2021 RACE Early Bird Open Saturday & Sunday, May 22nd-23rd, 2021 Hosted by VAST a division of RACENM Held under the Sanction of USA Swimming and New Mexico Swimming Sanction # FACILITY: West Mesa Aquatic Center, 6705 Fortuna Rd SW, Albuquerque, NM 87105. The West Mesa Aquatic Center is an indoor 50 Meter, 8 Lane facility with a bulkhead at 25 yards. Lanes 1-8 will be used for all races and the shallow end of the pool will be used for warm up/down during course of the meet. Entry into warm up/down will be us- ing a 3 point entry only. The pool is equipped with wave suppressing lane lines and a Colorado Timing and Scoreboard system. Facility altitude is measured as 5125ft. The competition course has not been certified in accordance with 104.2.2C(4). VENUE: West Mesa Aquatic Center, Albuquerque, NM. There are two (2) separate male & female locker rooms with rest room facilities. The venue is handicap accessible. During this meet, all other areas of the facility will be closed to use, including the leisure pool. Parents and Coaches must supervise their swimmers. Chewing gum, and glass, is not permitted on the pool deck. Please put trash in the containers provided. Children must be supervised at all times. DIRECTIONS: Heading west on I-40, exit to south Coors Blvd. Travel south on Coors Rd to Fortuna Rd. Turn west (right) on Fortuna Rd, drive past West Mesa HS. Pool will be on the north side. Parking is available on the north & southwest side of the facility. Please use the northwest entrance to enter the facility. LIABILITY: Rio Aquatics of Central NM, Vipers of Albuquerque Swim Team (VAST), New Mexico Swimming Inc., USA Swimming, Inc. City of Albuquerque, all meet spon- sors, and all meet officials shall be held free from any and all liabilities or claims for damages arising by reason of injuries to anyone during the conduct of this meet. Dam- age to the facility, when proved, will cause the offending swimmer if unattached or the offending swimmer’s club if attached to be held accountable for repairs. ELIGIBILITY: Open to all 2021 USA Swimming registered athletes. All participating teams must sign and return, with their entries, the team registration form that attests to swimmers current USA Swimming registration. All registrations will be verified. Swimmers age as of May 22, 2021 will determine their age for the meet. No on deck USA Swimming registrations will be accepted.
FORMAT: This is a timed finals meet run as SCY. All events will be functionally seeded with ages and genders mixed. 400 IM and 500 Free will be run fastest to slowest. Swimmers in the 400 IM and 500 Free must provide two timers and a counter for the 500 Free. SCORING: There will not be any individual or team points scored at this meet. AWARDS: There will be no awards given for this meet. ENTRY DEADLINE: All entries must be submitted to VAST Entry Chair Vickie Fellows by 10:00pm on May 14, 2021. Entries will only be accepted in Hytek Format or sd3 (use the extended format sd3 from a Team Unify website). Please send an electronic file to: vickiefellows@comcast.net All entries must be paid for by sending a team check or Cashier’s check, payable to VAST, mailing address: Vickie Fellows 8605 Pristine Drive NE Albuquerque, NM 87122 ENTRY FEES: Entry fees are $5.00 per event; each swimmer also pays the NMS fee of $7.00 and a pool usage fee of $14.00. ENTRY LIMITS: Swimmers may enter up to 4 individual events per day and no more than 8 for the entire meet. This meet will be limited to 80 swimmers per session OR maximum capacity based on Covid restrictions in place with the city pools, whichever is less. DECK ENTRIES: Deck entries will be accepted up to 20 minutes prior to the scheduled start of the session at a cost of $9.00 per event. The swimmers will also need to pay the $7.00 NMS fee as well as the $14.00 pool usage fee. Late entries will be placed into open lanes regardless of entry time. No new heats will be created. All Deck Entries must be accompanied by the swimmer showing proof of their current 2021 USA swim- ming registration. No deck USA registrations will be accepted. DISTANCE EVENTS: All swimmers that are entering the 400 IM and 500 Free must provide their own 2 timers for their lane. The 400 IM and 500 Free will be run fastest to slowest. Positive check-in will be required for these events and will close at the end of the warm up session. OPERATIONS: 2021 USA Swimming and New Mexico Swimming Rules and Regula- tions govern this meet. ADMINISTRATIVE OFFICIAL: Justin Morrow (505-284-4021) FINAL RESULTS: Final results will be posted on the New Mexico Swimming website. Electronic copies will be sent to the participating teams free of charge. CODE OF CONDUCT: Any individual who exhibits behavior of a threatening, abusive or derogatory manner toward an official, coach or member of the meet operations committee is subject to immediate removal and further expulsion from the meet. Coaches will be notified of the actions of their respective team’s parents and/or swim- mers. Anyone found to be misrepresenting themselves as a certified coach will be re- moved from the deck. The Code of Conduct for USA Swimming, as outlined in Article 304.2 and 304.3 of the USA Swimming Rule Book, will be enforced at the meet. OFFICIALS: If your team has officials who would like to help with the running of the meet, they may contact Steve Morrell. His contact information is listed above. SAFETY GUIDELINES: A Head Safety Marshal shall be on deck to enforce the safety guidelines. The marshal shall report to the Meet Referee and receive instructions from him. The marshal, under the direction of the Meet Referee, shall have the authority to remove any swimmer or coach found to be in violation of unsportsmanlike-conduct, swimming ethics or procedures outlined in the meet information. USA Swimming certified Coaches shall direct their swimmers regarding the safety guidelines and warm-up procedures. All swimmers must be supervised by a certified USA Swimming Coach throughout the warm-up session. Coaches must either display their coach membership card at all times or provide proof of current membership using the Deck Pass App. The Meet Referee may modify any procedures should the needs of the meet so dictate (i.e. inserting breaks during the course of the meet, etc.). SCHEDULE: Saturday, May 22, 2021: SESSION #1: General Warm-up 1:00pm - 2:00pm Meet Start 2:00pm SESSION #2: General Warm-up immediately following conclusion of session #1 Sunday, May 23, 2021: SESSION #3: General Warm-up 8:00am - 9:00am Meet Start 9:00am SESSION #4: General Warm-up immediately following conclusion of session #3
Warm-up Procedure: General Warm up (30-35 minutes) No diving from the blocks or pool edge Swimmers enter the water using a 3-point entry in a cautious manner All lanes to be used for general warm-up Specific warm-up (10-15 minutes) Race starts – lanes 1-7 will be Sprint lanes for race starts and backstroke starts. Race starts at designated times, swimming in one direction only. Lanes 8 will be for pace NO DIVING in the warm down pool. Please enter using feet first only entry! RACING START CERTIFICATION: Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member- coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure com- pliance with this requirement. RULE 102.9 - SWIMWEAR: “All swimsuits shall be made from textile materials. For men, the swimsuit shall not extend above the navel nor below the knees, and for women, shall not cover the neck, extend past the shoulder, nor extend below the knee.” No fasteners, other than draw stings, are allowed. Only one suit can be worn during competition, unless the referee is notified before the event that a swimmer is wearing two suites for modesty. DECK CHANGES: Deck changes are prohibited. DRONES: Drones are prohibited over venues any time athletes, coaches, officials and/ or spectators are present. DISABLED SWIMMERS: Disabled swimmers are welcome. Please contact the Meet Referee if any special considerations are needed. LOCKER ROOMS: Use of audio or visual recording devices, including a cell phone camera is not permitted in changing areas, restrooms or locker rooms. COACHES MEETING: Should the meet referee deem necessary, there will be a coaches meeting 10 minutes prior to the start of the meet. HOSPITALITY AND CONCESSIONS: There will be food concessions available at the meet. Officials and coaches will be provided with snacks and refreshments in the hospi- tality area. HEAT SHEETS: Heat sheets will be available for $8.00

The meet will be pre-seeded prior to the first day of competition and no deck entries will be allowed. A facility entry and exit policy will be in effect. An assumption of risk disclaimer (will also be included in the heat sheet): “We have taken enhanced health and safety measures – for you, our coaches, swim- mers, officials and volunteers. You must follow all posted instructions while attending this meet. An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to se- vere illness and death. According to the Centers for Disease Control and Prevention, senior citizens and guests with underlying medical conditions are especially vulnerable. By this meet, you voluntarily assume all risks related to exposure to COVID-19.” “An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and individuals with underlying medical conditions are especially vulnerable. Only swimmers, coaches, officials and timers will be allowed on deck, no spectators are allowed. A face covering must be worn at all times while on deck. Swimmers may remove their face covering to enter the starting block or pool. Upon exit of the pool, swimmers must put on their face covering. 2. Swimmers will be asked to exit the pool deck upon completion of their race and re- turn to seating area at their designated spot. All swimmers, coaches, timers and offi- cials will remain 6’ apart before, during and after the event, to adhere to social distanc- ing guidelines. Only 5 swimmers will be allowed per lane for warm-up and cool-down per the City of Albuquerque restrictions. 3. The sanctioned meet will adhere to the social distancing guidelines for the City of Albuquerque pools and their travel guidelines. If you have traveled outside of NM in the past 10 days and do not have proof of a negative test result to a COVID test taken no less than 3 days after your return to NM, you may no enter the facility. 4. The City of Albuquerque Aquatics Department will not allow food of any kind inside the facility. Unfortunately there will not be any hospitality or concessions allowed. There will be water provided for coaches,, officials and timers.
In applying for this sanctioned meet, the host, VAST division of RACE NM agrees to comply and to enforce all health and safety mandates and guidelines of USA Swim- ming, New Mexico Swimming, the State of New Mexico and the City of Albuquerque.
