Three related Plan Changes required to implement the Matakana Sustainable Development Plan • Plan Change 64 – Matakana Village • Plan Change 148 – Matakana Country Park • Plan Change 163 – Morris & James Pottery
Overview • Matakana Sustainable Development Plan adopted June 2006 • Draft Plan Change prepared to reflect the Sustainable Development Plan • Consultation undertaken October 2010 to early 2011 • Significant community response • Draft Plan Changes modified to reflect community concerns
What the Sustainable Development Plan said… • Sustainable Development Plan very focused on achieving a particular “Matakana Style” • Maintain the village character by managing building form through design, scale and appearance of buildings • Contain the village size/keep the village feel • Controlled or restricted discretionary activity for all buildings • Avoid bulk retail • Encourage tourist related activities • Improve linkages between residential and retail areas • Design Palette: addresses urban design, architectural design and landscaping – identifies a ‘preferred Matakana Style’
What Draft Plan Change 64 – Matakana Village did… Draft Plan Change 64 – Feedback requested - September 2010 (Clause 3 consultation) • New Special Zone – ‘Matakana Village’ • Covers existing commercial, countryside living and residential areas 4 New Policy Areas: - Matakana Village Heart Policy Area -Matakana Village Service Policy Area - Matakana Village Residential Policy Area - Matakana Lifestyle Policy Area * A set of Matakana Style Guidelines relating to all policy areas introduced
Plan Change 64 Continued • Resource consent required for all buildings in all policy areas • All buildings to comply with a detailed set of built form character development controls, as well as compliance with ‘Matakana Style Guidelines’ in all policy areas. • Greater flexibility in terms of permitted number of guests for visitor accommodation and homestay activities. • No Integrated Residential Developments • No bulk retail in Village Heart and Service Policy Areas • Flooding restrictions
Wastewater Enabling Development • Matakana will connect to the Omaha Flats Treatment Plant • The up-grade will cater for an ultimate population of 2,000 people • With 2.5 people/household this will provide up to 800 connections • 106 existing properties in Residential Zone • Potentially 294 new sites under proposed rules (subdivision down to 800m2 – giving a total of 400 sites including existing and potential) • Work will begin late 2011 and be completed by April/May 2012.
Community Feedback on Draft Plan Changes 22 submissions received – 9 of which related to the design guidelines and all opposed, only one submission received in support Subsequent meetings followed with individual or groups of submitters as well as Matakana School and architects Key Issues Raised: • Strong opposition to the use of built form rules in the development control and performance standards • Concern that the rules are too rigid and prescriptive and result in bad development and that greater flexibility in design and style with clear urban design principles would result in a better outcome • Concern about lack of alternative living opportunities i.e. no integrated residential developments and a minimum residential site size of 800m2.
Approach in Response to Feedback Having considered various options, the recommended approach is: 1. ‘Water down’ the Plan Change i.e. remove style guidelines, include IRDs and include some basic urban design principles 2. Minor Plan Change – extend existing zones, address flooding areas, provide indicative roads and include some specific urban design rules.
Amended Plan Changes Now Proposed A more basic rule package is proposed - No more Special Zone, instead retain the existing zoning and apply a ‘Matakana Overlay’ over the area of land subject to the MVSDP (minor zone extensions) – Matakana Village Residential Policy Area will now be Residential Medium Intensity (Township Policy Area) – Matakana Village Lifestyle Policy Area will now be Countryside Living Town – Matakana Village Heart Policy Area will now be Retail Service (Pedestrian Town Centre Policy Area) – Matakana Village Servicing Policy Area will now be Mixed Business – No requirement to comply with the ‘Matataka Style Guidelines’, these will now be a non-statutory document.
Matakana Countryside Living Overlay • Minor extension to the existing Countryside Living Town zone. • Farmstay/homestay increased from 10 – 15 persons as a permitted activity • No requirement to comply with the design guidelines e.g. colour, materials etc. • Additional rules relating to maximum site coverage, impervious surfaces and accessway
Residential Medium Intensity Overlay • Matakana Village Residential Policy Area will now be Residential Medium Intensity (Township Policy Area) • No requirement to comply with design guidelines relating to built form/character • Provide for Integrated Residential Activities on sites within 200m of the edge of the Retail Service Zone. Residential Zone Continued … • Visitor accommodation for up to 15 persons as a restricted discretionary activity. • Increase the number of people able to be involved in boarding houses/homestay activities from 10 to 15 as a permitted activity • Additional high controls • Additional rules relating to: - impervious surfaces - vehicle crossings - fencing in front yards - landscaping - secluded private open space and over looking • Additional subdivision rules relating to solar orientation, cul-de-sac and street trees which seek to result in better subdivision design.
Retail Service & Mixed Business Zones • What was the Matakana Village Heart Policy Area will now be Retail Service (Pedestrian Township Policy Area) • What was the Matakana Village Service Policy Area will now be Mixed Business • Minor changes to the objectives, policies and rules to discourage large format bulk retail activities • Exclusion of drive-through activities and hospitals on business zone land • Amend existing maximum height rules which restrict the height of buildings or parts of buildings within a 40m setback of Matakana Valley Road within the Mixed Business zone to 9m instead of 12m. • No requirement to comply with the design guidelines.

Other Changes • New Restricted Discretionary Activity (Chapter 14) relating to areas of land identified as being subject to inundation/flooding • New Restricted Activity (Chapter 14) relating to buildings on Leigh Road in the Residential Zone • More restrictive set of rules relation to signage within the Matakana Village Overlay Area to be included within Chapter 16 of the District Plan.
Plan Change 148 – Matakana Country Park MCP is currently one single site. The following activities currently occur on the site: - Equestrian centre Leigh Road - Blacksmith operation - Restaurant/café - Petting zone, children’s playground & mini train track - Weekly farmers market - Church Matakana - New Years Eve outdoor entertainment event Country Park - Art gallery - Circuit room/exercise studio - Café within the woolshed - Consent for 12 special events on the site and 12 function within the woolshed. MCP Continued Issues associated with requested activities - Not of a rural/tourist theme - High traffic generators - Contrary to the objectives and policies of Chapter 7 – Rural and the Regional Policy Statement. Plan Change 148 Will provide a scheduled activity over the site for the following extensions to existing permitted or consented activities - An increase in the maximum number of stalls associated with the weekly farmers markets from 80 to 100 stalls - An increase in the seating capacity of the restaurant from 95 people to 100 - An increase in the hours of operation of the restaurant from 11pm on Friday and Saturday nights to 12am (midnight).
Morris and James Pottery – Plan Change 163 A scheduled activity currently applies to the site. Plan Change 163 proposes to amend the permitted activities provided by the existing Scheduled Activity 107 to allow a small amount of flexibility to permit the hosting of events and tourism tours.
