Commercial Manager Asset Management Role Purpose: The Commercial Manager, will be the primary finance and business contact for the Asset Management group. This role will have primary accountability for the provision of financial and business information for the Rail Network Investment Programme. The Rail Network Investment Programme (RNIP) sets out what activities KiwiRail intends to deliver and the amount of funding requested from the National Land Transport Fund (NLTF). The RNIP is an historic change and will mean KiwiRail will move to a new sustainable planning and funding framework from 2021 for “below rail” activities. It will include KiwiRail’s plans for maintenance and renewal activities needed to support a resilient and reliable rail network. The Commercial Manager, will be a senior level business partner, and is expected to influence, challenge and provide high quality, independent and valued advice. Working closely with the Asset Management, Networks Services and Corporate Finance teams, this role will lead the monthly business and financial reports and will manage the RNIP forecasting processes. The role will also provide effective financial support and assistance to the Asset Management team. Dimensions Number of Direct Reports: One Delegations: Per Financial delegations policy Location Wellington/Auckland Key Responsibilities and Accountabilities Operational Performance Financial Advice and Analysis • Provide high quality and timely analytical support for the Rail Network Investment Programme and Asset Management Group • Develop effective business partnerships which demonstrate a clear understanding of the business, key cost and revenue drivers, business and financial performance indicators, business models etc. • Provide high quality and timely analytical support for projects, strategic initiatives, business development proposals and other initiatives • Continuously identify and implement opportunities for improving, integrating, streamlining and sharing processes and/or service delivery • Develop and manage a robust process for Above Rail Capex. Reporting • Development and delivery of reporting that meets the needs of the business, Capital Committee and external requirements for Above Rail and Below Rail Capital expenditure. • Ability to source the relevant information from financial and operational systems and relevant people • Preparation of high-quality results, reports and commentary for inclusion in KiwiRail’s regular reporting to Treasury and other external agencies via the Corporate Finance Team • Preparation of high-quality results and reports for inclusion in KiwiRail’s regular reporting to Treasury and other external agencies via the Corporate Finance Team • Promote and reinforce appropriate end use of SAP and Maximo to ensure that work order data is accurately recorded in a sufficiently granular and structured manner so that delivery performance can be directly and reliably compared against each associated work activity within the approved budget. Budgeting and Forecasting • Deliver timely and robust forecasts as required by the business • Articulate to all levels the potential forecast risks and opportunities • Manage reforecasting process and analysis of reforecasts with annual budgets and project plan projections • Responsible for understanding and articulating the alignment between the RNIP and yearly Networks budgets • Responsible for the preparation of Below Rail forecasts for inclusion in the KiwiRail enterprise model • Provide robust cashflow forecasting for the business, including understanding the
sensitivity of forecasts and likely scenarios to feed into Government Budget updates and appropriation monitoring in conjunction with the Corporate Finance Team • Support Treasury & Funding teams with regular guidance on requirements Leadership • Build effective relationships at all levels and proactively “front foot” any impending issues to ensure agreed services for the business are delivered • Ability to influence and ensure timely delivery of information from operational teams • Proactively initiate change and the ability to work collaboratively with the business including Asset Management, Networks operations and Systems teams. • Build relationships and improve processes with Regional Asset Managers at their sites. Person Specification: Area Essential Desirable Education ▪ NZICA recognized Chartered Accountant qualification or comparable. ▪ Bachelor Business/Commerce in Accounting. Experience and • At least 7 years post qualification ▪ Working knowledge of SAP Knowledge experience in Chartered or similar scale ERP system Accounting firm or large corporate ▪ Working knowledge of business, including experience at a Maximo management level • Knowledge and experience working in infrastructure industry • Demonstrated experience and ability to work closely with senior management and Executive teams, including well-developed influencing skills and ability to challenge status quo
