NAC Community Arts Residency 2021 at Indian Heritage Centre, Yishun Park Hawker Centre, Greenridge Shopping Centre, and Ci Yuan Hawker Centre
Purpose of the Residency 1. To support practising artists in advancing the field of community arts in Singapore, by providing opportunities to work within spaces and communities 2. To shape communal spaces, engage people, and reflect their stories through shared arts experiences 2
Community Artists Sharing Session • Organised at the mid- point of the Residency, for artists-in-residence to share and receive feedback on their residency plans • An informal gathering for practicing community artists to network and exchange ideas 3
Consultation Sessions A panel of experienced artists has been assembled to offer an external perspective on your project, and share expertise in the following areas: community arts facilitation and engagement community mapping curation and production You can expect the following with the panellist you will be matched with: • 1 studio visit or site meeting about 3-4 weeks into the Residency (Approx 2 hours) • To offer input at the Community Artists Sharing Session – an informal gathering where artists-in-residence share their work in progress with fellow artists and residency host partners (Approx 2 hours) • 1 studio visit or site meeting before final stage of producing showcase (usually last 4-6 weeks of producing the showcase) (Approx 2 hours) • Exchange ideas, share work-in-progress, recommend relevant resources or similar projects to learn about the larger community arts landscape (Approx 2hours throughout residency period) 4
Residency Observers To expose younger artists to community arts practices, students observers will also be tagged to each Residency (1 to 1), who will also offer some support for documenting community engagement. These observers will attend 10 engagement sessions/meetings with artist throughout the Residency period, completing observation forms for each. We hope artists will find these notes useful when reflecting on their process and adapting their approaches for the community. 5
About Indian Heritage Centre (IHC) IHC, under the management of the National Heritage Board and with support from the Indian community, traces the history of the Indian and South Asian communities in the Southeast Asian region. It houses five permanent galleries, a museum shop as well as programming and activity spaces. It also serves as a springboard for visitors to explore Little India and enjoy the sights, sounds and scents of the historical precinct. IHC was opened by Prime Minister Lee Hsien Loong on 7 May 2015 and offers year-round exhibitions, programmes and activities to promote greater public awareness and appreciation of Indian heritage, arts and culture. 7
IHC’S Programmes • Community Expressions – bi-monthly showcase of heritage and culture of different sub-communities within the Indian community in Singapore. • IHC CultureFest – a two-weekend long festival that promotes the diversity of Indian artistic and cultural expressions that usually ties in with the Special exhibition. • Celebration of Community Festivals – IHC partners key precinct stakeholder, LISHA to create partner programmes for festivals such as Pongal and Deepavali. • NHB Festivals – IHC presents partner programmes for Singapore Heritage Festival (SHF) and Children’s Season. 8
About Little India • Little India is a historical precinct that serves as a focal point for the Indian community. • Functions as a vibrant and organic showcase of the community’s rich and diverse heritage. • Comprises historical landmarks, temples, traditional trades and modern businesses. • Place where visitors experience “living Indian heritage” as practised by the community, stakeholders, business owners and residents of Little India. 9

About Yishun Park Hawker Centre (YPHC) Yishun Park Hawker Centre is a community of hawker heroes where you will find a total of 43 old and new generation hawkers coming together to serve a wide range of well-loved hawker fare in this 800- seat modern hawker centre. Besides food, take part in monthly-themed family-friendly Park & Play every weekend and occasional pop-up events. YPHC Programmes • Park & Play – A family friendly event that happens every Saturday and Sunday (except the last weekend of the month), to delight kiddos and keep them engaged with face painting, bubble, water and sensory play and arts and crafts. Park & Play presents activities under a different theme each month to tie in with multicultural festivals and celebrations. • Weekend Pasar – a flea market that’s held every last weekend of the month (Saturday and Sunday) • $1 Carnival - A yearly celebration at YPHC to celebrate and share good food with our community, together with fun family activities, and $1 treats. 17

About Yishun • Yishun, the name came from a Pineapple King who was called Lim Nee Soon. • Yishun Park is home to a variety of natural vegetation and tropical fruit trees such as durian, star fruit and rambutan. Nestled amidst the greenery are numerous facilities such as children playgrounds, fitness corners and multi- purpose courts to encourage residents to lead active lifestyles. • Yishun is also the first dementia-friendly town in Singapore, with 2,000 residents trained to spot and help elderly with the condition. 19

Greenridge Shopping Centre 524A Jelepang Road, Singapore 671524. Greenridge Shopping Centre is among the first shopping centres built in Bukit Panjang Town. Located at Jelapang Road and near Jelapang LRT Station, it provides convenient and a wide- range of shopping facilities to residents living in the vicinity. 25

The artist/collective will be able to occupy the unit rent-free from 23 August 2021 to 20 January 2022, after which they will vacate the units, to be handed back in its original conditions. The showcase which the artist creates with the community should be held within the unit, and participants/residents/shoppers/shopowners should be invited to visit. About Ci Yuan Hawker Centre Ci Yuan Hawker Centre is managed by Fei Siong Social Enterprise, the social enterprise subsidiary of Fei Siong Group. Located within Ci Yuan Community Club, the hawker centre is part of a government pledge to build 20 such public dining establishments. Complete with spacious walkways and high ceilings, the hawker centre features 40 cooked food stalls and has a seating capacity of up to 640 pax, ideal to be also used as an event venue. Ci Yuan Hawker Centre is also a showcase for Fei Siong Social Enterprise’s “Entrepreneurship Programme”, which pairs aspiring hawkers who lack capital and culinary know-how with older generation hawkers who are unable to continue with their trade. In this way, Fei Siong Group provides local entrepreneurs with the opportunity to operate their own cooked food stalls and encourages the preservation of Singapore’s local hawker heritage. SHOWCASE AND APPLICATION IMPLEMENTATION SHARING JUNE • Applicant submits initial proposal articulating the project concept and approaches. • Deadline: 9 July 2021 • Successful applicants will be notified by 6 August 2021 39
SHOWCASE AND APPLICATION IMPLEMENTATION SHARING AUGUST • The artist-in-residence interacts with and gets to know the community/neighbourhood. • Support will be provided to network with community stakeholders. • 1 consultation session about 3-4 weeks into the Residency (~2 hours) • To update NAC at the end of the month 40
SHOWCASE AND APPLICATION IMPLEMENTATION SHARING OCTOBER/NOVEMBER • Check-in meeting with NAC • Community Artists Sharing Session will take place for the artist to receive feedback on the proposal. • The artist will submit a revised proposal and budget • The proposal will include fortnightly milestones. 41
SHOWCASE AND APPLICATION IMPLEMENTATION SHARING NOVEMBER TILL JANUARY • The artist will work towards the final showcase, according to the proposed plan • 1 consultation session before final phase of project (usually last 4-6 weeks of producing the showcase) (~2 hours) • Documentation of process • Schedule of sessions • Fortnightly updates to NAC on progress of project 42
SHOWCASE AND APPLICATION IMPLEMENTATION SHARING JANUARY/FEBRUARY – dates to be agreed between NAC, artist and venue hosts • A showcase and sharing that directly involves the community as a whole or in part, presented as a conclusion to the Residency, with members of the arts community in attendance • An Evaluation Report and Financial Report to be submitted within 2 months of the Residency’s completion. The Financial Report must be certified by an accountant registered with the Institute of Singapore Chartered Accountants (ISCA) or equivalent international body. 43

RESIDENCY PACKAGE An artist grant of up to S$ 21,000 covering the artist/collective’s honorarium (estimated cost $13,000), material costs associated with the process (est. $2,000), documentation (est. $1,000) and costs for the final showcase (est. $4,000). The certification fee for the financial report should be kept within $1,000. • $16,800 (80%) to be disbursed upon appointment to the Residency • Up to $4,200 (20%) to be disbursed upon completion of the all deliverables and submission of reports, amount to be reimbursed based on actual expenditure 45
A NOTE ON GENERAL ETIQUETTE As an artist new to the space or community, do respect the activities and needs of the people. Take note of peak and lull periods, and choose the right time to engage people. If you use any public or shared spaces, do restore it to its original condition when you are done with the activity. 46
