ABOUT THE GREATER PALM SPRINGS CONVENTION & VISITORS BUREAU The Greater Palm Springs Convention & Visitors Bureau (CVB) is the region’s coordinating agency for tourism, marketing and promotional efforts aimed at leisure, corporate, incentive and convention group markets. The CVB works on behalf of its partners to promote Greater Palm Springs by reaching visitors from around the world through ongoing sales and marketing efforts. POSITION SUMMARY Position: Vice President of Finance & Administration Reports to: President/CEO POSITION SUMMARY Vice President of Finance & Administra�on reports to the CEO/President and serves as an integral member of the senior leadership team. The Vice President of Finance & Administra�on is responsible for the development of the Greater Palm Springs CVB’s financial management strategy contribu�ng to the development and atainment of CVB’s strategic goals. The Vice President of Finance & Administra�on is responsible for the development and oversight of all accoun�ng, human resources and administra�ve func�ons including collec�on of public revenues, employee benefits, financial and HR repor�ng func�ons and financial services. This includes accounts receivable, accounts payable, payroll and general accoun�ng. The Vice President of Finance & Administra�on is responsible for implemen�ng and maintaining a system of internal controls ensuring CVB assets are adequately safeguarded and all financial repor�ng is prepared in compliance with CVB financial policies and as well as Generally Accepted Accoun�ng Principles (GAAP) and Governmental Accoun�ng Standards Board (GASB). ESSENTIAL DUTIES, RESPONSIBILITIES and QUALIFICATIONS: The Vice President of Finance & Administration responsibilities include, but are not limited to the following: • Manage all financial operations with specific emphasis on overseeing all transactions related to general ledger, accounts receivable, accounts payable, payroll, employee benefits, pension plans and financial reporting. • Coordinate, analyze and report financial performance with respect to revenue, trends, costs and compliance with budgets to management, CVB board and JPA Executive Committee. • Ensure financial records are maintained in accordance with GAAP and GASB accounting principles. • Oversee and coordinate the production of the annual audit. • Manage cash flow. Manage the collections of public and private funds including delinquencies and annual reporting. • Oversee, direct, and organize the work of the finance and administration teams. • Develop, implement and maintain accounting and administrative policies and procedures. • Assist the President/CEO with matters relating to the CVB Board of Directors, Joint Powers Authority Executive Committee (JPA) and serve as the point person on such matters as Brown Act, Form 700, Ethics Training, Loyalty Form, compliance with Bylaws and Orientation of new board members. • Ensure the CVB is in compliance with federal, state and local laws and codes. • Interface with the CVB’s legal counsel and maintain a list of assignments, priorities and completed legal matters; serve as the point person between the CVB staff and legal counsel for law changes, vendor relations, contracts, HR matters, etc. • Oversee the CVB’s Destinations International (DI) accreditation process and monitor compliance and updates thereafter. • Manage or monitor special projects as assigned by the President/CEO such as the annual Tourism Business Improvement District (TBID) renewal. • Collaborate with other department managers to support overall CVB goals and objectives. • Represent the CVB at appropriate community board meetings, functions and activities. QUALIFICATIONS & EXPERIENCE To perform this job successfully, the employee must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Bachelor’s degree in Business or Accounting; MBA preferred • Certified Public Account preferred • Minimum of 10 years progressive CVB/DMO financial management experience • Strong working knowledge of GAAP and GASB accounting principles • Preferred experience with Concur and Simpleview CRM systems • Excellent judgment and creative problem-solving skills including negotiation and conflict and resolution skills • Ability to effectively interface with staff at all levels and the board of directors • Strong mentoring, coaching experience to a team with diverse levels of expertise • Entrepreneurial team player who can multitask • Self-reliant, strategic, good problem solver, results oriented • Team leader who can positively and productively impact both strategic and tactical finance and administration initiatives. • Exceptional verbal and written communication skills TOP PRIORITIES: 1. Oversee the FY 2020 budget process and approval. 2. Institute a new accounting software. 3. Begin to make arrangements to move the organization from a fiscal year to a calendar year cycle. CVB Funds This position has access to company funds including cash, checks, company credit cards, client credit card information, contracts, etc. Employees are expected to comply with CVB policies and all legal requirements related to company funds. Leadership Carries out supervisory responsibilities in accordance with CVB policies and Federal/State/Local laws. Facilitates open communication to resolve complex issues; encourages others to participate in discussions; facilitates communication among assigned staff. Promotes an atmosphere that establishes customer satisfaction as a key value in the organization; uses customer information and feedback to recommend changes and set goals for continuous improvement. Challenges staff to strive for continuous improvement; helps others to grow within the CVB through encouragement, coaching and by suggesting educational/training opportunities; builds effective relationships across the department and outside the CVB. Commitment to Service Follows up on telephone calls, e-mails, requests, complaints and challenges; responds quickly to internal and external needs. Develops and promotes teamwork and cooperation among fellow workers and managers/supervisors. Shows an appropriate sense of urgency in completing work and addressing the needs of the department.
