Message from the President of the PSL Cycling Club/Chairman of the PSL Fire On Wheels Organizing Committee On behalf of the Organizing Committee, the Board of Directors, Executive and membership of the PSL Cycling Club, I warmly welcome you all to PSL Fire On Wheels 2018 UCI sanctioned Class II Sanctioned Event. This means that cyclists from the world over are here to give of their best to earn points to qualify for the Japan 2020 Olympics. The PSL Cycling Club presents an exciting programme at the National Cycling Centre in Balmain, Couva. To all the volunteers, partners, members of the organizing committee, the Union Cycliste Internationale, the Trinidad and Tobago Cycling Federation, and the Trinidad and Tobago Olympic Committee, I wish to convey my sincerest thanks for your involvement and support, without which the PSL Fire On Wheels would not be possible. The decision to host this meet came in an effort to add value to the rich legacy of cycling in our twin-island nation. This world-class venue deserves as much quality cycling as possible. Be prepared for just that over the next two days. As a representative of the corporate sector, and as main sponsor for the event, Perfection Services Limited (PSL) is proud of its involvement in this all important process of Olympic qualification, providing an opportunity for athletes to represent their country at the highest level. I also take this opportunity to challenge other members of corporate T&T to support this sport in ways as tangible as this. Significant contributions from the private sector is paramount if sport is to move forward in any nation; Trinidad and Tobago is no exception. Again I thank all my corporate partners for their contributions. I wish all the cyclists and officials a safe, successful, yet fun-filled event. To the spectators and visitors, I know this experience will surely encourage you to return next year as we commit to be a continuous fixture on the annual cycling calendar. About the PSL Fire On Wheels The PSL Fire On Wheels will run from June 2nd to 3rd at the National Cycling Centre in the beautiful twin island Caribbean republic of Trinidad & Tobago. The event is being organized by the Board of Directors of the PSL Cycling Club along with both contracted and voluntary related expertise. The event will feature local, regional and international riders. Fire On Wheels is the first ever UCI sanctioned event hosted by a private promoter in Trinidad and Tobago. The PSL Cycling club has undertaken this mammoth task and have been welcomed to the cycling competition landscape. As a UCI Class II event, it is quite attractive to foreign cyclists who now have the opportunity of gaining valuable UCI points towards World Cup, World Championship and Olympic qualification. Olympic Events such as the Elite Men and Women Sprint, Keirin and Omnium and the exciting Elimination races are featured. About the Venue The Caribbean’s first indoor velodrome, the brand new, state-of-the-art 250m wooden National Cycling Centre located in Balmain, Couva will play host to only its third UCI Sanctioned International event when this Class II event rolls into its doors. This new venue is built to the highest standard in order to meet or exceed International Sport Federation (ISF) requirements and enhance the experience as well as facilitate the performance of the cyclists. Cyclists’ Eligibility Cyclists wishing to participate in the PSL Fire On Wheels must satisfy the following requirements Must possess a valid 2018 Union Cycliste Internationale (UCI) Licence. Must possess a letter of authorization from their National Federation stating that they are authorized to compete at the PSL Fire On Wheels, June 2-3, 2018 Cyclists wishing to compete in the UCI Elite events must be born in or before 2000 Cyclists wishing to compete in the UCI Junior event must be born in the years 2000 to 2002 3
UCI Points The PSL Fire On Wheels is registered as a Class 2 event and thus points will be awarded as Class 2 in the Elite Men & Women Sprint, Keirin, Omnium and Points Race as well as Junior Men Scratch Race and Elimination. International Cyclist Registration International Cyclists’ registration can be performed by completing the Registration Form on the following website: www.pslcyclingclub.com Local Cyclist Registration Local clubs/cyclists will register by completing the registration form and returning to fastactionsportstiming@gmail.com and asmith@pslcyclingclub.com Early registration ends on Wednesday 23rd May 2018 @ 8:00pm. After which, all registering cyclists will incur an additional fee of US$15/TT$100 per cyclist. All registration will close on Wednesday 30th May 2018 @ 8:00pm. Description Registration Fee Early Registration US$20/TT$140 Late Registration (additional fee) US$15/TT$100 Meetings/Licence Control All Managers are expected to appear at the Licence Control for all cyclists will take place on Friday 1st June from 7:00pm – 8:00pm followed by the Technical Meeting for Friday 1st June from 8:00pm at the National Cycling Centre, Press Conference Room. Teams and Clubs will be issued with Accreditation Packages at this meeting. Please note that cyclists and/or officials will not be allowed entry without their accreditation passes. 5

Anti-Doping Controls A certain amount of controls will be conducted under the 2015 Anti-doping Rules of the UCI and CADF procedures and instructions. Anti-Doping Controls will be performed on the Ground Floor of the Main Stands. The location of such will be clearly identified. Riders selected for anti-doping will be identified on a list by their race number or their ranking. If applicable, the list will be posted at the finish line and at the entrance of the doping control station immediately after the race. The rider shall proceed immediately to the doping control station. The absence of a chaperon shall not excuse the rider for not reporting in time to the doping control station. If the award ceremony takes place immediately after the event, a rider needing to go to the award ceremony will be escorted first to the award ceremony area, then to the press conference and finally to the doping control station. Each rider to be tested must present himself at the doping control station as soon as possible and at the latest within 30 (thirty) minutes of finishing the race. If a rider takes part in an official ceremony or attends a press conference, the deadline shall be 30 (thirty) minutes of the end of the ceremony or of the moment that his presence is no longer required at the press conference, whichever is the latest. Riders must report to the doping control station with their current license; but if it has no photograph, another I.D. with a photo must be presented. Riders may be accompanied by a person of his choice and an interpreter. Even if there are chaperons present, ultimately IT IS THE RIDER’S RESPONSIBILITY TO CHECK IF THEY HAVE BEEN SELECTED FOR ANTI-DOPING CONTROLS. If the rider does not attend the test, a violation of the UCI Anti-Doping Rules will be noticed and the rider could be sanctioned in accordance with these rules. 7
Accreditation Clubs/Teams will be allowed accreditation for officials based on their total team entries as seen below: Teams with 1-3 cyclists – 1 Official Teams with 4-5 cyclists – 2 Officials Teams with 6-10 cyclists – 3 Officials Teams with 11+ cyclists – 5 Officials Additional team official bands can be purchased at TT$100 per official to a maximum of two additional officials per club/team. Holding Bay (Ready Area) Cyclists will not be allowed to compete if they did not report to the holding bay (ready area) before their event is called to the line. For all events, with the exception of the Flying 200m Time Trial, the holding area will be at the front straight. The Flying 200m’s holding area will be the back straight. All bikes are required to be checked at the bike checking area before each race. Bib Numbers All Managers are required to inform their cyclists of the proper placement of their Racing Bib numbers as indicated in the image below. Any cyclist not adhering to this will not be allowed to ride. Two bib numbers, one on either side as indicated below will be required for ALL events at the PSL FOW 2018. 8
