CDE Update (4) HSE Certification Letter • Agencies need to complete and return the HSE Certification Letter on or before January 21, 2022. • CASAS will send this to WIOA II agencies in early January. • This deliverable was originally posted for October 31, 2021, but was corrected for the due date of January 31. • This will give agencies a second chance to review payment points totals from their 2020-21 EOY submission.
CDE Update (5) CIP and IELCE • Working on updates to the CIP Website • CIP will include review of progress on goals each agency established last year • For 2021-22 the IELCE plan will be separated from the CIP, and will be completed on the CASAS Website like before • Both deliverables due on or before April 30, 2022
CDE Update (6) WIOA II Program Survey • Reminder: The WIOA II Program Survey on the CASAS Website will now be due on or before March 31, 2022, rather than on April 30, 2022.
CDE Update (7) Employment & Earnings Survey • Follow up reporting via data and the Employment & Earnings Survey is an official California state goal for OCTAE. • Update, January 2022:

CDE Update (10) California WIOA System • Workforce Innovation and Opportunity Act (WIOA) legislation requires statewide and regional collaboration among WIOA partners. • To ensure this collaboration -- all states, and all local workforce board regions -- must complete a Memorandum of Understanding (MOU) each year. • In many regions, Title I and Title II share the same students & customers (whether the two programs realize it or not!)
CDE Update (11) California WIOA System • The California Workforce Development Board (CWDB) is responsible for overseeing statewide duties and responsibilities required by WIOA, and development of the California Statewide Plan • Works in concert with the 49 Local Workforce Development Boards (LWDB’s)
CDE Update (12) California WIOA System • California Statewide ETPL: https://edd.ca.gov/Jobs_and_Training/Eligible_Training_Provider_List.htm • WIOA requires that each Local Workforce Board maintain an Employment Training and Provider List (ETPL) that lists certified regional training providers. • CA Title II agencies are encouraged to work with the Title I agency to get their workforce training programs on their regional ETPL.

WIOA Collaboration (3) WIOA Title I • Responsible for performing the duties and responsibilities required by WIOA • Includes programs for WIOA I Adults and WIOA I Youth • Coordinates WIOA activities across Titles I, II, III, IV at the state and regional level
WIOA Collaboration (4) Employment Training Provider List (ETPL) • Work with your regional Workforce Board to get approval for placement on the ETPL. • Leverage ETPL status for additional enrollees (and funding mechanisms) for workforce training programs. • Use this to improve agency workforce training for IET/IELCE, and to increase CAEP outcomes for Post-Secondary and Transition, as well as Career and Training and short term services.
WIOA Collaboration (5) WSD 019-03: Attributes of a quality post-secondary credential: • Accessible — Affordable and readily available at places and times convenient for working adults • Transparent — Clearly articulated costs and prerequisites; accurate picture of what skills, knowledge and abilities are benchmarked by a given credential, and the value it carries in the labor market • Stackable — One of multiple manageable chunks that add up to a more substantial credential and do not require starting over at each new step • Portable — Transferable between firms, regions and educational institutions • Meaningful — Has value in the labor market • Connected — Links to a job or an educational pathway
WIOA Collaboration (6) EL Co-Enrollment • Statewide initiative with 5 grantees statewide that track English Language Learners who co-enrolled in both Title I and Title II programs • More information can be found here in the EL Co- Enrollment quarterly report:
WIOA Collaboration (6) WIOA Title II from a Title I perspective • Title I has the same need and urgency (and same challenges) tracking individuals who are co-enrolled in Title I and Title II • Adult Ed/Title II is a preferred destination for Title I clients, given they serve those who are frequently a) disconnected from education/training and/or b) have not had a history of success with education in the first place.
WIOA Collaboration (7) California Workforce Association (CWA) • CWA serves as a statewide leader and networking community for Title I and workforce professionals… …similar to what organizations such as CCAE, CAEAA, ACSA, and ACCE do for Title II.

Goal Setting (4) Planning alignment with the Continuous Improvement Plan • For both the CIP and for CAEP goal setting – identify specific training areas of need for your staff that will be necessary for goal setting progress • Leverage these training needs for the CIP to set up training from state leadership projects or local providers

Network Discussion Topics (1): Collaboration with WIOA Title I • How successful has your agency (or region) been with WIOA Title I/Title II collaboration? What steps has your region taken to ensure this? • What have been some areas of success with WIOA collaboration in your local region? What have been some of the main challenges? • Do think your region has functioned like others – or has your area been more (or less) collaborative than others? • Have there been new areas of struggle (or success) since COVID-19?
Network Discussion Topics (2): ETPL • Have you worked with your local workforce development board (WDB) to get your workforce training programs on your regional Employment Training Provider List (ETPL)? • If so, has this been a smooth process in your local area? What has contributed to your region’s success? • If this process has not been successful, what have been the barriers? Has this pitted the Title I partners against Title II? Is there anything you can do as a Title II provider to improve the situation?
Network Discussion Topics (3): Collaboration with Other WIOA Partners • Has your agency (or region) worked with partners in WIOA Title III (one-stops) or Title IV (Department of Rehabilitation)? • If so, has this work gone hand in hand with Title I collaboration, or has the work with Title III or IV been a completely separate activity? • What have been the areas of success with this collaboration in your local region? What have been the main challenges? • Can you give any positive (or negative) examples of situations that have spurned additional collaboration with Title III? Any situations that have moved you to work with Title IV?
Network Discussion Topics (4): Marketing & Outreach • What efforts have you initiated locally to address enrollment– such as marketing, outreach, recruitment? • What types of approaches to outreach to students have been successful in your region? Are there any strategies that have been tried unsuccessfully? • What about social media strategies? Have you used these sites with any success? What aspects of social media websites are most important in your marketing efforts? • Have you asked your students what factors keep them coming back to class? Or what factors drive them away?
Network Discussion Topics (5): Goal Setting • Have you discussed the new CAEP goal setting requirements with your team at your agency or consortium? • What are your local priorities for improvement? What struggles have you encountered locally in deciding on specific goals to address? • What about the Continuous Improvement Plan (CIP) for WIOA II reporting? Have you been monitoring your progress on the goals you set for that activity last April? • Have you considered any goals from monitoring visits, such as WASC or CDE FPM”s? • Do you plan to “leverage” goals you already established last year from the CIP to also serve as goals for CAEP?
