Adults can play with multiple players) There will also be Professional Coaching throughout the season for selected Juniors. Dates of these sessions will be published at a later date. This will be subject to an extra charge. The Trophy Guy Junior & Clubgolf Open Competition Sunday 26th July 2020 18 Hole Open Medal Competition (White Tees) – Tee off time between 12pm – 2pm Junior Flag event (Blue Tees) – Tee off times between 2.15pm – 3.15pm Chisholm Roofing Ltd Junior Matchplay Knockout - For Players with Handicaps This will be a knockout Matchplay competition with FULL HANDICAP allowance. This will be played throughout the season. It is the responsibility of both players to organise a date to play the event. If game is not played prior to published dates. Junior committee will pick player to proceed to next round. NFU Mutual Fun 9 Hole Blue Tee Order of Merit Competitions – Open to ALL Clubgolf Members Weekly 9 Hole Clubgolf Competitions running from May through to the end of September. These will start on the Tuesday and finish on the Monday nights each week.
Played from the Blue Tees and will include Holes 1-9. Players may play any day and as many times as they wish per week Adults can play along with Child from Blue Tees for £3. (Deposit money through office letterbox in clubhouse in envelope marked with date and name for attention of Andy Lawrie) Use Scorecards supplied in Locker Rooms. New player handicaps will be issued after playing first 9 holes. NFU Mutual 9 Hole Yellow Tee Order of Merit Competitions - For Players with Handicaps A Draw will be organised the week before the competition and published through Torwoodlee Juniors Facebook Page & Club email system. Entry will be done via Facebook Page or by contacting Andy or Brian. Dates for these competitions will be organised throughout the season. To obtain a Handicap from Yellow Tees players should hand in 9 Hole or 18 Hole scorecards or take part in the competitions listed below. Handicaps will be issued on completion of 3 cards. Players will be able to play for their handicap throughout the season. Down to Earth Foods Ltd 18 Hole Strokeplay Order of Merit - For Players with Handicaps A Draw will be organised the week before the competition and published through Torwoodlee Juniors Facebook Page & Club email system. Entry will be done via Facebook Page or by contacting Andy or Brian. Dates for these competitions will be organised throughout the season. The Trophy Guy Junior Club Championship Junior Scratch & Handicap Championships will take place with the Finals taking place on the Club’s Championship Finals day. Qualifying competitions will be organised prior to finals day. Players who qualify and are unable to make the finals day will be replaced by the closest qualifier.
TORWOODLEE GOLF CLUB CONSTITUTION 1) Name a) The name of the Club shall be Torwoodlee Golf Club, hereafter referred to as ‘the Club’. b) The Club shall affiliate to Scottish Golf Limited and the Border Golfers’ Association. 2) Objectives a) The Club shall hold the following as its aims and objectives and shall always strive to fulfil these aims and objectives: i. To fulfil the general objectives and functions of a Golf Club, and undertake such activities as may be reasonably necessary and/or incidental to such objectives; ii. To generally promote the game of golf for the benefit of members and the local community; iii. To promote and abide by the Rules of Golf as they are fixed from time to time by The R&A; iv. To provide access to golf for players of all standards in a friendly and welcoming atmosphere that does not discriminate on the grounds of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, sexual orientation, political or other opinion. v. To arrange competitions and matches for members; vi. To lease and/or purchase land and/or equipment suitable for the purposes and functions of the Club; vii. To sell and deal in alcohol, mineral/aerated water, cigars, cigarettes, tobacco, matches, other related products as well as refreshments, foodstuffs and golfing equipment in accordance with the provisions of any licensing laws and by obtaining the necessary statutory consents and licences for this. 3) Membership a) The membership of the Club shall consist of the following Classes of membership. Any reference to age shall be determined by the relevant age reached before 1 st October immediately prior to the AGM; i. 'Full Members'; ii. 'Country Members' (being persons resident out with 17 miles of the course); iii. 'Young Adult 22-25' (being persons between 22 to 25 years of age); iv. 'Youth 18-21' (being persons between 18 to 21 years of age); v. 'Term Members’ (being persons who have purchased a full membership for a specified period); vi. 'Honorary life members' (being persons, who have rendered outstanding service and who, on the recommendation of the committee, have been elected to Life Membership by the club in a General Meeting); vii. '5-day members' (being persons who may play over the course and use the clubhouse subject to such restrictions as the committee may determine); viii. 'Youth 16-17' (being persons of 16 & 17 years of age); ix. 'Club Golf Junior members' (being any person under 16 years of age);
x. 'Employee Members' (being members who are employed by the club); xi. 'Social Members' (being persons entitled to use the Clubhouse facilities available to members. They may play the course on the same basis as a non-member. The committee may waive this restriction in social/family/fun type competitions); xii. 'Beginner Member (non-competitive)' (being any person who has not previously held a CONGU handicap or been a playing member of a golf club in the preceding 5 years). A person may transfer to another membership category on payment of the appropriate fee; xiii. The committee may introduce a new category during any year on a trial basis for 2 years; b) The Club may also admit 'Temporary members'. Persons admitted as Temporary Members may be granted such privileges of the Course and Clubhouse as the Committee shall determine. The terms of Temporary membership shall be those fixed by the Committee from time to time. Any payment requested of Temporary Members shall be payable in advance. c) Annual subscriptions for each category of membership to join the Club shall be decided by the Management Committee but shall not be less than that specified in the Bylaws. d) All members joining the Club shall be deemed to accept the terms of this Constitution and any Bylaws from time to time adopted by the Club including the requirement to conduct themselves in accordance with any conduct rules, equity policy and disciplinary procedures. e) Membership is open to all, and no application shall be refused on grounds of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, sexual orientation, political or other opinion. f) All members except those who have joined as Category 3)a)vii to 3)a)xii members are entitled to vote at any Annual or General Meeting of the club. g) The Management Committee may if deemed necessary set an entrance fee for each category of membership and shall have the authority to waive the payment of the whole or any part of an entrance fee in any individual case in which they shall consider it to be in the interests of the Club to do so. h) Annual subscriptions shall be due on 1st October each year and must be paid by 31st October. If any member’s annual subscription has not been paid by 30th November then membership shall be automatically terminated. Termination shall be intimated to the member in writing by the Secretary or Membership Secretary. No Member shall be entitled to enter any competition unless payment of the annual subscription has been made or arrangements made to pay the same by instalments agreed by the Management Committee. i) Subscriptions shall be fixed by the Management Committee. The annual change in subscription will be no more than the annual rate of inflation for the month ending 30 th September as determined by Consumer Prices Index published by the Office of National Statistics, or 5% of the previous year's subscription, whichever is the greater. Any change proposed above these amounts shall require to be approved by the Members at a General Meeting of the Club. j) If the conduct of any member, either in or out of the clubhouse, on the course, or elsewhere is such that it appears to the Management Committee to impair the character or good standing of the club, or if any member wilfully disobeys any order of the Management Committee communicated to such member, or is in breach of any rule or by-law of the club, the Management Committee shall make a formal complaint to the Disciplinary and Conduct Committee who shall consider the complaint in terms of the disciplinary procedure of the Club.
k) Any person whose membership application is rejected, or any member who is expelled will have a right to appeal against rejection/expulsion and their appeal shall be heard by a sub- committee. This sub-committee shall comprise of members who were not involved in the original decision. An appeal against the decision of this sub-committee shall be heard at the next AGM. 4) Management of the Club a) There shall be a Management Committee responsible for the overall management of the Club which shall have the power to make Bylaws. The Management Committee will be elected by the members at the AGM. b) The Management Committee shall hold monthly meetings or more frequently as may be required for the despatch of all competent business. A meeting of the Management Committee may be called by the Management Committee Chairperson at any time, and the Secretary shall be bound to call such on a written requisition addressed to him by any three members of the Management Committee. c) The Management Committee shall invite Conveners of Sub-Committees of the Club as listed below to joint meetings at least 3 times per annum. d) There shall be the following Sub-Committees of the Club: i. Marketing ii. Membership iii. Greens iv. Bar/catering v. Social vi. Competition vii. Property viii. A trained wellbeing and protection officer. e) All voting Committee members must be members of the Club as described in Clause 3)f). f) Offices shall be held for 3 years and shall retire in rotation. g) The remit for each Sub-Committee shall be set by Management Committee. h) Each Sub-Committee shall have a chairperson who will report to the Management Committee and shall agree its own rules of operation subject to the terms of this Constitution. i) All Sub-Committees shall endeavor to comprise of 25% of either gender. 5) Composition and Responsibilities of Management Committee a) The Management Committee shall consist of the following office-bearers: i. Chairperson ii. Secretary iii. Treasurer iv. Assistant Treasurer v. Captain (Gents) vi. Captain (Ladies) vii. Other members co-opted by the Management Committee as required from time to time. viii. The management committee will endeavour to comprise of 25% of either gender.
b) The Chairperson will be elected at the Club AGM to serve for three years. c) The Captain and Vice-Captain will be elected at the Club AGM to serve for one year. d) The Management Committee shall: i. establish club policies and oversee the administration of those policies; ii. oversee the fiscal management of the club including setting annual subscriptions, membership categories, entrance fees, and level of audit requirement; iii. be responsible for the creation and enforcement of bylaws of the Club; iv. be responsible for ensuring the Club, its office-bearers and employees always have in place adequate and relevant insurance cover; v. appoint members of staff in accordance within approved budgets; vi. review, and if appropriate approve recommendations made by the Club's appointed Sub- Committees. vii. not have power to purchase, sell, or lease heritable property, or grant security over assets without the specific authority of members at a General Meeting. viii. have the power to obtain borrowing facilities on such terms and conditions as the Management Committee thinks advisable. e) The members of the Management Committee shall also be the trustees of the Club and shall hold any property of the Club in their name and shall be entitled to be sued or sue as trustees of the Club. They shall be indemnified by the Club where acting in good faith in their capacity as trustees of the club. f) Election to any position on the Management Committee cannot be limited by or discriminated on the ground of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, sexual orientation, political or other opinion. 6. General Meetings a) A General Meeting of the Club may be called by the Management Committee or by 20 or more Members of the Club eligible to vote submitting a written motion to the Secretary, setting out the rationale and basis for the General Meeting being called. b) No business shall be transacted at a General Meeting other than that of which notice has been given in the motion calling that General Meeting. c) At least 28 calendar days' notice of a General Meeting must be given to members of the Club eligible to vote as prescribed in Clause 3)f). Notice to members shall be deemed to have been served by the posting of a notice in the clubroom, and by notification to members registered email addresses or by posting on social media. d) Quorum of any General Meeting shall be thirty Club members eligible to vote as prescribed in Clause 3)f). If there are insufficient numbers of members to form a quorum, the Management Committee shall have the power to call a further General Meeting at which twenty members eligible to vote present shall form a quorum. e) Any decisions shall be reached by a simple majority of the members present eligible to vote as prescribed in Clause 3)f). 7. The Annual General Meeting a) The Annual General Meeting shall be held once per calendar year, during the months of November or December at a place and time determined by the Management Committee and
may be attended only by members eligible to vote as prescribed in Clause 3)f), and shall have as its main business: i. The presentation of the Management Committee Report for the past year. ii. The election of Management Committee members iii. The election of Sub Committee convenors. (If a sub Committee convenor is not elected at the meeting then one will be appointed by the management committee). iv. Approval of the minutes of the last Annual General Meeting and any other General Meetings held during that year v. Approval of the independently examined accounts for the last financial year and appointment of any independent examiner(s). vi. Consideration and approval of any changes to the Constitution vii. Deal with any other relevant business. b) An agenda giving notice of the Annual General Meeting must be circulated at least 14 calendar days in advance. Copies of the audited accounts shall be made available to Members in the clubrooms at least 7 calendar days in advance of the meeting. c) The quorum for any Annual General Meeting shall be thirty Club members. If there are insufficient numbers of members to form a quorum, the Management Committee shall call a further Annual General Meeting at which twenty members eligible to vote present shall form a quorum. d) Voting on any matters other than a change to the constitution shall be by simple majority of Club members present and voting. e) Each nomination shall require one proposer and one seconder who shall be voting members of the Club. f) Elections shall be conducted on a simple majority of Club members present and voting or voting by post/email. g) In the event that no person is voted in to a post or in the event of resignation or retiral from a position, the Management Committee will arrange for the duties to be undertaken, and may co- opt a member to undertake the duties of the post until the next general Meeting of the Club. 8. Voting at Annual or General Meetings a) All members who have the right to vote may do so by post or e-mail if they are unable to be present in person. b) Any member exercising their right under clause 8)a) shall do so by letter or email addressed to the Secretary, stating the member's postal address and stating clearly their vote in respect of the motion(s) set out in the Notice of the Annual or General Meeting, to reach the Secretary not later than 12 noon on the day before the date of the Meeting. c) Letters and emails must reach shall be returned to the Secretary by 12 noon on the day before the Meeting clearly marked ‘votes’. These votes will be counted along with those cast at the Meeting. d) In calculating a quorum of a Meeting, no account can be taken of those Members who have exercised their voting right by post/email.
9. Finance a) The financial year shall run from 1st October to 30th September. b) The Treasurer shall be responsible for securing the preparation of Annual Accounts of the Club and laying these before the Annual General Meeting. c) The accounts shall be certified by the Club's independent examiner(s) as approved at the Annual General Meeting. d) All payments drawn against the Club's funds shall be authorised by the Treasurer and one other office-bearer. e) No portion of the income and property shall be paid or transferred directly or indirectly by way of dividend, distribution, bonus or otherwise howsoever by way of profits to the members. 10. Dissolution or Winding Up of the Club a) The Club is non-profitmaking and all profits and surpluses will be used to maintain and or improve the Club facilities or to carry out the objectives of the Club. b) Upon dissolution of the club, any assets remaining after satisfaction of all debts and liabilities shall be given or transferred to another registered CASC, a registered charity or golf governing body, for use by them in related community sport. The organisation shall be determined by the members of the club by resolution passed at a General Meeting. c) In the event of dissolution, a member’s liability is limited to the subscription they have already paid. 11. The Constitution. a) The Constitution shall only be altered by consent of two thirds of voting members present at a properly constituted General Meeting. b) The Constitution and Bylaws in force from time to time shall be binding on the Club office- bearers and members. 12. Complaints a) All complaints must be made in writing and signed or emailed by the complainant(s) addressed to the Secretary. None shall be attended to unless this rule is complied with. The Secretary shall submit all such complaints to the Management Committee, who shall take the matter into their consideration, and they shall have the power to give such deliverance or order thereon as they consider necessary. ADDITIONAL COMPETITION INFORMATION Club Championships • Handicap Classes :- A = (under 6), B = (6 to 10), C = (11 to 15), D = (over 15) • Qualification will be based on the handicap of the player in the 1st Qualifying Competition. • Qualification will be based on the best two from 3 scores in the Championship Qualifiers. • Players will be seeded on the basis of the lowest aggregate of 2 scores. • In the event of a tie the player with the best 3rd score will be placed highest • If neither player has a 3rd score it will be the best score in the 3rd qualifier • The players with the Top 16 scores who are available will play in the Club Championship irrespective of their starting handicap class. • Any player whose scores are good enough to qualify in a lower handicap class must compete in the lower class) • There will be a fully seeded draw in each class with a maximum of 16 players in each class qualifying to play in the Matchplay during Championship week. Millennium Pairs • Gents Four Ball Better Ball Strokeplay Seniors Championship • Qualifying will take place during Tuesday Stroke Comp • Top 16 will qualify for knockout • Top Qualifier will receive the JA Brown Trophy • Knockout draw will be posted on board with dates to play ties by. Both parties responsible for organising ties. TT Sanderson Qualifier • The top two nett scores in each of the handicap categories will qualify to represent the club at the TT Sanderson competition at Peebles GC. In the event of someone being unavailable the next available person in that handicap category will qualify. Gents Champion of Champions • All members who have won an individual Saturday strokeplay event from October Medal 2016 to the Autumn Competition will qualify for the Champion of Champions (excluding Torwoodlee Open).
Hogg & Thorburn Order of Merit • Tuesday stroke competitions from first Tuesday in May to last Tuesday in August will count towards the OOM • The Top 10 nett scores each week will receive points • Prize vouchers will be awarded to the Top 6 in the OOM at the end of the season. Club Knockout Competitions • For all club knockout competitions, the ties both players are responsible for organising ties • In the event of an issue with organising a tie the player should contact the Competition Convener. • Extensions will only be granted in the event of exceptional circumstances such as weather or ill health.
