From the Director The Columbus Parks and Recreation Department manages 1,000+ acres of park land, 23 parks, 10 specialty facilities, 25+ miles of trails and offers over 350 programs/events throughout the year. Our mission statement, “Enriching Lives…Building Community,” guides us as we move forward, ensuring that we always keep the people in our community the center of our focus. We are in our fourth year of our five-year master plan. Through the master planning process and public input, five priorities were established which included: indoor recreation, maintaining and expanding our bikeways and trails, increasing nature experiences and programs, additional parks and greenspaces, and improving our existing system. In the paragraphs below, you will see just some of our wonderful accomplishments in 2019 that relates to our master planning. Indoor Recreation: Last year was full of planning for both Fair Oaks Mall and Donner Center/Park with a vision of “Creating place through Health, Wellness and Recreation”. The City of Columbus and Columbus Regional Health hired the firm MKSK to do the conceptual master planning around the two sites. We conducted an online survey which had over 2,700 responses, initiated a project website that had close to 7,000 hits, held numerous meetings that consisted of programmers, community leaders, user groups and held a total of four public engagements sessions. We are excited about the content that came from the process and we look forward to our next steps which includes hiring an architect to produce final designs. Bikeways and Trails: Our People Trail network continued to grow in 2019 with the addition of the Clifty Park Trail extension. Thanks to a grant from Department of Natural Resource (DNR) and funding from our Columbus Park Foundation, we were able to add additional mileage to our overall network. Also, design work has begun for the 17th/19th Street trail connection. This segment will connect Noblitt Park to Donner Park and eventually continue to Lincoln Park. Nature Experiences and Programs: We continue to partner with volunteers in our community to advance our nature experiences and programming. In 2019, we helped create two volunteer groups to help our community and Parks Department grow our nature focused initiatives: Friends of the Pollinator Parks and Columbus Tree Canopy Partners. With their support, we were able to get the necessary permitting from FEMA for the Pleasant Grove Pollinator Park, received the Quick Impact Placebased Grant from the Office of Community & Rural Affairs for work at Blackwell Pollinator Park and conducted the first phase of our Urban Forestry Management Plan. We continue to treat over 120 trees for Emerald Ash Borer (EAB) throughout our Park System. We held our first Great Columbus Campout event for the community which was held at Mill Race Park. Additional Parks and Greenspaces: As our community continues to grow, we are committed in preserving park space. This helps ensure our Department can continue to provide our high quality park facilities to all of our citizens. With continued support from City Administration, we are evaluating and identifying opportunities within our community that will allow us to continue to create new parks and green spaces. In 2019, an additional two acres of property and 89,000 square feet of storage was added to our park system as part of the Machinery Moving property. This extremely important property and its associated buildings, connects to our existing Park Operations facility. We have already improved operation efficiencies by adding this property to our system. Improving our existing system: With the continued support of our great Park Board, City Council and Mayor Lienhoop, we invested $500,000 towards capital improvement projects and updated much needed park equipment. We installed a new playground at Harrison Ridge Park, constructed the new Jolie Crider 2.0 concrete skatepark and performed a number of repairs on our people trails. Capital improvement projects will continue to be an ongoing focus. Our goal is to balance maintaining our high quality existing facilities while providing new recreational facilities for the citizens of our community to enjoy. The department has achieved numerous accomplishments and it is with much appreciation that I would like to recognize the amazing employees and their selfless efforts. I am very grateful for our many supporters, volunteers, non-profit agencies and corporate sponsors who have tirelessly worked to support our mission. We are also thankful for the support of the City Administration, City Council and our Parks Board as they continue their commitment to helping us achieve our mission. We are fortunate to represent a community that understands the importance of an exceptional Parks and Recreation Department. Summer registration has begun! Online, Walk-in & phone registration available Refund Policy 1. We reserve the right to cancel any class/program which fails to meet the required minimum participation. Full refunds will be issued in such instances. 2. Refunds will be issued only if request is made by the weekday prior to the beginning of the class/program (unless otherwise stated). No refunds will be given after class program begins unless an injury prohibits participation in the program. A doctor’s note is required for an injury refund and refund is subject to pro-rating. 3. A $5 administrative refund fee will be charged. All refund claims are subject to the State Board of Accounts claim procedure and require a minimum of 2-3 weeks to process. Email Receipts For any transactions received by phone, mail or fax, receipts will be emailed. We will also email program reminders. Persons requesting a paper receipt will be charged. Acknowledgment of Liability Limitations, Assumption of Risk and Permission to Use Photographs Indiana law provides that governmental entities, including cities and their agents or employees, are not ordinarily liable for property damage, personal injury or accidental death, except in instances of gross negligence. Accordingly, parents assume risks by permitting your child to travel and/or participate in any Parks and Recreation (Parks) activity or event. The City of Columbus, Indiana (City) acknowledges that you are not waiving your child’s or your personal rights, as defined under the liability limitations (outlined in the state’s tort claims law) by registering for any Parks activity or event. However, the participant acknowledges disclosure that the City/Parks reserves all rights, immunities, and qualified defenses available to it under the law in connection with the permitted activities. The participant, by registering for any Parks activity or event, further gives full permission to the City/Parks to create and use any photographs, videos or images of themselves for promotional use on the City/Parks website and to use the photographs, video or images in brochures and other materials that the City/Parks may create now or later for no remuneration. Recipients of the Chuck Wilt Youth Scholarship Program may receive full or partial cost of activities depending on what they are approved for. Families can apply each calendar year. If you would like to apply, you will need to fill out our scholarship application and return it to Donner Center (739 22nd Street, Columbus, IN 47201) with all of your family’s financial information. MAP LEGEND PA R K S , P L AYG R O U N D S , & T R A I L S PEOPLE TRAIL (Mul�-use Path): Typically an 8’-12’ wide path separated from the street for pedestrians and bicyclists only (closed to the use of motor vehicles). When using the People Trail, please stay right in order to allow other users to pass safely. SIDEPATH: A wide sidewalk located adjacent to the street that has been designated for use by pedestrians and bicyclists. In some cases on this map the sidepath symbol is used to iden�fy a typical 5 foot sidewalk that makes a connec�on between other bicycle facili�es. Ride slowly and watch for pedestrians on these routes. Be cau�ous near driveways and intersec�ons. BICYCLE LANE: Marked by a painted line and bicycle symbol in the road right-of-way separa�ng bicycle and vehicular traffic. Typically on higher traffic street. Not for pedestrian use. PREFERRED BICYCLE ROUTE: Located on lower traffic streets. Some routes are signed as a bike route or are marked as sharrows, while others have neither. The mapped route should be used as an alterna�ve to high 31 speed and high traffic streets. DIFFICULT CONNECTION/DIFFICULT INTERSECTION: Located in areas with higher speeds and/or volumes, combined with narrow lane widths or other problems for cyclists. Use with cau�on! TRAIL PARKING: Parking is available at many loca�ons along the trail, which allows for convenient access to the People Trail network. INDIAN COLUMBUS LOOP: Designates an approximately 13 mile loop highligh�ng the People Trail around the City. APOLIS Some por�ons of the route include riding on streets or sidewalks and those are designated by the color change. BIKE REPAIR STATION: The repair sta�ons, located at Donner Center and Ivy Tech (located directly between Ivy Tech and the Columbus Learning Center), make it easy for anyone to complete basic bicycle repairs while out-and-about. The basic repair sta�ons have a durable air pump and basic maintenance tools. THE COMMONS ENJOY COLUMBUS’ JAMES A. HENDERSON INDOOR PLAYGROUND THE COMMONS The James A. Henderson playground features 7,000 square feet of indoor LIVING ROOM: fun for children ages 6 months through 12 years. Be sure to check out the 35-foot-tall Luckey Climber, created by the late artist Thomas Luckey. The Luckey Climber connects 50 curved platforms with steel columns, roping, VISIT THE COMMONS! and six miles of coated stainless steel aircraft cable that children can scale to reach the summit. The 30-foot high piece is the largest work by Tinguely in the United States. Columbus, Indiana, a city known for both its great architectural designs and its world-class manufacturing operations, is proud to be home to a sculpture that successfully marries art and engineering. Chaos I cycles through a series of motions to simulate a day in a life, beginning slowly at first, adding movements and then winding down again. At the peak of its chaotic movements, steel balls roll and crash through a caged track, catching the attention of all ages. CHAOTIC TUESDAYS: 4th Tuesday of each month, 5 - 6:30pm Join us as we turn on all the moving parts of the Chaos I sculpture and be sure to stop by the activity booth presented by our friends at the Bartholomew County Public Library! Come Out and play with Columbus Parks and Recreation this Summer. For the month of June, starting June 8th, we will be partnering with BCSC at some of their lunch pickup sites. On a rotation, we will be distributing summer activity packs at the Pence St., Heritage Heights, Candlelight, Jewell Village, Admin building, Central Parking lot pickup sites throughout the summer. We will be handing out packs Mondays and Fridays. Check our website and Facebook for details on where we will be each week, and to join in on fun virtual programming! The word taiko means big drum, and the art form incorporates large drums, body movement, vocalization, and various instruments. All drums are provided. No drumming experience necessary.
