Selection Process of the Executive Secretary of OLADE Period 2020 - 2022 1 EXECUTIVE SUMMARY OLADE's MISSION is “to contribute to the integration, sustainable development and energy security of the region, advising and promoting cooperation and coordination among its Member Countries”. OLADE's VISION is to become “the political Organization of technical support, through which its member states make common efforts for regional and sub-regional energy integration.” The official Candidacy of Uruguay for the Executive Secretariat of OLADE in the period 2020-2022 is based on two fundamental pillars: Competencies and suitability of Eng. Alfonso Blanco Bonilla for the Executive Secretariat based on the achievements at the head of OLADE during the 2017-2019 period, the extensive and recognized work in the sector at the regional level linked to government bodies, international organizations and multilateral development banks. GENERAL OBJECTIVE for the 2020-2022 Administration for the Executive Secretariat of OLADE Continue the profound consolidation process of OLADE as the main technical reference organization in Latin America and the Caribbean in matters related to energy that works in the support and technical assistance of its Member Countries to ensure reliable, safe, sustainable and in economically convenient conditions provision and supply of energy; encouraging, supporting and coordinating processes aimed at regional energy complementarity and integration. 3
Selection Process of the Executive Secretary of OLADE Period 2020 - 2022 To achieve the General Objective of the Period, 5 Strategic Pillars with the same level of importance are established: OLADE's Institutional, Financial and Organizational Pillar The process of continuous improvement will be deepened at the level of the functional and financing structure of OLADE which has allowed a financially sustainable operation and to fulfill the main duties and obligations set for the Organization and strictly comply with the objectives and expected results of the Triennial Management Plan. Continue the process of professionalization, technical improvement and high specialization of the Organization from a modern, dynamic and flexible organization generated from the strengthening of the technical staff. Strengthening of the Information Systems Pillar Expand the scope, contribution of indicators and analysis from the unique and complete Platform generated for Energy Information at the Latin American and Caribbean level, which integrates in a modern, dynamic, updated and transparent way all the relevant information of the energy system, through the work, synergy and support of OLADE with other agencies; understanding that the availability and quality of regional information is a key element for the regional and international positioning of OLADE. Regional Energy Complementarity, Integration and International Representation Pillar Take advantage of OLADE's strengths based on a trajectory of more than 45 years in regional integration and projecting the Organization in regional representation in the global scope of discussion fields, representing common regional interests and aligned with a clear objective of sustainable energy development of LAC. This, by promoting and supporting the processes of energy complementarity, integration and technical cooperation that enable the identification, formulation and execution of energy projects of common interest among the Member Countries. Strengthening of Technical Capacities and Support to Sector Policies of Member Countries Pillar Deepen the change achieved at the level of support in strengthening the technical capacities at the sector level of the Member Countries to support the development of energy planning and sectoral policies. Security of Energy Supply, Access and Sustainable Energy Pillar To deepen the scope of the actions undertaken to support the Member Countries in improving the conditions of access and security of energy supply under social, technical and economically convenient conditions, promoting the incorporation of clean energy sources and efficient technologies. Alfonso Blanco Bonilla Meeting of Ministers of OLADE Council of Experts of OLADE Dear Ministers and National Coordinators of OLADE, In 2016 I was proud to be elected Executive Secretary of the Latin American and Caribbean Energy Organization. On that occasion, an important challenge was posed that was to bring the organism to the purpose of its creation in 1973 from its constitutive Agreement and thus re-found some key components of OLADE that would allow the organization to project itself according to its potential and contemplating the challenging juncture of the energy sector of our region. Even though the regional reality presented great difficulties for the fulfillment of the originally proposed objectives, there is a wide recognition in the fulfillment of the goals and the role that OLADE has in the region today. We can say with deep satisfaction that we have met the challenge and have taken the organization to a prominent position at the regional level. It is difficult to identify an area of discussion of energy issues in which OLADE is not present, a space in which the organization is not consulted or a dialogue platform from which we are excluded. The organization's link with other global actors has deepened, we have strengthened the link with the private sector, we have strengthened the institutional framework, we have developed a clear value proposal to the region and directly supported our member countries in key areas. Of course, there are still many things to work, to achieve, because a period of three years is not enough to implement a vision and carry out a total transformation. A transformation that has been based on strengthening our common points throughout the region, motivating the integration of our Latin America and the Caribbean as a WHOLE, under strict compliance with the Lima Agreement and understanding that unity strengthens us and demolishes existing asymmetries between our region and the rest of the world. It is also the Lima Agreement that motivates the continuity of the processes that are valued as successful by enabling the possibility of re-election for a period of three additional years, with the implicit message that a single period of three years does not allow to implement a vision and observe tangible results. Although we have made great progress, I also understand that the situation in the region is highly complex. Our organization is at a point of unstable equilibrium in which proven experience, technical solvency and political representativeness are required to dominate the uncertain near future. Therefore, and with the results of a management behind that endorse my commitment and dedication to regional integration and strict compliance with the Lima Agreement, I ask for your vote of confidence to support the Candidacy presented by Uruguay to my re-election as Executive Secretary OLADE and continue to build and strengthen this example of regional integration that is OLADE. Selection Process of the Executive Secretary of OLADE Period 2020 - 2022 3 PREAMBLE In recent years, profound weakening processes of many of the regional and global multilateral dialogue platforms have been observed; this has led to the fact that some of the multilateral content dialogue initiatives have been dismantled or their scope of action has been deactivated. The vision aimed at basing the relationship of nations based on, almost exclusively, bilateral ties and a strong focus of countries on internal issues, is part of this observed reality, which is also accompanied by complex scenarios in global geopolitics, with explicit commercial conflicts between geographical blocks and that already has negative effects on the regional economy. This, the result of a gradual weakening in the international prices of many of the tradable goods that sustain the economy of Latin America and the Caribbean and that are the cause of a noticeable slowdown of the economy of many of our nations. However, in this complex regional scenario that has been observed for some years, OLADE, in the same period, has managed to recover much of the lost space as a key player in regional integration and has made a notable contribution to strengthening the international positioning of the LAC energy sector globally. In this regard, facing this gradual weakening of multilateralism, OLADE has not only managed to stand, but has been strengthened in its technical actions and direct support to its Member Countries, all from the implementation of a strategy of institutional strengthening and operational efficiency that was originally proposed and defined in the Management Plan of the current administration. Even though the region has experienced economic crisis situations in recent years which have also affected the financial situation of the Organization, OLADE's support and technical work for all its Member Countries has remained unaffected. It is possible to argue with solid evidence that in the last administration OLADE has managed to expand its actions, improve its operational efficiency, respond to the needs of the LAC energy sector assertively, respond to the demands of its Member Countries and support the processes of change that it demands the new energy scenario for the region and that is conditioned by the energy transitions necessary to develop less carbon-intensive economies. Thus, in the three-year period most of the necessary structural changes have been made at the level of the Organization and the results of this institutional transformation have begun to be observed. However, three years is not enough to consolidate a vision. It requires the continuity of the strategies and ensure leadership so that this change is observed at the level of tangible final results and also requires an area of stability and political leadership that does not expose the organism to new external threats conditioned by the complex international geopolitical structure. The candidacy for the re-election of Eng. Alfonso Blanco to the Executive Secretariat of OLADE that Uruguay officially presents is not only a candidacy that is supported by the continuity of a process of transformation and institutional strengthening that has proven to be successful and is already initiated, but one that constitutes a proposal which ensures institutional growth and strengthening even in economic and geopolitical contexts that could be adverse and diverse for our region. 6
Selection Process of the Executive Secretary of OLADE Period 2020 - 2022 4 LEGAL AND INSTITUTIONAL FRAMEWORK: LIMA AGREEMENT The Latin American Energy Organization (OLADE), created by the Convention of Lima in November 1973 is the organization of COOPERATION, COORDINATION and ADVICE, whose main purpose is the regional energy INTEGRATION, PROTECTION, CONSERVATION, RATIONAL utilization, MARKETING, and DEFENSE of the energy resources Region. The Lima Agreement is a declaration about the SOVEREIGNTY of LAC nations regarding decisions about the development and use of the natural resources: “Member Countries in order to utilize fully and defend the natural resources of each country and of the region as a whole, using such resources in the way in which each country - exercising its indisputable sovereign rights - deems most suitable for its national interests; and for individual and collective defense against all actions, sanctions or coercion that may be applied against any one of them, as a result of any measures they may have adopted to safeguard and utilize such resources in implementing their plans for economic and social development”. The Lima Agreement is a document that supports regional agreements and promotes INTEGRATION and ENERGY SECURITY initiatives in LAC: “Considering the possibility of use of natural resources, particularly energy, as a factor of regional integration ... "; "… reaffirm the need of solidarity actions coordination by the Latin American Energy Organization ... ";" ..., seeking to preserve natural resources, particularly energy sources". The re-election is planned as a mechanism to allow the continuity of an administration, knowing that a period of three years is not enough to close a cycle. Likewise, the re-election allows reducing the operating costs of the organization, a critical aspect in financial illiquidity scenarios. 6 ACHIEVEMENTS - 2017-2019 6.1 Important results of the period: During the 2017-2019 administration, it has been achieved: deeply expand the actions of the organism; improve its operational efficiency; respond to the specific needs of the LAC energy sector assertively and proactively; respond to the specific claims of its Member Countries; and, support the change processes demanded by the new energy scenario for the region to develop less carbon-intensive economies. Selection Process of the Executive Secretary of OLADE Period 2020 - 2022 10 ACTION PLAN The Action Plan will be prepared during the first two months of the administration, which is a key component of this strategic planning document. The Action Plan incorporates details of how to proceed for the implementation and enforcement of the strategic objectives and the achievement of the defined goals. Additionally, the Annual Operating Plan and the Budget that incorporate the resource allocation and the budget required for the development of each activity to be carried out in each year will be prepared. 11 CONTENT OF THE PROPOSAL CONSIDERING THE LIMA AGREEMENT We understand that the actions proposed in this Triennial Management Plan fall within the functions of OLADE as established in the Lima Agreement: ▪ Regarding energy security, integration and access: Promoting solidarity action among Member Countries for the use and protection of energy resources (Article 3.a); join efforts to promote independent development of energy resources and capacities; among Member Countries encourage the implementation of energy projects of common interest; promote the development of energy transportation and energy transmission (sea, river and land), promoting their coordination and complementarity, so that translates into the optimal use (Article 3.b) (Articles 3.g); ▪ Support LAC countries in developing Energy Policies, Institutions and integration processes: Promote effective and rational policy (exploitation, processing and marketing) of energy resources and promote the formation and development of common energy policies as a factor of regional integration (Articles 3.cy 3-m); ▪ South-South Cooperation: To contribute to understanding and cooperation among Member Countries to facilitate the proper utilization of their shared natural energy resources and avoid significant harm (Article 3.h); Foster among Member Countries technical cooperation, exchange and dissemination of scientific, legal and contractual information and encourage the development and diffusion of technologies in energy-related activities (Article 3-n); ▪ Regarding energy security and energy markets: Promote and coordinate direct negotiations aimed at ensuring a stable and adequate energy required for the integral development of countries (Article 3.e) supply; Promote the creation of a Latin American energy market, starting this effort with the promotion of a pricing policy to help to ensure a fair participation of Member Countries in the benefits derived from the development of the energy sector (Article 3.l); ▪ Energy and sustainable development: To promote the preservation of energy resources of the region from its Rational Use (Article 3.d); Advocating the industrialization of energy resources and the expansion of industries to make production of energy (Article 3 f) possible; Promote among Member Countries the adoption of effective measures to prevent environmental pollution during exploitation, transport, storage and use of energy resources within the region (Article 3rd); ▪ Instruments for access to funding: Promote the creation of a financial institution to carry out energy projects and energy related projects in the region (Article 3.i). 16
