Definitions 1. An Administrator refers to an official of Vhembe District Municipality delegated to administer bursary activities. 2. An Applicant refers to a person who has submitted an application for a bursary during a specified time. 3. Bursary Committee refers to an oversight body of people appointed by Council or the executive mayor delegated by Council to appoint such a body in part or wholly to run the affairs of the bursary. 4. FET College refers to an accredited Further Education and Training College of South Africa which operates under the authority of the Further Education and Training Colleges Act 16 of 2006 and resort under the Department of Higher Education and Training. 5. Indigent refers to a member of a family within South Africa without a consistent income above the amount set by the Indigent applicable at the municipality at particular moment. 6. Mayoral Bursary refers to a bursary allocated or to be allocated by Vhembe District Municipality to a student registered in a recognized and accredited South African University, Comprehensive University, University of Technology and Further Education and Training institution. 7. Municipal Manager refers to a head of administration appointed by the council in terms of Municipal Systems Act of 2000 8. Student refers to Vhembe Mayoral Bursary Holder registered at a recognized South African Higher Education Institution 9. University refers to a institution of Higher Education established and declared a University in terms of the Higher Education Act 101 of 1997. 11. Vhembe District Municipality refers to a category C Municipality established in terms of the Local Government Municipal Structures Act No. 117 of 1998. 3
VHEMBE DISTRICT MUNICIPALITY MAYORAL BURSARY POLICY 1. PURPOSE The purpose of the Vhembe District Mayoral Bursary Policy herein to be referred to as the Bursary policy is to give assistance and support wholly or in part to students from indigent families residing in the Vhembe District Municipality. 2. LEGIBILITY Bursaries will be made available to develop identified knowledge and skills, with special emphasis on scarce and critical knowledge and skills. In order to be eligible for a bursary; applicant will have to fulfill the following criteria: Be in possession of senior certificate/ matriculation exemption Have an un broken period of study of not more than one year after successfully completing grade 12. Be a South African citizen Be a resident of Vhembe District Municipality. Have proof of admission at a recognized Higher Education Institution ( FET College, University) of South Africa Be a legal dependent of an indigent family in Vhembe District 3. SELECTION CRITERIA Selection will be based on the following criteria: Aggregate of 60% academic pass in grade 12, with Mathematics and Physical Science ,Commerce and Technology at 60% or higher Financially needy /status as defined by the indigent policy Passing a standard aptitude test if deemed necessary Application from designated group will be given preference Medical declaration by applicant Proof of admission/ acceptance/ registration focusing on the following fields of studies: Hydrology and water management ( BSC/Diploma) Environment/ Disaster/Waste Management (degree/diploma) Regional and Town Planning (degree/diploma) Engineering(Civil,Electrical,Mining,Chemical & Mechanical) Auditing, financial accounting(B Com Acc,Auditing/ Diploma) 4
Economics and Business Management(Tourism,Agric and IT) 4. OVERSIGHT., MANAGEMENT AND ADMINISTRATION 4.1. OVERSITHT The Bursary portfolio shall be overseen by a section 79 Council committee of five members appointed as follows: Three councilors appointed by the Council one of whom shall be appointed the Chairperson Two members WITH KNOWLEDGE AND EXPERIENCE ON STUDENT BUSRSARY MATTERS representing the Basic Education sector and the Higher Education sector respectively, APPOINTED BY THE EXECUTIVE MAYOR 4.2. MANAGEMENT 4.3. The Bursary portfolio shall be managed by the General Manager/Senior Manager/Manager in the Office of the Executive Mayor 4.4. ADMINISTRATION 4.5. The Bursary affairs administration shall be rest with an official in the office of the General Manager/Senior Manager/Manager in the office of the Executive mayor such official shall be designated as a bursary officer cum secretary 5. DECISSION MAKING PROCESS Management in consultation with the Chairperson generate items for the bursary committee agenda The Bursary Officer/secretary in consultation with the chairperson convenes a bursary committee meeting The committee considers the items by taking note/discussions/approvals The Committee shall have the authority to finalize the awarding of the Bursary The committee submits its quarterly report to Council through the Executive mayor 6. BUDGET ALLOCATION 7. Funding will primarily be provided by Council. However, the Bursary Committee should solicit funds from the public and private sector to augment the budgetary allocation, Such externally sourced funds shall be put in a special account for the sole use of the Bursary portfolio 5

THE APPLICANTS stop here The applicants will be expected to: complete the application form, avail themselves for interviews and assessment, provide copy of relevant academic certificates, progress reports, provide testimonials, arranging invoices for payment of fees, not change fields of study without prior approval by the committee/ management, submit all examination results, advice of changes in address, and sign the Bursary Agreements. communicate with the bursary officer in writing. Provide proof of registration when needed. 9. VALUE OF THE BUSARY The bursary will be in a form of a sponsorship or scholarship as follows: Sponsorship covering: tuition, prescribed books and course materials. To supplement students with other sources of funding. Scholarship covering full tuition, prescribed books ,course material, meals, residential/accommodation and or transport to and from home in the absence of residential /accommodation preferably for students studying in institutions within the Municipal area of Vhembe and willing to enter into a return of service agreement should an offer be made to him/her immediately after completion of studies The amount per student may vary from one institution to another based on the fees structure of such institutions. This amount will be revised from time to time through budget allocations and external additional funding. 6
A student who repeats a year of study will do so at his/her own expense. If he/she passes, he/she may re-apply for a bursary for the following year. Assistance will not be automatic. The bursary will be paid directly to the accredited tertiary institution by the Administration on behalf of the student. 10. CONTRACTUAL COMMITMENT AND OBLIGATIONS The student, upon successful completion of his /her studies, will be expected to work in the Vhembe District Municipality for an amount of time equal to the number of years for which he/she received assistance/ funding from the Municipality. Vhembe District Municipality will arrange for experiential learning for the student where necessary. Should the student fail to meet the terms and conditions of the proposed course/degree/diploma or withdraws from the course of study or obtained financial assistance from somewhere without approval by the Management, the bursary /assistance will be cancelled or converted into a loan In the event of the student being offered employment by the Vhembe District Municipality and such student declines to take the offer for whatever reason, the municipality will be entitled to recover the total costs incurred plus interest at current bank overdraft rate or such lesser the municipality may determine. Should the municipality be unable to offer employment within 18 months of the successful completion of studies, the student will be released of his/her indebtedness to the municipality. 11. APPLICATION FORMS FOR THE BUSARY Applications forms can be collected from the municipality or downloaded from the municipal website. The bursary application form will be opened on the 15th September; the deadline for receiving applications will be 30 November of each year unless unforeseen circumstances dictate otherwise. 12.
