Program Delivery Update Project Milestones and Accomplishments KEVIN J. DAYTON, PE, Chief Engineer, Asst. Secretary Regions & Mega Program ACEC/WSDOT Annual Meeting, Bellevue, Washington June 7, 2018
Delivery remains a key focus at WSDOT Connecting Washington delivery 1 10 highway construction contracts (6 projects) completed, valued at $28.9 million 90% completed on time, on budget 3 14 highway construction projects, with a combined value of $1.2 billion underway 71% were advertised on time Nickel and TPA Project delivery 2 380 highway construction projects completed, valued at $9.7 billion 87% completed on time 91% on budget 6 highway construction projects, with a total value of $5.6 billion underway 100% advertised on time 1) On time and on budget based on schedule and budget at the time of project authorization 2) On time and on budget based on schedule and the current legislative expectation at the time the milestone was achieved 3) One Connecting Washington project was delivered over its initial budget. This was a sub- project on the I-405 Renton to Bellevue Corridor Widening project. The overall corridor project remains on budget. 2
I-90 Snoqualmie Pass East Work this summer • Finish paving new eastbound and westbound lanes • Construct embankment along Keechelus Lake • Finish building new bridges, including wildlife crossing • Phases 1C and 2 will be finished by fall 2018, completing first 7 miles of the 15-mile corridor What’s ahead • Remaining 8 miles under design; construction in 2021 • Between North Bend and Snoqualmie summit – replace concrete panels in eastbound lanes; repair bridge decks in westbound lanes ➢ Traffic detour after Memorial Day – expected delays • Paving interchanges at Easton, Thorp and Ellensburg • Building detours for major Yakima River bridge work next summer at Cle Elum and Ellensburg 3
SR 99 Alaskan Way Viaduct and Tunnel Replacement Accomplishments and work under way • After Bertha’s disassembly in August 2017, crews installed last of 1,152 concrete panels of the northbound (lower) deck • Installing, testing and commissioning tunnel operating and safety systems What’s ahead • Tunnel could open this fall, depending on contractor’s schedules ➢ Connecting tunnel to SR 99 will require 3-week highway closure, plus 1 to 3 weeks ramp closures • Grand opening celebration being planned for near end of 3 week closure • Kiewit Infrastructure West Co., apparent-best-value contractor for $93.7 million design-build; demolish viaduct, decommission Battery Street tunnel; reconnect two streets across Aurora Avenue North • Scarsella Bros., Inc. to complete SR 99 tunnel to roadway connections and ramps project, started in February 2018 4
I-405 Corridor Improvements Accomplishments and work under way • Northbound Peak-Use Shoulder Lane; April 2017, $7.29 million • I-405/SR 167 Direct Connector Project – 60% complete; 2019 completion ➢ All in-ground shaft work for flyover ramp piers ➢ Set girders for a portion of the ramp, completed deck pour ➢ This summer, work on abutments, columns, girders and deck Upcoming work • I-405 to Bellevue Widening and Express Toll Lanes project ➢ Design-build contract, estimated $650-$700 million ➢ Construction expected to start fall 2019; completion 2024 • I-405/NE 132nd Street Interchange project ➢ Preliminary engineering/environmental review underway ➢ Estimated construction cost: TBD ➢ Construction expected to start 2021; completion 2023 5
SR 509/SR 167 Gateway Project Accomplishments and current status • Connecting Washington provided $1.56 billion • Established Executive and Steering committees - Endorsed project scopes for SR 167 and SR 509: ➢ SR 167 Completion Project – Builds remaining four miles of SR 167 between Meridian Avenue and I-5; includes full interchange at Meridian Avenue in Puyallup ➢ SR 509 Completion Project – Extends SR 509 by building four new lanes between South 188th Street and its connection with I-5 at South 221st Street; includes full interchange at South 188th in SeaTac • Established Funding and Phasing Subcommittee – 18 affected jurisdictions ➢ Developing MOUs for local matching funds ($130M local funding required); leverage grants ➢ Grant applications submitted: o 70th Avenue East Bridge over I-5 Fife (FMSIB) – Fife, Tacoma, Port of Tacoma o Veterans Drive in Kent (PSRC) – City of Kent o SeaTac Access (PSRC) – SeaTac and Des Moines o Port of Tacoma Spur (PSRC) – Port of Tacoma, Tacoma and Fife o $111 million application to U.S.DOT (INFRA competitive grant) 6
SR 520 Corridor Overview • Rest of the West – funding approved by Legislature in 2015 • Improvements from I-5 to Lake Washington – 3 phases • Ultimately, SR 520 corridor will be six lanes from I-5 to SR 202 in Redmond, with transit and HOV in each direction • West Approach Bridge North opened in summer 2017 What’s ahead • Montlake Phase • West Approach Bridge South, lid in Montlake and land bridge over highway • Construction to begin in late 2018; 4 to 5 years duration • Portage Bay Phase • Portage Bay Bridge, lid in Roanoke neighborhood and I-5 connections • Construction 2020 – 2022 • Montlake Cut Crossing Phase • Second bascule bridge over the Montlake Cut, • Construction as early as 2024 7
