PROPOSED PROJECT • The construction of the theatre within Germiston urban precinct acts as a catalyst for the performing arts with Ekurhuleni region • The project will convert the historic Germiston Carnegie Library into contemporary theatre • A place of regional economic importance and performance • A Gateway into Ekurhuleni & greater Germiston • A place for reinforcing community interaction

SPATIAL TRANSFORMATION AND INCLUSION • To support the Ekurhuleni core node being created in the Germiston CBD • The theatre site link to the Germiston Station Precinct (busiest station in South Africa) • The Theatre site offers accessibility to the wider Ekurhuleni and Gauteng community of income levels • The modern theatre design will support the guidelines and criteria of the Germiston urban design vision • Special programmes will be housed in the theatre to support up and coming artists from all sectors of the community • The theatre is located with the urban development zone and part of the urban restructuring zone • It a catalytic project to attract private investment
ACTION PLAN Year 0 & 1: Construction Phase • 2015/16 Capex expenditure: R27,4m • 2016/17 Capex budgeted: R24,8m • Funded by external loan Year 2: Activation Phase • 2017/18: Equip, staff and initiate operationalization • 2018/19 & beyond: Full Operation Support Project – Theater Parking Garage • 2018/19: R1m (planning phase) • 2019/20: R15m (Capex)
SOCIAL INTERGRATION AND INCLUSION • Projects brings various stake holders i.e. • National Department of Arts, • property owners • Municipal Real Estate, • Ekurhuleni Business Chamber • South African society of Artists • Local community • Performing art of South Africa • An opportunity to a catalytic intervention that seeks to contribute to urban Regeneration and expansion of Real Estate within Germiston • Citizenry involvement – to enhance confidence amongst citizens of Ekurhuleni • Enhancement of community confidence and nation building • Preservation of local cultural heritage
APPLICABLE LEARNINGS • It starts with us initiating, ensuring political will and follow through with implementation • Promotes awareness and celebrating our cultural diversity and talent • The project must be outcome driven • Project to have a business plan and there must be a project owner • Catalytic project to located in a strategic central office in order to influence implementation, unblocking of challenges and ensure timeous project delivery • Communication is key to all stakeholders
IMPLEMENTATION
CRITICAL SUCCESS FACTORS, • Continuation of implementation from the previous administration to the new • Collaboration of departments within the municipality • 50 direct jobs (construction) • 150 jobs at operational phase (direct and indirect) • Skills transfer through a Netherlands collaboration • Preservation of Heritage • Potential stimulation of development which will increase revenue for the city • Retail + theatre + leisure = Germiston Re-invested
ENABLERS DISABLERS • We need capable project managers to drive the project • Poor project leadership from beginning to the end • Lack of content and funding • That project sponsors of the project should be at right • Artists battling to fund theatre production location i.e. City Manager or Executive Mayor • Lack of marketing Ekurhuleni as a destination • Good theatre production would attract customers • Poor production would deter customers • To create a developmental programme for the theatre • Lack of capacity to operate the theatre • Germiston is part of a Central Improvement District and • Lack of a development programme to support Spatial Rating Area in order to improve safety, security community artists and aesthetics • High rate of unemployment • Central improvement • Coalition government posses a risk on implementation
