Local Emergency Management Committee Minutes 8 March 2021 Shire of Harvey Local Emergency Management Committee Meeting Minutes of the meeting of the Local Emergency Management Committee held on Monday 8 March 2021, in the Council Chambers, Young Street, Harvey commencing at 5.31.pm. 1. Confirmation of Previous Minutes Monday 14 December 2020 The Minutes of the Local Emergency Management Committee Meeting held on Monday 14 December, 2020 are attached hereto. Recommendation That the Minutes of the Local Emergency Management Committee meeting held on Monday 14 December, 2020 as attached, be confirmed. LEMC 21/01 Moved: R. Boucher Seconded: M. Local Emergency Management Committee Minutes 8 March 2021 5.2 Review any Post- Incident Reports and/or Post-Exercise Reports Attached to this agenda Mr. Vik Cheema’s Post Exercise Report on the Incident Support Group Simulation Exercise carried out on 14 December, 2020. (Attachment 5.2) 5.3 Funding Nominations and Applications Progress Nil. 5.4 Emergency Risk Management (ERM)/Treatment Strategies Progress – Mr H Jones The Shire has been successful in its application for Mitigation Activity Funding (MAF) of $118,720 (exclusive of GST) to undertake mitigation activities to identified areas at risk of bushfire on Shire vested reserves. Works are to be started shortly on these identified reserves. 5.5 Review of Local Emergency Management Arrangements (LEMA) – Mr H Jones The Shire of Harvey LEMA was adopted by Council at its Ordinary Council meeting held 4 April 2017. A full review will occur in 2022. An updated version of the LEMA will be circulated prior to the next meeting seeking feedback on the existing document. 5.6 Review Business Plan Strategies and Record Key Achievements Attachment_5.1.1 Attachment_5.1.1 page 2 6. General Business 6.1 Future Local Emergency Management Committee Schedule of Meetings dates for 2021 – Mr H. Jones The following schedule is proposed for the commencement times for future meetings of the Local Emergency Management Committee (LEMC) for inclusion in the South West Emergency Management Calendar: Date Time Location Monday 14 June 2021 2.00pm Australind Monday 13 September 2021 2.00pm Harvey Monday 13 December 2021 2.00pm Australind Mr. Todd Verrall - if the meetings were to commence at 2.00pm it would be difficult for some voluntary committee members to attend, however a proxy/representative could be sent in their place. Reports of Officers 7.1 Mr. Michael Papalia – Shire of Harvey Chief Bush Fire Control Officer Congratulated the Shire on progressing the Bush Fire Risk Mitigation works which include improvements to access; these mitigation treatment swill resolve issues and improvements to town sites across the Shire. Although February had been quiet within the Shire of Harvey, a number of local Volunteer Fire Brigade members were sent to the recent Wooroloo fires, Mr. Papalia expressed his appreciation to DFES in organising the crews to attend. 7.2 Mr. John Carter – DFES District Officer – Emergency Management Mr John Carter tabled the DFES District Officer report to the Committee (Refer to Attachment 7.2). 7.3 Mr Vik Cheema – DFES District Emergency Management Advisor Mr Vik Cheems tabled the District Emergency Management Report to the Committee (Refer to Attachment 7.3). 7.4 Mr. Paul Beech – St John Ambulance Many concerns throughout the greater area about the activities, including fires and anti-social behaviour, occurring around the dams in the Shire of Harvey. Mr. Jason Maddern (CESM) advised that a meeting had been held with WA Police, DBCA, the Shire and DFES prior to the March long weekend to discuss the issues of fires, litter and antisocial behaviour at these locations. Mr Peter Buckley, Water Corporation, advised that the Water Corporation are progressing with controlling access to the water’s edge at the Harvey Dam. 7.5 Mr. Haydn Jones – Manager Waste and Safety Services, Shire of Harvey Mr. Jones thanked the new members and observers for attending the LEMC meeting. 7.6 Sergeant Scott Gillis – Harvey Police Sgt. Gillis expressed his appreciation to the local emergency groups (SES/St Johns/ WA Police and VFRS) that had attended a fatal car accident South Western Highway, Harvey recently. All agencies worked well together. Page 6
Leschenault Emergency Management Committee Minutes 8 March 2021 Money has been allocated for a communications system between WA Police and DFES. WA Police working on a Covid 19 Vaccination strategy that is going to be rolled out to Regional WA. Working towards issues with local dams, however there are still issues with communication blackspots. Advised that Sgt. Luke Fowler, from Augusta Margaret River would be replacing Sgt. Mark Smith at the Australind Police Station. 7.7 Ms. Roma Boucher, South West District Emergency Service’s Officer’s Report – Department of Communities Ms. Roma Boucher tabled the South West District Officer’s Report to the Committee. (refer to Attachment No. 7.7). 7.8 Mr Todd Verrall – Harvey State Emergency Services Mr. Verrall advised that volunteers in attendance at the recent car accident attended a debrief. 7.8 Ms Jessica Newman – Department of Biodiversity, Conservation and Attractions Ms Newman DBCA reported that there had been 47 bush fires within the district, 4 of those within the Shire of Harvey. 7. Next Meeting The next meeting of the Local Emergency Management Committee is to be held on Monday 14 June 2021, at the Shire of Harvey Australind Council Chambers, commencing at 2.00pm. 8. Closure There being no further business to discuss the meeting was declared closed at 6.30pm. Page 7
