THE PSLE CHANGES ARE PART OF A BIGGER STORY Over the years, we have been fine-tuning the education system to help our students discover and develop their strengths and interests while moving away from an over-emphasis on academic results. The changes to the PSLE scoring and S1 posting are another step in this direction. 31
THE PSLE REMAINS A USEFUL CHECKPOINT It gauges the level of students’ learning (in the key subjects) at the end of six years of primary school and guides his future choices. 32

HOW PSLE SCORING WORKS
CURRENT SYSTEM THE T-SCORE AGGREGATE DETERMINES S1 POSTING • It shows how well a student has done SUBJECT GRADE compared to his cohort. ENGLISH LANGUAGE A • The T-score Aggregate MOTHER TONGUE A largely determines which secondary school a MATHEMATICS A* student is posted to. WHY CHANGE? WHAT THE NEW PSLE SCORING SYSTEM AIMS TO DO • Reduce fine differentiation of students at a young age based on exam scores. • Recognise a student’s level of achievement in each subject, regardless of how his peers have done. 38
NEW SYSTEM STUDENTS WITH SIMILAR SCORES IN EACH SUBJECT WILL BE GROUPED INTO ACHIEVEMENT LEVELS PER SUBJECT • There will be 8 Achievement Levels (ALs) AL 1 (BEST) with AL1 being the best. NEW SYSTEM WHY 8 ACHIEVEMENT LEVELS? • This offers a good balance. PER SUBJECT • It reduces fine differentiation between AL 1 (BEST) students while still giving parents and AL 2 educators a gauge of a student’s progress at the end of primary school. NEW SYSTEM REFERENCE RAW MARK RANGES • To guide school-based AL RAW MARK RANGE assessments, we will provide reference raw mark ranges 1 ≥ 90 for each AL. 2 85 – 89 3 80 – 84 • These are based on learning 4 75 – 79 objectives of the curriculum. 5 65 – 74 CONSIDERATION 6 45 – 64 7 20 – 44 • To have educationally 8 < 20 meaningful differentiation of students. 41
NEW SYSTEM FOUNDATION-LEVEL SUBJECTS WILL BE SCORED ON ACHIEVEMENT LEVELS • Foundation-level subjects are designed to support a small number of students who may not be able to cope with Standard-level subjects. • This enables them to focus on building up strong fundamentals so that they are better prepared for secondary school. • A student’s achievement in Foundation-level subjects will be mapped to the ALs, based on the learning objectives of the curriculum. 42
NEW SYSTEM 4 SUBJECT ALs WILL BE ADDED TO FORM THE PSLE SCORE • The PSLE Score replaces the T-score Aggregate. • The PSLE Score ranges from 4 to 32, with 4 being the best. • Compared to the T-score ENGLISH AL3 Aggregate, students are less finely differentiated. CURRENT SYSTEM HOW SEC 1 POSTING WORKS TODAY • The T-score Aggregate is the first criterion for posting. • Students are posted based on their choice order of schools, starting from the first choice. • If all the places in the first-choice school have been filled, the school that is second on the list will be considered. • But the order in which a student lists his schools does not give him priority when deciding who will get a place. 47

WHY CHANGE? CHOICE ORDER OF SCHOOLS TO MATTER MORE WITH BROADER SCORING BANDS: • More students will have the same PSLE Score. • Schools will be less differentiated by cut-off points. WHY CHOICE? We recognise that families have different considerations when choosing secondary schools, for example, the school’s ethos, culture, programmes and CCAs, as well as distance between the school and home. 51

NEW SYSTEM • Choice order is introduced as a new tie-breaker to recognise the different considerations that families have in making school choices. • To guide families, we will provide information on each school's unique programmes and indicative cut-off points. 56

THE CHANGES WILL BE IMPLEMENTED FOR THE 2021 PSLE COHORT (2016 Primary 1 cohort) IN THE MEANTIME, WE WILL: • Engage parents and other stakeholders to help them understand the new system. • Test the new PSLE scoring and posting systems thoroughly. • Give schools time to familiarise themselves and support parents and students. • Support secondary schools in further developing their distinctive programmes, so students can choose schools that fit their learning needs, interests and strengths. 58

USE OF HCL FOR ADMISSION INTO SAP SCHOOLS 64
CURRENT SYSTEM STUDENTS’ HCL GRADES GIVE POSTING ADVANTAGE FOR SAP SCHOOLS Currently, for admission to SAP schools, students are awarded bonus T-score points based on their HCL grade: • 3 points for Distinction • 2 points for Merit • 1 point for Pass 65
NEW SYSTEM THIS HCL POSTING ADVANTAGE FOR ENTRY TO SAP SCHOOLS WILL CONTINUE • Students will be ranked taking into account their performance in HCL. 1st 7 NO HCL • This posting advantage applies 2nd 8 DISTINCTION before the tie-breakers for S1 posting. 3rd 8 MERIT 4th 8 PASS 5th 8 NO HCL 6th 9 DISTINCTION 66
