Guiding Principles All decisions based on a foundation of “Do No Harm” Ensure the basic needs of students, families, and staff are being met Ensure equitable access for all students Maintain high academic expectations for all students Follow as practical all federal, state, and local health related guidelines Continue to provide safe in-person instruction, maximize in-person instructional time, sustain the safe operation of schools, and address the academic, social, emotional, and mental health impacts of the COVID-19 pandemic 2
Previous Board of Trustees Action September 14, September 28, and October 12, 2021 The Board of Trustees directed the Superintendent to continue current COVID-19 mitigation measures. August 24, 2021 The Board of Trustees directed the Superintendent that, to the maximum degree possible, for the District to implement COVID testing protocols for all students and staff involved in athletics and activities through the September 28, 2021 scheduled meeting of the Board, unless extended, contingent on receiving funding; the action will be re- noticed if consultation with NIAA indicates financial burden on other school districts. August 10, 2021 The Board of Trustees directed the Superintendent to adhere to Emergency Directive 048, and for staff to continue to be encouraged to find innovative ways to allow mask breaks throughout the day for all students. 3
Previous Board of Trustees Action July 27, 2021 The Board of Trustees directed the Superintendent to adhere to Emergency Directive 047, honoring any state medical exemptions or possible religious exemptions; no masks shall be required for outside activities and staff will be encouraged to find innovative ways to allow mask breaks throughout the day for all students. The Board also approved a standing Board agenda item for updates, discussion, and potential action regarding school operations related to the pandemic. 4
Previous Board of Trustees Action May 25, 2021 The Board of Trustees approved staff recommendations for the opening of school plans for the 2021-22 school year to include the full return of students to elementary schools, middle schools, and high schools. January 26, 2021 The Board of Trustees approved the expansion of North Star Online School as the District’s only Distance Learning school serving students in grades K-12 starting with the 2021-22 school year. 5
Current Guidance & Requirements for Schools Governor’s Directive 048: • On August 4, 2021, Nevada Governor Steve Sisolak signed Emergency Directive 048 related to face coverings and other mitigation strategies for K-12 county school district, charter school and private school settings within Nevada. • Section 5: Face coverings • Section 6: COVID-19 testing program • Section 7: NIAA mandatory COVID-19 testing program for full contact and close-contact sports. • Parents, vendors, volunteers, visitors, and guests who are unable or unwilling to wear face coverings under any circumstance or exemptions should not be allowed on school buses or inside school buildings (see Section 5). 6

COVID-19 Testing Athletics & Activities: • On August 4th, 2021, Nevada Governor Steve Sisolak signed Emergency Directive 048 which among other things mandated: • A COVID-19 Testing Program for Athletics & Activities (Sections 6 & 7) • Number of students tested: 14,905 • Number of positive tests: 104 • Of positive tests, number from vaccinated students: 14 • Approximate cost to date: $1,165,250 11
COVID-19 Testing Changes to Testing Program: • Based on recommendations from DHHS and WCHD, we are transitioning vendors from Health Screening Solutions to Northshore Clinical Labs • Student Athletic & Activities Testing (Monday thru Thursday) • Two afternoons each week at each high school (1:30-3:30 pm M&W or T&TH) • Student and staff testing due to exclusion and/or symptomatic (Monday thru Thursday) • Two afternoons each week at each high school (4:00-5:30 pm M&W or T&TH) • Students and staff testing due to exclusion or symptoms can test at any convenient location 12
Collaboration with Nevada System of Higher Education COVID-19 Vaccine Requirements • All NSHE students required to provide documentation of completed vaccination series against COVID-19 before enrolling for Spring 2022 semester (enrollment began November 1) • All NSHE employees required to provide documentation of completed vaccination series against COVID-19 on or before December 1 • Limited exemptions for medical or religious reasons https://nshe.nevada.edu/covid-19-information-center/covid-19-vaccination-information/ 13
Collaboration with Nevada System of Higher Education COVID-19 Vaccine Requirements • WCSD students attending TMCC HS considerations • Current enrollment of 222 students • WCSD students attending AACT and taking a class at TMCC Pennington campus considerations • Current enrollment of 62 students • Second semester for WCSD starts on January 3 • WCSD staff at both sites • Working with Human Resources, Communications, Office of School Leadership, and Principals for next steps 14
Vaccination Opportunities for Employees • Initial Vaccinations, Boosters, and Additional Doses are available at local pharmacies and through community agencies such as the Washoe County Health District and Community Health Alliance. • Anyone who is immune compromised may receive an additional dose of Moderna or Pfizer at least 28 days after their last dose regardless of age or occupation. • WCSD staff who are not immune compromised and received Moderna or Pfizer are eligible for a booster as long as it has been 6-months since their second dose. • If you received Janssen (Johnson & Johnson), you may receive a booster of any brand as long as it has been 2-months since they received the vaccine. • You can keep with the same brand or swap Pfizer for Moderna or vise versa. 15
Vaccination Opportunities for Students • In partnership with the Washoe County Health District (WCHD), WCSD has been hosting COVID-19 vaccination clinics for the community at school sites, free of charge, to anyone 12 years or older who has not received the vaccine. • Students under 18 years of age must have signed parent/guardian consent. • Vaccinations for youth aged 5 to 11 has now been approved. • WCHD is currently recommending coordinating with pediatricians, family practice clinics, and other health care providers for these vaccinations. • WCHD is coordinating with WCSD regarding school vaccination clinics (a guardian would need to be present). * Photo Courtesy of Reno Gazette-Journal 16
Superintendent’s Recommendation For the Board of Trustees to direct the Superintendent to continue to adhere to Emergency Directive 048, and staff to continue to be encouraged to find innovative ways to allow mask breaks throughout the day for all students. 17
