7/16/2021 Civil vs. Criminal •Civil process isn’t the SAME as criminal patrol work, but you can use some of the same tactics to keep yourself safe. •Remember – civil = soft entry 3 3

7/16/2021 Tactics •It is an action or strategy carefully planned to achieve a specific end. •We can implement specific tactics to keep officers safe when serving. 5 5
7/16/2021 Tacticool? •Overconfidence / Being Complacent !!! •Tacticool ??? 1. Describes an item that is functional and aesthetically pleasing. 2. Describes a person whose fashion choices are centered around functional and aesthetically pleasing clothing items. Tacticool is generally used as an insult; •The “carryover effect” on duty/off duty - act the same – “Cop First” mentality 6 6

7/16/2021 Ways to Prepare • Check location – Crime Area • Check papers – In Order and Valid • Check people – At Location –Prior Police Calls, Possible Criminal Element residing next door or in near general area. • Check route and area streets, alleys and other avenues of egress and regress 8 8
7/16/2021 What’s wrong here?? • Park car, leave door open • Pull up in driveway • Vest on seat • Radio on dash • What are other examples? 9 9
7/16/2021 Use tactics you learned in the academy! When you pull up to a location… • Never park right in front – off center (unless you have no choice!) • Do a drive by and check out the area. • Use common sense if you are out-numbered by person(s) at location. • Bring another constable/deputy with you if you can • Let dispatch know where you are going 10 10
7/16/2021 More tactics When you walk up… • Take a second or two when you start to approach the residence or business. • SCAN, LISTEN and Be Prepared. • Look for anything thing that was different the last time you were at location i.e such as windows covered or wide open, additional or different vehicles at location, locked gates, other individuals at location to include close neighbors. 11 11
7/16/2021 More tactics When you make contact… • Look Sharp , Be Sharp – Professional Uniform Presence • Verbalization and tone of voice • “Know Your Job” - expertise in what you are doing and trying to accomplish goes a long way! NEVER LIE OR B.S. individual(s) that you are dealing with. 12 12
7/16/2021 More tactics When you make contact…(continued) • Never makes yhreats of physical action or threats of arrest - unless you are prepared to carry out your actions. • Be respectful and steadfast but not over- bearing. 13 13
7/16/2021 More tactics As you leave… • The manner that you approached the area should be the same practice as when you leave the area. SCAN, LOOK and LISTEN… • Do Not stay and conduct paperwork in your vehicle at location. Leave the area and find and safe area to compete your paperwork. 14 14
7/16/2021 Uniforms?? • Double Edge Sword… YES and NO YES • Yes; it gives you more of a command presence. • It clearly demonstrates that you are there in a lawful capacity. • If things go south… you have a clear distinction as a peace officer, so individual cannot state “I didn't know who he/she was?” 15 15
7/16/2021 Uniforms?? NO • There may a time that the attorneys or the Court may request that you execute the documents from the court in civilian attire • It is rare, and beware that it has it’s limitations as far as command presence and distinction as a peace officer 16 16
7/16/2021 Problems during service • Property (apartment, industrial, residential location) a) Quiet residence – neighbor's that work at night, sickly elderly, newborn baby, nosey neighbors, nervous elderly. b) Active disturbance: a person’s refusal to vacate, owners of property are aggravating tenants 17 17
7/16/2021 Problems during service (continued) Obvious stolen items around, drug use, crime scene? • Do you arrest? • File at large • Or engage in an On-Site Arrest! • Plan to secure Evidence. • Plan to secure the entire property and designated as a crime scene? 18 18
7/16/2021 What about dogs and other animals? • Carry Dog Treats or Dog food • Shake the fence and wait for a response… LOL? • Carry a leash or rope; to temporarily secure the dog(s) 19 19
