Management Plans A Management Plan (MP) is a strategic planning document, which corresponds to a River Basin District (RBD) and provides the necessary information and operational instructions for integrated water management within a river basin. MP provides a general description of the characteristics of rivers, lakes, coastal waters, ground waters and water-related protected areas. The MP of each RBD is accompanied by a Strategic Environmental Impact Assessment. The Content of MPs is defined in Article 13 and Annex VII of Directive 2000/60/EC (Article 10 and Annex VII of Presidential Decree 51/2007). MPs are revised every five years. Hellenic Republic Region of Attica About Region of Attica Region of Attica (RoA) is: • Self-governed public body • Second-level local government organization Population: 3,894,573 (2011) Land coverage: 3,808.10 km2 Region of Attica (RoA) encompasses the entire metropolitan area of Athens, the capital of Greece, the Saronic islands, islands in Myrtoo pelage and islands Kythira and Antikithira. RoA CONSISTS OF 8 REGIONAL DIVISIONS INCLUDING THE SARONIC ISLANDS Regions plan and implement policies at regional level, within their jurisdiction, according to the principles of sustainable development and the social cohesion of the state, taking into account national and European policies. 4

Attica River Basin District – water use Distribution of annual abstractions of water, ~ 503,4 hm3 Livestock; 0,4% Industry; 3,7% Irrigation; 13,2% Water supply; 82,7% Note: Approximately 80% of the total annual demand of Athens Metropolitan area derives from abstractions from surface water bodies (Mornos, Evinos and Yliki) that do not belong to Attica River Basin District. Approximately ~ 20% of water needs are abstracted through boreholes and springs exploitation, covering mainly the water demand for irrigation. 6

Management Plan Measures The program of measures is the key element of the River Basin Management Plan for the achievement of the 2000/60/EC Directive objectives. The measures are divided into basic and supplementary: • Basic measures result from the implementation of national and European legislation on water protection, including 2000/60/EC Directive and overall environmental policy. • Supplementary measures include measures designed and implemented in addition to the basic measures. 8
Implementation actions of EU Directives ➢ Community Directives (Group I of Basic Measures) pursuant to national law ➢ Implementation actions of Directives in MP for Attica RBD : • 2006/7 / EC - Management of bathing water quality • 2009/147 / EC & 92/43 / EEC - Conservation of wild birds, Protection of natural habitats and of wild fauna and flora, Natura 2000 Sites • 2011/92 / EU, 2014/52 / EU - on the assessment of the effects of certain public and private projects on the environment • 98/83 / EC, 2015/1787 / EU - Drinking Water • 2010/75 / EU - Industrial emissions (integrated pollution prevention and control) • 91/676 / EEC - Protection of waters against pollution caused by nitrates from agricultural sources • Framework for Community action to achieve the sustainable use of pesticides (Directive 2009/128 / EC, Regulation (EC) 1107/2009, Regulation (EU) 652/2014) • 2012/18 / EU - on the control of major-accident hazards involving dangerous substances, amending and subsequently repealing Council Directive 96/82/EC • 86/278 / EEC on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture • 91/271 / EEC, 98/15 / EC - Urban waste water treatment 9
The Documentation text, for Basic and Supplementary Measures, provides detailed guidance on: • Directive (91/271 / EEC), Urban Wastewater Treatment • Directive (91/676 / EEC), Nitrate Protection • Integrated Pollution Prevention and Control Directive (96/61/EC), which, according to paragraph 10.1.10 of the WFD Reporting Guidance No 35, are considered the most important. 10

Main management issues Groundwater deterioration of the (chemical) quality condition due to the strong anthropogenic effects The re-assessment of the pressures exerted and the revision of the program’s measures in order to respond to the intensity and origin of the pressures. Wastewater management in the agglomerations. Prioritize reuse of treated wastewater as a disposal method, but also for saving irrigation water. The peculiarities of the Crop Recording Scheme in the Water District limit the information on individual irrigation water wells. The disproportionately large number of poultry farms with very little capacity. Insufficient financial data. 12
Other critical issues Additional critical issues that determine the degree of implementation of the MP: • Coordinate the actors involved in its implementation and ensure channels of communication with other stakeholders. • Evaluation of the results of the Water Monitoring Network 13

Policy instruments - improvement needs • Οbtain a database for the qualitative and quantitative assessment of the levels and the origin of the pollution / degradation of the waters, complementary to the national network • Ιmprovement of governance results targeted to the impact of the efficiency of the water treatment systems in the rivers quality of water • Facilities - Infrastructure for the supply of islands & small agglomerations or meet increasing needs of water in the cities • Modernization - upgrade of existing water supply systems • Implement targeted infrastructure water supply • Dissemination tools for the environmental information with respect to sensitive data 16
