3. REGISTRATION Licences: Only competitors and team officials with a valid IFSC international license are allowed to register for the competition. IFSC Online Registration System: https://ifsc.results.info/users/login Pre-registration: In order to support the efficient organisation of the competitions, it is very important that National Federations register participants to the competitions as early as possible. Deadline: The deadline for registration is 42 days before the first day of competition (the “Registration Date”) on 4 August 2021 at 11:59 PM UTC. Online Technical Meeting: (as per the Addendum to IFSC Rules) A representative from each participating Member Federation shall participate to the online Technical meeting lead by the IFSC Technical Delegate. PRE-EVENT REGULATIONS All athletes and team officials are recommended to have insurance coverage, covering hospitalization and all other medical coverage if required due to COVID-19 and possible repatriation back to their home country. The IFSC will not be responsible for any of these costs. 5. CONFIRMATION OF ATTENDANCE (as per the Addendum to IFSC Rules) Participation of all Team Members shall be confirmed upon arrival to location to the IFSC Technical Delegate by phone or via email in the 24 hours period between 12 September at 11:59 PM (UTC +2) and 13 September at 11:59 PM (UTC+2). Technical Delegate: Graeme Alderson Delayed Arrival In case of late arrival please contact the IFSC Technical Delegate as soon as possible. Technical Meeting Technical Meeting will be organized on September 14 at 7:00 PM (UTC+3:00) where only 1 (one) Team Official per team will be allowed. COVID Testing All participating athletes, officials and organising staff must submit a negative COVID-19 PCR test (taken no more than 72 hours prior to the arrival day) to the COVID-19 Delegate email for test results cleanzone@rusclimbing.ru before the arrival day of the event. RESPONSE PROTOCOL IN CASE OF POSITIVE TEST OR SUSPECTED CASE OF COVID-19 In any case (symptoms or positive test) the team manager has to inform immediately the COVID-19 Outbreak Response Coordinator Doctor and the Technical Delegate. The person suspected must be immediately placed in a separate room and kept away from the event. APPENDIX I: TRAVEL INFORMATION Procedures on how to enter in Russia (as of today, 10 July 2021) VISA APPLICATION PROCEDURE The Russian Foreign Ministry will apply a special facilitated visa procedure for all categories of participants of the IFSC Climbing World Championships Moscow 2021, i.e. athletes, members of the official delegations, international technical officials (referees and judges), HSIF Family members and official guests. All the Russian Consulates throughout the world will be notified of the above procedure. According to it, the visas are to be issued on a priority basis, i.e. within three days from the date of application (or on the same day if necessary) at any Russian Consulate regardless of citizenship. In this case after processing the personal data submitted to the LOC in a special EXCEL form, a scanned invitation letter will be issued and sent to the applicant(s). It is to be submitted to any Russian Consulate or its authorized Visa Handling Service Centre regardless of citizenship along with other personal documents (such as the passport, the necessary number of pictures, completed application form, etc.) for visa processing in person or by a representative. Some consulates of the Russian Federation accept postal applications. Though there is a number of consulates, where personal attendance is required for fingerprints (in the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Denmark, the Republic of the Union of Myanmar and the Republic of Namibia). The details are to be checked on the consular website in advance. As the above visa procedure is exceptional, it is necessary to mention that the application is for the Russian visa to attend the IFSC Climbing World Championships Moscow 2021. Here is some useful information for completing a visa application form on the website: In the field ‘Purpose of visit (section)’ please choose ‘science-culture-sports-religion’; in the following field ‘Purpose of visit’ ‘Sport relations’ is to be chosen. In this case ‘Visa category and type’ will automatically come as ‘common humanitarian’. The field ‘Name of organization’ is to be completed with ‘Moscomsport’, its address being ‘18 Milyutinskiy per, Moscow 101000, Russia’, TIN 7708308010. As the above visa procedure is exceptional, don’t complete the fields ‘Directive (telex) number’ or ‘Invitation number’. The completed Form with the personal data is to be provided in EXCEL format (HERE) and e-mailed to the LOC: climbingvisas2021@list.ru. IMPORTANT 1. The passport needs to have two blank visa-designated pages. 2. The expiry date of the passport is to be at least six months after the last day of the expected stay in Russia. 3. Important COVID-19 restrictions information: • On boarding the plane to Russia all foreign citizens are to provide a printed medical document (in English or Russian) confirming the negative PCR covid test made no earlier than 72 hours prior their arrival in Russia, i.e. the moment of crossing the border control in Russia. The document may also be in the official language of the country of issuing authority with a Russian translation notarized by a Consular Officer of the Russian Federation. • Please note that the document is to be printed out. SMS or any other form of confirmation on the mobile phone will not be accepted. • It is also mandatory that prior the arrival in Russia foreign citizens are to complete and submit a special Application form for border crossing following the link https://www.rospotrebnadzor.ru/files/news/%D0%B0%D0%B2%D0%B8%D0%B0%D0%90%D0%BD%D0%BA% D0%B5%D1%82%D0%B0%20RUS.docx. • In view of COVID-19 travel restrictions foreign participants with a valid Russian visa and citizens of visa-free countries who do not require a visa to enter the Russian Federation are to inform the LOC of the travel schedule not later than 2 weeks prior the trip as this information is to be provided to the border control in advance. • In view of COVID-19 travel restrictions foreign participants with a valid Russian visa and citizens of visa-free countries who do not require a visa to enter the Russian Federation are to complete and submit the form and provide personal data in order to receive permission from the Federal Security Service to enter Russia.
