats associated with the support vessel personnel at the discretion of the protest
       committee. Additionally, upon receiving a report, the organizing authority may take other
       disciplinary action against the registered coach and/or support personnel.

23     RISK STATEMENT
       RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to
       race is hers alone.’ By participating in this event each competitor agrees and acknowledges that
       sailing is a potentially dangerous activity with inherent risks. These risks include strong winds
       and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor
       seamanship by other boats, loss of balance on an unstable platform, and fatigue resulting in
       increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic
       injury or death by drowning, trauma, hypothermia or other causes.
