Kick RoD 2018 FOREWORD A warm welcome to Matlock Motor Club’s 44th Rally of Derbyshire. Our sincere thanks go to Steve and his team at Global Brands Ltd for their continued sponsorship and enthusiastic support of the event. We look forward to meeting all our “regulars” again this year and we especially welcome any newcomers to this long-established classic. This year we are breaking with recent tradition and are venturing further afield with a change in start and finish venue whilst using some of the best lanes on maps 118 and 119. We have a challenging 120 mile route, 6 miles of which are on unsurfaced whites (including the 2 special tests), carefully selected to provide enjoyment and challenge for the driver without being car breakers. As usual, there will be several sections timed to the second using no-nonsense navigation which should be easily plotted on the map before starting them. This year we return to a Navigational Rally permit to allow the use of 2 special tests half way through the rally. As always we need plenty of marshals, so please encourage your family and friends to turn out – in return they will get drinks and snacks, plus a free breakfast if they marshal in the second half. We are again raising funds for the Derbyshire, Leicestershire and Rutland Air Ambulance. Please try to contribute to this worthy cause either by a donation with your entry or the collection boxes at the start. We look forward to seeing you all at the start on 14th April. Kick RoD 2018 SUPPLEMENTARY REGULATIONS 1. ANNOUNCEMENT Matlock Motor Club Ltd will organize a National B Navigational Rally on 14th & 15th April 2018. The event will start at Flowflex Components Ltd, Buxton map ref 119 / 073 736 and finish at the Fickle Mermaid, Chapel-en-le Frith map ref 110 / 062 815. Trailer parking will be available at the finish venue. 2. JURISDICTION The event will be governed by the General Regulations of the MSA, (incorporating the provisions of the International Sporting Code of the FIA), these Supplementary Regulations, Final Instructions and any written instructions that the organising club may issue for the event. 3. AUTHORISATION MSA Event no. 27972AP14/15 MSA Permit no. 105426 Authorisation for the event to take place on the public highway will be displayed on the official notice board. 4. ELIGIBILITY The event is open to: a) All members of the organising club b) Members of clubs of the following associations: EMAMC, ANEMMC, ANWCC, AWMMC. All competitors must produce a valid competition license and club membership card at signing-on. 5. CHAMPIONSHIPS The event is a round of the: • ANEMMC Road Rally Championship Permit No. 32/2018 • ANWCC Road Rally Championship Permit No. 50/2018 • ANCC Road Rally Championship Permit No. 67/2018 • SD34 Road Rally Championship • HRCR Premier Championship Permit No. 77/2018 6. PROGRAMME • Scrutineering opens on 14th April at 19:30 and closes at 21:30 • Any competitors not signed on 1 hour before their start time may be excluded • Competitors briefing at 22:00 • Car 1 leaves MTC1 at 23:31 and from then on at one-minute intervals 7. ROUTE Map numbers 118 and 119 will be required. The finish venue is on map 110 and separate maps will be provided for the short map 110 mileage to and from the finish venue. Total mileage will be approximately 120 miles on mixed surface roads, with approximately 6 miles on unsurfaced roads. The event will contain sections on the public road timed to an accuracy of less than one minute. A sump guard is recommended although the entire route has been traversed in a standard road car. Any private roads used have the prior consent of the owners. 8. CLASSES The Event will consist of three classes, as follows: EXPERT A crew in which either crew member has finished in the top 10 on at least 3 occasions since 2012 on a National B rally. SEMI EXPERT A crew in which either crew member has finished in the top 15 of a National B rally since 2012, and is not eligible for Class 1. NOVICE A crew which is not eligible for Class 1 or 2. Previous results are to be relevant to drivers and navigators in their respective roles. Organised by Matlock Motor Club | 14 April 2018 6
Kick RoD 2018 9. TECHNICAL REGULATIONS All vehicles must comply with the current MSA Technical Regulations R.18. As the route uses private land, a small spill kit per R.18.6.5 is required. IMPORTANT NOTE REGARDING NOISE: Noise limits will be strictly administered due to concerns by the Derbyshire Constabulary and residents along the route. Additional noise checks may be made at the rest halts, penalty for excessive noise as per R.13(n) will be enforced. All competitors must produce at Scrutineering a valid MOT certificate and warning triangle. 10. AWARDS Awards will be presented as follows: 1st Overall Driver VK Trophy and an Award 1st Overall Navigator Nigel Harris Memorial Trophy and an Award 1st Expert Auto Windscreens Trophy and Awards to Driver and Navigator 2nd Expert Awards to Driver and Navigator 1st Semi Expert GK Trophy and Awards to Driver and Navigator 2nd Semi Expert Awards to Driver and Navigator 1st Novice Awards to Driver and Navigator 2nd Novice Awards to Driver and Navigator 1st Matlock Stan Betts Memorial Trophy and Awards to Driver and Navigator 1st Matlock Novice Piston Trophy and Awards to Driver and Navigator Spirit of the Rally An award Additional awards may be presented. No competitor may win more than one award, except for the Spirit of the Rally. All awards will be presented on the morning of 15th April 2018 after the results become final. To qualify for the Matlock awards, crews must have been fully paid up Matlock members on or before 1st March 2018. 11. ENTRIES Entries open on 11th March 2018 and close on 1st April 2017. At the discretion of the organisers, entries may close earlier if it is full with adequate reserves and may be extended if there are entries still available. The entry fee is £85, which includes two breakfasts. Entries can be completed online at rallies.info https://www.rallies.info/webentry/2018/derbyshire/webentry.php or on an entry form from the Entries Secretary. The maximum entry for the meeting is 50. The minimum is 30 - should this figure not be reached the organisers reserve the right to cancel the event. Entries will be selected at the discretion of the organisers. Please note that your entry is not accepted until we receive your entry fee in full. Regardless of the order in which entries are received, priority will be given to entrants who pay in full. In the event that 50 paid entries are received, any unpaid entries will be moved to the reserve list. You can pay by bank transfer (preferred), or by cheque. Bank details are available from the online entry form or from the Entries Secretary. Entry fees may be refunded at the discretion of the organisers to a competitor withdrawing their entry at least 10 days prior to the event in writing and will be subject to a £10 administration fee. RESULTS Provisional results will be published in accordance with D 26.1.2 where practical. Failing that D 26.1.3 will apply. Any protests or appeals must be lodged in accordance with C 5.1 to 5.7. 14. ROUTE INFORMATION Consistent with R 16.1.3 for Navigational Rallies, main time controls, blackspots and rejoin points will be supplied along with time cards at signing on. Further route handouts will be issued at MTC0 and at various points along the route. These documents will provide all the information necessary to enable competitors to comply with R 2.3.2 and R 14.1. Competitors will be required to make up as much lateness as possible at specified time make-up sections (R 12.6). 15. IDENTIFICATION Competitors will be provided with two rally plates, supplied by the Organiser’s, which must be displayed on or just below the rear [passenger] near-side window and on the rear window. 16. PENALTIES Marking and penalties will be applied as per R 13 using the ‘Time’ System. The following shall also apply: Altering Time Card EXCLUSION Conveying route to spectators EXCLUSION Use of mobile telephones for unfairly obtaining route information or advantage EXCLUSION Entering a “Blackspot” or passing a “NO” board EXCLUSION Adverse report from Judges of Fact & DSOs in relation to R24.7 – 24.9 EXCLUSION Not complying with R9.1.5 and R9.1.6 EXCLUSION Failure to follow instructions of an official R13(r) EXCLUSION R10.3.1 Use of auxiliary lights in neutral sections or other “Quiet” sections notified in EXCLUSION the route instructions. Kick RoD 2018 OTL may be reduced from 30 minutes (but not lower than 15 minutes) at some or all controls where the scheduled time for Car 1 is before 00:45 hours on 15th April – this is to facilitate marshals being able to do more than one control. OTL will be extended to 45 mins at the final Main Time Control. 17. MODIFICATION OF GENERAL REGULATIONS All other General Regulations of the MSA apply as written, except for the following, which are modified: H35.1.4 A Novice shall be as defined in SR8 above. R2.3.3 Secret checks may be established to ensure compliance with route instructions, technical regulations, noise and maps used. R12.8 Timing may be in seconds on some Regularity sections. R7.2.3 Mobile telephones may be carried in the car (for use in breakdown or emergency situations only). R15.2.2 In the event of a tie the winner will be decided by the furthest cleanest followed by lowest engine capacity. 18. INSURANCE Vehicles must have insurance in place which provides Third Party Liability cover that complies with the Road Traffic Act. This can be either by extending an existing motor policy to cover the event or by purchasing additional cover as an adjunct to an existing policy. If a competitor uses an extension to an existing policy they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor. If a competitor wishes to purchase additional cover via the organisers they can do so prior to the event providing they comply with the following. • Age 19 years of over • Has held a full license for a minimum of 6 months • Has no more than 6 points on their license • Has had no more than 1 fault claim in the last 3 years • The vehicle has valid Tax, MOT and is currently insured for road use Anyone aged less than 19 years old will also be accepted at the same price should their co-driver be a more senior member of their family aged over 25. Any competitor who falls outside these parameters maybe offered cover at equivalent terms or an agreed price, if approval from Reis Motorsport Insurance has been obtained by the event organisers, prior to the event. Additional cover provided by this scheme is only effective whilst the vehicle is actively competing in the event and remains under the control or direction of the event organiser(s). Cover will cease immediately if you are precluded, excluded or retire from the event. The Event Organiser’s RTA scheme is provided by Reis Motorsport Insurance and underwritten by Zenith Marque Insurance Services Limited. The cost is £20.00 per competitor. OTHER INFORMATION 1 Petrol will be available near the start and after 56 miles 2 Organiser’s mileages shall be deemed correct and not subject to protest 3 Force majeure notwithstanding, the Organisers reserve the right to delete or amend penalties at any control or check and/or delete any part of the route from results, should they deem it fairer to do so. (This will be enforced where it is obvious that a competitor has an incorrect time recorded on his/her timecard.) 4 Any notice displayed at the start or on the route bearing an official’s signature shall have the same authority as these SRs 5 There may be random map checks to ensure compliance with R9.1.5 and R9.1.6 during the course of the event 6 A cooked breakfast will be available at the finish and is included in the entry fee 7 Competitors are reminded of Section170 of the Road Traffic Act 1988 and Rule 286 of the Highway Code: Any injury incidents must be reported to the relevant Police Authority 8 The event will use the following section types: Neutral, Transport, Regularity, Standard. Definitions of Control types and abbreviations used in the route instructions will be provided in the Final Instructions. 9 This is not a spectator event and no spectator information will be issued 20. NAVIGATION All navigation instructions will be clear, easy to read and in order. Unless otherwise stated, the shortest route should be taken. Handouts will only be given out at rejoin points, locations of which are provided after signing on. Types of navigation used: 1. Map references with approach and/or depart direction, example below.
