WELCOME On behalf of Touch New Zealand, we would like to welcome you to Takanini for the 2020 Bunnings Junior National Touch Championship. We especially would like to acknowledge your dedication to your Province and the sport. We realise that a lot of effort has gone into getting your team to Takanini and appreciate your time and energy thus far. We hope you have an enjoyable stay in Auckland City and a memorable experience at this event. OBJECTIVES OF THE EVENT Touch New Zealand holds this event annually in February. The tournament serves as a pathway to New Zealand age grade selection in the Touch NZ age grade pathway talent identification system (academy) and NZ U16’s & U18 NZ squads/teams. Along with crowning National age grade champions. Along with the paid staff, Touch New Zealand provides Selectors, Referees and Coaching Assessors from around New Zealand, As well as its dedicated volunteer Tournament Panel to ensure that the quality of the tournament is maintained and to maximise the experience of all participants.

CONDITIONS OF ENTRY Entries will be accepted provided the following conditions are met by participating provinces and their members. a) That all provincial officials and team members agree to abide by Touch New Zealand rules, regulations, policies and procedures at all times. b) That the provinces have met all conditions of membership in accordance with the Touch New Zealand constitution including being a full financial member, and being an incorporated society. c) That a full set of accounts from previous years have been submitted to Touch New Zealand d) The province has paid all entry and bond fees or other fees as required by Touch New Zealand. e) All entries are made on an official entry form and be received by the designated Touch New Zealand personnel by the closing date set. f) Any sponsorship restrictions communicated by Touch New Zealand must be fully adhered to. This includes the type of sponsorship and size restrictions on uniforms. g) All individuals representing the province must be an affiliated member of Touch New Zealand and the province they are representing. Not serving any judicial or disciplinary penalty under Touch New Zealand Judicial and Disciplinary procedures. Participating, in any capacity, in any unaffiliated competition or organisation. h) Touch New Zealand reserves the right to decline entry to any province or member who has outstanding debts and no agreed repayment in place. i) Each player has completed and signed the Tournament Participation Form and this is signed off by their Secretary/President or Chairperson
TEAM ADMINISTRATION/ENTRY FEE Components of the Nationals Administration Fee The team administration fee has two components; a. Direct Tournament costs b. Referee Panel, Coaching Assessors & Selectors travel and accommodation subsidy Direct Tournament Cost This covers all costs to run the event including clubrooms, sound system hire, ground hire and marking, toilet trailer, volunteer expenses, administration expenses such as telephone/postage etc, vehicle hire, medical services, officials travel and accommodation, rubbish collection and removal, pre-event travel for organisers, marketing, referees panel travel and accommodation, certificates, medals and trophies, prizes if no sponsor can be found television etc. Every effort is made to minimise these expenses. Referee Panel & Selectors Travel and Accommodation Subsidy In order to ensure the best coaching assessors, referees assessors and selectors are available and able to attend, a subsidy is provided to contribute to travel and accommodation expense. These volunteers donate their time and pay for a large proportion of their expenses including some travel and accommodation, all food, all clothing and uniforms, internal transport etc. This component of the team entry is a contribution only. TOURNAMENT UNIFORM POLICY The Touch New Zealand policy outlines the playing strip (uniform) criteria at all Touch New Zealand tournaments. This policy outlines the protection of sponsors for both the Provincial and National Associations, and restrictions on branding of uniforms and equipment. The policy is designed to protect the sponsors of Touch New Zealand who have sold the rights to promote their products at, or supply, Touch New Zealand Tournaments and Events. Touch New Zealand reserves the right to restrict all potential channels of promotion. However, all sponsorship restrictions that affect provinces will be communicated and reviewed annually. Sections of the policy appropriate for Managers are listed below. A full copy of the policy can be found on the Touch NZ Website.
1) Team numbering must be 1-18 inclusive. Players must retain the same playing number, which must match that on their team sheet, throughout the tournament. 2) The tops must have numbers no less than 16cm high on the back. 3) All players must wear shorts that sit above the knees. 4) Under Garments – The wearing of under garments, i.e. thermals, Skins, bike shorts and other types of apparel, whilst acceptable, MUST NOT BE VISIBLE during the course of play unless approved by the Tournament Manager due to extreme weather conditions. Compression Garments – The wearing of compression garments must be approved approvable by the Tournament Manager based upon medical grounds only, a medical certification must be submitted to the Tournament Manager 5 days prior to the tournament for approval. 5) Suitable footwear must be worn. Regulation Touch shoes are recommended. Bare feet, spikes, rugby boots (with removable sprigs), and Moulded boots with metal tipped cleats are NOT allowed. Footwear is required to be worn in the Sub-box by all registered team members (coaches, manager, players, etc.) 1. Player Uniform Provincial Associations are able to sell the rights to logos on provincial uniforms under the following restrictions; Type of Sponsor On Approval by Touch New Zealand Playing shirt/top No Restriction on placement of Sponsors logo Size must be no larger than 20cm x6cm Logo must not overlap the playing number Playing Shorts Sponsors logo either on front or back only, not both Size must be no larger than 10cm x 4cm Caps / Peaks Sponsor logo to appear once only Tracksuit/ Dress Shirt No restrictions on placement Shoes Manufacturers standard branding only Balls Touch New Zealand balls only where supplied Drink Bottles No restrictions on placement Team Equipment No restrictions on placement Provincial Associations are encouraged to check the sponsorship restrictions with the Touch New Zealand Tournaments Manager before selling opportunities to ensure the Touch New Zealand sponsorship policy is not breached. Touch New Zealand does not take responsibility for any loss due to a breach of this policy and any alterations to this policy that may be communicated from time to time. Any provincial teams breaching these restrictions will not be permitted to take the field.
MANAGERS INFORMATION AND REQUIREMENTS MANAGERS MEETING BRIEFING The Tour and Team managers briefing this season is via an online link system, the briefing will be available online from Thursday 6th February. Provinces will be provided with the link to access the briefing. Final Completed Team Registrations are required to be provided by 7pm Thursday 13th February by either email to pam@touchnz.co.nz or handed in at Tournament Information, upstairs of the rugby Club TEAM COMPLIANCE All teams must have completed in full the online registration process before Touch New Zealand on or before 31 January 2019. This information is used for website and selection purposes. All information is confidential. It is the responsibility of the team manager to ensure all information is true and correct. Up to sixteen players, only, can be registered for any one team for the duration of the tournament. (See the Tournament rules). A completed copy of the Touch NZ Tournament Participation Form (signed by the player) along with a copy of the Final Team Registration Form (including correct playing numbers for all players) signed by the Team Manager, is to be handed in at the Managers Meeting. After this time the registration system will be locked and changes not accepted. It is the responsibility of the team manager to ensure all information is true and correct. AGE AND IDENTIFICATION REQUIREMENTS Under the tournament rules, players will have to identify themselves and prove their age if challenged by the Tournament Director. Proof of age can be made by a drivers license, a copy of the player’s birth certificate or a passport. All managers should have a photocopy of each player’s proof of identification. The Tournament Director, and his or her subordinate, is the only person who may ask for the proof of age and identification. If there is a query on an opposition player’s age or identification, a protest must be placed in the normal manner.
SCORE CARDS The appointed referees will be responsible for supplying score cards and keeping the match score. We recommend you check the scores with the referee and other Team Manager at half time At the completion of the game, referees must confer on the game score and present the score card to the team captain, or Team Manager, for signing. The official score card will be returned by the referee to the Chair National Referee Panel or the appointed official. The National Referee Panel Chairperson, or the appointed official will lodge the official result with the Tournament Manager. Once the score card has been handed in, the result is final. Touch NZ Referee Operational Update – Darrin Sykes, Touch NZ National Director of Referees Approaching referees at halftime break to discuss refereeing concerns and/or match decisions Effective from the 2020 Junior Nationals if a captain/team management wish to speak to the referee team at halftime then they will now do so when there is one (1) minute remaining in the halftime break. This means that immediately at the halftime hooter that the referee team has time to do their debrief and get feedback from a Touch NZ National Referee Coach before the captain/team management approach. This operational update excludes a manager or team representative confirming the halftime score with the referee team. TOUCH NEW ZEALAND POLICIES & PROCEDURES Touch New Zealand policies specific to participation and conduct at tournaments must be adhered to and will be enforced during the tournament. A copy of these policies will be provided with this Information Pack. Any queries on these policies can be directed to the Touch New Zealand Tournament Manager, Guy Barton, at tournaments@touchnz.co.nz, or (021) 286-8243 The policies referred to are; Touch New Zealand Code of Conduct Touch New Zealand Eligibility Policy Touch New Zealand Tournament Uniform Policy Touch New Zealand Use of Personal Information and Images Waiver Touch NZ Judiciary Disciplinary & Appeal Procedures TOUCH BALLS An approved match ball will be provided on each field by the referees. This ball must be returned to the referee by the team in possession at the conclusion of the game.
COMPLAINTS—PROTESTS—APPEALS—DISCIPLINARY Complaint, protest and appeal forms can be obtained from the Tournament Director. Any player sent from the field of play must, with their team manager, present themselves at the Tournament Headquarters within 15 minutes of the finish of the game in which the dismissal took place. Disciplinary and appeal procedures will be held under the Touch New Zealand guidelines. Results of protests, appeals and disciplinary action will be posted on the result board after all parties involved have been informed. Protests against general referee decisions will not be considered. A protest must be lodged in writing within 15 minutes of the game conclusion. A protest fee of $50 must accompany the protest application. MARQUEES Provinces can provide their own marquees/gazebos, or hire marquees. The marquees/gazebos must be erected in the approved Marquee/Gazebo site. Please ensure your confirmed area with Tournament team before placement The responsibility for security, care and maintenance of the marquee/gazebo is that of the Provinces. Merchandise Tent Head along to the Merchandise tent to pick up some great deals. ASICS touch boots will be on sale with a special tournament discount if you buy them at Junior Nationals! Make sure to come try them on we have a range of sizes! Place your order & we will distribute them early the following week. Shop Hours: Saturday 9am – 4pm, Sunday 9am – 1pm. SECURITY The security of your tent area, and team gear, is your responsibility. Touch New Zealand will not be liable for any loss or damage to any of the equipment and or vehicles. Please ensure your tent is secure and tied down at the end of each day, and that your vehicles are locked at all times when you are at the park. BE WARNED events such as these attract thieves. All lost and found property will be held at the tournament headquarters administration area. RESTRICTED AREAS The following areas are “Out of Bounds” for the duration of the Tournament, this includes Marquee area, warm-ups and outside of tournament trainings;
Any cricket blocks Main Finals Field Referee Room Changing Rooms Training on Marked Fields during the course of the tournament or the Thursday proceeding the commencement. The buildings set aside for the Referees are strictly out of bounds to all players, coaches and team officials. Please do not spoil it by allowing your team members to frequent these restricted areas. In addition to this Rule 22 of Touch NZ Tournaments will be enforced PLAYING AND SURROUNDING ENVIRONMENT At the sole discretion, The Match Referees, Referee Support Official, Touch NZ Advisory Panel Member or Touch NZ Tournament Officials have the right to instruct any person(s) to immediately leave the park and/or surrounding playing area should the conduct of the individual(s) considered to be threatening, abusive or bring the game into disrepute FINALS SHOWCASE (on finals field) In order to fully recognise and promote our Finals Showcase, we will require the assistance of Grand Final teams. Following the Semi-Finals, Managers of the Grand Final Teams will be called to Tournament Control to review their Team Registration Form and confirm the players and Support Staff (this will include any players not participating due to injury etc.) and also pronunciation of participants names The Grand Final Captains will be required for the coin toss fifteen (15) minutes prior to the game. Following this they can return to their team. Grand Final Teams will be required to be ready in the allocated area ten (10) minutes prior to the commencement of the game. Teams will be announced onto the field approximately six (6) minutes prior to the commencement of the game
OFFICIAL CEREMONIES OPENING CEREMONY—Friday 8.00am This is the official opening of the tournament and a time that the media see our sport at its best. The opening ceremony will be in two parts. Welcome & Opening. All players and officials are expected to participate in full provincial uniform Teams must be gathered on the Finals field at 7.45am PRESENTATION OF MEDALS All Grade medal presentations will commence immediately following the conclusion of the 18 Boys Final. Managers are asked to assemble their teams as quickly as possible for the presentation ceremony on the Finals Field. The order of proceedings will be; Presentation: 16 Girls Runners-up, Finals Referees & 16 Girls Champions 16 Mixed Runners-up, Finals Referees & 16 Mixed Champions 16 Boys Runners-up, Finals Referees & 16 Boys Champions 18 Girls Runners-up, Finals Referees & 18 Girls Champions 18 Mixed Runners-up, Finals Referees & 18 Mixed Champions 18 Boys Runners-up, Finals Referees & 18 Boys Champions Presentation of: Provincial Cup Vendors on site Food We will have coffee, ice cream, donuts and hot chips, hotdogs etc. The Touch Black Men’s team will also be running a BBQ to help raise funds for their up and coming campaign
Bunnings Head to the Bunnings marquee (next to Field 1) where they will have plenty to see and do! Stay hydrated with their electrolyte station, or cool down in their misting tent. They’ve also got face painting and lots of fun stuff to keep you busy off the field. Ice baths will be available on Saturday and Sunday to help your muscles recover. Just head along and see one of the team members at the Bunnings marquee to book your team spot. Touch NZ Community Coaching Touch NZ Community Coaching will be present at the Junior Nationals 1. George Jahnke – Touch NZ Community Coaching Manager 2. Andy Liu – TouchFit Activation Ambassador The team will be: • Supporting Touch NZ tournaments • Observing coaching practises and environments • Promoting ‘Improved performance opportunities’ and ‘Better environments to nurture participants’ • Supporting provincial coaching directors • Operating the TouchFit 360 Activation zone • Conducting the NZ Record challenge for the biggest game of ‘Paper Scissors Rock Cheer leader’ NZ RECORD CHALLENGE PAPER SCISSORS ROCK CHEER LEADER WHERE: This will be conducted at the opening ceremony WHO: Every participant entered in the 2020 BUNNINGS JUNIOR NATIONALS TOUCH CHAMPIONSHIP (1184) AIM: The aim is hit 1000+ participants successfully performing in a game of PAPER SCISSORS ROCK CHEER LEADER HOW TO PLAY: Individuals will challenge another individual at ‘Paper-Scissors-Rock’ whoever loses will become the cheerleader of the winner. Now the winner and the cheerleader will take on someone else (and their cheerleader) and so on and so on More detail and videos will be release to team managers along with updates
TOURNAMENT SERVICES Toilets There are male and female toilets available in the toilet trailer if any toilets become blocked or are in an unsatisfactory state please advise the Event Manager. Medical We will have 2 1st responders on site for Medical emergencies throughout the tournament. Minor first aide is the reasonability of Team Managers and provinces. D3 will be on site in Vendors village for strapping etc. Physio D3 are on site all weekend for all of your strapping and physio needs. Rubbish Rubbish bins will be placed around the venue; teams are to ensure that the park is free of any rubbish at the completion of each day’s play. All teams will be issued with rubbish bags by the Tournament ambassadors and replacements can be source from the Information Hub Water A ‘Water-Horse’ will available at the park for the filling of drink containers, this can be located in front of the Rugby club by the closed field. Fields There will be Fourteen (14) fields used at the tournament. A map showing the layout of the fields will be available as part of the online Managers briefing H.Q. This will be located upstirs at the Rugby club on the right-hand side. Please note this area is referred to as Information Hub Ice Will be sold onsite Parking There are several parking areas onsite Tents Team Tents may be erected, with the approval of the Events Manager, within the allocated area on the ground, if unsure contact the Events Manager. Any tents that have been approved to be erected will remain the responsibility of the teams/Province to maintain and secure. Touch NZ reserves the right to remove or decline any team from erecting any tent or marquee. Phone For general enquiries and emergencies, Tournament HQ can be contacted on (021) 286-8243 Food There will be food available at the park throughout the tournament Alcohol & Smoking Touch NZ is proudly committed to the principles of the smoke-free charter. Therefore, this tournament is strictly smoking and alcohol free. It is the responsibility of the team manager to control the behavior and presentation of the team throughout the tournament. Merchandise There will be merchandise available for purchase at this tournament
Referees / Selectors These areas are out of bounds to all personnel, unless on official business. TOUCH NEW ZEALAND TOURNAMENT RULES 1. RULES, POLICIES & PROCEDURES Touch New Zealand Playing Rules, Constitution, Policies and Procedures will apply at all times. 2. PLAYING TIME Each game consists of two periods of 15 minutes with a three-minute half time break (exclusion of rule 22) 3. TEAM ENTRIES Each Association may enter only one team in each grade, except where allowed by tournament policy. 4. DECIDING TEAMS WITH EQUAL POINTS In the qualifying rounds draws count. a) For single round robin: If at the end of the qualifying round two teams have equal points, 1. The team who beat the other team will be placed ahead. 2. If still undecided the difference between the points scored for and those scored against will be collated and the team with the highest point’s differential will be placed ahead. 3. If still undecided, points scored for will be divided by the points scored against and the team with the highest point’s differential will be placed ahead. 5. AMENDMENT OF TOURNAMENT RULES To ensure the smooth running and organising of the event, the Tournament Director has the right to change, amend, and adjust the tournament rules to suit the tournament for which he/she is directing (this includes draw formats) 6. COMPLAINTS, PROTESTS & APPEALS All complaints, protests and appeals are to be made on the official forms as supplied by the Tournament Director. A fee of $50 is to accompany the protest. A fee of $100 is to accompany an appeal. Protests and appeals must be made within 15 minutes of the completion of a game or notice of finding of the committee. The fee will be reimbursed if the protest/appeal is upheld. 7. REGISTRATION OF PLAYERS a) Teams can register up to 16 players b) All player’s and team official’s details (including their playing number) must be registered on the official Touch New Zealand Team Registration Form and produced to the Tournament Director at the managers’ meeting. c) No player can play for any two teams in the same tournament. d) No players can be added to the Registration Form once it has been handed to the Tournament Director. e) All players and team officials must also complete and sign the official Touch New Zealand Tournament Participation Form 18
8. MATCH SUSPENSIONS Should a player incur a penalty under rule 18.3b of the Playing Rules of Touch – 8th Edition, they will incur an automatic two match suspension. In applying this rule, a bye does not count as a match played. A player does not have a right of appeal. The Touch NZ Judicial Commissioner in his/her discretion: I. may review the automatic two match suspension if on review of the Touch NZ Referee Report the Commissioner determines that two match suspension is manifestly inadequate; and II. subject to giving the player the opportunity to make further representations on the matter, may impose additional sanctions on the player. 9. PROOF OF AGE The onus is on the player to prove their age on demand to the Tournament Director. The minimum proof required will be a copy of the player’s birth certificate or their passport. 10. PLAYER TEAM NUMBERING Team numbering must be 1-16 inclusive. Players must retain the same playing number, which must match that of their team sheet, throughout the tournament. 11. TEAM UNIFORM A fully approved provincial uniform (as per the Touch New Zealand Provincial Uniform Policy) must be worn at all times during matches at all Touch New Zealand tournaments Sub-Box Footwear—All registered team members MUST wear foot wear in the sub-box Under Garments – The wearing of under garments i.e. thermals, skins, bike shorts and other types of apparel, whilst acceptable, must not be visible during the course of play. Compression Garments – The wearing of compression garments is approved by the Tournament Manager based upon medical grounds only, a medical certification must be submitted to the Tournament Manager prior to the tournament for approval. 12. DEFAULTS All games in all grades or divisions must be played in full throughout the Tournament Any team failing to do so will result in instant disqualification from the tournament. 13. TEAM OFFICIALS Team officials may issue verbal instructions to on field players from the substitution box, however if they leave the substitution box, they can only observe the game and remain mute. 14. SIN BINS Any player recorded as having been sent to the sin bin for a second time during the course of the tournament will be suspended for (1) one match. Where a player is to be sent to the sin bin for the second time during the same match, the player shall instead be sent off for the remainder of the match and will be suspended as per Tournament Rule 8.
15. PLAYER SAFETY RULE At their sole discretion, the Referee may impose any ruling necessary to ensure the health and safety of the participants during a match. This excludes a decision on whether a field meets health and safety requirements for a match to commence and/or continue when a potential health and safety issue is identified by match referees. Match referees will identify and report health and safety concerns (including any recommendation/s) regarding the field to Touch NZ Tournament Control personnel with the final decision on whether a field meets health and safety requirements for a match to continue/not continue resting with the Touch NZ Chief Executive (or his/her nominee). 16. SPECTATORS All persons not involved in the game must stay clear of the field of play and in cases where the field is closed off, must stay behind the barrier. 17. SUNGLASSES The wearing of sunglasses during a game is forbidden. Prescription glasses are able to be worn, from time to time Touch NZ can ask for medical certification of proof. In these instances, the wearing of the glasses will be at the risk of the individuals. 18. MATCH BALL The Match ball will be provided by Touch New Zealand. 19. GAME POINTS Game points allocation for all Touch New Zealand Tournaments is; 3 points for a win, 2 points for a draw, 1 point for a loss, and 0 points for forfeiture. 20. TEAM PENALTIES The penalty for teams breaching rules 7,9,10 will result in forfeiture of all touchdowns scored in games in which the offence took place. The non-offending team will be awarded the game 5 – 0 or retain their touchdowns scored, whichever is the greater. 21. PLAYER DISPENSATIONS All dispensation (compression items) must be submitted to Touch New Zealand Tournament administrator Ten (10) working days prior to the tournament starting.
22. PLAYING AND SURROUNDING ENVIRONMENT At the sole discretion, the Match Referees, Referee Support Official, Touch NZ Referee Coaches or Touch NZ Tournament Officials have the right in exceptional circumstances to instruct any person(s) to immediately leave the park and/or surrounding playing area should the conduct of the individual(s) considered to be threatening, abusive or bring the game into disrepute. This provision also applies to the conduct of team officials. If a person and/or team official refuses to comply with the instructions of the Match Referees, Referee Support Official, Touch NZ Referee Coaches or Touch NZ Tournament Officials then the match will be stopped until the instruction is complied with. 23. SIN BINS / SENDING OFFS/ OTHER DISCIPLINARY INCIDENTS The Touch NZ Judicial, Disciplinary and Appeal Procedures for touch NZ National Championships and IPS events that will apply to deal with sin bins; sending offs; other disciplinary incidents are attached in Appendix 1
