The Challenge Lincolnshire is a county of 2,500 square miles and a population of 730,000 people. The rate of Lincolnshire’s population growth has increased in recent years and projections indicate that by 2041 the population of Lincolnshire will grow to over 800,000. The trend towards an ageing population profile will continue, with the proportion of people over 75 years of age projected to increase by 88% between 2016 and 2041. The majority of the county is rural in nature, with a number of medium sized towns including Boston, Skegness, Grantham, Gainsborough and Sleaford, as well as the City of Lincoln. Lincolnshire is a county of choice for many tourists, in the summer for the East Coast holiday resorts and throughout the year for our rich history, beautiful countryside, and major events and attractions ranging from the Battle of Britain Flight to Cadwell Park race track, Market Rasen race course, Lincoln Cathedral, Lincoln Christmas Market and Lincolnshire Show. As Lincolnshire is a truly rural county, Rural Policing is a core function for all of our staff. Our Neighbourhood Teams and Response Officers are fully supported by Specialist Officers, including specially trained Wildlife Crime Officers. Operation Galileo started as a Lincolnshire Police operation to tackle Hare Coursing in the County, and having expanded to cover the top 12 Hare Coursing forces in 2019/20, now includes 21 forces across the country. Working with key partners, the multi-agency Rural Community Safety Gold Group is Chaired by the Deputy Chief Constable and maintains an overview of all issues which impact on Rural Community Safety. In early 2020, partners were consulted on priority areas for community safety in Rural Lincolnshire, alongside the Police & Crime Commissioner’s Police & Crime Plan 2017-2021. The priorities in this document were agreed by the partners in October 2020. 2
Education What we are doing now: ● Working with partners to develop effective approaches to prevent offending ● Making use of social media to prepare and raise awareness of how to report offending/ seek assistance ● Working with other forces to develop effective approaches to protect Lincolnshire communities ● Working with partners to ensure efforts to pursue offenders are effective in protecting Lincolnshire What we will be doing: ● Continue to develop the approach we are already taking ● Training our officers and staff to raise skill levels when preventing and tackling offending ● Identifying vulnerable people and locations, taking proportionate steps to protect them ● Making effective use of analytical skills and tools to we are prepared and able to effectively direct effort where we can have greatest impact to prevent harm ● Ensuring our officers and partners make full use of the legislation available when pursuing offenders in rural Lincolnshire LINCOLNSHIRE POLICE – Rural Community Safety Plan 2021-23 3
Engagement What we are doing now: ● Access Attending events and meetings organised by partners to engage with their members and ensure they are effectively prepared by providing information relevant to them Maintaining an active presence on social media seeking to engage with residents, businesses and visitors to explain how we can work together to prevent offending ● Influence Maintaining engagement with local and national media to ensure awareness of key messages and action being taken to protect vulnerable people and locations Working with 20+ other police forces and leading on national initiatives where appropriate ● Interventions Working to support partner coalitions developing more effective solutions to protect rural communities ● Answers Proactively sharing information that shows how we (police and partners) pursue offenders. What we will be doing: ● Continue to develop the approach we are already taking ● Working with partners to target protection messages to key audiences ● Developing our volunteers to add further value and resilience to our ability to prepare and pursue ● Engaging with perpetrators to prevent offending and change behaviour Enforcement What we are doing now: ● Pursue targeted enforcement with partners - Working with other enforcement agencies, supporting where they lead, eg Environment Agency and District Councils ● Seek to prevent future offending by effective use of legislation What we will be doing: ● Continue to develop the approach we are already taking ● Pursue offenders who cause greatest harm to our rural communities ● Work with partners to seek the most effective prevention measures ● Make innovative use of technology and enforcement powers to protect vulnerable people and locations ● Prepare and target proactive activity to have greatest impact on protecting rural communities 4
