INFORMATION ON VACCINATION-DIFFERENTIATED SAFE MANAGEMENT MEASURES (SMMS) 1. Vaccination-differentiated SMMs for vaccinated individuals have been implemented since 10 August 2021 for higher-risk activities such as participation in mask-off activities, attendance at large-scale events and visiting places with vulnerable populations (e.g. dining-in at food and beverage establishments, attending marriage solemnisation involving more than 50 persons, visiting patients in hospitals). Please refer to MOH’s 6 August 2021 Press Release and MOH’s PET website for activities where vaccination-differentiated SMMs are required. 2. Vaccination-differentiated SMMs enable higher-risk activities to resume in a safe manner as we progressively open our economy and community. We have eased measures for those who are fully vaccinated because they have good protection against the infection and are at lower risk of becoming dangerously ill if infected with COVID-19. On the other hand, unvaccinated individuals will need to be more prudent in interacting with larger groups of people especially in mask-off settings, which are higher risk. Hence stricter measures are applied for them. 3. Where vaccination-differentiated SMMs are required, event organisers and relevant enterprises must implement processes to carry out the necessary verification checks on the eligibility status of individual event attendees and customers, in addition to existing safe management requirements. Eligibility for Vaccination-differentiated SMMs 4. An individual is eligible for vaccination-differentiated SMMs if he or she meets any of the following criteria: a. Fully vaccinated, i.e. has received the appropriate regimen of World Health Organisation Emergency Use Listing (WHO EUL) vaccines (e.g. Pfizer- BioNTech/Comirnaty, Moderna, AstraZeneca-SKBio, Serum Institute of India, Janssen, Sinopharm, Sinovac-CoronaVac) including their respective duration post-vaccination for the vaccine to be fully effective (please refer to summary in Annex A), and had their vaccination records ingested in MOH’s national IT systems; or b. Recovered from COVID-19, i.e. less than 270 days of first positive Polymerase Chain Reaction (PCR) test result obtained in Singapore; or 1
c. Has a negative result on a pre-event test (PET) by an MOH-approved COVID-19 Test Provider in the past 24 hours, covering the duration of the stipulated activity. For example: 5. Children who are 12 years old and below (i.e. born in or after the year 2009), who are unvaccinated, are also eligible for vaccination-differentiated SMMs and may be included in a group of up to 2 persons for higher-risk activities, including large- scale events. For large-scale events, the total number of children is capped at 20% of the actual event size. Please refer to Section 2 of https://go.gov.sg/pet for further details. 6. Event organisers and relevant enterprises must ensure that individuals who do not fall into categories 4a or 4b undergo a pre-event test by MOH-approved COVID- 19 test providers and obtain a negative Polymerase Chain Reaction (PCR) test or Antigen Rapid Test (ART) result. Results from self-administered ART supervised by employer or self-administered ART that are unsupervised are not recognised for vaccination-differentiated SMMs. Please refer to https://go.gov.sg/swabproviders for the list of MOH-approved COVID-19 test providers. 7. Individuals who deliberately misrepresent their eligibility status and/or that of others (e.g. including but not limited to the provision of false or misleading verification documents and/or information) may be subject to enforcement action under the Penal Code, Infectious Diseases Act and/or other COVID-19 legislation. 8. Where vaccination-differentiated SMMs are required, event organisers and relevant enterprises must ensure that attendees and customers meet the eligibility requirements stated in para 4 above. Please refer to Annex B for more details on the acceptable proofs for vaccination-differentiated SMMs. Implementing Vaccination-differentiated SMMs checks 9. Event organisers or relevant enterprises that are required to implement vaccination-differentiated SMMs should refer to Annex C for processes to be implemented. The use of the SafeEntry (Business) App is strongly encouraged to facilitate eligibility checks for both TraceTogether App and Token users. The SafeEntry Gateway Box cannot be used to facilitate these checks. Annex A Eligibility for Vaccination-Differentiated SMMs Individuals may be considered as fully vaccinated if they meet the conditions in the table below, and have their vaccination records ingested in MOH’s national IT systems. They will be considered fully vaccinated 14 days after the single dose. Please refer to the First Schedule of the Infectious Diseases (Mass Gathering Testing for Coronavirus Disease 2019 Regulations 2021) for the most updated information on the vaccination regimens and approved vaccines recognised for eligibility for vaccination-differentiated SMMs. 4
Annex B Acceptable Proofs for Vaccination-Differentiated SMMs The full list of acceptable documents can be found at https://go.gov.sg/acceptabledocs. For more information on vaccination statuses and records, please visit https://go.gov.sg/postvacc. An individual is eligible if: Acceptable proof (recommended in bold) A. Please refer to MOH’s 19th August Press Release ‘Next Steps In Our Transition Towards COVID Resilience’ for more information. 2 SC/PR/LTPHs who are vaccinated overseas must first be tested serology positive at a medical provider before their vaccination records are recognised by MOH. SE (Business) App and TT App will only be able to display their vaccination status after the clinic has provided the data to National Immunisation Registry (NIR). Beyond 30 days, STPH are recommended to undergo a serology test in order for the vaccination status to continue to be recognised and shown as “Vaccinated” on SE (Business) App and TT Apps. More details on the process, including the list of the approved providers, can be found on MOH’s Post Vaccination Matters website. 3 The PET Exemption Notice can be obtained from any MOH approved provider offering ART or PCR testing services. Please note that this applies to only COVID-19 infections in Singapore. 5
In the event that the recovered individual’s test result status is “not cleared” or he/she is unvaccinated and his test result status is “no test result”, the individual should produce either one of the following with their government-issued photo identification card: 1. PET exemption notice; or 2. Discharge memo if it indicates the date of the 1st PCR positive result C. Others Child aged 12 years and below Proof of identity for children ≥ 7 years old (e.g. student concession (i.e. born in or after the year card) 2009) 4 Negative results obtained from self-administered ART test and self-administered ART test performed under supervision by parties other than MOH-approved COVID-19 test providers are not eligible for vaccination- differentiated SMMs. Individuals with negative ART results obtained from Quick Test Centres (QTCs) are eligible for vaccination-differentiated SMMs if the negative result was taken in the last 24 hours and covers the duration of the event, business or activity. 5 SC/PR/LTPHs can check the validity period of their “cleared” test status using the latest version of the TraceTogether App. Please visit the TraceTogether website for more information on the COVID Health Status. 6
Annex C Processes to be Implemented by Event Organisers and Relevant Enterprises Implementing Vaccination-differentiated SMMs 1. Event organisers and relevant enterprises must verify that an individual fulfils the eligibility requirements before allowing him/her to enjoy vaccination-differentiated SMMs (e.g. entry into and attendance of event or dining in at food and beverage establishments where vaccination-differentiated SMMs are required). 2. Checks by event organisers and relevant enterprises should be limited to the verification of the individual’s eligibility status for vaccination-differentiated SMMs, and the information shared by event attendees or customers should not be used or stored for other purposes. 3. Event organisers and relevant enterprises that implement vaccination- differentiated SMMs should put up clear signages to inform event attendees and customers on this and verify their eligibility status. They are encouraged to inform individuals of the documents they will need to provide ahead of their visit where possible. Diagram 1. 4. Event organisers and relevant enterprises that have deployed the SafeEntry (Business) App and SafeEntry Gateway (SEGW) function to facilitate check-ins should ensure that the app has been updated to the latest version. The vaccination- differentiated SMMs check-ins should be enabled for the venue via the SafeEntry (Business) dashboard, before they are able to verify vaccination status and test result6. 5. Event organisers and relevant enterprises should verify the individual’s vaccination status or test status, including the duration of test validity, by requesting individuals to tap their TraceTogether App or Token against the event organisers’ or relevant enterprises’ SafeEntry (Business) App. 6. The SafeEntry (Business) App check-in process also provides the last four alphanumeric characters of the person’s NRIC/FIN which can help authenticate the identity of the individual checking-in to the event or activity. The eligibility criteria, illustrated using the SafeEntry (Business) App icons, can be found in Diagram 2 below. Diagram 2: Eligibility for Vaccination-differentiated SMMs 7. If the individual meets criteria for vaccination-differentiated SMMs, tap on “Yes” to complete the SafeEntry check-in. If the individual does not meet criteria for vaccination-differentiated SMMs, tap on “No” and deny the individual from entering. 8. If the above method is not available, the event organisers and relevant enterprises may use a camera/2D scanner linked to the SafeEntry (Business) app to scan the TraceTogether Token’s QR code. also be scanned at the discretion of the business. Individuals should be reminded to replace Tokens that are faulty or out of battery. Using other modes for eligibility checks 9. Event organisers and relevant enterprises may ask individuals to show their vaccination status or test status on their TraceTogether or HealthHub App. Businesses should ensure that the individual is not displaying a screenshot by requesting individuals to click on other icons or “refresh” button within the app. 10. Please refer to the full list of acceptable documents here. 11. Event organisers and relevant enterprises must not recognise any other documents, copies, or any other variations in format and should verify that acceptable documents provided for entry (e.g. physical test result notices, PET Exemption Memo, etc.) belongs to the individual, i.e. NRIC/FIN on the document matches the NRIC/FIN on the government-issued photo identification card. Hardcopy overseas vaccination certificates will not be accepted for vaccination- differentiated SMMs. 9
