MINISTRY FOR VULNERABLE CHILDREN, ORANGA TAMARIKI • Launched on 1 April 2017 • Stand alone agency incorporates Child, Youth and Family, parts of Community Investment, and the Children’s Action Plan Directorate. • The new ministry: • signals a whole of sector approach • provides a single point of accountability • has a broader remit, including prevention as a core area of focus. 2
OUR VISION New Zealand values the wellbeing of tamariki above all else. OUR PURPOSE To ensure that all tamariki are in loving whānau and communities where oranga tamariki can be realised. 3
CORE SERVICES It will take four-five years for all the new services, systems and processes to be in place. Five key services: • Care support • Transition support • Youth Justice • Intensive Intervention • Prevention 7
Our 4-5 year plan: • Transition to new Ministry 2016-2017 • Early enhancements • Implement Care support and 2017-2018 Transition services • Implement Youth Justice and 2018-2019 Intensive Intervention services 2019-2020 • Implement Prevention services 8
VOICE OF THE CHILD • Prioritising the voice of the child: • legislation reform • child-centric feedback and complaints mechanism • VOYCE Whakarongo Mai 10
VOYCE – WHAKARONGO MAI • New independent connection and advocacy service for children and young people currently or previously in care. • A community of children and young people and a voice from them, not for them. • Launched on 1 April 2017 and run by independent NGO charitable trust. • VOYCE will provide feedback to the Ministry to help us keep the voices of children and young people at the centre of what we do. www.voyce.org.nz contactus@voyce.org.nz
SOME OF THE KEY WORK UNDERWAY • Finalising a blueprint for the future vulnerable children’s system • Developing a trauma-informed agency practice framework • Māori-focussed initiatives and partnerships. Strengthening our understanding of mana tamaiti, whakapapa and whanaungatanga • Developing national care standards • Recruiting more social workers • Trialling enhancements to Gateway assessments – joint initiative with the Ministry of Health 12
CAREGIVER SUPPORT • Developed a handbook for caregivers which sets out the services available – ‘Hand in hand’ book. • Trialling a Caregiver Guidance & Advice Line – after-hours phone support for caregiving families. • Looking into different ways to support caregivers including phone, face-to-face, individualised support and training. • Looking to pilot caregiver learning and development programmes 13
EXPANDING FAMILY START & MOKOPUNA ORA • Family Start is a voluntary home visiting service that helps whānau/families who are struggling with challenges or problems that put at risk good health, education and social outcomes for their children. • The programme is being expanded to nation- wide coverage. • Mokopuna Ora is a partnership with Waikato- Tainui that keeps tamariki connected with their whānau, hapū and iwi and has been extended from Waikato into South Auckland. 14
WHAT WILL YOU SEE THAT IS DIFFERENT? 15
WORKING TOGETHER • Prevention will be central to what Oranga Tamariki does. By investing up front in our children and their families, we can ensure their wellbeing further down the line, and reduce the costs to society. • This way of working will improve the lives of children by applying rigorous and evidence- based investment practices to social services. • We need to partner effectively with others to tackle difficult issues and make a real difference for vulnerable tamariki. 16
