From the Handicap Committee Questions for the Handicap Committee may be submitted to: WCCFOXHC@gmail.com Mission Statement: The combined Handicap Committee for Weymouth/Fox Meadow has a very simple mission: ensure that all competitions conducted by the Men’s Golf Association are contested on a level playing field that allows each competitor a reasonable chance to win if that competitor plays well in that event. Governance & Purpose Weymouth Country Club and Fox Meadow Country Club are members of the Northern Ohio Golf Association (NOGA), a regional designee of the United States Golf Association (USGA). To facilitate participation in the many NOGA tournaments held each year throughout the region, and to establish handicaps for our club events, our members must adhere to all the rules and decisions defined by the USGA. Each golf club or golf association utilizing the USGA Handicap System must appoint a Handicap Committee to ensure the integrity of the Handicap Index issued for its members. Weymouth Country Club and Fox Meadow Country Club have a single combined Handicap Committee as a way to ensure uniformity in peer review. The purpose of the USGA Handicap System is to make the game of golf more enjoyable by enabling players of differing abilities to compete on an equitable basis. The System provides a fair Course Handicap for each player, regardless of ability, and adjusts a player's Handicap Index up or down as the player's game changes. At the same time, the System disregards high scores that bear little 7
relation to the player's potential ability and promotes continuity by making a Handicap Index continuous from one playing season or year to the next. In addition, the USGA Handicap System is based on two important premises: each player will try to make the best score on each hole in every round, regardless of where the round is played, and that the player will post EVERY eligible round for peer review (refer to USGA Handicap System, section 5-1 for eligible vs. ineligible scores, or refer to the “Posting Scores” section below). The player and the player’s Handicap Committee share responsibility for adhering to these premises. Each member can help the Committee and their Club ensure this system works by following a few simple guidelines: Understand and follow Equitable Stroke Control (refer to section 4-3, or as noted below) and use it when posting scores Post EVERY eligible score upon completion of your round Participate in the Peer Review process by encouraging peers to post their scores upon completion of each round Peer Review The Handicap Committee will be reviewing Handicap Indices on a regular basis throughout the golfing season, and has the responsibility to ensure that each player has a Handicap Index reflecting potential ability. The Handicap Index is not an indicator of an “average” or “most likely” score. It’s about potential. Each club member will have their GHIN Handicap Index revised every two weeks during the active season (March 1st – November 30). Handicaps will be prominently posted in designated locations at both clubs so that members may review the Handicap Index of any club member, along with the number of rounds posted. 8
2019 Tournament Handicap Summary After reviewing the results of the 2018 season and the progress made as a Committee, we have made significant changes for 2019 regarding Handicaps for Tournament play Summary of 2019 Tournament Handicap Calculation (please see pages 7-19 for complete policies and Qualifications for Tournament Play) Tournament Handicap is initially based on “current” GHIN index at the appropriate cutoff date for each tournament GHIN index is routinely reviewed by the Handicap Committee for validity and compared to a “new” TPI (Tournament Player Index) calculation (pg. 10); Tournament Handicap may be reduced based on difference Minimum number of posted scores in GHIN (Tournament & non-Tournament) are required throughout the year (Ladder); handicap penalties will be applied if not met Season-long match play Handicaps start with 11/1/18 index and can go down (but not up) during the season (based on GHIN or TPI) New members and Invitational guest participants have to meet specific requirements and may receive further review/adjustments It is EXPECTED that scores from ALL eligible rounds are posted in GHIN within 24 hours of round completion! 2019 Tournament Play As stated in the summary, the starting point for determining a player’s tournament handicap for events other than season-long match play will be the player’s “current” GHIN index at the appropriate cutoff date in advance of each tournament. As stated in section 8-4 of the USGA Handicap System, A player must earn a Handicap Index. No player has an inherent right to 9
a Handicap Index without providing full evidence of ability to the golf club’s Handicap Committee. As part of the ongoing Peer Review Process the Committee reserves the right to adjust the player’s current GHIN index for any tournament for the following reasons: Player does not post scores to GHIN for eligible rounds played Historical tournament scores are inconsistent with current GHIN index Player does not have adequate tournament scores posted in GHIN Player does not have at least 20 scores posted in GHIN during the most recent 12 months Player fails to meet current year “Ladder” requirements established by Golf Committee (see Qualifications for Tournament Play) During 2018 the Tournament Playing Index (TPI) was “run” on every player for every tournament and the formula utilized was not disclosed to the membership. The TPI will still be periodically “run” in 2019 and the formula has been adjusted. We are sharing how the formula is being computed for 2019. In order to have a TPI, a player must have at least 4 tournament scores posted in GHIN in the previous 12 months. If there are less than 4 tournament scores during that time, the Committee may use scores from the previous year to get 4 scores. Similar to the “normal” GHIN calculation, the TPI will be computed based on the best 50% of the tournament scores posted during the previous 12 months (i.e. 10 of 20; 5 of 10; 2 of 4). The TPI will be “run” four times during the season (4/15, 6/1, 7/1, 8/1). The TPI computed on those dates will be compared to the player’s GHIN revision as of that date. For those players whose TPI is 2 or more strokes lower than their GHIN at that time, the TPI will be used as that player’s handicap index for that tournament and for 10
all tournaments until the next TPI/GHIN revision and comparison opportunity (see TPI dates). Players with tournament scores of -5 (NET) or lower may also be subject to a handicap reduction if the TPI adjustment does not adequately address the difference between “current” GHIN index and the tournament score differential. As mentioned previously, players who do not have adequate tournament scores in their GHIN record OR 20 scores posted in GHIN during the most previous 12 months OR do not meet the current “Ladder” requirement established by the Golf Committee will have their handicap for tournament play subject to the following reductions (must meet ALL criteria to avoid reduction): Course Handicap Reduction 0-4 50% 5-11 40% 12-17 30% 18+ 25% Season-Long Match Play Because match play events begin before many members have the ability to get many rounds in during 2019, the starting point for match play handicaps will be the 11/1/18 GHIN index. The adjustments described above due to TPI differential, low NET tournament scores, or a lack of tournament scores will also be applied in determining the handicap to be used for match play. During the course of the match play events, a player’s handicap cannot go up, but it can come down. All match play participants still alive in the event will be subject to handicap reductions on the 1st and 15th of each month if a downward adjustment is warranted based on their playing record. 11
Member-Guest Invitational Tournament (new for 2019) The process for members will follow the non-match play system described above. For guests, EVERY guest participating in the Invitational MUST have a GHIN (or equivalent from their state) + a minimum of 10 scores posted in that system from Aug.1, 2018 to July 15, 2019. Please speak to the golf staff for instructions on how your guest may add a GHIN to your member account. This is a fantastic service being offered by our Clubs. Guests who do not have the appropriate index will be able to play with the following reduction: Course Handicap Reduction 0-4 50% 5-11 40% 12-17 30% 18+ 25% The Committee also reserves the right to adjust the guest’s handicap due to the following: Playing record with an inadequate number of scores Prior Member-Guest Invitational performance inconsistent with current GHIN (or state equivalent) index Equitable Stroke Control (ESC) Equitable Stroke Control (ESC) is a required component of a USGA Handicap Index. ESC limits the number of strokes a golfer may report on any hole for handicap purposes. For handicap purposes only, the posted score for any hole must be adjusted as follows: Course Handicap Maximum Score on any Hole 9 or less Double Bogey 10 through 19 7 20 through 29 8 30 through 39 9 40 or more 10 12
The game of golf is based on the premise that the player will play as well as the player can play. Under the USGA Handicap System, each player is required to record a hole score for any hole not finished, not played, or not playable under the principles of the “Rules of Golf,” and to reduce any hole score when it is higher than the maximum number allowed under ESC. Holes not played, holes not finished, holes conceded A player who starts, but does not complete a hole or is conceded a stroke must record for handicap purposes the most likely score. The most likely score may not exceed the player’s ESC limit. The most likely score should be preceded by an “X.” The most likely score consists of the number of strokes already taken plus, in the player’s best judgement, the number of strokes the player would take to complete the hole from that position more than half the time. When a hole is not started, or not played in accordance with the principles of “Rules of Golf,” the score to be entered for handicap purposes is par (for the hole) plus any handicap strokes the player is entitled to, based on Course Handicap. Posting Scores All match play events will be posted as tournament scores by the Golf Staff. Scorecards for other tournament events will be collected at the end of play each day and tournament scores will be posted by the Golf Staff. After completing 18 holes with an eligible non-tournament round, the player must post his score for peer review. This may be done at the computer in the Pro Shop designated for such use, or via the Internet using the GHIN service. GHIN also provides a free app for use on a smartphone to facilitate posting of scores, and the review of other player’s scores and handicap history. 13
If you have questions concerning any of the above procedures, please ask one of your Handicap Committee members or your Golf Professionals for assistance. As a Weymouth/Fox Meadow member, you are required to post your score under the following conditions: You play a round at home or away during an active season at the course you played. You play in any form of play; match play, stroke play, even team play, in which you play your own ball. You play at least 7 holes (post a 9-hole score) or 13 holes (post an 18-hole score). On the holes you didn’t play record par plus any handicap strokes you would have received. Do not post scores under the following circumstances: **NEW USGA Handicap Regulation 2016** o When playing alone. If you play fewer than 7 holes. When you play in a competition limiting the number of clubs used, such as a one-club or irons-only event. When an 18-hole course is less than 3000 yards. When an event is not played under the Rules of Golf, such as a “scramble” or “shamble.” When you play a course currently observing an inactive season. Penalty Score for Failure to Post If a player fails to post an acceptable score as soon as practicable after completion of the round, the Handicap Committee may do one of the following: 1. Post the actual score made by the player; 2. Post a penalty score equal to the lowest Handicap Differential in the scoring record; 3. Post the actual score and a penalty score. The Handicap Committee is not required to notify the player prior to posting a penalty score. 14
The Handicap Committee will periodically reviewtee sheets to ensure that all appropriate scores are being posted in GHIN in accordance with the USGA rules. If the Committee finds that scores are not properly recorded or not being recorded at all, the Committee can apply a score of 72 from the tees the player normally plays (with or without a prior warning being issued). If any questions should arise please email the handicap committee. All NOGA events completed must be recorded as either a Home or Away Tournament scores! While it is each player’s ethical responsibility to enter these scores promptly and accurately, the Committee may also review NOGA tournament activity and take corrective action if necessary. New Members We encourage new members to participate in tournaments but we cannot allow that participation at the expense of fair and equitable competition for longer-standing members. If new members cannot meet GHIN (or equivalent), tournament, 12-month score, and “Ladder” requirements applied to longer-standing members, the Handicap Committee may apply handicap reductions or establish a Tournament Player Index deemed appropriate by the Committee for the new member. Tournament Performance Review In order to protect the field, the Handicap Committee is required to review and reduce a player’s Handicap Index for exceptional tournament scores prior to any event. The procedure for this reduction is outlined in the USGA Handicap System, section 10-3. The Handicap Committee may also reduce a player’s index between rounds of a multi-round tournament as outlined in the USGA Handicap System, section 9-2b. In summary, the goal of the Handicap Committee is to provide fair tournament competition at Weymouth and Fox Meadow Country Clubs. Golf is a game of integrity, and we believe our members prefer it that way. There are times when steps must be taken to 15
protect the integrity of the competition, and the Handicap Committee is required and broadly empowered by the USGA to take any necessary actions needed to ensure a level playing field. We thank the membership for their participation and cooperation and look forward to a fun and competitive 2019 tournament season! CANCELLATION\NO SHOW & WITHDRAWAL POLICY Participants in club events must be respectful of the preparation and cost involved in hosting each of our tournaments. Canceling after the posted deadlines listed on the tournament schedule or in Golf Genius (or “no-showing”/withdrawing) causes significant additional labor for our golf professionals and their teams (flighting/pairings) and additional cost (reprinting materials). If a member cancels his/her entry after the posted deadline, “no- shows” for the event, or withdraws before completion of the event, the member will be subject to the following: 1. ALL tournament fees will be billed to the member and are final and non-refundable. 2. Repeat offenders of the policy may be subject to review by the Men’s Golf Association and eligibility for future tournaments may be suspended. White Tee Policy Members and guests may play the White Tees under the following: If the player has a minimum handicap index being used for the tournament of 15 or higher AND his age plus handicap index being used for the tournament = 85 or higher, the player may play the event from the White Tees. If the member chooses to play the event from the White Tees, his handicap will be adjusted in accordance with USGA rule 3-5. Please speak with the golf staff if you have questions about the application of this policy. 17
Qualifications for Tournament Play 1. In order to be eligible for tournament play, each entrant must be a Full Golf Member in good standing. Children of Full Golf Members who have reached the age of 19 and are not older than 23 years old (at the time of the tournament), who are full- time students or serving in the military and meet all qualifications for tournament play may participate. If participating in a two-person team event, the “child” MUST play with his/her parent (new for 2019). 2. All players must adhere to the following “Ladder” of eligible 2019 scores posted in GHIN by the registration/cancellation deadline for each major tournament listed below or a tournament handicap penalty will be imposed by the Handicap Committee: a. Member-Member: 5 scores posted by 5/29/19 b. Tradition: 10 scores posted by 7/3/19 c. Club Championship (non-scratch flights only): 15 scores by 8/21/19 3. Interclub: 20 scores by 9/18/19 a. 4. The Interclub Team shall be comprised of a. Golf Professional b. Club Champ. & Sr. Club Champ. (Championship Flights) c. Individual Season Long Match Play Champion (Top Flight) d. Top players available on Season-Long Points List 5. Season-Long Match Play a. Each round of individual matches will have a tee time on the day of the deadline. If the match has not been played prior to that time, and only one of the participants is present, that participant will advance. If neither player shows, a coin flip will determine the winner. b. Each round of two-man matches will have a tee time on the day of the deadline. If the match has not been played prior to that time and neither team is present, and only one of the participants is present, that participant will advance. If neither team shows, a coin flip will determine the winner. A match can be played with one team member from each/either team present. 18
c. Once the match is over, scoring for all remaining un- played holes shall be recorded as par plus any handicap strokes to which players are entitled. 6. Only equipment that conforms to current USGA regulations is permitted. Use of non-conforming equipment will result in disqualification. 7. All players must exchange scorecards with their opponents prior to the start of each tournament round for the duration of that round. All scorecards must have signatures from both opponents. 8. By signing up to participate in a tournament, the member agrees to abide by all qualifications of tournament play. Hole-In-One Program* We are pleased to continue the successful Hole-In-One Program. Started in 2017, Fox & Weymouth Full Golfing Members were charged $3 when a hole-in-one was made at either Club by a Full Golf Member. ALL Full Golf Members are automatically included in this program! Full Golf Members who participate in the Hole-In-One Club are awarded 50% of the prize pool (capped at $500) to be used in the Clubhouse and Golf Shop. (Prize pool = $3 * number of participating Full Golf Members) The remaining balance will go to the Men's Golf Association and used primarily to enhance member tournaments and a trophy or plaque will also be awarded from the MGA. Prize Pool proceeds for Holes-In- One made by Full Golf participating members of the Ladies Golf Association will be split between the member and the LGA. A hole-in-one must be made between the dates of March 1 and November 30, inclusive, and must be witnessed by another player during the course of a 9 or 18-hole round. If you elect to not participate in the Hole-In-One Program, you must opt-out on or before April 1st 2019. If you opt-out for 2019, you cannot not opt back in until 2020. To be eligible to collect your prize you MUST be in the program for the current year. You must contact your Club Accountant in order by 4/1/2019. *To be eligible for the Hole-in-One Club you must be a Full Golf Member or a golfing spouse eligible for tournament play as defined for the Full Golf Member. Dependent Children of Full Golf Members are NOT eligible for the Hole-In-One Program. 19

Fox Meadow Country Club Weymouth Country Club Couples Match Play Schedule: Couples Match play with Bracket. Each round will alternate between Fox and Weymouth. Matches can be played at either course if both couples agree. Each round of matches will have a deadline that the match must be played by. There will be a tee time made for the day of deadline. If the match has not been played for whatever reason, the couple that shows up for that tee time on the day of the deadline will advance. Men playoff the BLUE Tees, women play the RED Tees. Format: Two - person Better Ball Match Play Tournament. Each match will play off of the lowest handicap per match in each round. Your handicap cannot increase during the tournament; however, if it lowers, you will play to this index. All matches will be played off the low handicap in the group. Field: 32 Couples – 1 Bracket.
