Expression of Interest Opportunity in Kakadu National Park Kakadu National Park is an iconic part of Australia receiving approximately 180,000 – 200,000 visitors per year. The Bowali Visitor Centre on the outskirts of Jabiru is the first stop for many visitors on their Kakadu adventure. Approximately one third of all visitors to the park come to Bowali for park passes, and a first introduction to Kakadu’s natural and cultural values. At Bowali, visitors are invited to journey through Kakadu’s habitats as the South Alligator River meanders through the landscape from source to sea. There is a walk-through display where visitors can learn more about the plants, animals and landscapes that can be seen in the park, and staff are on hand to answer questions and help with planning walks and activities. Missing at current is the opportunity for visitors to linger longer and enjoy some good food and refreshments! BUSINESS CONCEPT: To operate a mobile food vending vehicle, stall or kiosk at the Bowali Visitor Centre. The preferred business model is a joint venture with a local Indigenous association or individual to provide employment and training opportunities for Bininj/Mungguy (traditional owners). Following an initial trial during the dry season of 2021, a minimum five-year licence may be negotiated depending on the level of investment and involvement of Bininj/Mungguy (in accordance with Parks Australia’s Commercial Activity Licence Policy). The successful proponent will address capabilities around seasonality and sustainability. Total annual visitation to Kakadu is approximately 180,000 – 200,000 visitors per year. Visitation is highly seasonal and influenced by the weather with the peak period during the dry season (Jun-Aug), there are two shoulder seasons (Sep-Nov and March-May) and one low season (Dec-Feb) (see Graph 1 below). WHO WE ARE LOOKING FOR: Parks Australia is committed to growing the future of tourism in Kakadu and to becoming a leader in the Australian market for premium quality nature-based and cultural experiences. Part of this is providing quality food and beverage services to visitors. Capabilities we are looking for include: Supply – food service must be able to cater to high volumes of visitors during peak periods-up to 100 people at a time. Self-sufficiency - Kakadu National Park is unable to provide accommodation, water, power, or waste management for service providers. Environmental and culturally focused - Kakadu National Park is a World Heritage area. The right people will have an environmental and cultural focus in their business operations with employment and training opportunities for the parks Indigenous owners. Proven track record - owing to remote area challenges a proven track record of quality delivery in the food and beverage service industry is desirable. 2

Part 4: Sustainability Please provide an overview of the sustainability of the proposal from an environmental, cultural and economic perspective. Explain: • How the business will minimise environmental impacts, e.g., waste, water, recycling, litter. - Include any power and water requirements - Address your cleaning, maintenance and waste management plan. • How the business will respect the cultural values of the park. • How the business will be economically sustainable in the long term. Part 5: Benefits to Kakadu’s Traditional Owners Please explain the benefits which the proposed concept would provide to Bininj/Mungguy, the park’s traditional owners. The benefits can include employment, training or business partnerships for local Indigenous people. 5
Part 6: Implementation Please explain how you plan to take this proposal from concept stage to fully operational should you be successful. Consider including information on approximate timeframes (short- and long-term) and financing along with a broad overview of implementation.
