HSE Certification Letter
• Agencies need to complete and return the HSE Certification
  Letter on or before January 21, 2022.
• CASAS will send this to WIOA II agencies in early January.
• This deliverable was originally posted for October 31, 2021, but
  was corrected for the due date of January 31.
• This will give agencies a second chance to review payment
  points totals from their 2020-21 EOY submission.

CIP and IELCE
• Working on updates to the CIP Website
• CIP will include review of progress on goals each agency
  established last year
• For 2021-22 the IELCE plan will be separated from the CIP, and
  will be completed on the CASAS Website like before
• Both deliverables due on or before April 30, 2022

• Workforce Innovation and Opportunity Act (WIOA) legislation
  requires statewide and regional collaboration among WIOA
  partners.
• To ensure this collaboration -- all states, and all local
  workforce board regions -- must complete a Memorandum of
  Understanding (MOU) each year.
• In many regions, Title I and Title II share the same students
  & customers (whether the two programs realize it or not!)

• The California Workforce Development Board
  (CWDB) is responsible for overseeing
  statewide duties and responsibilities required
  by WIOA, and development of the California
  Statewide Plan
• Works in concert with the 49 Local Workforce
  Development Boards (LWDB’s)

• California Statewide ETPL:

• WIOA requires that each Local Workforce Board
  maintain an Employment Training and Provider
  List (ETPL) that lists certified regional training

• CA Title II agencies are encouraged to work with

  programs on their regional ETPL.

Employment Training Provider List (ETPL)
• Work with your regional Workforce Board to get
  approval for placement on the ETPL.
• Leverage ETPL status for additional enrollees
  (and funding mechanisms) for workforce training
  programs.
• Use this to improve agency workforce training
  for IET/IELCE, and to increase CAEP outcomes
  for Post-Secondary and Transition, as well as
  Career and Training and short term services.

    WSD 019-03: Attributes of a quality post-secondary credential:
•    Accessible — Affordable and readily available at places and times convenient for
     working adults
•    Transparent — Clearly articulated costs and prerequisites; accurate picture of
     what skills, knowledge and abilities are benchmarked by a given credential, and
     the value it carries in the labor market
•    Stackable — One of multiple manageable chunks that add up to a more
     substantial credential and do not require starting over at each new step
•    Portable — Transferable between firms, regions and educational institutions
•    Meaningful — Has value in the labor market
•    Connected — Links to a job or an educational pathway

• Statewide initiative with 5 grantees statewide that track
  English Language Learners who co-enrolled in both Title I
  and Title II programs

• Title I has the same need and urgency (and same
  challenges) tracking individuals who are co-enrolled in
  Title I and Title II
• Adult Ed/Title II is a preferred destination for Title I clients,
  given they serve those who are frequently a)
  disconnected from education/training and/or b) have not
  had a history of success with education in the first place.

• CDE Memorandum 17-2 provides state guidance on this
  issue, and includes a template consent form.
