Event Overview DATE: Sunday, 10 March 2019 Locations: • Start - The Grand Parade (CBD) • Finish - Cape Town Stadium Precinct • Women’s Race Start @ 06h00 – Recreation Road / Main Road, Fish Hoek) PARTICIPANTS: Limited to 35,000 entries TIME: 06:15 – 17:00 START VOC: Cyclops Facility (Cape Town CBD)
Start Build-up This year’s build-up of infrastructure on the Grand Parade, will allow for less interruption of traffic as the majority of infrastructure will be built off the roadways. The Build Schedule will include approximate start, finish times and days specific to each supplier. This however will need to be flexible depending on weather conditions. A full perimeter to be established on the Grand Parade for the full duration of Build-up & Break-down, to ensure safety and liabilities are looked after. The Event Organiser has engaged with the City of Cape Town on a plan to accommodate the formal & informal vendors that trade on the square on Wednesdays and Saturdays. Build up is due to start after 3pm on 27 February – 2 days later than in previous years to accommodate Taxi Rank that is currently situated on the Grand Parade.
Start Traffic Management • As per 2018, we are in close consultation with the City of Cape Town Traffic Department, all matters are to be considered and planned for accordingly. • VMS & New A-frame road closure signage will be erected to alert public of the forthcoming closures on Race Day. • Road closures will be implemented ±1 city block away from the immediate start precinct to avoid any vehicular movement in-between the cyclists There are various businesses and establishments in and around the new start precinct that will be inconvenienced on Race Day – these businesses and establishments have been sent communications regarding the Race and are engaging with the Cape Town Cycle Tour.

Start Rider Communications • With it being the second year Starting at the Grand Parade, we will continue to advise cyclists on the approach to the Start in order for them to arrive on the correct side of the Square, as well as timeously. • On going specific event rider communication to be sent onto all participants prior to Race Day. • A full parking plan to be sent onto all participants prior to Race Day. • Various Parking Facilities in and around the CBD will be identified. • Full maps outlining the above will be available on Cape Town Cycle Tour’s Website as well as being outlined at the Expo. • The integration of the PointerSA software into popular GPS/Mapping applications will allow for entrants to be guided along the most traffic efficient route to the start area.

Start VIP Breakfast • VIP’s have direct line-of-sight of the Start Precinct’s start line, being hosted in a marquee adjacent to the Castle of Good Hope and the aforementioned start line. • A VIP viewing deck will allow for uninterrupted views of all start groups going off from the Start Precinct. • VIP parking will be available for all invited guests and will be found on the Castle of Good Hope’s premises.

Start Women’s Race START Location: Start location will be just past corner of Recreation Road and Main Road, Fish Hoek. PARKING: Fish Hoek, Beach Road Parking CYCLIST NUMBERS: 50 Women’s cyclist's START TIME: 06:00 am (first light) ROAD CLOSURES: A forward sweep vehicle will lead out to deal with any potential traffic issues. The Women will be advised to stick to the left hand side of the road for the first 30 minutes of the race. COMMISSAIRES: 2 lead vehicles, 2 BMW Motoradd motorbikes MEDICAL: 1 Ambulance INFRASTRUCTURE: Basic start setup , feather banners, no start arch , tape across the road , air-horn start gun

Major Incident Reaction Plan
The Need Over the last couple of years the Cycle Tour has seen a number of threats to the event. In 2015 an alternative route was implemented due to the fires and in 2017 the event was cancelled for the first time in its history The CTCTT identified the need to implement certain procedures to manage major incidents more effectively on an operational level
The Main Objective To train a core team on the ground on possible scenarios and outcomes, as well as certain procedures to follow should a major incident materialise on Race Day The Core Team consists of key CTCTT Staff, Volunteers and selected Suppliers, performing vital operational roles on behalf of the organisers on Race Day. It does not relate to specialist Emergency and City service providers
The Goal To ensure that the Core Team knows what procedures to follow in the event of a major incident that may result in a race delay, cancellation and/or evacuation. To ensure that these procedures and action plans dovetail with Specialised Emergency Services’ plans and for the Core Team to take instruction & support Specialised Emergency Services.
Outcomes Focused There are many threats that may materialise on Race Day. The aim of the Major Incident Reaction Plan is NOT to focus on the specific threats but rather to train the Core Team on how to react on Race Day should one materialise. The emphasis will be on various outcomes that may have to be rolled out in three main areas, namely the Start, Route and Finish
Reactive Approach The Major Incident Reaction Plan does not replace the formal Risk Assessment planning and the mitigation of risks during the planning phase of the event, This will be explicitly done by the Specialist Emergency Services, the Safety Officer and the CTCTT Operational Team.
